couldn't see these lights before. we'll show you what they're illuminating on your commute, coming up. >> we will enlighten you right now on a major commute change that's coming to the south bay. what you need to know before you hit the road. let's take a live look outside before you hit the road. maybe you're going to tour across the bay bridge this morning. it's wednesday, january 21st. this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> a good wednesday morning to you. thanks for joining us. all new this morning, we are learning about a police investigation. a shooting on highway 4 in concord. stephanie chuang joins us live from police headquarters. investigators shut the freeway down for some time. what do we know about the investigation? good morning. >> reporter: sam, good morning to you. there are few details at this point. we do know they shut down for about three hours overnight.

a chp officer just left the concord police department here. he went inside for about five minutes. he had some papers, spoke with someone inside the department, and then as i just said, he took off. you can see westbound highway 4 was shut down around midnight between the chicago highway and willow pass road exit. that's where there was a shooting overnight. that is near the diablo creek golf course. check out the white four-door sedan. it looks like it might be a pontiac grand prix, maybe late '90s model. riddled with bulls, maybe 15 of them along the driver's side. someone was able to drive this car still, though, to the kaiser permanente medical center in walnut creek. that's about 12 miles away. and it was found parked across the street from the emergency entrance. chp had shut down the left three lanes as concord police and sheriff's deputies responded to this shooting, marking the

evidence, including many bullet casings found on the ground. but still so many questions right now. who was the shooter or shooters. what was the motive. my understanding is whoever is responsible is still on the run. we also don't know what the victim's condition is. the person who was taken to kaiser permanent today. i did speak with a dispatcher. someone is working on the investigation and we'll get you updates as soon as we get them. live in concord, stephanie chuang, "today in the bay." >> that is a very disturbing sequence of events. 14 hours later, crews are still trying to repair a gas leak in the south bay, part of tully road from quinnby to capital expressway is shut down until the repairs are done. kris sanchez live in san jose. when is that road expected to reopen? >> reporter: i just got off the phone with someone from pg&e and the estimation is still 7:00 this morning, just as it was last night. the crews are still working

behind me. we saw some folks welding that four-inch line and there are several people still in that trench that looks to be about five or six feet deep. here's what the scene looked like yesterday afternoon when a third party crew working in the area hit that unmarked four-inch gas line. that is a high pressure line. firefighters rushed to the scene and evacuated three businesses as a precaution. crews shut off -- >> what we do is we prepare for the unexpected. we're here until they say we're done and everything is capped off and ready to go. >> so firefighters were on a two-alarm response outside the so called gas explosion area, just to be sure. and the gas was shut off around 6:00 for a few hours, but ever since pg&e crews have been working to repair the line, and the gas service was restored because pg&e brought in natural gas trucks to pressurize the line so that they could restore service to the 57 or so customers who lost it in the hours after the break.

while traffic is still impacted on tully road between quinnby road and capital expressway near east ridge mall, it is expected to be back to normal around 7:00 this morning. meantime, the businesses here in the strip mall alongside this break, they're free to open, business as usual this morning. but i'll tell you, might be tough for their customers to reach them, seeing as tully is still shut down. in san jose, kris sanchez, "today in the bay." >> thanks for the latest update, kris. investigators right now are revealing new clues about a decomposing body discovered in the waters near bay point. an autopsy done on the man's body could not turn up an obvious cause of death or his identity for that matter. but investigators now say the body was in the water for more than a month before being discovered sunday by fishermen. the man had a hip replacement and spinal surgery as well as a tattoo of a tiger on his upper arm. the coroner's office right now is awaiting the results of toxicology tests. it is 5:04. a follow-up on the mysterious

goo found on birds in the bay seems to be spreading. over the last few days, crews have rescued hundreds of birds, mostly along the east b bay shorelines. now birds covered in the odd substance are also being found across the bay in foster city. more than 100 birds found with the goo on their feathers have died. investigators are still trying to identify the substance. to politics now, and the president laying out his plan in last night's state of the union. today he's going to start traveling across the country to promote the main theme. among the items on his to-do list, the president has promised tax increases for america's wealthiest to help ease the burdens on the middle class and the poor. he also vowed to veto any republican efforts to dismantle his health care and financial reform laws. president obama has pledged to work with congress on a new authorization plan for military action against isis as well. he spoke passionately about that. president obama also touted his move to engage in diplomatic relations to renew them with

