>> right. let's talk about that microclimate forecast. we have clouds out there. even some fog. this is our shot from emeryville. you can't see the bridge out there it will be another hazy day like we've seen all week long. another spare the air day in effect for today. good news is we head through this week with that onshore wind we'll see the air quality improve. temperatures will remain seasonal. we have rain in the forecast as we head towards next weekend. most likely friday night into saturday. temperatures not too bad, not too warm. right in between where we are waking up to 52 in san francisco. 48 in san jose. 42 in santa rosa. cold in the sierra. 32 in truckee. there is snow on the ground. that fresh poured. at home we'll see lots of cloud cover today with the haze. temperatures are going to be very chilly. near 60 in san francisco. low 60s for everybody else. quite a different story from the record heat we had in the middle part of the upcoming week.

we have rain in the forecast and we'll talk about that later. >> anthony, thanks. anthony just showed us the bay bridge. here is a live look at the golden gate bridge this morning. crews are hard at work installing a moveable median barrier. the barrier was designed to prevent head-on collisions and make the bridge safer for traffic. the headian should take a little more than one day to put into place. this weekend-long closure is a first for the bridge. the longest closure in the 78-year history. it is expected to reduce foot pacific in salsalito. >> i go around the bay and come over. >> the bridge is scheduled to reopen 4:00 a.m. before the morning commute monday. in addition to the new median,

there will be a reduced speed limit coming out of the waldo tunnel and new merging configuration. if you would like transportation alternatives, walkers and bicyclists will still be allowed on the east sidewalk this weekend. the parking lots of the bridge will be closed. golden gate transit buses will still run their normal weekend schedule. it will be escorted through the construction zone and that means delays. there will be extra ferry services. what with will it look like when it's all done? check it out on our website. nut lane configurations at nbcbayarea.com. >> coming up in a few minutes, a new report on the worst commutes in the bay area and why more drivers are on the road. that's just ahead. this morning first, police are looking for the person who shot and killed four men in san francisco. it happened just after 10:00 last night in hayes valley. when officers arrived, they found the four men shot to death in a car.

people told police they heard rapid gun fire and what sounded like a car crash. this was at lag una and page street. one lodged into someone's refrigerator. a semiautomatic weapon was used. that area is known for gang violence. >> we don't know exactly what happened here just yet. our gang task force is on scene. they will look into that aspect. >> surveillance video may give police some answers. they are hoping to find a car seen leaving the area shortly after the shooting. police worry there may be retaliatory shootings in days to come. >> now to france where people remain on high alert following a bloody day in paris yesterday. two separate standoffs unfolded in a string of shootings and hostage situations in the end. three suspected terrorists are dead. at a printing press north of

paris, police cornered two brothers believed to be behind wednesday's attack at charlie hebdo. a young man who remained hidden throughout the siege survived in the standoff. in a different scene in eastern paris where another gunmen linked to the kouachi brothers was taken hostage inside a grocery store. we see a s.w.a.t. team moving in after he killed four people in the kosher deli. investigators say he knew one of the kouachi brothers from prison. yesterday's standoffs are believed to have been coordinated. the girlfriend of the kosher market killer remains on the loose. investigators think she may have been part of the violence at the store and somehow got away in the hostage situation. she is considered armed and dangerous.

here in the bay area, muslims and parisians are outraged by the terrorist attacks in paris. this after the u.s. issued a global travel advisory last night saying that kidnappings and attacks against americans are increasingly prevalent. that warning and three days of killings prompted bay area muslims to stand in solidarity. they held a candlelight vigil with a clear message. >> as american muslims we do not condone this and this goes against everything we hold dear to us as muslims. >> people who gathered for the vigil are horrified at the turn of events in paris. those who don't practice islam sympathize with muslims in america. that feeling expressed at the state capitol yesterday in sacramento. >> the community means to say no, we are not going to accept this. this is not our religion. we are not going to stand for this. >> yesterday's vigil was organized by the northern california islamic council. take a good look at this

picture. san jose police are looking for this man who robbed a bank yesterday morning at gun point. it happened at the u.s. bank inside safeway in oakland neighborhood. any tip could lead to a cash reward. they are also looking for two men linked to the first homicide of the year. these two men are connected to a deadly shooting at an east san jose bar. it happened after new year's eve outside the reign lounge. the victims died at the hospital the next day. two men are now facing serious charges after a violent street brawl in palo alto. police say neil rotroff punched the victim in the face outside a bar. this happened last month. the victim hit his head on the sidewalk and never regained consciousness and died yesterday morning. rotroff was charged yesterday with involuntary manslaughter.

