with the return to the workweek, we have a workweek traffic flow. we'll talk about getting into the city and getting out of san francisco. we had an earlier problem. we'll give you an update. >> let's peek outside on this tuesday morning overlooking town san jose. we'll swear in a new mayor this morning. this is "today in the bay." good morning on this tuesday. thank you for joining us. >> happening now, interstate 280 is back open this morning in san francisco after a man on the bridge forced officers to close the freeway for more than six

hours. video shows the man not wearing a shirt. he was waving his arms straddling the barrier on the edge of the bridge. officers were able to take that man into custody an hour ago and opened all lanes within the past 30 minutes. >> let's check in with mike inouye. any backups lingering as a result of this? >> there were backups until about 20 minutes ago when we did see traffic start to flow more smoothly. this is the area to get you in san francisco with golden gate bridge at the top off the bay bridge. interstate 280 showing speeds dipping down below 60. the closure was approaching 101/280. all lanes are open and it looks like a typical morning commute. rest of the flow through san francisco is moving smoothly. all lanes on 280 reopened and we haven't seen issues. grief counselors will be at st. mary's college high school in berkeley today to help students cope with the loss of

their vice principal. a memorial formed outside of the school during the holiday break. he was riding his bicycle with a group of cyclists last month when some of the cyclists crashed in front of him. he swerved to avoid them and went into oncoming traffic. it's 6:02. happening now, richmond police are asking for help to find this 16-year-old girl who police believe might be held against her will. police posted this photo of belinda carson on the department's facebook page. she was last seen 5:30 p.m. on new year's day. she told her family she was going to oakland. she later left facebook messages with her family saying she was scared and was trying to get home. a friend told police carson was on the phone with a man on new year's eve and the man may be involved in her disappearance. we'll shift the tone here for a second as we take a live look outside at the bay bridge. it's been a little bit chilly

the last couple of mornings. we're hoping for a warmup in store. >> let's get a look at it right now. >> good morning. it's chilly out there. not too bad at all especially when you consider we were in the 20s at this time last week. let's get you out with a look at where we could be and that's much, much colder. look at the nation. they get into that cold snap and you know there's a three-hour difference between east coast and west coast and they can't thaw out. we're starting out at 40 degrees and we're headed toward the 70s. basically bay area temperatures, the envy of the entire nation. 45 degrees in san francisco. 40 degrees in san jose. so that's your airport temperature. no flight delays at this point. 40 degrees in livermore. and beautiful san jose we have a gorgeous day in store except for the fact that it's a spare the air day. keep that in mind if you are trying to head outdoors today. you have exercising you want to do, get the best air quality in the morning before all of the cars hit the highway.

one of the benefits of all that particulate matter suspended in our atmosphere, a gorgeous sunrise this morning. 40 degrees in the south bay. 42 on the peninsula. 45 degrees in san francisco. on our way to the 70s. you know we're actually rivalling temperature records. it doesn't usually get this warm on january 6th. we'll beat a couple records for today. record for the peninsula, 69. i'm forecasting 70. oakland, 68 degrees. i do believe we'll hit that high at about 3:00 today. we'll talk about your air quality when we might see some improvement in that department in my next report. first, it's been an interesting morning for drivers out there. good thing is mike is here to sort it out for us. >> it has been interesting. sometimes that's not good. we're looking at where traffic is backed up. a fender-bender in this backup but all lanes have cleared very quickly to the parking lot.

as we look at the map, going toward 880 over crossing off the berkeley curve. i circled that approach and incline with that slower drive. 980. a couple issues. a smaller crash reported on this stretch between 580 and 880 in the southbound direction or westbound i should say. things are looking slower but those incidents appear to have cleared from the roadway. got my eyes peeled on that portion of oakland and there's a tough stretch. there may be reroutes. south bay looking nice south of the san mateo bridge looking good. north 101 at the bottom of your screen slowing north of where it says san jose. we'll give you live camera shot through the area. an earlier crash and i was expecting a big backup. the crash was never blocking the lanes and not much of a distraction. you see traffic flow moving nicely. that's good stuff. as we come back to the studio, you know that could be a big flare-up of traffic as everyone converges now. fingers crossed. >> it could trickle through. >> ripple through the freeways. we're okay in the south bay.