cuba. a new deal may soon bring development and jobs to sunnyvail. jay paul is purchasing 47 acres of land from lockheed martin. they are planning to build state of the art office towers. they envision a project similar to one taking part around moffin field. >> we have our eye on the prize, rob, which will be this weekend, and the 70-degree temperatures. in the meantime, it's a little chilly. >> it is. we're talking about the skies clear this morning and not seeing as much fog. so our temperatures really dropped down to 35 degrees in napa. 47 in san francisco. you notice the clear skies in the south bay. we're still seeing the patchy fog up towards fairfield and concord in santa rosa this morning. oakland and livermore looking a little better. seeing the fog right now, it should break up pretty quickly before lunchtime today, and as

we head towards the evening along the coast, we'll see a little bit of low clouds there trying to approach pillar point and spilling through the san bruno gap. no sign of any rain in the evening. the rain showers off to the north. this pattern continues to be dry. highs today mostly. 0s, but by saturday and sunday, that's when temperatures are going to start to climb. today's highs, mid 60s. 63 in san jose. forest hills looking at numbers in the mid to upper 50s. you can see around santa rosa, temperatures in the low 60s. pleasanton 64. livermore about 63. in the five-day outlook, temperatures climbing into the low 70s around san jose and san francisco. and we'll see monday more clouds that will hopefully hint at the first chance of rain. no rain in the morning commute, but a little bit of patchy fog still around the north bay this morning. >> we'll show that to folks on our road weather index, because

our maps, traffic and weather, are tied together. from emeriville, we couldn't see this view of the bay bridge. now we can see crystal clear. twinkling lights. that's good stuff. richmond bridge also clear, but here's what rob's talking about. the fog for the north bay. the orange highlighted across our maps, the traffic maps at least show the weather might be at issue as far as fog goes. north through valejo. the traffic has cleared, but the police investigation continuing off of the roadways. meanwhile, look at this big view of the bay. the peninsula, the tri-valley all moving smoothly and clearly. one lane blocked, the fast lane because of an earlier crash. the gas main is busted and they're doing repair work tully at quinnby. there's king road to get around the surface streets.

hoping to have this fully reopened by zen a.m. we're back to you. >> thanks, mike. happening today, big changes coming to highway 85. this afternoon, cal trans will turn on metering lights between 280 and cupertino and 101 and mountain view. it will affect all southbound commuters between 3:00 and 7:00 p.m. the lights will also go on for northbound ramps along the same corridor, but they will remain solid green for another week. once they do go into effect, they'll be on for an extended period of time, from 6:00 to 11:00 a.m. the idea is to speed things up on the freeway, though some drivers are worried things will dramatically slow down on the onramp and city streets. >> we'll see what happens. probably couldn't be worse than what things are right now. relief may eventually be coming for another busy south bay corridor.

that stretch of road west of the holster turnoff is just two lanes. the mercury news missed a road show reporting that the valley transportation authority is now considering an eight-mile four-lane freeway running parallel and to the south of 152. the potential cost for that, about $850 million. right now, there's no timetable for the project. >> that certainly could be helpful. the giants' trophy takes flight. we're going to tell you where it's actually headed today. plus, crews now working to recover part of the airasia jet that crashed into the java sea. what we're learning about the moments leading right up to the crash. lift gets a little bit of a close shave, and what's coming to netflix. i'll tell you coming up.

