"today in the bay's" stephanie chuang is live in the ingelside neighborhood with the latest. you say the scene is relatively

quiet right now. >> reporter: that's right, kris, good morning to you and to sam. i would describe this as a waiting period. it's been this way, one captain told me, since about midnight when the perimeter shrunk quite a bit. if that's any indication there's been some maybe progress. again, waiting right now. i know that hostage negotiators are still on the scene as well as patrol and the negotiation team was able to get a phone inside that house where you see the light shining on the wall there. so they are waiting it seems for the man inside to make contact with them. s.w.a.t. team members left last night, not much movement this morning. if you look at the video we had from last night, tactical officers in full gear, going up those stairs and this happened shortly after 6:00 last night when there was a family argument. police say that a man in his 50s apparently locked himself into a room, inside a room and that he might possibly be armed. they do believe he is alone in

the house. we spoke with one neighbor who said there's really never been any trouble with that man nor his family. >> he's a nice guy, been living there for six years and you know, there's never been any incident. he's always been really friendly, really outgoing, every time i see him he says hello and we talk, we chat, we laugh and that's about it. this is completely unexpected. >> reporter: and last night from about 9:00 and on, nbc bay area could, the crew here could hear police on a bull horn saying things like come out peacefully and nobody will hurt you. no movement from inside the house. some officers looked like they were checking out floor plans of the house, getting familiar with the layout. at some point they were able to drop a phone into the house and they are waiting until he makes contact. back here live in this neighborhood in ingelside, this is again your grafton and ashton, residents at one point early on were evacuated but

eventually let back in and others told to shelter in place. everyone has been able to go back to their homes. it seems police do not believe there is a big public safety threat at this point. grafton at ora zw abo is closed through jules. other than that no real impact to the neighborhood and typically with the situations it just ends when there's a decision made at some point that police will somehow enter that house, but right now, again, just a waiting period so far. live in san francisco this morning, stephanie chuang, "today in the bay." >> good that it sounds peaceful so far. hopefully it stays that way. thanks, steph. new this morning a warning to students and staff at uc berkeley after an uptick in car break-ins. uc berkeley police say this month alone they responded to nine auto burglaries in campus parking lots. take all your valuables out of your car and leave nothing in explain sight. it's a good idea to make copies of your insurance and registration documents to put into your wallet or purse so you

don't have to leave them in your glove box. fbi agents are saying this is a serial bank robber who apparently likes to dress up a little bit when he hits san francisco banks. they believe he's connected to several robberies since october. as you see from the outfit there, he uses a fake beard and sometimes a phony mustache. he's also been seen wearing a black trench coat and fedora. his most recent bank robbery was last week. it's been a week since mysterious goo was found. the department of wildlife says time and temperature have diminished the chance of finding any other birds alive. hundreds of birds already died because of that odd substance and hundreds of others are being nursed back to health. researchers are still trying to figure out what that mystery goo is, but they are confident that the substance is now dissipating and not coating new birds. now to the latest on the measles outbreak linked to disneyland. school officials in santa clara county are now responding to

concerns of an outbreak distributing flyers with information for students and for parents. "today in the bay's" bob redell is joining us live at the santa clara office of education where the flyers are going to go out today. what kind of advice do they have for the parents? good morning, bock. >> reporter: good morning to you, sam. those flyers going out to the roughly 270,000 students who attend the schools in the 31 districts, covered by the santa clara county office of education. this after health officials have confirmed almost 60 cases of measles in the golden state. some possibly linked to the outbreak last month at disneyland. some cases are located here in the bay area as well specifically in almeida, san mateo and santa clara counties. there are no reports of outbreaks at local schools but the office of education wants to be cautious by sending out these notices that they created in conjunction with the local health department. the message to parents, don't be alarmed, make sure your kids' shot records are up-to-date and take whatever precautions you

feel are necessary >> a few months ago the ebola virus was very hot in the news and that was something that promp prompted us to act in the same way, follow the same pattern, get some information out to our schools sew they know what's fact, what's fiction. >> reporter: the majority of people who have contracted measles during this outbreak have not been immunized against the disease. however, there are five people who are fully vaccinated and that has the medical community concerned. reporting live in san jose, bob redell, "today in the bay." >> thank you very much, we'll keep track of that. >> 5:06 now and the alma mater of patriots quarterback tom brady is banned from post season play. the central coast section placed the high school football team on probation until the end of the 2016 season. the organization is upset about the school's last-minute decision to forfeit a consolation playoff game against

