>> good morning, thanks for joining us. i'm kris sanchez in for laura garcia-cannon. >> and i'm sam brock. as mike just mentioned a deadly crash is causing problems for your morning drive, on eastbound 580. let's get right to it, bring in mike inouye with a look at some of the alternatives. good morning. >> good morning, sam, good morning, kris. we are looking at a live view. alan, our photographer is there at the scene eastbound 580 at 164th, in the city of san leandro, just on the outside of castro valley and just off the castro valley y. all these firefighters from almeida county are addressing this vehicle. you can see the silhouette there. that vehicle crashed with all the debris, a deadly crash resulted a number of injuries reported. we're getting a lot more details on the crash itself but the effect on your commute look at the roadway maps we see the full closure there, this is approaching the castro valley y looking eastbound, tip counter commute, the only commute this morning. westbound your commute is moving smoothly. to get around this, use east 14th street, you're forced off

of the freeway 164th, take 238 to 580 or 880, that is your jult mat. the rest of the east bay looking smooth. we have a couple of commute issues including the, been toll plaza. back to you. >> mike, thank you very much. now to the breaking news story we mentioned, police have surrounded a home in san francisco where a man they say may be armed with a gun and holed up inside. all of this happening near the intersection of ashton and grafton avenues in the city's ingelside neighborhood. >> stephanie chuang is out there all morning long. we understand the negotiators might be waiting for the suspect to contact them. >> looks lake we have lost stephanie for a second. this is actually in its 12th hour now. she described earlier today the fact that this scene, wider initially, had now been tapered in. s.w.a.t. team had left, they are still trying to coax that man outside so they can talk to him. as soon as we're able to reconnect with steve know we'll give you the latest. federal officials are

investigating the 2012 fire at the chevron refinery in richmond. they blame the company's flawed safety culture for that disaster. the u.s. chemical safety board released its final draft report late yesterday. the report said the company culture encouraged "operation of a unit despite hazardous leaks" employees were reluctant to speak up about potential problems and the report blamed lack of knowledge among emergency responders that exacerbated the leak and put more employees in danger. the chemical safety board will hold a public meeting next tweak discuss the latest findinged. a warning to students and staff at uc berkeley after an uptick in car break-ins. this month alone uc berkeley police responded to nine auto burglaries in campus parking lots. they say it's important to remember to take call valuables out of the ka and leave nothing in sight. police say it's a good idea to make copies of your insurance and registration documents to put in your wallet or purse so you don't have to leave them in

your glove box. there are some extra patrols around a church in livermore this morning. this after it was struck by vandals several times in the past couple of weeks. members of the church say the vandals keep spraying hateful gra feet o'on the mormon church near granada high. one church goer saw a swastika painted on the building. members are taking turns hiding inside of the church to see if they can catch the vandals in action and calling please. this morning school officials in santa clara county are responding to concerns by distributing flyers with information for students and for parents. >> they are trying to get accurate information out there. "today in the bay's" bob redell joins us from san jose this morning. we're talking every single school in the county, this affects nearly 300,000 students. good morning. >> reporter: 270,000 students in the ten to 31 schools covered by the santa clara county office of education, those notices expected to be going out later today, this after health

officials confirmed nearly 60 cases of measles here in the state of california. some possibly linked to last month's outbreak at doisneyland. some cases are locked in the bay area specifically in almeida, san mateo and santa clara counties. there are no reports of outbreaks at local schools but the office of education wants to be precautious by sending out these notices that they've created in conjunction with the health department. be sent out on the in thes, don't be alarmed, make sure your kids' shot records are up to date and take whatever precautions you think are necessary. >> a few months ago the ebola virus was very popular in the news and that was something that prompted us to act in the same way to follow the same pattern of getting some information out to our schools to that they know what's fact, what's fiction. >> reporter: as i mentioned, close to 60 people have contracted measles in

california. the majority of those people during this outbreak had not been immunized against that disease. however, there are five of those people who had their shot records up to date and that's why the medical community is a little bit concerned about that. reporting live here in san jose, bob redell, "today in the bay." >> we'll watch for the notice in the thursday folder, thanks, bob. >> 6:06 now. we'll check outside to find out what's happening as we get into your morning with an eye towards the weekend at 6:00. that's downtown san jose, pretty clear look, temperatures are on the rise. >> yes. it's going to be a nice warm weekend and we're looking forward to that, christina? >> yes, temperatures rising. pretty nice out there. i got to tell you one of the weekends if you don't get outdoors you may be regretting it because here's the deal. if you're like me you like to get your beaches to yourself. this is going to be one of the weekends. clearly we are in the heart of the winter, with temperatures climbing into the mid to upper 70s. and that's here in the south