>> thanks so much. arson investigators are trying to figure out who set a fire at the homemade famous by the movie "mrs. doubtfire." we're joined from the home with details on that investigation. bob, they say this fire was set on purpose? >> reporter: they do. they are suspecting arson. good morning, laura and sam. as you can see behind me, the damage is minor. more cosmetic than anything else. until moments ago two officers spd had been guarding this homemade famous by that 1990s comedy starring the late robin williams after someone around 8:00 last night set the door mat on fire. the mat outside the front door. you can see in a moment how it charred the bottom of that wooden door. this person tried to set fire to the garage door as you saw by the scorch marks just moments ago. the man who lives here is a retired facial surgeon who specialized in transforming

of the bridge. investigators in san francisco trying to find an arsonists they believe set fire to the home from the film "mrs. doubtfire." the damage is minor. today sam liccardo will be sworn in as the new mayor. the california high-speed rail project breaks ground in fresno. the project is expected to take at least 15 years to complete. phase one is a 28-mile stretch through the central valley. some good news right now on the economic front. it's costing less and less money, less to borrow money. the side effect of a troubled stock market. >> if you need 68 billion for a train generally speaking when stocks do poorly, money runs

into bonds. a good day to lock in a mortgage after the dow fell more than 300 points. they worried about the european union but it's oil that has them so upset. the cost of a barrel of american oil fell below $50 on monday. you would think that's a good thing. it frees up money to spend on other items. it makes moving goods cheaper. investors think cheap oil is caused by low demand and low demand must be caused by a slow world economy. and therefore they ran screaming out of the stock market. that sends commodity prices lower and you have a giant circle. the consumer electronic show is under way in las vegas. scott budman and i fought over it. good morning, scott. >> it's not bad being in vegas. there's all sorts of things here. i won't take it as a loss. i have to wear this jacket. it's cool. one of the many things you can wear. it has a turn signal and brake

lights in the back. one thing you can wear to improve your life. all sorts of watches that will track your heart rate. this you can put on. it's like a go pro but it has three cameras. three hd microphones. 360-degree sound and video. this will cost you about $500. this is a golf glove and never before will you wear it like you think about a golf glove. it will connect to an app to show you your golf swing and how well or poorly you're golfing and one more device that attaches to an app. smart toothbrush. you had to know this was coming. this will pair with your smartphone as your kid brushes his or her teeth and it will tell them in the way of a happy panda that you are brushing your teeth well. you have that. it cost about $40. the jacket about 140. it is water repellent and will tell people where you're going if like anybody out there right now is taking a walk in the dark

closely to my co-workers. a while ago i saw a map up that you said it's been cold in the bay area but relative to the rest of the country, 40 degrees really ain't that bad. >> not that bad. especially people come out here from the east coast and we talk about 20s being cold. you don't know anything. you know what? they'll talk about temperatures similar to last year when we were talking about that polar vortex. keep that in mind. for us, not that bad to start the day. we're in the 40s. good morning to you, north bay. 33 degrees. there. 45 for those of you in san francisco. and if you live in the beautiful san jose area, we'll hit the 70s today. it's going to be really lovely out there. here's the deal. we got some haze and particulate matter suspended in our atmosphere as high pressure compresses everything. another spare the air day. temperatures are in the 40s and 50s so it's not that cold. it's illegal to burn that firewood unless it is your only source of heat.