milpitas last month. serra will have to pay back more than $6,000 to cover game officials and potential concession revenue and gate receipts for the game. the football coach tells the ""san jose mercury news"" he backed out of that game over concerns of player safety. the ccs says the school's decision not to play undermines the foundation of that organization. it's been a tough week for the brady empire. 5:07. >> the warriors already know they will have one all-star at the least in new york for the all-star game. they could have more. steph curry is named a starter for the second consecutive season, he was voted a starter. this time around he receiveded top votes in the entire league. 43,000 votes ahead of, ahem, the king, lebron james, now been dethroned. the warriors coaching staff will be behind the bench as well and it is possible that his back court mate klay thompson will also be named to the team as a

central coast really lovely conditions, a clear sky, offshore wind, big waves, what a great weekend to head out there. 73 degrees for saturday, 76 on sunday and as per usual, santa cruz is going to be the warmest beach city that you can reach within an hour, hour and a half or so. up to 80 degrees on sunday with those big breaking waves. so maybe that helped you get you a little bit motivated to make the outdoor plans for this weekend. showers on the way monday night into tuesday, even wednesday of next week. our chances aren't that great when i show you the futurecast it explains the systems systems coming up from the south. it t doesn't have a lot of moisture with it. as we progress through the next few weeks we're tracking rain chances. 68 in the trivalley and plus an additional five to ten degrees by sunday. we'll tell you if your city is fair game for a record coming up. let's check your drive, a serious incident out there this morning. here's mike. >> good morning, a very serious

incident. let's show everybody the entire bay. most of your freeways have nothing to worry about because it is friday, south bay peninsula, north bay, but the big issue as christina was alluding to over here eastbound 580, full closure here as you're approaching 164th eastbound goes this way down toward 238, away from oakland through san leandro. now there's a full closure because of a deadly crash. reports of a crash and a car fire, some folks ejected from that car and crews are on scene. all lanes are blocked. you're forced off of the freeway at 164th. you'll take east 14th down to 238 and that connects you to 580 or 880. the freeways are moving smoothly. this is a minor delay but a major impact to at least the number of people in the area and of course community members. westbound we'll see a slowdown, the commute direction because of the flares in activity. we have crews that have to get out there, the evidence and the coroner have to take care of the investigation before that will open.

i'm looking at about another hour, hour and a half at a minimum until they can clear that out. they may need daylight for some photos as well. looking to the east shore freeway coming off the walnut creek interchange, no problems there. we're looking to the north, there was some fog rege strerd through fairfield, vallejo, petaluma. the bay bridge from emeryville, losing sight from time to time for portions. the incline but we're losing sight of that span between treasure island and the city. there are no delays and backups back to you. >> thank you. if you are crossing the golden gate bridge slow down. that is the message from the chp this morning, as officers try to crack down on speeders. officers think the new movable median is making drivers feel safer crossing the bridge. it's a good thing but as a result some dlifrz are going a little too fast. the chp handed out more than a dozen tiblgts in one hour earlier this week including one

it's about 5. 15 right now. bma and volkswagen are about to build their own path of electric chargers from san francisco to the bay. doesn't tesla do this? >> they do except the rest of the cars in the world can't use tesla plugs. one of the biggest problems is rain. you don't take them on road trips if you can't go maybe 80 miles, maybe 100. network of fast chargers should help encourage electric car purchases. car companies want you to buy electric cars because the rules say they have to hit certain targets in order to sell their more regular expensive cars. so it's in say bmw's best interest that the bmwi gets where it needs to go. los angeles based data storng company box or los altos will

>> no, he did not. she did. >> thank you very much, scott. an online advertising network says an average iphone user is smarter than an average android user. >> all right, that's the verdict, even the company which conducted the study says take the results with, i don't know, a grain of salt. however, chatika the company found states with more college graduates tend to have higher iphone sales and the richer the state, the greater the iphone sales. in california for example, just over 53% of cell phone users own an iphone, it's a staggering number there. let me tell you something i know is an iphone user because they're smarter. over here, good morning. >> it's looking okay, the fact that apple is in cupertino that promotes that iphone usage although i've got to say mike has the 6 and i'm envious of that. 5:18. we're looking good for this morning if you want to head