bay. your beaches 80 degrees in santa cruz. just to tell you how unusual it is to see highs like this this time of year i like to put things into perspective for you. san jose 76 degrees on saturday. the record is 69 degrees, so we're not only going to break records, we are going to shatter records and here's the thing. even warmer conditions on the way for your sunday, so 75 degrees in livermore on saturday, the record is 73. definitely going to break that record. high pressure is the reason why offshore flow is going to negate that marine layer and for us that means no fog, widespread 70s, even right here in san francisco. then things change as we get into next week, area of low pressure moves in and this will bring us some rain, even a little bit of thunder and some humid air so some subtropical moisture sneaking up into the bay area. count on that, and overall looking towards a big pattern change. i like to call it weather whiplash. coming up, i had a chance to meet with some students yesterday, 9, 10 and

11-year-olds making a big difference when it comes to combating this drought. i'm going to show you what they're doing, in just moments. stick around for that. right now here's mike an your drive. >> kids can make a huge difference, we're looking forward to hearing that. unfortunately i have to start with bad news and i might not have our live shot anymore, so i'll take you out to our maps where we have our live sensors in san leandro headed into castro valley for eastbound 580. i just showed you that live shot a few seconds ago. the full closure of 580 eastbound again at 164th, just before you get there, folks you're going to have to slow down on the approach from davis street to the scene it's slow. you get off the freeway, east 14th to 238th, okay getting back to 580 and 808. san leandro in toward castro valley, encountering most of our morning commute's usual slowdowns. it's friday so we don't have the normal slowdown 580 or 880 headed toward the bridge. we have a slowdown berkeley to

richmo richmond. earlier crash around powell there was some backup but tail lights bottom of the screen to the top headed toward berkeley curve and the bay bridge, the metering lights are on the bay bridge. things are smoothing out once again but slow through berkeley on the approach. north of there look at the orange in the north bay but n a nova novato, rio vista, fairfield, vallejo may see fog later on. speeds are okay as far as the flow of traffic and the rest of the bay not a problem because it is friday, we have a lighter volume. the big deal and the sad report of the morning, a deadly crash in san leandro east 580 is closed at 164th. >> very sad. we know you'll stay on top of that with more details. thank you. and now we want to update breaking news out of san francisco, the standoff that began 6:00 last night, continues now in the 6:00 hour this mornin morning. stephanie chuang is there gathering details. the scene a little different than it was 12 hours ago. >> reporter: that's right, good morning to you, kris and sam. you mentioned the last time,

waiting for contact by the man inside the house here in the ingelside neighborhood. police were able to drop a phone inside that home at some point last night and they're waiting to hear from him but you can see the police presence here much smaller. couple of squad cars with headlights, shining lights on the ground floor and second floor window. midnight has been very quiet, a much smaller perimeter. s.w.a.t. officers went up the stairs of the home in full tactical xweer may have been when they were trying to get the phone into the property. this unfolded after 6:00 when police say a family argument escalated into a barricade situation. one man in his 50s locking himself in a room, possibly armed. neighbors say there really hasn't been trouble at the home before. >> nice guy, living there for six years. there's never been any incident. he's always been really

i man apashtsly did something to make them think he had a gun and locked him in the home and it has not resolved itself. firefighters had to rescue two people from a huge fire in pennsylvania overnight. four buildings burned, one completely collapsed and crews are making muir to make sure everyone is accounted for. no word on a cause there. peep around the world this morning are mourning the death of saudi king abdullah who died after two decades in power.

when they start to get a little boring, you really can't interrupt. it's very difficult even as a professional journalist to say, okay, well, moving on, because it's the president of the united states. >> right. but i say the spot that i liked the best about that interview is that she is known for her green lipstick. she says this is for your first wife, i mean the first lady. you see her wanting to crawl under a rock and die. >> to which she said the infrastructure is ripe for this. button down the personality. thank you very much. if you are driving on the golden gate bridge slow down, the message from the chp this morning as officers try to crack down on speeders. officers say new median that movable lane is making drivers feel safer, saying the drivers go too fast. chp handed out more than a dozen tickets just in one hour earlier this week, one driver was going 81 in a 45-mile-an-hour zone.