sparing the air all of the way through thursday. it will take wind and rain to dig us out of that bad air quality. we need it to come in and mix everything up. this morning temperatures are nice and mild. later on today they'll stay nice and comfortable. 71 degrees is the forecasted high for the north bay. 67 in san francisco. and let's break it down in the south bay. gilroy at 75 degrees. you'll hit 73 in santa cruz. if you can get out to the beach today, i'm thinking about it at this point, 73 degrees and also near the coast you'll find the best air quality. that's the good news. temperatures are going to climb even more so as we head throughout your wednesday. look at the difference between wednesday and thursday. those numbers drop off significantly. that's because an area of low pressure is going to start to cool us down. what we really want from this area of low pressure is some wind and some rain and it does look like that will be the case enough to get us out of the spare the air mode by friday. that looks good for us. i stop that clock on your futurecast at 1:00 p.m. between 1:00 p.m. friday and

early saturday morning, i think we'll get a little bit of precipitation especially up in the north bay measuring maybe 0.05 of an inch to 0.1 of an inch courtesy of a steady drizzle. i'm always looking out for you. 15 days if i can. storm track returns january 17th through the 18th. more on that coming up. let's check your drive and say good morning to traffic tuesday. it's mike inouye. >> we are seeing traffic flow returning to normal levels. not quite there yet. this is west 580 moving nicely. i'm happy to see this amount of traffic because it is still a little bit lighter than we often see. let's look at your map. this is what i'm talking about. west 580 moving in upper 50s heading out of livermore toward dublin. dublin interchange not a problem. volume is starting to build. no major incidents going on for 84 through livermore and pleasanton. smooth flow of traffic just the build typical for here.

looking over toward highway 4. early jam has sorted itself out. willow pass road, bag of debris and it's blocking one lane so there's a little more slowing there. and orange shows there may be low clouds drifting across but we hasn't heard of issues as far as highway 4 or bypass through the area. 980 at 880, no lanes blocked. no disturbance to the flow of traffic over the last 15 minutes. earlier crash at the bay bridge toll plaza. that moved quickly from the roadway. it's on chp incident report but i don't see problems and traffic flow moving nicely for fastrak lanes. approach to east shore freeway shows slowing through berkeley. nothing dramatic either side of the bay looks nice between the bay bridge and san mateo bridge a little bit for hayward and

across 92. peninsula doesn't show that just yet. the south bay had an earlier crash north 101. look at this, folks. we look at silicon valley. a nice easy drive for 101. 280 slows a bit toward 17/880. early slowing for i-85. live camera here with a smooth flow of traffic and slowing toward san francisco coming up. back to you. >> thanks for the forewarning. a federal mediator is stepping in to solve a contract dispute with west coast dockworkers and its employees. each side is blaming the other for slow movement of cargo. yesterday they said it would get involved after unions and employers asked for their help. 6:20. hefty price tag for safeway. they are ordered to pay nearly $10 million.

the district attorney says safeway and its subsidiaries illegally disposed items in local landfills. part of the settlement, safeway will agree to new disposal procedures. on december 8th, police arrested 150 people for shutting down interstate 80 for more than an hour. that action took place about two weeks following the verdict in the ferguson, missouri, case that cleared police of the death of michael brown. organizers plan to hold a news conference outside of the alameda county courthouse to explain why protesters should not face charges. time right now 6:21. attention coffee lovers out there, a new option out there for your cup of morning jo. a firework factory explodes

what we saw over the holiday. 6:24 right now. follow-up for you this morning for the first time in nearly a week dozens of people at a san jose apartment complex will be finally able to start their morning off with a hot shower. people living at the apartments were without hot water since last tuesday when a tree fell damaging a gas line. the tree was quickly cleared but tenants were told the city needed to approve that work. it finally happened yesterday afternoon. no doubt they are happy this morning. >> grateful. here's something to consider for your morning coffee run. starbucks has a new drink on the menu. >> it's similar to a cappuccino but a stronger coffee flavor and has milk and foam blended together. starting this morning, the flat white is available in starbucks nationwide. some coffee shops in the bay area already serve the flat white and they hope having it on the menu at starbucks will just give them more exposure. >> what that means for us is we'll get even more customers that are excited to taste something that they tried and

they want to taste it elevated even more. >> now the flat white technically isn't new. the drink has been popular in australia and the u.k. for years. breathtaking video. you saw an individual flipped. it's video of an explosion at a fireworks factory in columbia. two people suffered minor injuries but authorities say there may have been up to 22,000 pounds of fireworks in that warehouse. the cause of the explosion is under investigation. nobody seriously injured. >> of all factories to explode. 6:26 right now. rocky day on wall street. markets trying to recover after the dow dipped more than 300 points. scott mcgrew breaks it down next. a race against time. the new challenges facing search crews looking for the wreckage of the airasia jet.