outdoors. grab a jacket, something you can peel off later on. today temperatures will climb by a good 30, even 40 degrees in some instances. we're at 36 degrees in san martin. the further south you go the warm irthe temperatures are. this is what we're headed toward this weekend, mid-70s coming your way and sunday into monday, look at the difference, sunday 7degrees down to 1 degrees by monday with showers moving in. look at that drop by tuesday. we're not expecting a lot of rainfall. showers sneaking up from the south, our best chance right now looks like late tuesday into wednesday, and some of the models agree on this. others are taking those showers out but i can tell you everywhere across the bay area stands a 10% to 20% chance up to 30 as we head throughout tuesday, wednesday and thursday of next week and as that storm track continues to slowly drop to the south, our chances get even better. want to get an update on the traffic alert, here's mike

inouye. >> first 580 itself through the trivalley, notice the clear view and the nice flow of traffic right here approaching dublin and the dublin interchange. christina is talking about a traffic alert. 580 but not here, this is our typical commute direction through the trivalley, that's looking just fine for a usual friday, a tiny bit of slowing building through livermore. it's at the castro valley y. even counter commute, eastbound 580 heading away from the bay bridge there's a full closure at 164th, there's a deadly crash that happened overnight, an overturned vehicle reported, folks thrown from the car i'm told, and also a car fire there on scene. now our crews just arrived getting some details but chp does tell me they're getting folks off of the freeway at 164th, just before you get to 238, take 185, that's basically east 14th street down to 238, which is your alternate to get to 580, or 880. again the commute direction is westbound but we'll see the flashing lights, all of that activity you'll find some slowing early for a friday as

well. the rest of your bay, the peninsula, across the san mateo bridge and the south bay move smoothly right now, nothing unexpected. the bay bridge toll plaza shows you a nice easy drive as you get out there, a light volume of traffic here and the east shore freeway. some fog in patches in the north bay. back to you. >> 5:21 right now. the new king of saudi arabia talking to his people via twitter. 79-year-old king salmon sent out a message overnight asking god to protect his country and help his people realize their dreams. he takes over after the death of king abdue loo who died after nearly two decades in power. he helped america crack down on al qaeda militants in the middle east. the 90-year-old was known for reforms within saudi arabia including opening up a new university where men and women could learn in the same classroom. the tsa says more people are bringing guns to the airport. the department of homeland security is releasing latest statistics for 2014 this morning. according to the report, tsa officers found more than 2,200

firearms in travelers' carry-on bags, a new record and 22% higher than in 2013 and most of those guns were loaded. >> maybe not your best course of action. one of the two men who severely beat giants fan brian stowe outside of dodgers stadium is back in trouble this morning. marvin norwood pleaded guilty to being a felon no possession of a firearm, that's norwood on the left of your screen during the stowe case. the 34-year-old served his time in the beating case but faces ten years in prison for his latest charge. his accomplice in the beating louie sanchez is scheduled to be in court to change his plea on a similar count. the uc board of regents rejected a proposal to leak coaches' pay to student athlete grades. the ncaa already has academic standards that teams must meet in order to compete in the

championships. several regents argued that the proposed new policy set the bar too low and wouldn't actually improve athletes' academic performances anyway. others worry that uc schools would lose important athletes to other schools if the requirements were set too high. 5:23. the story of the young cancer survivor known as bat kid hits the big screen. details coming up next. >> i like that one.

chuang is live in the eagleeagl neighborhood with the latest. you say it's relatively quiet but police are still trying to contact that man. >> reporter: that's right, good morning to you both, kris and sam. it's almost a standby mode. police are here to make sure that the perimeter is in place and people don't go inside and go too close to this home or you can see here grafton and ashton there's a light shining on that house there on the right side of the street. public safety threat seems minimal as residents were allowed back into their homes last night in this ingelside neighborhood. hostage negotiation team is here able to get a phone inside the home last night. police are waiting for the man inside to make contact. patrol also on scene, s.w.a.t. had left last night. you look at the video actually, you can see tactical officers in full gear going up the stairs there. we couldn't really see what they were doing, maybe that was when they were trying to get the phone into the house but this all happened just after 6:00

last night when police say there was a family argument of some sort and a man in his 50s ended up locking himself in a room. they believe that he may be armed and that he is likely alone in the house. we did speak with a neighbor who described the man as nice and said there's really been no trouble at that home so far 'til now. >> a nice guy, living there for years. always been really friendly, really outgoing every time i see him, he says hello and we talk, we chat and we laugh. that's about it. completely unexpected. >> reporter: we had a crew here on scene last night and around 9:00 and thereafter the crew heard police officers trying to talk to the man on the bull horn saying "come out peacefully, no one will hurt you" but there's been no movement inside. some officers were checking out floor plans it looked like. police do not believe there's anyone else inside that house. back here live again, it seems there's a waiting period, at