you're watchi ining "today the bay." >> where the trophy is headed now and who's proudly taking it there. good morning. >> reporter: shouldn't come as a surprise that the president and ceo of the sf giants organization will be bringing the 2014 world series trophy along with the 2012 and 2010 here to gate 54b, bound for that flight at 705, virgin america flight 5950 to jfk, where it will be going on tour. you can see they have the orange

carpet laid out for the trophy that should be arriving within the moment. it will be flying on this aircraft right here. it's not your regular aircraft. it is in terms of airworthiness, but certainly not in terms of the emblem on the side, which you can see right there. they've got it already pasted on there. the san francisco giants world champions, 2014. the third time the team, the franchise has taken the title in five years. and onboard that plane in first class, you can take a look, they'll be doing something very similar that they did back in 2012 or 2013 for the 2012 championship. they'll be putting the trophies in first class, buckled up with the president ceo taking them along the way. if you come back out here live, you can see they're wheeling up the trophies right now. you've got all three of them in those special black carrying cases. they'll be taking them onboard the plane, and this, by the way, is not a charter flight. this is a regular flight to jfk, so there are going to be other passengers. perhaps if it's like years past,

who are unaware that the trophies are onboard, maybe there are some who are, a nice surprise flying at jfk to know that they have three special guests onboard. hopefully there's not going to be any turbulence because the spikes on that trophy are pretty sharp. >> they could be walking by as well thinking, like, hey, can i have champagne? they're probably not going to take that. >> he's looking around like let me check this out. >> exactly. >> thanks. >> the ride-sharing company lift is getting rid of those distinctive pink mustaches, which has kind of become their signature. scott mcgrew, the company perhaps gussying itself up for a date? >> they made no secret it would like to get the same sort of funding that uber has. lift was first on the streets as far as using everyday cars go.

it beat uber and the pink mustache was sort of a whimsical way for riders to figure out which car was supposed to pick them up. but that was back in the let's give this crazy idea a try days of 2012. uber, when it added everyday cars, turned out to have a sticker in the windshield. people find that a bit more refined in the modern days of 2015. lift is going to move to something similar. apparently a small pink mustache right there in the windshield. let's get a look at the markets. landon dowdy is live at cnbc world headquarters. good morning, landon. >> hey, scott, good morning to you. futures are lower after stocks ended mostly positive on tuesday in an up and down session. investors tracking corporate earnings from the likes of johnson & johnson. and the dow and nasdaq closing higher for the second straight day. we get data on housing starts or new home construction. the dow, which had been down,

closed up three to 17,515. >> a win's a win. we'll take it, landon, thank you. the last time netflix reported profits, the subscriber growth was slowing. tuesday was another time for that quarterly report, netflix said pretty much the sail thing about american subscribers. nobody paid any attention. instead, they loved the news of expansion overseas, and netflix profits. now, if you're not a shareholder but you do have a netflix account, you'll probably like the news that netflix will stream "the interview" starting on saturday. i have to admit, i actually watched the first half or so. i paid my $3 to make a statement. >> you went to the theater? >> no, i saw it on pay-per-view. i never quite finished it. so you kind of get it now for free in the sense that -- you know, you're a netflix subscriber. that's not free. but free on netflix anyway.

>> interesting. sounds like it might not be worth it. >> meh. >> okay. time is precious. >> you would not give that two thumbs up, i don't think. >> yeah. >> he gives it one eh. >> i don't know if you're going to want to stay inside, at least this weekend, and watch a movie. i know it's wednesday. but the weekend sounds like it's going to be great. >> this time of year, if we can get to the low 70s, it's good fluff to break some records. we'll see temperatures climbing, which means less fog, drier air moving in, and a little taste of that this morning. we're seeing less fog outside and that's sort of like sleeping without a blanket this time of year. you can see the temperatures in the 30s with patchy fog. still in the north bay. san jose, big drop. almost eight degrees cooler than yesterday morning. 40 degrees. there you see san francisco at 47 degrees. the worst of the fog this morning, it's the usual suspects here. the east bay valley, and also over towards the north bay.

