breaking news. police in france are at the scenes of two separate hostage situations. the first involves the brothers wanted for the deadly attack at a newspaper in paris. the second, a suspect accused of killing a police woman the next day. police in paris say the suspects now appear to be linked. >> "today in the bay"'s kris sanchez is monitoring the reports for us. >> we just got confirmation that the shooting -- we can tell you the suspect's name and date of birth are the same as the person's in the shooting of the

officer. and now police encountered the brothers cherif and said kouachi driving around an industrial area this morning. there was a shoot-out, one person wounded but not seriously. the suspects barricaded themselves in the nearest business they could get into. they have sold the. they have been in contact with nbc news, they have told us they've used their cell phones to call their parents and now are watching the same live pictures we all are as this hostage situation unfolds. >> this information coming in

realtime and it's complicated. we'll continue to update you all morning long. kris is working the wires to find out what is going on. we'll take you live to paris as well at 6:45. >> and historic closure of the iconic golden gate bridge. come midnight tonight, this picture will look very different, very quiet in fact. >> perhaps no one, except for maybe construction workers and those dealing with a median. we'll start with stephanie chuang. this closure is to keep drivers safer while they cross the bridge. good morning. >> reporter: hey, good morning, sam and laura. this $30 million project introduces a movable median here on the golden gate bridge. that's supposed to help prevent head-on collisions. we're on the southbound traffic side? san francisco where you can see

parked here an older version that move the median. on the right you'll see the kind that will replace them on the golden gate bridge. the yellow plastic pilons have been the only thing separating north and southbound traffic. a transfer machine will be able to move these barriers several times a day to create more lanes in one direction to help accommodate traffic flow. drivers we spoke with said they've already planned ahead for the week in closure. >> i'm not going to go near the bridge. i'm just going to stay up and. >> now, check out the trucks that will move the barriers. they're custom-made if slano county and depend p ended to be

airful -- they will move from right to left and the speed limit will drop. the closure starts at midnight until monday morning. there is concern of another kind of accident with this new change. >> let hope it all works out smoothly. >> now, you've got concerns about getting around the bay. another way is a water taxi. water taxis can take passengers to spots along the tweert. >> we operate on a 24-hour schedule. you can give us a call, tell us where you're going, where you want to be picked up.

>> the boats are capable of holding 40 passengers. the pass for an all-day pass this weekend, $25. >> like ride sharing apps, you wonder if you're going to be able to look at an app and say your next boat is about ten minutes away. we'll see. >> that's pretty cool, though. >> not only water taxis, ferries are as well, right? >> that sound like an odd, interesting option. but also because the golden gate bridge is closed. with and we're looking at a smooth drive. the golden gate bridge will be closed. can you take the ferry across the water and we have golden gate bridge transit which will be in service. the buses will have weekend service, as you travel back and forth via bus but not by car, no cars allowed.

francisco, 41 in santa rossia, 50 in san jose. lot of cloud cover will be with us. because of that, temperatures only top out in the mid 60 ds ps. same for the peninsula. cooler at the east shore and in san francisco, low 60s there. but overall, it will be hazy and cloudy. we have to spare the air once given today, the north bay and south bay has the worst air quality. as we head toward tomorrow, sunday and monday that air quality starts to improve. because of the ocean breeze, temperatures are going to cool back into the 50s for san francisco, san jose while you won't be in the 50s, you'll struggle to get into the low 60s. we've had a very dry january. we haven't had any rain since the beginning the month. but as we head toward the 17th,

next saturday there will be a storm system we're going to be watching. this one coming in from the north. not going to be a huge system but as it moves into friday or saturday, looks like a good chance for shower activity late friday into saturday morning. it is still a week away and we have time to fine tune that forecast. and that better air quality will make everybody happy to get out and enjoy some of the bay area sites and the landscapes. >> we are quite spoiled here. >> a debate on same-sex parj heats up on capitol hill. >> and i have one little number i don't like. we'll talk about it coming up. >> all right, all the nay sayers. plus olympic games dashed.

