peaceful resolution. just after 6:00 last night when police arrived in the area of grafton and ashton for a reported family argument that escalated into one man locking himself in a room possibly armed with a gun. police hostage negotiators and s.w.a.t. team members responded. they described this as unusual man in his 50s. >> a nice guy, living there for years. always been really friendly, really outgoing every time i see him, he says hello and we talk, we chat and we laugh.nmng÷ that's about it. completely unexpected. >> reporter: last night police could be heard on a bullhorn saying come out peacefully. some officersb'f looked like th were checking out plans for the house and getting familiar with police do not believe"x&7$5 ñ?.

convicted of manslaughter last year is now under arrest for an arson in the castro district. david munoz dias was arrested in connection with a fire set last saturday at a hair salon. he was convicted of manslaughter in the death of a sex partner in buena vista park whose body he then set on fire. police are looking to whether he is connected to three other arsons this week, also in the castro. one fire was in the bed of a pickup truck, two others were across the street from each other at 18th and hartford. 4:34 right now and federal officials investigating the 2012 fire at the chevron refinery in richmond are blaming the company's flawed safety culture for the disaster. the u.s. chemical safety board released its final draft report late yesterday. the company culture encouraged "prays of a unit despite hazardous leaks" and employees were reluctant to speak up about potential problems. the report blamed a lack of

knowledge among emergency responders that exacerbated the leak and put more employees in danger. the chemical safety board will hold a public meeting next week to discuss findinged. there are two patrols in livermore after it was hit by vandals several times in the past weeks. they keep spraying hateful graffiti on the mormon church. one church-goer said she saw a swastika painting on the building. they are taking turns hiding in the church and see if they can catch the vandals in action and call police. the measles outbreak linked to disneyland has local schools and parents nervous. there are nearly 70 cases with nearly 60 come from california. the santa clara county office administration will distribute information about the highly contamious disease to all of its 31 school districts. this is typical when a public health concern gets a lot of media coverage as this one has.

administrators followed the same protocol months ago when the ebola virus was in the news. >> it will tell folks to not be alarmed, to check their immunization records both for children and adults and to make sure that they take whatever the necessary precautions are. >> now in at least five of those cases, the patients came down with the measles despite being fully vaccinated. medical experts are looking into the cases right now. still the best advice, get your shots. the 14 protesters who chained themselves to a barth train in west oakland will have their day in court next month. the so-called black friday 14 and the supporters backed last night's barth meeting demanding the charges be dropped against them. they face a fine of up to $70,000, which supporters say barth should drop. >> instead of calling for these 14 protesters to pay $70,000, b.a.r.t. needs to understand

that they can now take an action toward restorative justice by dropping those charges. >> in the california penal code there's a section 369ia, which relates to hindering the operation of a railroad and so b.a.r.t. police felt that this was probable cause for arrests under that statute. >> how those protesters will be arraigned, they will be february 4th. after the protesters were ushered out of the board meeting they took a first step toward banning ecigarettes. there are no rules stopping people from smoking the electronic cigarettes on the trains but then late last night the board unanimously passed an ordinance banning them. some cities already include the devices in their smoking ordinances. happening today, four political junkies, a sneak peek at 2016, former florida governor and likely presidential candidate jeb bush will be visiting the bay area. bush will be the keynote speaker at the national automobile dealers convention in san

repair made by mate nance workers ignited the walls and then those flames just rushed through the building. they say there's nothing suspicious about the fire. however, they say they still don't know why the fire spread so quickly. the saga of a former skin care business owner accused of trying to hire a former nfl player to kill one of heriy competitors has finally ended. dawn delouise owned the now defunct skin refinery in san monica was found not filthy of murder-for-hire charges. gabriel suarez the target. delouise thought he orchestrated what she considered a smear campaign against her and threats of violence against her family last year. that's when investigators say she began trying to hire someone to kill suarez, specifically former nfler chris giley who played three games with the detroit lions in the 19780s. delouise's company is closed but some of her former clients
