connection between the arrest and the shots that were fired. as normal it was a heavy security presence at the biden home. he's protected there as well as when he's here in washington. and so the secret service now just trying to figure this one out. they'll be looking at whatever surveillance is in the area and whatever evidence they can glean from the property to try to figure out who went by the vice president's house and fired the shots, was he specifically being targeted and why. >> and increasing the scrutiny on the secret service which has been embattled as of late. thank you very much, tracie. president obama has not even delivered his state of the union address yet and already it is garnering criticism from republicans. president obama spent his weekend working on his speech. it's going to be first dlafrd speech delivered speech to a capitol controlled by the gop. the wish list includes a tax increase on the rich and more spending on the middle class and the poor. republican lawmakers are lining up already against the president's plan. >> and i'll call on this new

5:49 am
dipping tides returning to the bay. i want to start you off with this map, this gray matter shows you where the fog is, and where it's the thickest is where the fog is thickest. an easy map to read and up near santa rosa, that's where we'll find the thickest of the fog and even down the peninsula, half moon bay toward san mateo and toward san jose we're seeing the fog thicken up and burn out of here eventually by 11:00. the king tides return to the bay area today and continuing through wednesday and high tide is in the morning hours from about 9:00 to 10:15, right from about sausalito down into san francisco and over towards the oakland area, but this is the thing to note. low tide in the afternoon, so the morning commute is really going to be affected with the water up on the roadways. the evening commute not much of an issue. on the storm map we'll notice you have two systems out here, one of them across the pacific, the other one right over the bay area right now. unfortunately, it's so weak and falling apart and that's why we don't have any rain but because
5:50 am
it is a frontal boundary and behind it a lot of cold air, ahead of it the warm air and you get the condensation that happens and that's basically the long word for fog and that's what we are looking at. across every vantage point low clouds and fog, demean san jose visibility starting to fall off here and this is where i think we'll see the worst of it along the peninsula as well and temperatures because we have the fog in place and low clouds not too bad in the 50s and later on this afternoon, we're only going to top out in the mid-60s to top out in the mid-60s jua moving on through, it's going to keep us from warming up a whole lot, back to 65 in the south bay, same for the peninsula, san francisco, you'll be at 63 today and the north bay at 67. now you'll notice the general trend each and every day this week for our inland valleys does call for 60s and then by friday we're talking about the 70s returning to the bay area and the next weekend, if you're already thinking about it, i know you are because it's monday, right, we are talking about 70s across the entire bay. i'll show you where you can hit the beach comfortably coming up

in my next report. back to you guys. >> thank you, anthony. maybe the only thing worse than paying taxes is paying a tax you didn't know you were exempt from that you didn't have to, right? that's apparently what millions of americans will be doing this year when it comes to health care coverage. the affordable care act requires americans to have some form of health insurance for 2014 or pay a tax penalty. the company intuit estimates more than 20 million people who are eligible for an extension, rather an exemption have not filed for the waiver. that means that they paid an average tax of about $300, which can be easily wiped away for those who qualify. >> keep an eye on that. you want to wipe that cost off. 5:51 right now. filming has begun on the second steve jobs movie. >> scott mcgrew right where the first one did. >> the garage in los santos, where else would you start? filming is under way after the movie went through a lot of actors and two studios.

danny boyle will direct. he did "slumdog millionaire" and aaron sorkin who wrote "the negotiable network" did the script, based on the jobs' official biography. this movie has lots of pedigree. as you mentioned, this is the second steve jobs movie since he passed. the first one starring ashton kutcher was poorly received. the new york times said it would drive steve jobs nuts to know the movie about his life has all the appeal of a powerpoint presentation. for my money the best depiction of steve with as from noah wily in the made-for-tv movie "the pirates of silicon valley." rent it for three bucks, it's worth a look. the reason the white house was so easily to point to north korea as the country behind the hack on the sony movie "the interview" was because we had already hacked them. "the times" says american agents placed beacons in north korean
5:53 am
computers which let them trace the hack later. how do you know we hacked you? because we hacked you first is kind of how it works. >> that was dating all the way back to 2010 i believe, the u.s. hacking of north korea. >> for many years, yes. >> good luck trying to keep a straight face for this story, it's about babies and babies who laugh. >> new research says babies are able to perform their own version of standup comedy. nbc's stephanie gosk takes a look behind the laughs. >> reporter: comedians, eat your hearts out. the truly funny are the smallest among us. effortlessly hilariously, surprisingly funny. can you sit on the rainbow mat with me? >> no. >> she's a constant source of entertainment. she can entertain herself and many adults. she's really fun. >> reporter: beyond making our lives brighter, researchers believe humor is an important part of a baby's cognitive development and some say we have
5:54 am
underestimated just how serious being silly can be. >> infant humor can tell us a lot about what infants know and about what they know about us. >> reporter: the play starts with parents being the clowns. babies as young as 3 and 4 months old begin to appreciate the ridiculous. and then a switch, as early as 9 months old the realization that they can make us laugh, too. >> he's definitely performing for me, trying to make me smile and when i smile, he smiles right back. >> reporter: the highchair is the classic stage. peekaboo, the universally funny gag. >> i'm so hungry. >> reporter: then there is the tea which my daughter has mastered to perfection. you sneaky monkey. you sneaky monkey. >> when an infant knows how to get another social partner to

laugh, it suggests they know something about that person's mind. >> reporter: well harper, two can play at that game. oh, where'd it go? the research suggests learning to laugh may just be one of life's earliest and most important lessons. >> i just think if you can't laugh at yourself or at what's going on in the world, then life just gets kind of boring. >> reporter: anyone who needs a reminder, just spend some more time with a baby. stephanie gosk, nbc news, new york. >> i try to spend more time with babies but mine are and6 and 8 i ask random people to hold their kids. >> humor is what it's all about. >> they are awesome. 5:55. no shoulder shumying for anthony slaughter. he'll join us without the humor but real facts. >> has funny babies himself. >> you have to laugh when you have kids because otherwise you'll just go insane and if you're a parent you know exactly what i'm talking about.
5:56 am
kris is laughing because she's a parent, she knows. >> exactly. >> the highs are comfortable. something not to laugh at is the fog this morning, really thick. later on this afternoon you'll be able to take the sweater off and lose the jacket. 65 in the south bay. 63 in san francisco so you need the light jacket but up in the north bay, close to 70 now. we have widespread 70s on the horizon and that 70 forecast i'll show you that and where you can hit the beach comfortably coming up in a next report. it was a big weekend for football and now controversy following once again the new england patriots, coming out of the afc championship game. it's probably not surprising that they're facing new accusations after demolishing the indianapolis colts for a berth in the super bowl. >> the patriots dismantled the koemts 45-7 but new england now accused of purposely deflating the footballs to get the upper hand. apparently a deflated football can be easier to flow and to catch. so now the league is
5:57 am
investigating. if foul play is discovered, they may face losing draft picks. >> interestingly enough, they will still be going to the super bowl. tom brady looking for his fourth ring. 5:56 right now. >> we will have an update of breaking news this morning, where in san francisco a u-haul crashed into a store in an apparent burglary. the latest information coming up. plus it is the end of the line for an historic chapter in civil rights history here in the bay area. why this martin luther king jr. day will be especially poignant, right here.
