5:19 am
definitely there will be some, especially at the coastline and traveling through san francisco, and over toward the bay bridge. otherwise we have cooler weather, it it's not a strong system, will not bring rain to us but it will improve our air quality with the onshore wind. we're going to wake up with fog this morning. the other thing keeping our temperature so mild is marine influence only down to 48 degrees right now. 52 in san francisco, san jose and san carlo right now. it's overly mild outside so it won't be that cold this morning, no 30s and 40s out there but later on this afternoon with the added cloud cover, temperatures top out at 67 for the south bay, 65 for the peninsula. san francisco 63 and the north bay clocking in very close to

5:35 am
>> they've been found in preventing head-on collisions. >> so that's the goal, though head on collisions are fairly rare here. drivers in the middle lanes will have to pay extra attention because those lanes are going to be 6 inches narrower and there's concern there may be increase in side swipe accidents. there's a rebound effect that will push you into the adjacent lane. the manager of the bridge says it's still much safer with this new system because it will help the head-on collisions, which are much more dangerous. >> coming up, there are other changes you'll have to look out for and we'll go over those in our 6:00 hour. we're live at the golden gate bridge, stephanie chuang, "today in the bay." >> thanks, steph. >> a new film tonight at santa clara university, it will be required viewing for all freshmen going forward.

5:37 am
it very rare a senate seat opens up in california. lut tent general gavin newsome and pamela harris are possible replacements. one might seek the senate seat and the other the governor's office. boxer was elected to the house of representatives in 1983 and then won her senate seat in 1992, the same year as miss finestein as well. she's championed a variety of issues including civil. >> she has been part of the bay area for a long time.
5:38 am
>> a fixture, if will you. >> anthony, you're saying we have to prepare ourselves for cooler temps heading into the weekend. good morning. >> good morning. we're seeing a variety of weather here over the past two weeks. we went from bitterly cold to extremely warm this past week and now we're going back in the other direction. it's all because of this system that is going to kick in that marine influence and it's going to bring in more cloud cover. we have winds streaming in from the south around this area of low pressure. we're going -- more better, you know how that goes. again, the air quality will improve and we're talking about another shot of rain. if you're looking for things to do as well this upcoming
5:39 am
weekend, we've got you covered. we'll talk about some of those activities happening across the bay and the rain system headed our way throughout the week. >> anthony, we're going to support your grammar here. so things are not as bad and worsely as yesterday. this is approaching the dublin interchange. i don't mean to make light of this. it is slower. up see the flashing lights there. you're approaching dardy and the interchange. y you. >> only cruiser on scene. until they clear that lane, you will have that continuing to build. that's it for the tri-valley. as we widen out this look toward the rest of the bay, right bound this is a pretty good backup for a friday.

5:45 am
is what he is proposing. it would help coverage an average $3,800 in twice for full-time students. the government would cover three quarters of the cost, the state the remainder, students would have to be enrolled full time and maintain a 2.5 gpa and be actively working toward graduate ing. >> it's probably one of the best deals i've ever heard. i envy it. >> reporter: this is still just a proposal being put out by president obama. it is expected to cost billions of dollars. bob redell, "today in the bay." >> thank you very much. >> at 5:45, governor jerry brown is expected to unveil his latest state spending plan. the budget includes $1.2 billion
5:46 am
each for the rainy day fund and debt payment. it's the second year in a row the state budget will run a surpl surplus. the governor's plan does not include additional funding for the university of california. that like live means tuition rates are going up for students. >> it is, it is. we have that rainy day fund which we use for problems with our budget, in case. you never know. we could use an actual rainy day fund. >> this time next week we're going to be tracking some rain. in san francisco bay, you can see we don't have any fog right now. the cool ocean air has transported fog inland and because of that, look at these numbers.