>> slow down. 6:17 right now. we'll give you a live look outside at san bruno mountain as we are ever so close to the weekend now. weather whip lish. >> mrs. bag by, mrs. bagby's fifth grade class,10e and 11-year-olds, i sat on a panel yesterday and what these kids are doing is phenomenal. they are going out into their community and letting people know how important it is to combat this drought. so they came up with some really good ideas. they found out by research that using the drinking fountain at schools is going to waste 50%. if you get into that drinking fountain you waste 50% of the water using over the course of two minutes so they did the

calculations, one of the simplest ideas was to bring a water bottle with you and you save water. look at some of the other ideas, turn off the sinks when soaping, don't flush for fun, i'm talking to you, sam brock, and don't leave the sink running. oh he didn't like that. you got to love kids and really, kids really have open imagination and what they came up with was so impressive. that's what we need, creativity and need to get together as a community and remind people to conser conserve. statistics are in the south bay, we're saving more water here than anywhere else across the bay area. 37 degrees in the south bay, 46 degrees in san francisco, enjoyed that presentation and hey, if you have a classroom and you're doing something like that, send us an e-mail, because we want to take part in it. high surf advisory in place as we get into this weekend. 6 to 10-foot swells at our beaches.

we're also going to see some really large waves from time to time to the tune of 20 feet high. these waves are great to watch. never turn your back to the ocean, we'll see some sneaker waves out there and rip currents are likely. your water temperature 56 to 60 degrees, really chilly conditions. after all we're still in wintertime. it will not feel like it. 75 degrees on saturday in santa cruz, 80 degrees on sunday. some of the other beach cities will be nice as well, up to 71 degrees in bodega bay and lyl[ sunday. up to the north bay coast beautiful conditions, we haven't been up there, it's lovely up there and temperatures are going to be really warm. saturday into sunday we hit the peak of the warming trend and then everything changes, a little bit of that rain we so desperately need on the way as we head through tuesday of next week. stop the clock on your futu futurecast, light shower activity for most of the bay area that continues for much of tuesday. slight chance for wednesday but a better chance for thursday into friday of next week as that storm track finally returns.

we'll have more on that hopefully this will stay the same, a lot of the models are starting to disagree and yes, hopefully the system will maintain this organization. we'll be watching it for you and everybody needs to conserve because we do get the rain we need this year, we're digging out of three years of drought. let's check on the traffic alert with mike. >> we'll start with this video we took a few minutes ago, almeida county fire you see them there, also the coroner arrived and seeing this deadly crash, there's a car behind all of these folks that was smashed up, what remains of a car after the crash and car fire. let's get you to the map and talk about the impact on your morning commute that is fully closed eastbound 580. that's typically counter commute. friday a lighter volume westbound, isn't much of a commute. there's some distraction but i haven't seen as much slowing. eastbound 580 out of oakland and san leandro, forced off the highway at 164th. abackup on the approach and brake lights as far back as 98th

passing by the oakland zoo off-ra off-ramp. take east 14th street down to 238, takes you over to 880, or over the 580 which will get you to the rest of your commute. the rest of the commute is looking relatively smooth because when it it is a friday. at the top of the screen, slowing at the top of the screen down to the bay bridge toll plaza, that was an earlier crash at powell that has cleared from lanes and the metering lights are on at the bay bridge you that's about it for that portion of the east bay as well. now as we move over here towards the trivalley, west 580 your commute kroex is looking pretty smooth and a light volume of traffic into livermore. live look approaching the dublin interchange, there's the steady flow of traffic. if you look the shot you'll see this is moving smoothly and a lighter volume compared to the other four days this week. back out to the map we'll show you the rest of the bay. it's looking really fine. 880 a little slow through hayward, the other side of the bay on the left side of your

tracie potts joins us, what are the details they'll be discussing? >> reporter: good morning, community policing, economics, how to bring jobs to the bay area and other places around the country. this is usually a good opportunity for new mayors like oakland mayor libby schaap to get in with washington and find out how they can bring money back to the local area. today they're headed to the white house, talking about a number of different things. they'll hear from the president among the 300 mayors there. i mentioned mayor schaap, also the mayors of san francisco, sunnyvale, cupertino, fremont at the white house for that reception today. one of the things they're talking about here is community policing, something the mayor's conference has been studying for four months after ferguson, after new york. they put together recommendations the white house task force is going to take a close lookout before reporting back to president obama by march 2nd. >> there's a lot of dialogue on

the subject. thank you very much, tracie. vice president joe biden is in southern california today talking about helping more americans go to college. his first visit comes just a few days after president obama called on congress to make community college free for students who are willing to put in the work. the school was one of the ones chosen as one of the 15 community colleges in the state with approval to start offering four-year degrees as well. it's not too early to start handicapping 2016. jeb bush is going to visit the bay area today. he'll be the keynote speaker at the national automobile dealers association convention in san francisco today. the outgoing chairman of that association said in a press release he's hoping to learn "mo "more" about his future ambitions. bush is expressing a possibly white house run for 2016. 6:32 right now.

