and a very good wednesday morning for you. i'm laura garcia-cannon. >> and i'm sam brock. we do have a lot of stories but first a quick check of the forecast. >> good morning to you. everybody at home. the forecast very important today for a couple of reasons. air quality definitely going to be an issue. today it will be at its absolute worst. there's always a give and take in the weather department and with that we'll see temperatures in the mid-70s, even the 80s possible later on today so more on that coming up. first i want to check your drive. it's always important if you're leaving right now. >> here's mike inouye. >> not a lot of folks on the road yet, a little early but a full look at the pay area. speed sensors at the greenway, not a concern. still 60 miles per hour. we'll zoom in towards concord where one of our few incidents on the board for chp going on northbound 242 approaching

highway 4. reports of a stalled vehicle and a traffic break may be going on to remove that from the roadway. it's a light volume of traffic. you should recover quickly, but we will track that. that's counter to any of the commute going on right now. not much of that here. looking at the upper east freeway. i'll talk about something going on for the bay bridge in the next report for now. back to you. >> mike, thank you very much. breaking news, mentioned overnight. deadly chaos at a french newspaper where a gunman goes on a shooting rampage killing a dozen people and a journalist. >> why the newspaper was targeted. >> reporter: newspaper was known for its political cartoons depicting the prophet muhammad and the french president is killing 12 people were killed and associated press said he also said, quote, several terrorist attacks were thwarted in recent weeks. this is a live look at the scene right now that you can see is still very active with law enforcement and ambulances there

on the scene. just as dramatic as that video is the surveillance video in which you can hear the gunshots ring out. the french president francois hollande says that 12 people were killed. that includes two police officers and at least one journalist. you can see bullet holes in at least one patrol car. it appears the shooting was a targeted attack at the offices of the satirical weekly newspaper card "charlie hebdo" and if you don't recognize the name you may remember them for the cartoons that depicted the prophet muhammad that depicted him as respectful. before the deadly rampage the newspaper offices were also firebombed back in 2011. police say today's attackers managed to escape in two vehicles. this is a developing story. we're going to gather more information for you. we'll have the late for you in the next half hour. >> okay. we'll check back with you then. thanks very much, chris. >> police swarmed the bay fair

b.a.r.t. station in san leandro after a fight that started on the train and spilled out into the parking lot and ended with one being being shot. this ended just after 10:00 last night. b.a.r.t. police say one man was shot in the torso. currently he's listed in serious company. police are still looking for man who pulled the tryinger. >> san francisco's police chief is shedding more light on what happened in the moment before two officers shot and killed a man. at a meeting last night the chief said it appears 32-year-old matthew hoffman wanted to die. he said hoffman approached four officers in two separate encounters sunday afternoon and asking about their guns and when they use them and then they showed up at the mission station pointing out what turned to be an pistol and he left a message on his phone saying not to blame themselves.

>> his questions were odd, you know, but the officers contend to folks all the time that are a little bit just not so and it doesn't mean you're homicidal or suicidal. >> the two police sergeants who shot and killed hoffman are now on paid administrative leave. >> new this morning, at least 33 people were killed when someone drove a mini bus full of bombs into a police academy, this in yemen. many killed were police cadets. no one immediately claimed responsibility for the attack, but yemen's local al qaeda branch has been responsible for similar attacks in the past. that branch of the terrorist organization is targeted frequently by u.s. drone strikes. the pentagon considers it the world's most dangerous branch because it's been linked to several failed attacks on u.s. >> now to a developing story. crews hope they will be able to get to the tail of the wrecked airasia plane today despite poor weather. divers in an unmanned sub

spotted the tail of the plane that crashed into the java sea on december 28th with 162 people on board. it is an important find because the jet's black boxes are located in that part of the aircraft. so far crews have recovered 40 bodies. sam lecardo has not even been the mayor of san jose for 24 hours, and already he's running into controversy. at a swearing-in ceremony last month he talked about ending homelessness, revitalizing the local economy and shoring up the city's police force, but he's already getting slammed by the san jose police officer's association for his appointments so far >> the ousting of a city manager who tried to build a bridge and some other key appointments of republicans who supported measure "b" is really a bad sign that we're not really headed in the directs we need to be. >> we need to be able to do things that will improve compensation and create incentive for officers to stay on board and come to san jose. >> outside the inauguration,

advocates pushed for a campground for homeless now that the area known as jungle has been officially shuttered. >> from the bay to l.a., californians one more step closer to be able to make it up and down the state in a few hours. yesterday governor brown broke ground on his high speed rail project in fresno. the $68 billion project is the first of its kind in the country. by 2029 passengers will be able to ride from san francisco to l.a. in less than three hours. brown says it's worth the investment and will cut down on pollution, but critics say it costs too much money and is a waste. >> all the messaging appears to have resonated, kind of. new numbers show californians are doing slightly bert on conserving water but still not good enough. you'll recall a year ago governor brown asked everybody to cut back their usage by 20%. officials say californians cut overall water use compared to the same year prior and important victories are being