some of that fog drifts in from east to west overnight. but notice the visibility from oakland to san jose. a lot better than yesterday morning. though i do think that fog is going to thicken up a little bit into oakland, and maybe parts of the tri-valley just before sunrise. as we go through the afternoon, we're going to see some clear skies. very interesting yesterday. this is the third day. here's a look at yesterday, tuesday around monterrey bay. look at that water coming up the steps there. this king tide adds about another eight to ten inches on top of the normal high tide. you see the view there. today, the last of the series of three king tides coming up later on this morning. just after 10:00 at about 6.9 feet. so once again, as that picture showed quite well, low-lying areas, some roadway flooding possible there along the coastal areas in the inner bay for one more day. high pressure keeping our conditions very dry. would be nice to get some rain or snow. you're not going to find it in this pattern, though. if you like 70s for your weekend, this is the pattern for

you. see the storms moving off to the north. early next week, very interesting. we're going to see a low coming up west to baja, california. don't really see that too often in winter. at this point, we'll take what we can get. by next tuesday, looks like we can finally see a chance of rain, which is significant, when you compare 2014 to what we've seen so far this year. san jose only having thanks to some drizzle at times .2 of an inch of rain. so far on pace for the all-time driest january. maybe next week, we can break out of that. in the meantime, low 60 this is the forecast today around san jose. still around 60 near san francisco. 62 in santa rosa. low to mid 60s toward pleasanton in livermore. stays the warmest weather of the week, just in time for saturday and sunday. mild conditions into monday. then we'll finally see a chance of rain approaching next tuesday. now for another check of your wednesday morning commute, let's send it over to mike. >> all that talk about the weekend, and then i got distracted and you brought me back to wednesday. we're looking towards your commute. we are looking at your typical

weekday commute. a smooth drive. and we'll look at your map, because that view is a lot better than what we saw yesterday. and there's no orange right here. that means a lot less cloud cover. we do have some clouds in the north bay and some fog as well. so that will be a factor. 580, that volume building, and a crash reported in the last couple of minutes, but it's over on the shoulder. there's your tri-valley. a wider view of the bay. we'll show you the south bay. no major slowing there as well as the east bay. we're just getting you open for this commute right now. that flow of traffic. the orange showing you that we do still have the fog through concord, antioch, fairfield. watch the area approaching. but no advisories like we had yesterday. that includes the richmond bridge. we do have the fog north of there. our camera shows a little glow of lights from time to time. right now we're looking pretty good, as far as the view and the volume traffic. all the way down across the very clear golden gate bridge. and the bay bridge, no problem

for visibility. some low clouds, but that's not an issue for drivers. a smooth drive at speed through the maze and down the east shore freeway. back to you. >> thank you very much, mike. we are getting our first idea this morning about what may have brought down the airasia plane that crashed last month in the java sea. indonesia's transport minister said the pilots did a sudden and extreme climb, causing the jet to stall. the pilot asked to ascend just before the jet disappeared from the radar. he was not granted immediate permission due to heavy traffic. passenger planes normally climb the rate of a thousand feet per minute. investigators say the airasia jet climbed at eight times that rate before it stalled. 162 people died in that crash. new this morning, the american lung association gives the government a failing grade when it comes to tobacco control policies. last year, the agency urged all levels of government to help reduce smoking rates to less than 10% in ten years. the agency also called for new protections from secondhand

smoke. a new report finds no state passed smoke-free laws or increased tobacco laws last year. the government was unable to finalize its proposal. >> the fight over the game-winning ball in the nfc championship game. the fan who holds the ball has already turned down $20,000 for it. what he wants instead, next.

a flight. they get to ride in first class. very nice. >> it is a full experience. i wonder if there's accompanying garlic fries, because that really enhances the experience. s.a.p. center is going to be rocking out tonight, celebrating the first ever metallica night at the shark tank. the band is going to be there to drop the puck before tonight's sharks game against the l.a. kings. on its website, metallica says it's been a fan of the sharks since the mid '90s when the team moved to san jose for good. the members of the band metallica are big bay area sports fans, having hosted a number of metallica nights with the san francisco giants as well. so they are invested in local teams. to the gridiron now. there is a little controversy brewing surrounding the game-winning ball from sunday's nfc championship game. >> when jermaine kearse scored the game-winning touchdown, he tossed the ball into the stands,

and there it is caught by scott sheldon, who so far hasn't decided whad to ed what to do ball. the seahawks offered him $20,000, but he turned it down. he was offered a helmet and his own jersey, but sheldon is now holding out for super bowl tickets. and he may get it. >> it's not like jermaine kearse waited much time there before getting rid of the football. he just chucked it with vigor. it's like instantaneous. if you want the ball, hold on to the billion. -- ball. sheldon is actually scheduled to start a stint in jail the day after the super bowl. so if he goes, he's going to need to rush back to report to jail. >> so he wants kind of a grand hurrah. >> we'll see what kind of deal he can barter. a lot more ahead. stick around.

