>> and i'm sam brock. we're going to kick off this morning with a live look. san jose where temperatures are hovering around freezing, a very, very cold start all across the bay area. >> we have multiple reports this morning, nanette miranda braving the cold out in the elements this morning. let's begin with christina loren. is there a warmup at all in sight? >> there is, there is. we have these frosty conditions to get to until 9:00 tomorrow morning. if you're going to work, we're in that boat with you this morning but the good news is it's friday. a lot of people will be hitting the shopping malls. it's a big return day. just finding a parking spot in this cold weather, not going to be that fun with temperatures near freezing until about 9:00 a.m. the reason why is high pressure is firmly in control. this is also keeping our air

mass stagnant. we don't have enough mixing out there. as a result all that particulate matter just set up. you'll see clearly a hazy day for you. nanette will have more on that for you in just moments. and right on the ocean in monterey it's chilly but this is the big one, 39 in san francisco, that's downtown. we're seeing temperatures in the city getting close to freezing. we might even hit freezing dlorng in more on that in just moments. right now back to you, sam and laura. >> i think that's a trade we're going to take. high atop san bruno mountain, why you might be tempted to fire up the fireplace but not so fast. today is a spare the air day.

>> nanette miranda joins us, pretty cold there i imagine. >> reporter: the coldest temperatures have yet to arrive still. those generally arrive around sundown. the freeze warning is in effect until a few more hours after that. here's what a freeze warning means. it means that temperatures are going to be below or near freezing temperatures, which is around 32 degrees fahrenheit. it's possible damage to sensitive plants and icy patches while driving on bridges and higher elevations. and it is, as you said, spare the air day, which means no wood burning unless it's your home's only source of heat. this is the seventh winter spare the air day in this cold weather and light wind conditions are making it -- allowing it so that the air pollution is building up to unhealthy conditions. if you do burn the wood, it

could result in a $100 fine. nanette miranda, "today in the bay." >> keep warm out there. >> expect longer than usual lines at the dmv. undocumented immigrants can now get drivers licenses. plenty of demand here, bob. people started lining up an hour ago. good morning. >> and in this cold weather nanette's been talking about but they want to be here so they can get in when the doors open. this is a brand new dmv facility here in san jose, was expected to be a rush of undocumented immigrants taking advantage of a new state law that just went into effect that allows them to legally obtain a driver's license. now, in the day area alone, there are hundreds of thousands of undocumented immigrants who would qualify to apply for a license and accommodate for the crush of applicants, they'll

have close to 200 employees here trying to handle the crowd. this new law requires applicants have a valid i.d. that comes from their country's consulate. with that they can take the 36-question knowledge exam and if they pass that along with a road test, they will receive a salad driver's. >> it was a blessing. >> a blessing? >> it was a blessing. >> what will this mean now? >> because i'm not scared when i'm driving. i'm more confident. >> reporter: critics argued that people who entered this country without documentation should not be allowed to apply for a license at all. immigrants say the ability to drive legally is not a luxury, it's a necessity. this new center in san jose is

the only location in the bay area and one of only four in the state that will take walk-ins. many locations, including this one, will be open on saturdays as well. this new location is open to anyone trying to get a new driver's license, whether it's an undocumented immigrant, a teen-ager or new resident coming from out of state. and we're here at 2222 center road in san jose. again, the doors open at 8:00 this morning. roaring live here, bob redell, today in the bay. >> we do have breaking news this morning. sheriff deputies in almeida county say what started as a chase ended with a crash. a deputy pulled over a white van in hayward just before 3:00 this morning for not having proper plates. but the driver jumped out of the van and ran away.

prn the driver was arrested. it's unclear how many people were in the van but we're told they were all taken to the hospital. the original driver who ran away is still on the loose. also new this morning, three members of a family are dead in what police believe was a murder/suicide in modesto. the shooting happened around 9:00 last night. investigators say two men and a woman were shot and killed. the shooter is reportedly among the dead. a fourth victim was taken in the hospital in critical condition. >> the east palo alto department said two of their officers narrowly escaped injury when they were shot at responding to a call. they say two officers were responding to shots fired call when people shot at them. eight people were inside the home and detained but it's unclear if any of them were

arrested. >> today people will turn in petitions to get contra costa -- opponent say it isn't fair. the supervisors say they're earning less than their colleagues in comparable counties. >> we're going to give you a quick look outside of the bay bridge all lit up. not too many people out there, enough, though, as we wrap up our week. many folks looking forward to the weekend and do we have more cold weather for them. that is the question, christina. you're saying we could get a warmup pretty soon. >> i'm actually already starting