return. as we head throughout the second half of this month we're looking toward more rain chances and good looking sun when it comes to the jet stream. here's where we are this morning. good morning to you, bay area. 33 degrees in santa rosa, 45 degrees. san francisco this morning, south bay getting a taste of the 40s. no longer dealing with subfreezing temperatures. we are dealing with another spare the air day. unless it is your only source of heat, we ask that you please don't burn that firewood because as you break down those pollutants for you, these are primary. wood smoke, 38%. that's 38% of the reason we have spare the air. vehicles contribute to 15%. 12% dust. other coup11%. if you can carpool, do that. take a bike or walk to work. good news, 72 degrees in the

south bay. that's a fantastic temperature for your outdoor plans. i just showed you santa cruz for today. 74 degrees. 70 on the peninsula. 71 degrees. comfortable conditions in the north bay. 68 on the east shore. and if you wake up with us in san francisco, not a lot of temperature separation as that marine influence basically negated by high pressure. worst high quality for today is found in the tri-valley. we'll tell you why that is the case and we'll talk rain chances toward the end of the month in my next report. i'll break down a calendar for you. stick around if you can. if not, mike is here to help you get to work on time. >> the worst air quality in the tri-valley. is it my brother's fault? we'll see. we're looking over here toward palo alto. 101 northbound. a smooth flow right here at university. let me show you on the map just before you get here, just out of our camera range, four vehicles reported in a crash north 101 at embarcadero onramp as folks make their way to the freeway. it sounds like everything is on

the shoulder but the number of cars and issue that it was in lanes caused slowing on the approach out of mountain view toward palo alto and it should clear up quickly but i'll watch. we also have the build farther south at the bottom of your screen. san jose north 101, 87, 280. typical increase of volume for silicon valley commute. nimitz freeway through fremont and hayward and here in the tri-valley we're looking at west 580 and 680. smooth build compared to what we often see on traffic tuesday. a smooth flow of traffic. slower because of volume through livermore and pleasanton. north of highway 92, no real issues north of san mateo bridge toward oakland, san francisco and bay bridge. we have a fender-bender on the east shore freeway off the merge that has cleared to the shoulder and a live look at oakland for northbound 880 with taillights past the coliseum and easy flow but slowing through downtown and here looking at that curve at high street and bay bridge toll plaza where metering lights are

on but fastrak lanes are moving steadily. we don't look like a full reinstatement of the traffic. >> to me it looks like a lot of traffic. >> i count them every morning. >> everybody is heading back to work. >> i ballpark it. still. >> so discerning that you're ready to throw your brother under the bus. 6:37 right now. markets have been open for a few minutes. >> let's check the numbers with scott mcgrew. >> you would expect after yesterday's just crushing on the markets dow industrials are down better than 300 points, we would see a run-up but 51 points is very little at all. a third of a percent. we continue to watch oil and oil is lower again today. it's now trading for $48.83. that's down about 2%. below 50 bucks has the markets spooked. we'll continue to watch those numbers and let you know how

search area by 70 miles because debris keeps shifting and spreading out. time right now of the essence as batteries in pingers on the plane's black boxes will likely go silent within 20 days. so far 37 bodies have been pulled from the water and 16 of those have been identified. that plane crashed on december 28th with 162 people onboard. 6:41. happening now, authorities in new york city are on the hunt for the man seen in this surveillance video. they say he's one of the suspects wanted for shooting two police officers in the bronx last night. the officers dressed in plain clothing were responding to a robbery when they were shot. both are expected to be okay. investigators say it does not appear they were targeted. the shooting comes just two weeks after two other new york police officers were shot and killed in their patrol car in brooklyn. investigators say those officers were targeted out of revenge for the recent deaths of two men at