and mastakar is accused of driving his get away car. january is national human trafficking awareness month. leaders want to alert the public in a very visual way. a new billboard campaign pushes the message that children are bought and sold for sex every day right here in the bay area. district attorney nancy o'malley revealed the new campaign aimed at promoting public awareness of the sexual exploitation of children. >> 60 plus shelters and 50 billboards will blanket alameda county throughout this month with clear messaging to stop child sex trafficking now. >> the billboards are also in spanish. the hope is they will lead to anonymous tips. a follow-up now to the disneyland measles scare. it's spreading. a knew days ago we told you nine people caught measles after spending time in disneyland. this morning 19 people are sick in three states. the patients all visited

ahead and chilly temperatures. >> if you think the gridlock is getting worse in the bay area, you're right. a new report reveals our traffic is bad. more jobs in the bay area mean more gridlock. who has it the worst? at the top of the list, eastbound 80 commute, the bay bridge. the averageç speed at the peakf commute is 4 miles per hour. number two is the stretch of 880 from hayward to the south bay. number three is 101 from sunnyvale to san jose. number four is 80 between alameda and contra costa county. the report shows the bay area is dealing with its worst congestion in 15 years. the time spend stuck in traffic moving at 35 miles per hour or less has increased by 65%. that's since the last study was taken in 2009. the average bay area commuter lost more than two minutes per trip from delays in 2013.

the most severe delays are between san francisco and silicon valley. this morning, the teacher of a popular bay area car event is idling after video surfaces of multiple cars peeling out nearly crashing after the show. the blackhawk automotive museum hosts car events the first sunday of every month. 500 high-end car owners meet up. the police chief was shown these videos and is working with the museum to make the problems after the event stop. >> we have to make sure those people that drive cars, that want to drive it in that manner don't come to this event and do that. they can go to sonoma raceway, other places, but not at the blackhawk museum and not in danville. >> the executive director relayed his conversation with the police chief to the facebook

dog. you can't go to the pup meetup without a dog. tomorrow 4:00 to 6:00 at knob hill. bring your dog and meet the sf dog mayor, that guy right there temperatures will be very comfortable. in the upper 50s. maybe a light jacket for you and the pup. >> let's talk about your weather on this map. i want you to note we have a system to our south. that's where we have the cloud cover. we have the haze and that strong onshore push. we have such extensive fog across the north bay. look at this green on the map. looking at shower activity. if you are doing any trave today or tomorrow across so cal, you will run into sour activity. through the evening hours today, that rain activity will continue from about santa barbara down into san diego, including l.a., as well. they are going to continue with that rain all day today. same for tomorrow. again, if you are doing any traveling, heads up. today and tomorrow we will see intervales of cloud cover. a few peeks of sunshine here and

a rare event this weekend. the golden gate bridge has been shut down. the much-talked about moveable barrier has been installed to prevent head-on collisions. we are introduced to the men behind the effort. >> reporter: for most people the golden gate bridge is a scenic icon. majestic link stretching from san francisco to marin. but to frank -- >> crash, bang -- >> reporter: stands for something else. >> february 14th. not a very good day. >> reporter: it was valentine's day 1984, he was driving back to marin from a job in san

francisco when he answered a radio call from his boss. >> by the time i put the phone down in the truck, then i was in that lane and unfortunately i shouldn't have been there. >> reporter: he veered into a lane on the bridge that was supposed to have been coned off, slamming head-on into a truck in the opposite lane. >> the truck that hit me was bigger than the one i was in. >> reporter: pictures of the wreckage tell the story. >> they had to use the jaws of life. i had dislocated right foot, damage to both knees. >> reporter: he lived painfully for that moment the last three decades. >> i get around with a cane. i can't do the things i used to do. >> reporter: that one regret rings louder than the other. >> had there been a barrier there a long time ago, that accident would have never happened. >> reporter: 19 years ago -- elevator repairman saw a story of a head-on crash on the bridge. >> i thought i can make a difference by making a moveable

barrier. >> reporter: he began to collect articles until they filled 22 binders. he founded citizens for a safe golden gate bridge and began pushing for a traffic barrier. to prove a barrier was possible, he thought big. he built a replica of the bridge to demonstrate how a permanent barrier could be placed in the roadway. he set it up at many bridge director meetings. after many frustrating years, this weekend -- >> it's been a long hard road. >> reporter: 77 years after the bridge's celebrated opening, he will watch as the bridge district installs the $30 million movable traffic barrier. >> they can drive their car without a head-on collision. >> it's going to prevent a lot of accidents. >> reporter: but the barrier comes 30 years too late, but in

marathon bombing, most experts agree there is less of a threat here thanks to our islamic community. >> a lot of the forms of intelligence, a lot of the government after 9/11 wanted to take a more interactive role solving the problem. >> reporter: u.s. officials fear copycat terror attacks now like the french do. steve handelsman, nbc news washington. indonesian search crews lifted the tail of the crashed air asia plane from the java sea but found no black box inside. it took crews two hours to lift the tail from 100 feet below the sea bed. divers are scouring the sea bed for those black boxes which will help determine why the plane crashed. yesterday officials said they detected ping-like sounds about a half mile from where the tail was located. they are not sure if they are coming from the black boxes are a different source. 48 bodies have been recovered since the plane crashed two