all-new this morning, police investigating a shooting that happened in highway 4 in concord. a car driving along the highway ends up riddled with bullets. stephanie chuang joining us at concord police headquarters. what do we know about the events leading up to the shooting, if anything. and the road was shut down for a period of time as well. >> reporter: absolutely. good morning to you, sam. shut down for about three hours, but everything back open as of around 3:00 this morning. went inside, had some reports. it looked like he dropped him off to a concord police investigator. that's the agency leading the way in this investigation. few details right now. what we do know is there was a shooting on westbound highway 4 around midnight and it happened between the port chicago highway. that is the diablo creek golf course. looks like maybe a late '90s pontiac grand prix. maybe 15 bullet holes along the driver's side. still, someone was able to get

residents unnerved. someone is leaving boars' heads on the streets. some of the images we're about to show you are graphic. one boar's head was left on top of a garbage can. in each case, vegan restaurants are nearby. a camera outside a liquor store caught one head being dropped off. >> from the torso down, pretty much with white gloves on, dumping the pig on the ground and putting the head on the top and that was it. >> police say they don't yet know the motive or whether there is a connection to those vegan restaurants. a south bay city right now considering a crackdown on e-cigarettes. at its meeting, the saratoga city council is going to discuss a possible ordinance creating new licensing requirements for e-cigarette retailers. california is among the dozens of states that have outlawed the sale of e-cigarettes to minors. now federal officials have proposed a nationwide ban on such sales.

rob is in for christina this morning. a cool start to the morning. >> yeah, chilly, especially around the north bay and san jose. 30 right now in san jose. a few patches of fog back in towards the by right now. see a lot of city lights looking down towards san francisco. but into the north by, visibility is dropped off less that a half mile for santa rosa, napa, into fairfield. but south of san francisco not all that bad. we're seeing overcast skies, mainly off to the north of san jose right now. we'll see those low clouds break out before lunchtime today with a few patches of low clouds heading down the coast as we head into the afternoon. temperatures later on, low to mid 60s again today in san jose. much like we saw yesterday.

that's out of the roadway. eastbound commute at franklin, so it's not affecting the upper east shore. in the tri-valley, west 580 shows slowing past the scene of the crash. back to you. >> thanks so much. it is 5:38 right now. deflate-get is what they're calling the controversy surro d surrounding the new england patriots. they're being accused of underinflating balls of the afc championship game they won sunday over the colts. the practice apparently makes footballs more catchable and throwable, especially in bad weather. a source tells espn the nfl tested the patriots' game balls and found 11 of 12 were significantly less inflated than the rules allow. the nfl so far is not commenting. the league could take away a draft pick if it finds that the patriots are actually at fault. whether it's true or not,

helicopter. this happened last night at the ramona airport near san diego. officials say the two aviators were flying a blackhawk helicopter during a routine training mission when something went wrong. they had to bring the bird down immediately, and its landed very hard on the ground. the two aviators were hurt, but we're told that they are okay this morning. the helicopter, however, was badly damaged. investigators are looking into exactly why they had to make that forced emergency landing. new research shows the measles outbreak is still beginning on. health officials say five of the people who have measles are employees at the theme park. two of those employees were previously vaccinated for the disease. three were not. the number of cases stands at 53 with the majority of them in california. meantime, disneyland is offering refunds to some people who don't want to risk going to the park. it's taking requests on a case by case basis. the health department said while there's a risk of contracting the disease at that park, the same risk basically exists