respiratory issues, probably want to limit outdoor activity for today. it's another spare the air day. that particulate matter is stacked up in our atmosphere. we'll tell you why that happens this time of year. i have a pretty cool explainer on that coming up. 40 degrees in livermore. 40 in san jose. and i do like to show you where we are in comparison to 24 hours ago. at this point, your temperatures are running warmer everywhere except for half moon bay because we're getting a sea breeze there. not enough to clear that air quality. we have this big thick layer of haze. you can see that vividly here over san bruno this morning. let's talk about why it happens. high pressure builds in. you can see the storm track arching up and around that ridge of high pressure. it forces everything to the surface. as a result, that pollution as it rises in the air, high pressure forces it to the ground and we don't get a marine push we need and mountains trap pollution in the santa clara valley and tri-valley because we're surrounded on all three

sides. we need a significant sea breeze or moisture. we have both in the forecast. not until we get into your friday. 72 degrees for today. what a beautiful temperature for the south bay. 70 degrees on the peninsula. 68 on the east shore. and 71 degrees in the north bay. temperatures are going to climb even more so. we'll peak tomorrow in mid 70s. thursday and friday, look at this, temperatures drop like a rock and that's courtesy of an area of low pressure. here's the deal with that. only about a 10% to 20% chance of rain for the greater bay area. that all changes as we get into the end of the month. look at the calendar. when we see green here, starting on the 17th, that's a 50% or better rain chance for the entire bay area. and it looks like as we get into the second half of the month, we're going to see another series of storm systems. we're not closing that storm window and we're looking good for more rain. we'll talk about that coming up. right now, here's mike and your drive. >> for rain, we'll get on green. a nice sunrise.

bet on red lights. taillights hitting brake lights northbound of 680. this is typical congestion point here. we see a lot of slowing. earlier crash at allen rock. there may be activity distracting but no reports from chp on that. we do have a slow drive for 101. 85 at the bottom of your screen and 280 the worst of the south bay traffic really starting to build. but then north of there, this is unexpectedly slow north from san antonio up to embarcadero where a crash involving four or five voek vehicles blocking that slow lane. it caused a backup for that short stretch of roadway. clear by the time we get to university. we don't see slowing but a good volume of traffic north of there toward san francisco. the dumbarton and san mateo bridge showing westbound commute starting to build. no surprises. they are feeding over from 880 which is showing a slowdown both directions between bridges. most of it coming how the of hayward south toward union city.

smooth flow of traffic toward bay bridge where metering lights are turned on 5:39 this morning. we are looking at westbound 80. a crash around golden gate field is a distraction slowing you down a bit through richmond. lighter than we often see on tuesday traffic. west 80 at 37 there's a crash westbound highway 37 at 80. we're watching for that unexpected slow drive. interstate 80 itself looks smooth through the bridge. a shift in traffic there. a live look at san rafael southbound 101. we just had a crash reported through this stretch. i was not able to catch it with a live camera. it was just right here at north san pedro road. looks like traffic flow getting back in order. an unusual slowdown approaching these curves clearing by the time you hit 580. back to you. richmond police say a missing 16-year-old girl is safe this morning. belinda carson was last seen on new year's day after she told

her family she was going to oakland. last night police found belinda in san francisco. no word how she ended up there but investigators are talking to her right now. authorities in the south bay are looking for a peeping tom who may be using had his phone to be recording his victims. mountain view police say two residents at an apartment complex on california street reported a man outside of their unit holding up a cell phone through the window. in one case the victim got a glimpse of the man believed to be between 20 and 30 years old with a medium build. mountain view police are sure the same man has struck on multiple occasions. flu season hitting the country hard. the flu is widespread in 43 states. california health officials say the flu is at regional levels meaning some counties are seeing more of the virus than others. some doctors in the bay area are reporting a shortage of the drugs used to fight the virus. one san jose doctor said he called 20 pharmacies looking for tamiflu in the south bay. >> one pharmacy has two boxes.