weeks ago with 162 people onboard. george zimmerman is back in jail this morning. a florida court judge set a $5,000 bond for zimmerman who was arrested last night on charges of aggravated assault with a weapon in a domestic violence case and cannot have contact with that alleged victim. the judge ordered him to surrender all weapons, though there was no indication he used one. zimmerman was acquitted in the shooting death of the black teen tray moon martin in 2013. he is due back in court in february. an increased emphasis on diversity. california highway patrol is stepping up efforts to make its department more ethnically diverse. leaders admit it's been a challenge to lure minorities and women. >> in some communities there is probably a mistrust between law enforcement. that's our challenge. >> if you are interested find

out more on the chp website. terrifying moments for passengers aboard a united airlines flight when they heard sudden booms and flames broke out while mid air. early yesterday morning, the plane had just taken off from sacramento and was heading to denver, when airline officials say the plane hit several birds. nbc affiliate meteorologist was a passenger on that plane and heard a couple of sudden booms and then smelled smoke. >> felt the plane jolt. you didn't feel this sudden dramatic dip or the wing dipping. it was like a jolt to the plane, boom, boom, boom. i could see the flames. >> reporter: while the flames were coming from the engine, the pilot calmly told passengers they hit some birds and landed the plane back at the airport. no one was hurt. passengers were rebooked on different flights. much more ahead on "today in the bay." the warriors look for lucky number 13 in a row at home. the king was in the house but not on the court.

engineers launched a falcon 9 rocket from cape canaveral, florida. spacex is a commercial rocket company founded by elon musk. it's taking a payload to the international space station. this is the second try at the resupply mission. a first attempt tuesday morning was scrapped due to last-minute safety concerns. spacex has a $1.6 billion contract with nasa. it's a wedding dream repackaged. the blue box from tiffany has a new audience. this is tiffany's first engagement campaign that features a gay couple. a tiffany executive says an engagement ring is the first sentence of the story that a couple will write together. the company hopes to convey a message that it's intimate and exceptional. the men in this photos are not models, but a real-life couple from new york. much more ahead on "today in the bay." president obama has a new plan

yesterday governor jerry brown revealed what he plans to do with california's big budget $113 billion. it's a record amount with $1.2 billion put away for a rainy day. another $1.2 billion going to pay the state's debt. the massive spending proposal puts aside $120 million for uc schools. uc regions say that's not enough to avoid the planned tuition hike which had students protesting for months. jodi hernandez spoke with students at uc berkeley who say they are the real victims of a nasty budget battle. >> if the fees are hiked, i can't count how many fee hikes i've seen already. >> reporter: uc berkeley says opportunities are bracing for just that. after uc officials claim the

budget plan governor jerry brown unveiled won't deliver funding boost needed to keep a five-year tuition hike from kicking in. >> the governor ignored the allocated funding, tuition will rise by 5%. >> i'm trying to find some way to make a balance. it can be a fine university living in the funds we appropriated. >> reporter: the governor says the budget remains tight. his plan would give the university of california system a $120 million boost. >> the $120 million is not chump change. it's real money. some parts of the budget didn't get an increase. >> i wouldn't call it chump change, but in the scheme of things, it is not significant. >> reporter: officials say it's not enough. while the governor and uc president janet napolitano continue a financial feud, students are left to sweat over

an uncertain future. >> students are already struggling. then the governor and president should try to work something out so that at the end of the day students don't have to suffer. >> it doesn't feel good to take out these loans and worry about how i'm going to pay them back. some students had to drop out already because of the fee hikes. it's shameful really. >> reporter: jodi hernandez, nbc bay area news. >> speaking of tuition, president obama wants to make higher education free to some americans. the president explained the $60 billion proposal at a community college in tennessee. that's where a similar set-up is in place. his plan is to have all community colleges funded by the federal government and states that opt into the program. the goal is to boost u.s. wages. >> two years of college with will become as free and universal as high school is

today. in america quality education cannot be a privilege reserved for a few. >> the white house says the plan could benefit 9 million students. to qualify, students would have to attend at least halftime, maintain 2.5 gpa and move towards completing a degree or certificate program. some bay area educators are finding problems with this program. the institute for college access and success in oakland calls the proposal a wolf in sheep's clothing because low-income applicants already have access to federal aid. the proposal wouldn't cover other critical expenses like the cost of books. much more ahead on "today in the bay." our friends from pets in need are here. we'll introduce to you salem.

2015 is the 50th anniversary of pets in need. >> we are very excited about that special anniversary. we have lots of activities planned this year. people should check our website and stay tuned. >> you are in redwood city, so people know. now to these little kittens. they are so sweet and tiny. the only reason i'm not holding one is because i'm very allergic. they are so cute. tell bus them. >> they are brother and sister. we just got these little guys two weeks ago. they are from a litter of about six. four did not make it. these two little guys are healthy as can be. they'll be ready for adoption next week. >> you have a special. >> we will continue our black friday special for the entire year. these two little guys and any of our cats and dogs that are black or have black in their coats, we will waive their adoption fees.
