. it's fell by the inches. overnight, wind whipped snow from the east coast. people told to stay home. hours this morning. some are saying the experts got it wrong. plus, here in the bay area, investigators plan to walk a south bay neighborhood this had morning, hoping to find a fix for a dangerous stretch of roadways where a woman was just killed. and if you thought parachutes were just for passengers? think again. a pilot goes safely to a crash

landing. from the san bruno camera, we can see nice and clear. it's chilly where you are, waking up this tuesday, january 27th. this is "today in the bay." >> announcer: from nbc bay area, this is "today in the bay." good morning. to you, it is 4:30 on this tuesday, i'm kris sanchez in for laura. and i'm sam, we've got a lot to get to. consider. >> christina? >> we're 62 degrees in san jose. wind is gusty as you make your way to work. it's fierce in spots. 23-mile-per-hour wind gusts. all coming from an area of low pressure. and brings what we really want around here and that is rainfall. as head through the morning hours, a lot of us are going to see it south of the golden gate

bridge. nonetheless, we need that rain. mt. hamilton and snow on the way to lake tahoe. want to see if the wind is impacting your drive in. >> well, christina, it did for my car, with the suv. look at the bottom of the screen, you see that flag is moving over the roadway, more visible there. 880 as you look at your map towards fremont and milpitas, through 237, it sounds like everything is clear but i had to bail out of there because i had to get here. there was a large bucket, 50-gallon bucket on roadway, nothing after that reported after that initial. there's the bay, full closure to 152 heading over to lover's lane. a truck over on its side. a lot of glass to deal with. bringing you more details but that will cut to 101 and i-5 for the time being. back to you. mike, thank you very much. breaking news to tell you about.

firefighters on the scene of a fire in an apartment complex in san jose. this is wayburn lane, the boulevard and highway 85 near the cupertino border. marianne favro just got there. >> reporter: we can tell you that firefighters are just mopping up. this is a four-unit complex. the fire started in the garage, but everyone in the four units had to be evacuated. you see everyone out here this morning in their pajamas. a rude awakening. firefighters believe the fire started in the vehicle parked inside the garage, but they don't know exactly how the fire started. they say it does not appear suspicious. they believe it was likely an electrical or motor problem with that vehicle, and right now, they're interviewing witnesses to see if they're okay. but so far, there are no reports of injuries. again, we are here on wayburn

lane in san jose. firefighters are mopping up. and they say soon, the people who live here will be able to go back inside their townhome. reporting live in san jose, marianne favro, nbc bea aray ar news. >> thank you very much. more breaking news. this time in san francisco, where police are investigating an suv that crashed into the wells fargo bank in the financial district. you there see it, that almost looks like an auto showroom. happening around 2:00 this morning. we do have calls in to police to tell you exactly what happened. we can tell you that the driver of the suburban was not on the scene when police arrived there. and the city of san jose seeing what they can do to make the roads safer. yesterday, a driver was hit and killed when two cars crashed. near silver creek high school.

neighbors say it sounded like the cars were racing. a problem they say is constant where they live. >> i know for sure a bunch of local high school kids actually race here. if i had been here earlier and they were racing, maybe i would have been killed, you know. >> sometimes, you go down the road and it's racing. >> police have arrested the two drivers on charges of vehicular manslaughter and reckless driving. neighbors say they need more safety measures. >> a pilot flying to hawaii ran out of fuel. he ended up using a parachute to bring his plane down. this pilot crashed 250 miles off the most of maui. take a look at the video there. a single-engine plane there making a parachute landing in the pacific. not likely you've seen that before. the plane had just been retrofitted with a fuel tank designed to support a long flight. the pilot survived after being

re skewed by a passing cruise ship. 4:35 right now. happening now, the northeast is getting swallowed up by snow and strong winds. transportation has been shut down. and people were told to stay home. this is a live look at the radar there. and what folks are expecting there. and you can see, it just looks like a monster. by the time the storm is all over. parts of new york and new england could get up to 30 inches of snow. and this is massachusetts, it looks like it's getting it. in preparation for the storm, we can tell you that new york's governor andrew cuomo took the unprecedented step to shut down the subway and rail systems. the state also closed highways and nonessential driving trying to prevent a repeat of past storms where passengers were stranded. >> unless you must, stay home. even if you must, stay home.