we are looking at a lovely picture of san jose, as the sun starts to come up. nice and clear there, and the forecast is nice and warm for the weekend. >> the competition not to choose but where to go. beachside or keep it in the peninsula, what's your preference this morning christi christina? >> i'm a big fan of big sir and the 17 mild drive but wine country will be just as nice, maybe you want to head up to the russian river. temperatures in the river itself very cold but outside we're talking about the 70s, beautiful conditions, and this is our off peak season. tip clay come out during the spring and summertime because of the beautiful temperatures just about all year long but not like this in the winter time. this is unusual. we'll smash all kinds of temperature records as we get into this weekend but this morning temperatures are chilly. 67 degrees in san francisco, 68 degrees in the north bay. hard to believe january.

just february a few days away now and hey, it is still going to feel like springtime around here. we've got good air quality, you can get out there, breathe in that air, enjoy it and here is the setup. high pressure firmly in control, you see these clouds that are going to arc up and around that ridge of high pressure as the wind moves from land to sea coming from the hills to the sea, it's going to create some really, really warm temperatures, completely negates that marin wind. no fog, widespread 70s on the way and next week low pressure creeps up from the south, providing some humid air, isolated thunderstorms possible, maybe some thunderstorms here in the south bay over the santa cruz mountains. best chance for that looks like late tuesday into wednesday, but i think on tuesday, we're going to get some widespread rainfall. let me show you what some of the models are projecting this morning. here is the latest update. maybe 0.013 of an inch, and areas to the south have the best chance of getting those showers so we'll continue this as we head throughout the end of the

week as well. we'll talk more about the ñroar. also some breaking waves out there, and a high surf advisory. we want to let you know about that coming up. let's check the drive with mike. >> folks you might be expecting a lighter friday commute and for the most part that's what you have but a big issue for folks near the castro valley y. we do have video i think it is from, this is live we just got this live shot here as the tow truck is on scene. you see some firefighters sweeping up, this is eastbound 580 at 164th. we still have a full freeway closure of that portion of the freeway because of all this activity, two cars that are now blocked from you by the tow truck. one of the cars just a burnt out shell, there was a car crash, a car fire, someone died, a couple of other injuries there and we just got word they should be reopening these lanes, hopefully by 7:15, possibly 7:30 but they're making good progress as far as that goes. out to the map because it is friday we're seeing a lighter volume of traffic through the area and eastbound 580 only

backed up for about a half mile, maybe three-quarters of amile on the approach. we'll take to you 238 and get you around the slowdown. meanwhile the rest of the slowdown builds for south 880 through hayward. the arrow toward the san mateo bridge and nimitz continues with a build toward union city. no major issues around the rest of the bay. the bottom of your screen you have northbound 101, 85, 87 showing a gentle build for the volume of traffic increasing through the south bay. live shot shows you the:y san mateo bridge. look at the live camera from the hayward side. over to the peninsula you can kind of make out the lights on the high-rise, no big issue there. the bay bridge toll plaza those metering lights have been turned on. 5:47 is when they turned on, the backup there. the fast track lanes are moving. the east shore freeway an earlier crash caused a backup from golden gate field. friday a lighter volume of traffic so there is a chance to recover. san leandro we should see the lanes reopen by 7:30 we're

made the flight plans a while back, no flight delays out of any major airport across the nation. you saw from the live picture in san bruno a little fog, a thin veil that's not going to cause any delays if you're trying to get out of san francisco. 36 degrees in the north bay right now. it's chilly out there, just grab something that you can keep on nice and warm until you get to the office, because by the time you leave later on today, temperatures are going to climb above average by about 10 to 15 degrees in some cases. 68 degrees in the trivalley. 67 degrees on the peninsula. i know the weekend is what you're really concerned about, because that's when we get to enjoy the beautiful bay area that we live in. 73 degrees for saturday. 76 degrees on sunday, and look at the difference between sunday and monday. temperatures really drop off, and we've got rain on the way for tuesday. enjoy this record warmth over the weekend. we're going to get into a little bit of weather whiplash because as soon as the showers come, excuse me, as soon as the high pressure system gets out of here, the showers move in