here's a look at today's top stories. there are two hostage situations going on in france, one brothers accused of the massacre at "charlie hebdo" and the man accused of killing the police woman is holding at least five people hostage at a market in paris. the suspects are linked but they have not exactly said how. >> supreme court justices are meeting to discuss same-sex

marriage cases. they may decide to hear one of those cases in its next slate. >> nothing men mum about this -- more than a half a million new jobs have been added to the economy in the last two months. >> encouraging news this morning, scott. >> 250,000 new jobs in the month of december. we just got the latest numbers showing continued growth. 11 straight months of 200,000 in a row. the unemployment the lowest since the dot-com boom. this is december. remember november's numbers? they were blockbuster, 321,000 jobs added. this morning economists actually now thinking of revising that

number upward to 353,000 and would we deep dive into the numbers. we continue to see these are great jobs. they're really solid jobs, professional jobs. one thastrange thing, though, t average hourly pay dropped slightly. this is hard to figure out because the jobs created are high end, right? and, two, when you lower the unemployment rate, competition for workers goes up. it's more likely the person you're trying to hire already has a job so you have to pay her more to leave than if she were unemployed, right? we really shouldn't see the hourly wage fall. it's a bit of a mystery. speaking of wages, we've seen people walking off their job in fast food. they wanted 15 an hour. the question is whether workers may get too expensive at $15 an hour. we talked about the american

factory workers being replaced by technology. factory output has gone up, employment has gone down. that's robots. it coming to fast foods. so this week my reporters and experts will argue about this a lot. our conclusion is mostly you cannot continue to have this. if you have this increasing wage in the very entry level jobs, a lot of companies are just going to go to robots and ipads and automated self-help, that sort of stuff. >> one to watch. thanks a lot. >> follow up. san francisco is not going to be hosting the olympic games any time soon. the olympic committee decided to pick boston to compete internationally for the 2024 games. while it's a bummer for those who lobbied for the bid, others who were against the city hosting the games say the decision is a blessing in disguise. members of no sf olympics 2024

want that money spent more wisely, they say. >> certainly i'd like to think we could manage these infrastructure projects and do, you know, some of the good things they said they wanted to do with this bid without there being an olympics attached to it. >> hosting the olympics is expected to cost billions of dollars, but it also does improve some of the infrastructure. we'll have to wait and see if the u.s. olympic committee invites san francisco to bid for 2028. that would probably be delayed gratification. >> we will see. they're going to miss one of our many beautiful vistas here. time to check the microclimate forecast. get ready for cooler temperatures. we're taking a little dip here with anthony. >> boston doesn't have any kind of bridges that look like that in the bay area. so, yeah, we got it good. >> trying to take whatever consolation you can. >> i'm just saying, i'm from boston, i live here, right?

the fog out there is not overly thick. it's all because of low pressure to our south. this thing is going to bring some rain to southern california. unfortunately no rain for us. we're just going to get the fog and the cloud cover. you can see as it's spreading all the way across the entire state this morning. because of those onshore winds, that's also going to mean better air quality. we've had to spare the air all week and now we're finally talking about things turning around. 51 in san francisco, 50 in oakland, it's not bitterly cold because we have the ocean air being transported right over the bay area. unlike two weeks ago we had the polar air coming in from canada. it will still be hazy and the unhealthy air quality will be in place for today. better air on the way for this weekend. 65 for the peninsula, san francisco today 63 degrees and the north bay clocking in right at 68. so while we'll have cool weather today, it's going to be even

cooler as we head towards this upcoming weekend. low 60s for the south bay and upper 50s for san francisco, both saturday and sunday and given morning fog and afternoon clouds will be the story as we head to the upcoming weekend. as we head toward next week, it will be a dry week monday through friday. but the thing about it, on friday night there lab storm system sliding in from our north. this is expected to bring shower activity late friday night into saturday morning. it is about a week away so the track and projection is to be determined. let's talk to mike right now and check that drive. >> all right, anthony. good morning, folks. we're going to show you this live look at traffic that's flowing great. if you're just joining us, this is a treat. we have a crash in dublin that just cleared. the live shot shows you what's going on right now. let's show you the map that has a little bit of a lag.