overshadowed by huge deficits. for example, the bay area has cut water use by 18% while l.a., san diego, orange county and riverside counties have only cut their use by 3.2%, not equitable, you might argue. >> not at all, because we really need rain, good juicy storms. nice weather on tap for today. >> we'll take the juicy storms. good morning, christina. >> yeah, good morning. we need both. we need significant storm systems to help get out of this drought, but we also need your conservation efforts so thank you for what you've done so far and let's continue to do that. 41 degrees on the peninsula. 43 to kick off the day. east shore, 36 degrees in the north bay. today will be fireworks nice and comfortable, up to 74 degrees and breaking a record probably in the south bay. not just going to say possibly, more probable than possible this morning. 69 degrees in san francisco and 73 in the north bay. we're going to talk about when that storm track will likely return coming up in my first

report but first let's get you out the door on a good note and i know a guy who can do that, mike inouye. good morning. >> good morning. showing a smooth flow of traffic over there in fremont. we also want to show you the dublin camera towards 580. look at that, a good volume of traffic holding up very nicely. headlights westbound in the commute traffic. map for the same area. there's the tri-valet. the arrows where the camera was showing, in the direction with the arrow. you can see a little bit of slowing there and we do have reports of a piece of luggage in the roadway and folks heading to the central valet. will have to come back and pick up whatever that was. trust me, they will get that cleared from the roadway very soon. farther south we're looking at 680 southbound towards andratti. may be a stalled vehicle and likely that will be clearing very quickly. wired look at the bay, overall, speed sensors no problems all

we'll be the envy of the nation as i widen out for you. temperatures are really cold just about everywhere. chicago this morning waking up at 1 degree fahrenheit, so i can tell you right now, temperatures here much more bearable. starting out mostly in the 40s, a couple of 50s. a nice warmup by 3:00 p.m. by 74 defreeze in the south bay and getting into this evening temperatures will drop quickly as that sun goes down. our next best rain chance coming in as we head to the 17th of the month. stick around and we'll talk about that a little more and overall looking dry for next nine days. more on that on the way. right now back to you, sam and laura. >> thank you very much, christina. >> there's a surprising new report revealing who is dying from alcohol poisoning in america, and it's not college student. in the first report on the subject in a decade, the cdc says six americans die from alcohol poisoning every day. most of the victims are middle-aged men between the ages of 45 to 54. about 38 million adults say they

binge drink four times a month. for men, that's five or more drinks in a single day. >> 4:47 right now. doctors say the number of allergy cases including nut allergies doubled in the last 20 years, and they don't real very an explanation as to y.according to food allergy research and education, the most common food allergy are tree nuts. researchers say that a person allergic to one type of tree nut has a higher chance to be allergic to other types, too. so tock course are recommending avoiding all nuts if you fall into that category, but there's confusion about coconut. >> the fda does label coconut as being a tree nut, but in general the vast majority of tree nut allergic people in children do not react to coconut and it's a very rare allergen. >> kind of an unusual example there. as a precaution if you're allergic to tree nuts talk to your doctor before eating coconuts. >> good idea. 4:48. big shift in the works for students in new york city who will now be allowed to bring

cell phones into school. until now public school students have been required to put phones in storage units off campus. today new york city bill de blasio is expected to life the ban as he promised during his mayoral campaign. he says parent should have access to students in case of emergencies. the new rules will allow principals to form their own guidelines. at most bay area schools cell phones are not -- are allowed, i should say, but actually not during class. they have concerns of cheating and what not, but i think as a parent, you know, you want to get ahold of your kids. >> there's the accessibility, fine line between communication and you guys using the cell phones for, games more than likely. a shock act of terror overnight playing out right now in the streets of paris. >> an update to the breaking news we're following this mornings very latest on massacre in the offices of a paris newspaper. >> and giving you a live look at san mateo bridge from the heyward side. things very light as you would imagine and talking about an

sunday is sparking outrage in the lgbt community. it's called "my husband's not gay." the show "chronicle"s gay men who have chosen to marry women for religious purposes. all of them are members of the church of jesus christ of latter day saints. mitch cane is an openly gay man and has held a leadership position and calls the show toxic. >> it leaves a stain on our face that we somehow as a culture encourage lgbt individuals to think that the only good thing for them to have a life and this thing in the next is to marry someone of the opposite gender and pretend to be someone they are not. >> he published and article for "the huffingington post" dissecting the show and tlc said, quote, tlc has long shared compelling stories about real people and different ways of life without judgment. the individuals featured in this one-hour special reveal the decisions they have made and speak only for themselves.

smoothly on the the roadway. move over here on live camera as well. look at the high rise coming off with the headlights over into foster city. you see a light easy drive right now across the bay. you find that on dunbar bridge a little bit to the south. show you that on the maps as well. arrow showing you the san mateo bridge coming into the area. over to the peninsula, we're following this situation on the border of daly city and pacifica, officially pacifica limits. this is kink dry at skyline. there's been a deadly crash overnight. a single vehicle is involved. the roadway closed and it sounds like they are doing an investigation there. you can use inverness paraless to skyline and get over to the area and jump back on hickey boulevard. a local issue, not a huge commute issue. highway 1 and 280 are moving smoothly but we'll track this as it's a new event as well. rest of the bay as we look to the bottom of the screen, south