across the entire state of california. rob joins us with a look at the forecast for today. kind of a cold start. >> we're starting out very cold, but climbing ining into the mi. and 70s for the weekend. look at the numbers there. 35 there on the right. north bay location seeing some patchy fog. chilly around napa. 41 in san jose. mostly clear skies, though. you're seeing a few patches of low clouds now drifting north to south across the bay for you this morning. the thickest fog in the north and east bay valleys, santa rosa over towards napa, fairfield, and concord. less than a half mile. those visibilities do improve as you get into oakland and sun sunnyvale. we've got the fog for the morning, and as we jump towards the afternoon, we'll see what's left of the low clouds breaking up fairly quickly. and as we go through the day, mostly sunny.

then a few clouds coming down the coast here. as we head into thursday, notice how we're not really seeing that much fog over the next few mornings. offshore winds will help to clear out our skies and set the stage for warming, and that warming that we'll see courtesy of a ridge of high pressure, which has really kept things dry this year. an all-time record in 2014 for dry conditions in january. and look at this here on the right. rather than some drizzle at times in san jose, we really haven't seen any measurable rainfall. now, there is hope we could see some changes when it comes to that probably towards this time next week. but in the meantime, we'll see high pressure strengthen. san francisco closer to 60 at times, with some hazy skies. into the north bay, you'll see temperatures in the 60s. 63 in livermore. in the next few days, we'll show you that high strengthening and temperatures really climbing on up. maybe some records could be broken this weekend. if we can climb into the low 70s, looks like we'll do that in

san jose and san francisco. a closer view of your weekend forecast, we'll show you the north bay and the south bay. you can see those numbers in the mid 70s at times. more clouds on monday, and we hope a chance of seeing some rain by next tuesday. for another look at your morning commute, here's mike. >> we're looking onto the south bay where we do have this burst of traffic. it's typical, right around a quarter to 6:00, we almost always see this at 101 just north of 680. nothing really unusual about this traffic flow. the south bay, silicon valley still in a normal flow right now. your morning commute just getting started. but we do have this one issue for surface streets, as kris sanchez was reporting. this gas main, still working on the repair work. tully at quinby on the east side of the northridge mall. capital expressway gets you around. locals know there are alternates around that scene, but it will be an issue. the ramps are open for business.

four-year program. in the meantime, skyline college in san bruno will offer a fur-year degree in respiratory therapy. happening right now, the red carpet treatment for the san francisco giants newest world championship trophy still going on several months after the world series wrapped up. it's taking off on a tour right now. about one hour, san francisco-based virgin america is beginning tofully that trophy and the giants' whole staff to new york city. you might figure, why start in new york? that is where the giants played until 1957. as fans will proudly tell you, the giants won the trophy in november. >> that makes you smile. can the police pose as you on facebook? scott mcgrew, a court case that has everyone taking sides. >> it does. facebook says they cannot, but facebook wouldn't necessarily know the police were doing that.

the case got its start in new york state. the dea arrests a woman on a drug case and then goes online and creates a facebook page for her using her own pictures that the agents got off her cell phone. the idea being her friends, who are presumably in the drug trade as well, will link to her, but really it's the dea. in one case, they were looking for one of her friends who was evading arrest. the woman filed a lawsuit against the justice department saying that was a violation of her privacy. the government settled out of court. they're paying $134,000, but they're not admitting any fault. so back to the original question. can the cops do this? we don't know, buzz it didn't finish its travels through the court. how do you build a facebook profile for your new persona, which has no friends? if i ran a criminal enterprise, i'd be suspicious of a new-hire who just joined facebook yesterday. a new law passed this summer

just took effect in illinois, allows schools to demand students' facebook passwords if they're suspected of doing something against the rules like bullying. even if that behavior happened off campus. this is very, very controversial, and no doubt will end up in the higher courts where they can decide the legality of that. >> understandable, given the bullying that had taken place. >> they're trying to do something. >> when it comes to adults and passwords. >> did you bring a jacket this morning? you might shed it by this afternoon. >> dress in layers, but the jacket needs to have a liner to it. not a light jacket. down to 41 degrees in san jose and some 30s in the north bay valleys.