it does show the red zone through that same area. traffic moving more slowly than we see on our maps. through the tri-valley, you still have slowing into livermore. and then things really clear up toward the dublin interchange. being a friday with the lighter traffic, we see that recovery. we're looking at just a gentle build for 101. no drama, just your northbound slow build, which we expect starting now and continuing through the morning there. we'll see most of the heart of that commute kicking in around 8:00. things will really get slow throughout san jose. looking farther north on our maps, we're looking at the peninsula on the left side here, san bruno, you're at speed into or out of san francisco. on the east bay side, a nice easy drive. the on thing on the east bay is the tri-valley slowing. get a live look, get a feel for that.

business not far from charles de gaulle airport. now, the second incident involves the suspect accused of killing a police woman yesterday. police say a man is hold up inside a kosher market. he's holding at least five people hostage. no word on any casualties as of yet. coming up in just a few minutes, we will head live to paris for an update. >> let's go back home now. new this morning governor brown is expected to unveil his latest state spending plan. the 113 billion dollar budget includes $1.2 billion for the rainy day fund and for debt payment. this makes the second year in a row the state budget will run a pretty big surplus. the governor's plan does not mean funding for the university of california. that likely means twice rates are going to rise. >> bob redell is live in

cupertino with more on how the president's college plan could affect students. >> students here and at other two-year colleges throughout the country could see a tremendous decrease if what they pay for community college. president obama is expected to go into detail later today at an va event in knoxville. if his plan is approved, it would cover $3,800 for full-time students, the government would cover three quarters of that, and they would have to maintain a 2.5 gpa and be actively working on completing their program. >> i'd like to see the first two years of community college free for everybody who is willing to work for it. it's something that we can accomplish and it's something that will train our workforce so we can compete with anybody in

direction. cooler winds, onshore winds will definitely mean for cooler afternoons as we head through the day. if you're traveling done to southern california today, tomorrow, you're going to run into showery activity. already starting to see those showers approach los angeles and san diego. today nothing out of the norm. 50 in san jose, 48 degrees in half moon bay. lots of fog starting to develop in half moon bay. it will stay hazy today. that will man cooler weather overall. the peninsula, you'll be at 65 for your high today. you had 70s just a couple days ago, only low 60s for today. in the north bay expect a mix of mid to upper 60s. while it will be cool today, even cooler weather headed our way through saturday and sunday. as we head toward next week, we will start off the week dry. friday into saturday we're going to be tracking our next storm

system. that's expected to move in late saturday night. not expecting a whole lot of rain as it moves through, i think the brunt of it will stay to our nourth. a nice weekend heading our way. we'll talk about some events that you can take part in for free coming up in my next report. let's toss things over to mike. tracking a serious crash? >> we had a serious crash. it would be a much more serious situation if this happened monday through thursday. let's look at the dublin camera. still slow for a friday. as we look at your map, you see things are starting to recover. the earlier crash has cleared at dardy westbound before you get to the dublin interchange right before you get to that arrow. we're looking at the slower drive developing in general through livermore. but we had red zone, people below 20 miles per hour. now we're back up to orange and traffic is flowing south toward the bottom of your screen.

that's a typical friday through livermore for the time being. at castor valley y, seeing more cars as people are able to get through that backup. no big drama there. a pretty typical pattern for the rest of the folks. 101 on the left looking at the peninsula. the south bay at the bottom of your screen starts to show a little slowing for northbound routes. the golden gate bridge we remind you and we'll talk more in detail about this coming up, but as we take a look out there, we see traffic flow shootly. it will be cut off as we talk about after midnight. 12:01 is the official closure but don't go out there any time after 10:00 because they'll be doing work. the richmond bridge to the bay bridge, the bay bridge has the metering lights turned on. we're already seen the left lane lights off. >> i think the bridge is going to get a little taxed this

attack at a newspaper in paris. the second, a suspect accused of killing a police woman the next day. in the past few minutes police in paris say the suspects now appear to be linked. kris sanchez is monitoring the dough tai details for us. it keeps evolving and changing. >> french police are confirming the connection between the man who has taken hostages, five of them at the kosher market on the eve of sabbath and the suspect's name, it's the same as the name of a suspect who gunned down a police officer. we go to downtown paris for the latest. it must be hard to keep track of the new connections, ron. >> reporter: the thing is, it's all coming together and it's not random, which is one thing that is comforting to the people