the other two pharmacies have just one box. none of the 15 or 20 pharmacies that we contacted have the suspension, which is for kids that can't swallow pills. >> we contacted two cvs stores in san jose. they were out of the drug. pharmacies say they expect a shipment today. candlestick park right now in its waning days and now it's demise up for debate. a developer is pursuing a permit to implode the stick. dozens of neighbors voiced their opinions at a meeting last night. they are concerned dust generated by an implosion could lead to health concerns. >> you want to sweep the streets but what about our backyards tracking up into our house. what happens to our home? chimneys. this stuff is coming into our homes. >> a representative told the crowd that imploding the stick will take one day compared to two months of dismantling it piece by piece. the developer also said the implosion would be safe because

hazardous materials will be removed beforehand. the developer does not have a permit to dismantle or implode candlestick. both of those methods are currently under review. san jose launches a new chapter tonight as sam liccardo takes over as mayor. the ceremony will now take place at san jose center for the performing arts. is seats about 2,600 people. it's also more than twice the size of the original venue, the california theater. the reason for the change, too many people and not enough seats at the california theater. turning a new page with high-speed rail happening today it's full speed ahead for california's high-speed rail program. ground breaking on the $68 billion project happens this morning in the central valley. not everybody is onboard. some folks would like to put the

brakes on the project. the ground breaking is planned for fresno this afternoon and construction will begin on the 28-mile stretch of rail in the central valley that is the first portion of it. the high-speed rail will travel at 200 miles an hour cutting that six-hour travel time by car from the bay area to l.a. in about half while getting vehicles off the road as well. governor jerry brown is thrilled, of course, but folks who live near where that rail line will travel down the peninsula say they're not giving up their fight to put the brakes on. >> we're building the nation's only high-speed rail system. >> because it's going to economically destroy the peninsula in terms of business and the amount of land that's going to have to be eminently domained from residents and businesses. >> reporter: the ground breaking is scheduled for this afternoon in fresno. high-speed rail authority hope to have trains up and running by

2029 between san francisco and l.a. with extensions to come later to san diego and onto sacramento. funding has always been a point of contention and certainly that's a reasonable argument. only some of the funding has been secured. there's a grant. there are federal grants and a bond measure along with cap and trade funds but the rest of the funding hasn't come together just yet. a lot of folks say you shouldn't build something you can't finish. from trains to rockets. a mission to resupply the international space station scrubbed earlier this morning. >> it wasn't what was going up but what was going down. >> what was going up was imax camera. >> a mechanical problem at the last moment. >> hold. hold. hold.

new news just into our newsroom. schools on the peninsula are closed this morning. a water main break on the campus in san carlos happened here. the campus is home to two other schools. charter learning school and edison montessori school. all three schools are going to be closed today because the water had to be shut off. they do expect to be back open tomorrow. it's 6:57 right now. final check of the day's other top stories. investigators in san francisco are trying to find an arsonist they believe set fire to the home from "mrs. doubtfire." the damage is considered minor. grief counselors will be at st. mary's college high school in berkeley today to help students cope with the loss of their vice principal. he was killed in a bicycle accident over the holiday break. san francisco police will meet with neighbors tonight to

good. we'll talk about that today during our midday broadcast. >> thank you. terrific temperatures. how is traffic? >> look at the palo alto camera. a beautiful sunrise but i look at the traffic flow northbound 101. a little bit lighter than we often see on a tuesday here at university. look at your map. approaching the area north 101 still bogged down out of mountain view toward embarcadero where four or five vehicles are blocking the slow lane. earlier crash has the activity over there. they may move issues out of the roadway and we may see traffic flow better now. south bay has the built. southbound 880 out of hayward toward fremont and across that san mateo and dumbarton bridge. upper east shore shows slowing through richmond for a crash by golden gate field. the stretch between richmond and bay bridge is lighter than we often see. not a big deal there. oakland, a live look here. a stall reported southbound approaching high street, i don't see lanes blocked.