well, it worked out in ways they couldn't have imagined. a change of scenery doesn't always translate into a change for the better. >> there are three times of nuclear reactions. >> at least not right away. >> we're going to talk about those three right now. >> it didn't three years ago when rama transferred as a high school freshman to the brand new high school. always incredibly smart, rama was also painfully shy. now finding herself somewhere she didn't know a soul. >> i never talked to people, not that much. >> reporter: in fact, this story really begins with rama not talking to anyone, just sitting on a bench at school, alone of course. >> and then there was like a couple of kids who came up to me, they were like, hey, what's your name, where do you come from? after that i started hanging out with them. >> reporter: it turned out what happened on that bench was the

crack of rama's shell that she needed to begin breaking out of it. >> and now because of them i'm who i am today. >> reporter: and who she is is pretty special. rama wanted to pay forward some of her new friend's kindness. already far ahead in her studies, rama saw an opportunity with a handful of fellow students struggling to pass the california high school exit exam. >> so i went to my english teacher and i asked her can i coach these students so they can pass? so it's in three months, i coached them and they passed. and this is the start of the peer tutoring club. >> reporter: and the rest they say is history, or math, science and english as well. rama leads a team of peer tutors. in this, her junior year, rama has by herself tutored more than 120 fellow students.

more comfortable, bearable, we'll get more cloud cover. temps chilly all the way around. in the south bay staying pretty cold at the immediate coast, san francisco for saturday, 56 degrees. maybe you'll be returning items to union square. make sure if that's you, you'll bundle up. you know if you adjust your thermostat just a degree or two in your home, it can make a big difference. that will start to feel a lot more comfortable. it will be the middle of next week before our next weather make are comes through. this will be interesting because it does have cold air associated with it. it could dump 6 inches of snow up in tahoe but i think the snow level will head to about 5,000. sunday things will clear out so

>> the east palo alto police department said two of its officers narrowly escaped injury when they were shot responding to a call. it happened early yesterday morning. investigators say the two officers responding to shots fired call when someone started shooting at them. they man aaged to get away safe. >> and in nearby palo alto, police are looking for a man they say ripped a gold necklace from a woman's neck and then pushed her to the ground. police say the man did not say anything to the woman and no word whether the suspect was armed. the woman suffered a scrape to her neck but is doing okay. >> in oakland, police used nont lethal bullets to stop a man on

broadway. when officers tried to approach the man, he reportedly ran downstairs to the bart station on broadway. they posted officers at the exit to track the man. bart services were delayed. the man refused to surrender so officers fired bean bag rounds at him and took him into custody. his weapon turned out to be a bee bee gun. >> right now in san jose, bob, people have been and are already lining up at the dmv. >> reporter: good morning to you, sam. since 5:00 this morning, we have about 30 people in spite of the cold waiting for the office to open up just over an hour from now because starting today undocumented immigrants can legally obtain a state driver's license. the dmv is expecting so many

people to take advantage of the new law they built this new service center with 40 service windows inside to handle the expected rush of applicants. hundreds of thousands of undocumented immigrants would qualify to apply. assembly bill 60 requires a valid i.d. to take the pfr there are critics who think that people who arrived in this country without documentation should be able to qualify for a license but supporters argue this would make the roads much safer. >> there are rules so they have to know the rules. people who have drivers license, they know the rules. >> it's scary when i'm driving. i'm more confident with me. so i think it's good. >> you said scary -- >> i'm scary for the police, if

post. they're calling for a protest today to protest the owner's "racist lies." >> people who have been collecting petitions will turn turn them in to get contra costa executives raises rescinded. we should hear the final count from the county today. the group wants to stop supervisors from getting a 33% pay raise. it would boost their salaries from $97,000 annually to $129,000. opponents say that isn't fair but supervisors return they're earning less than their colleagues in comparable counties. >> addressing the homeless issues is one of his top

tracking flight delays and cool temperatures. here's a good sign, some of the fog is starting to develop and we need that fog, that blanket of low cloud to help trap in some of the warmth for today, though it won't be that warm. we'll wake up tomorrow morning with temperatures a lot more bearable, about. >> the oregon couple was set to have a beach wedding in july but they changed their mind because the oregon ducks made the football final. >> and they got married at a rose bowl tailgate party. the football fans were married by the groom's step dad. the rest of the family watched the whole thing via skype. they gambled and one since oregon trounced florida state. >> they won because they're in love, sam.