here, who were afraid they were going to be random. but the bottom line is there are two hostage situations, one not far from here, which is why you can hear the police sirens in the background. they've been streaming through here in the past couple of hours. i counted over two dozen going in the direction where the market is, not far from here. the suspect is believed to be a close associate or friend of the kouachi brothers, who are the two suspects allegedly behind the assault and massacre at the magazine a couple of days ago. now, we don't know how many hostages are being held at the supermarket. there are reports there may be a handful, as many as five or six or fewer. meanwhile, early this morning out near the charles de gaulle airport on the northeastern corner of paris, there was first a carjacking, then a hostage taking -- i'm sorry, a carjacking and a shoot-out, a

gun shoot-out and a pursuit that ended up in the hostage situation in the industrial park where the kouachi brothers are held up, have been now for several hours with at least one hostage, perhaps more. hundreds of police surrounding the area. we believe there have been some negotiations, some talk back and forth between the authorities and the suspects. they have said they want to die as martyrs. both of these situations are going on, they're both related and it's unclear how they're going to end. >> it's a quickly evolving situation, we heard the sirens behind you. you're collecting details from paris. there are other crews around france. thank you, ron. let's bullet point you what we know. there are at least five hostages at that kosher market east of paris. this is the eve of the sabbath so it would have been a bustling time. the suspect fired shots and according to police saying "you know who i am." his name and date of birth are the same are the suspect wanted for the killing of that police

officer shortly after the "charlie hebdo" massacre. police say he's from the same jihadist group as the kouachi brothers. speaking of the kouachi brothers, they are barricaded in a family business with at least one hostage. they were spotted by police. there was a shoot-out and they say they are willing to die as martyrs. the town is completely shut down. this is the scene near the kosher market. the scene is still very active near charles de gaulle airport. the whole town is on lockdown and two runways are also shut down as well this morning. we will continue to follow this for you. we'll have local news updates for you as well as the "today" show, which will pick up after this. >> the "today" show will continue the breaking news of this morning. richard engel is also following the chaos on the ground. nbc news is planning a special report coming up at the top of

because of the cool ocean air, expect that to be the status quo as we head through the next few days. oakland at 50 degrees, 51 in san francisco, 43 in santa rosa. concord and livermore clocking in at 49 degrees. not too cold this morning and not too hot this afternoon. we'll be right in between at a very comfortable level. anywhere from 63 in san francisco to mid to upper 60s across the north bay, even for the south bay as well. with the added cloud cover we'll see plenty of clouds and cover. that will mean cooler weather. if you're a pet lover, a few things you can do in san francisco. the sf dog mayor party and meetup. you can see temperatures in the mid to upper 50s. another pet lover if you like these little guys here, you can head up to sausalito. they're holding a marine mammal center, the sign sunday. they have that every second sunday and this sunday they're expecting to see very

let's start out with stephanie chuang. the closure is to keep drivers safe while crossing the bridge. >> that's right. that is a move to replace the current plastic dividers with concrete barriers that are movable. we're looking at the track that's just gotten off the bridge. the closure will clear the way for crews for a scheduled 52 hours to begin work on the $30 million project. when drivers return starting 4:00 monday morning, they will not see the plastic yellow pilons that have been separating the two directions of traffic. in their play concrete barriers pinned together which can be moved multiple times a day to create more lanes for which ever direction has more traffic. the truck is like a zipper. it is double-ended so it will not have to turn around, able to move in both directions. ultimately the goal is to make the bridge safer. >> they've been found to be very effective in preventing head-on collisions.

the north bay to the city, the richmond bridge to the bay bridge via berkeley getting toward san rafael, you can also take interstate 80 across the carquinez bridge. we're also see that the map shows the congestion starting to build for the east shore freeway, which will be worse this weekend because we'll be avoiding the golden gate bridge. a better flow flew the east bay and tri-valley after the crash in dardy has cleared. look at san jose, silicon valley and at the dumbarton bridge, an earlier crash just minutes ago cleared from the toll plaza. the san mateo bridge, a crash clearing from 101. i recommend you use the san mateo bridge as you're crossing, which is slower now between the peninsula and the east bay. if can you avoid the bay bridge i would, it will see more traffic and that is why.