people receiving these notices, 270,000 students who attend schools in the 31 districts covered by the office. this has close to 60 people have been reported contracting measles in the state of california. some during last month's outbreak at disneyland. few cases are located in alme a almeida, san mateo and santa there are no reports of outbreaking at local schools but the office of education wants to be cautious by sending out these notices that they created in conjunction with the health department. >> it will tell folks to not be alarmed. to check their immunization records both for children and adults and to make sure that they take whatever the necessary precautions are. >> we have the health assistant at every school. our principle pans, custodians are on alert if there is an outbreak they take extra precautions always. >> reporter: the majority of people who have contract measles during this outbreak in the

state had not been immunized against the disease. there were, however, five people who contracted measles who had been immunized who had been up to date on their shot records and doctors and generally people in the medical community are concerned about that. reporting live here in san jose, bob redell, "today in the bay." >> good to get those facts out there. thank you very much, bob. it is 5:35 now. federal investigators are investigating the 2012 fire at the chevron refinery in richmond and blame the company's flawed safety cull fewer for that disaster. the u.s. chemical safety board released its final draft report late yesterday. that report said the company culture encouraged operation of a unit despite hazardous leaks, and employees were reluctant to speak up about those potential problems. the report also blamed a lack of knowledge among emergency responders that exacerbated the leak and put more employees in danger. the chemical safety board will hold a public meeting next week to discuss its latest findings. let us shift gears for a

second, we're about 80% through the week. >> you already called it the weekend. where are you going? >> i know, forward thinking, but it's not about where you start, christi christina, it's where you finish and how things are doing by the end of the day. how are they looking? >> looking good. finishing strong. 26 degrees in san martin, cold enough for a winter coat this morning but something you can ditch by about 12:30 when our temperatures will really start to warm up. let me show you your hour by hour forecast today. 40 degrees at 6:00 a.m. by k a.m. 53 degrees in the south bay. between noon and 3:00 p.m., temperatures sky rocket to 6 degrees. take a look at that jump. you're starting at 40, you're up to 68 degrees by 3:00 p.m. but it's going to take a little while for that cold, dense air to mix out as high pressure builds in. then once that sun starts to set, temperatures will drop just as quickly as they rise. 06 degrees by 6:00 p.m. and back

in the low 50s as of 9:00 p.m., you might have a night on the town planned. here's the thing. maybe save your energy for this weekend to get outdoors because saturday into sunday beautiful conditions coming our way. temperatures in the mid to upper 70s. i'm talking about even in san francisco. then the good news is, we're still tracking rain in the forecast as we head throughout next week, and actually some of the computer models we just got the latest run, they're bringing in widespread rainfall as of tuesday at 4:00 p.m. this continues into wednesday and thursday. i'll continue to let this run in my next report. first a check on the traffic alert, here's mike inouye. >> good morning, christina. we'll start with the majority of your commute. this is the bay bridge friday showing the lighter volume of traffic. we still have the cash lanes backing up, it's 5:37, no metering lights. we've seen the lighter volume of traffic around the maze and from the north bay in toward the golden gate bridge. maybe some fog impacts for the north bay but not as much in the last couple of days. now we'll talk about this traffic alert that christina was alluding to, eastbound 580,

counter commute typically but this morning it is the big factor, slowing from the 40th to fairmont, past david street towards 164th, there's a full closure. let me show you alon, our photographer on scene. there is this crash, part of the crash, one of the vehicles involved there and we have a number of chp officers, fire crews, ambulance there. this is a deadly crash that happened earlier this morning. they have closed all eastbound lanes of 580 at 164th. folks are forced off of the freeway. chp will escort you there and you get on to east 14th street which takes you down to 238 as your alternate. we've seen the scene, clearly working on that. we don't know when the lanes will reopen. reroute past the area, take highway 185th, east 14th street to 238 and they get to 580 or 880, whichever is your chosen route. the rest of the bay including westbound 580 and the castro