another vehicle. this is two vehicles involved, deadly crash eastbound 580 approaching 164th. let's show you on the map three-quarters of a mile slowdown because of the light friday build. folks are kind of scrambling around a little confused and some trying to use the on-ramp as an off-ramp. be careful through the whole area of san leandro on the approach to castro valley. looking at 7:0 for the lanes to reopen, maybe 7:15, the slowing builds but westbound commute is okay. the south bay has a gentle build at the bottom of your screen north 101, 87 and 85 and 280. typical pattern as far as where the slowing occurs and lighter volume for friday. peninsula no problems 101 and 280 seeing a build to the volume of the commute. moving our maps up toward the north bay. the orange painted out through novato, petaluma, fog reported for our road weather index there, headed towards solano

county and over toward fairfield and possibly vallejo, watch i-80 headed toward the carquinez bridge but so far the bridges no alerts there. i showed you this westbound is moving smoothly but the flat section almost at a standtill coming across there on the san mateo bridge. on the dumb barton bridge we had a crash at the toll plaza which should be cleared from the lanes now. looking at the north bay we showed you the fog as far as the road weather index goes we see some glow to the light and big build over the last ten minutes. the build for southbound 10 through the curves and fog may be a factor but your traffic is flowing as fast it can with the volume out there. back to you. >> thank you very much, mike. update to breaking news out of san francisco right now. police standoff closing in on 13 hours as we xeek and chris surrounding a home in san francisco where a man they say

armed with a gun is holded up inside. >> all of this near the intersection of ashton and grafton avenue where we find "today in the bay's" stephanie chuang, she's been out there for hours all morning long. have you seen any movement, any changes since when you first got out there at 4:30? >> reporter: good morning to you, sam and kris. we've been here for three enough hours, no movement, no sound. couple of squad cars shining lights on the ground floor and second floor windows there but no movement. police have a phone inside the house and waiting for the man to contact them. no response. it's almost 13 hours in, standby mode this entire time. last night s.w.a.t. officers were on scene some going up the stairs of the home in full tactical gear. this unfolded after six after a family argument escaladed into a

barricaded situation, one man in his 50s locking himself in a room possibly armed. neighbors say there hasn't been trouble at that home before. >> he's a nice guy, been living there for six years and you know, there's never been any incident. he's always been really friendly, really outgoing, every time i see him he says hello and we talk, we chat, we laugh and that's about it. this is completely unexpected. >> reporter: back here live, residents were initially evacuated, some told to shelter in place and last night at some point everything went back to "normal. no sign of any movement in there. the perimeter also scaled by police captain on scene, he took over midnight, it was pretty quiet before the perimeter extended a few blocks in each direction. you can see we're close to that home so if there's any indication it doesn't seem there's a huge public safety threat at this point. for now that's the latest live in san francisco, stephanie chuang, "today in the bay." >> good to see things are tamped

down. thank you, stephanie. federal officials are investigating the 2012 fire at the chevron refinery in richmond and blaming the company's flawed safety culture for the disaster. the u.s. chemical safety board released its final draft report late yesterday. the company culture encouraged "operation of a unit despite hazardous leaks" and employees were reluctant to speak up about potential problems. the report blamed a lack of knowledge among emergency responders that exacerbated the leak and put more employees in danger. the chemical safety board will hold a public meeting next week to discuss the latest findings. schools in santa clara county are responding to concerns distributing flyers for concerns with parents with questions. >> bob redell, we're talking about every school in the county, which affects 270,000 students or so? >> reporter: yes, kris and sam the santa clara county office of

education is sending out these notices for the parents so that in their words they can know the facts from fiction, the lesson they learned from last year's ebola outbreak when there was a lot of information but yes, these notices going out to roughly 270,000 students who attend the 31 schools that are covered by the office of education. this as close to 60 people have contracted measles in the state of california, some during last month's outbreak at disney land. few cases located in almeida, santa clara and san mateo county. there are no reports of outbreaking at local schools but the office of education wants to be precautious sending out the notices they created in conjunction with the health departme department. >> it will tell folks to not be alarmed, to check their immunization records, both for children and adults and to make sure that they take whatever necessary precautions. >> our nurses we have a health assistant at every cool.