"today in the bay's" tracie potts is live on capitol hill with what we might hear coming out of that. good morning, tracie. >> good morning. this is a really good chance for new mayors to get in and get connected with washington, like oakland mayor libby schaap but san francisco's mayor, cupertino as well learning about how washington can bring those resources and bring those dollars back to the bay area. you see them here as they were meeting and dining yesterday. today they head to the white house. president obama is going to address 300 of the mayors here for their an actual conference, likely to talk about some of the same things that we heard during the state of the union, like the economy and jobs and how you as a city can set things up to help bring some of those jobs to your city. the other big thing they're focusing on here, community policing. the mayor's listed recommendations yesterday on

thousand bring communities and police closer together, the task force president obama set up is going to be using the mayors' recommendations in their report that's due at the beginning of march. >> good to know the high profile must in aors are getting connected. happening today former florida governor and likely presidential candidate jeb bush is going to be in the bay area. bush will be the keynote speaker at the national automobile dealers association convention in san francisco today. the outgoing chairman of that association says he's hoping to learn some more about bush's future ambitions. he is aggressively exploring a possible white house run come 2016. so we will see it's probably a little early to start handicapping the field at this point but then again, politics is always that kind of a year-long affair. lit's send it over to christina, checking what's going on outside. >> people are gearing up for the election way beyond a couple years, sometimes four years out.

and this is the reason why eastbound 580 is completely closed traveling away from san leandro in toward the castro valley y. let me show you as we look at the live shot and the progress they're making, none as far as the lanes are concerned. let's go back to the map and show you impact on the traffic flow right here getting away from the bay bridge. most of the bay as you look at it is green. smooth flow of traffic as you expect light volume on a friday but eastbound 580, folks are forced off of the freeway at 164th. take east 14th street down to 238 and back on to 580 or to 880, fending on your route for the morning commute and usually that is the bulk of the commute for the bay. the rest of your bay area looking really good, folks looking at the san mateo bridge, the dumb barton bridge, south bay easy flow of traffic building a bit past 680 and 880 for highway 101. the bay bridge toll plaza a fender bender reported but i don't see anything on the live cameras. we see the backup on the left

approach to the right lane have shown easing over the last few. it will build, a little bit lighter for friday. the golden gate bridge easy drive coming across from the north bay. there's some glow to the light but no problem for fog across the golden gate bridge. farther north maybe north of novato in santa rosa we might have patchy fog, we had the last couple of days but nothing dramatic so far. we'll track that. back to you. >> thank you very much, mike. >> the deadline isis gave japan to pay for the release of two hostages has come and gone with no word on the fate of the captains. the terror group released a video tuesday showing two japanese men, a journalist and a private security contractor, being held hostage. we're not showing you that video because it's isis propaganda. however, we found this home video of one of the hostages before he was kidnapped. isis demanded $200 million by today and said it would kill the men if that demand was not met. japan had earlier pledged about $200 million in non-military assistance for countries fighting isis. speaking of isis, there is

tension this morning between iraq and the pentagon over that fight against the terrorist organization. iraq's prime minister says the u.s. and its allies are not doing enough to stop isis, but defense secretary chuck hagel says the united states' impact on isis had been significant, tangible and measurable. iraq is launching a new offensive against isis today while the country's prime minister says his country feels like it's going at this fight alone. >> i do disagree with the prime minister's comments. i would say even further i don't think they're helpful. we are doing everything we can possibly do to help the iraqis. >> last year the pentagon says the u.s. gave iraq 1,500 missiles, 250 armored trucks and tens and thousands of guns and bullets. it was a tough year last year for aviation. now aviation safety experts want advanced technology locators in every u.s. plane that crosses an ocean. airlines say it might be too expensive to do now. the recommendations come in the

wake of the disappearance of malaysia airlines flight 370. the national transportation safety board wants the government to require planes to have tamper resistant transmitters that send the plane's location minute by minute via satellite. experts say high costs could slow airlines from adopting that readily available technology. a san francisco man convicted of manslaughter last year is now under arrest for an arson in the castro district. david munoz diaz was connected in connection with a fire in a hair salon and investigators are now looking into whether diaz is also connected to at least three other arsons this week, also in the castro. one fire was in the bed of a pickup truck, two others were across the street from each other at 18th and hartford. there are extra propa patrols around a church in livermore after it was hit by vandals several times in the last couple of weeks. members say vandals keep

spraying hateful graffiti on the mormon church. one church goer says she saw a swastika painted on the building. members of the church are taking turns hiding in the church to see if they can catch the vandals in action and call police. the 14 protesters who chained themselves to a b.a.r.t. train in west oakland will have their day in court next month. it's the so-called black friday 14 and their supporters which packed last night's b.a.r.t. board meeting demanding the charges against them be dropped. they face a fine of up to $70,000. supporters say b.a.r.t. should drop. >> instead of calling for these 14 protesters to pay $70,000, b.a.r.t. needs to understand that they can now take an action toward restorative justice by dropping those charges. >> in the california people code there's a section 369ia which relates to hindering the operation of a railroad, and so b.a.r.t. police felt that this