>> this is one of the largest blizzards in the history of new york city. >> several states have declared a state of emergency. here's why, snow is not the only problem. coastal flooding has been recorded off the coast of massachusetts following a three-foot storm surge there. officials are expecting widespread power outages, the town of scituate, an hour away from boston decided to cut power ahead of the storm. you know why, because of fire. officials are worried it would cause fires along the coast and emergency coasts wouldn't be able to fight those fires during high tide. the national weather service saying that the storm could unleash 20-foot waves. scituate has lost homes to previous fires earlier. and minimum flight activity expected in new york's other airports, 7,000 flights have been delayed or cancelled

outright. and that includes some of those headed to the bay area. 85 flights have been cancelled this morning. and it amounts to 36 departures and 49 arrivals. service to new york, philadelphia, boston, newark are all impacted. we're still waiting to hear about cancellation, at oakland. but we certainly know that a lot of folks travel from here. this could impact a lot of people. let's take another live look outside. this time at plymouth, massachusetts, where whiteout conditions look like. lucky not to be driving there. coming up in seven minutes, we'll have a live report from washington, d.c. on how analysts believe this storm will have a negative impact on retail and investments. >> but we have shattered public transit. power outages. and this is not yet supposedly what forecasters have predicted,

christina, the most dire circumstances. >> yeah, good morning. i think they were expecting a lot more activity in the heart of new york. but it's really massachusetts seeing the worst of this storm system. as we head through the next couple hours, as the storm gets going we're going to continue to watch it. i can tell you already it's moving offshore. more coming up, we have our own storm right here in the bay area that could keep you from getting to work safely if you racinged out that front door. what you'll notice here, simultaneously with that gusty wind, we do have rain on the way. very light. we're not expecting a lot of activity. in fact if you can do it quickly, you don't need grab your umbrella. i'm going to show you futurecast in just a moment. these are your current temperatures. we're in the low 60s to kick off the day. we'll easily round off the numbers in the mid to upper 60s. even with the rain coming in, it's warm, producing quite a bit of rainfall in southern california. for us, though, we're just going

to see activity south of the golden gate bridge. 64 degrees in san francisco. 67 for the tri-valley, and south bay, 64 degrees for you with big changes around the corner. we'll find out if the wind is impacting your travel. you'll want to watch out for the higher elevations and open water bridges. let's find out what's going on, here's mike. >> here's a bridge over open water, the golden gate that christina was talking about. following it, the truck moving away from the north bay. i just wanted you guys to get a chance to see that if you haven't. a look at your map, it is movely smoothly there. no delays across that bridge. that wind might catch you as christina was talking about, the bay bridge may get a gust or two. the rest of the bay, as you would expect, 4:40 in the morning an easy drive including the south bay.

happening today, a former chp officer accused of shareinga racist letter with women sean harrington plans to plead guilty or no contest to prosecutors. prosecutors say harrington sent the racy photos to the women's cell phones from his personal device.

prosecutors say he then forwarded those photos to other police officers. harrington resigned from the office in dublin after being charged. the san francisco board of supervisors is set to pay a $3 million to a family of a woman who was found dead in a stairwell. doctors found her in the stairwell 17 days after she vanished from her hospital room in 2013. that payment will be sent to spalding's two adult children. a city that never sleeps was awfully quiet over night as people hunkered down in new york pretty much all over the east coast to wait out a beast of a blizzard. >> well, people have been told to stay home and stay safe. but that's going to have a negative impact on stores and restaurants. >> we go to cnbc landon dowdy. good morning.

landon. hopefully, you make it home safe after your shift this morning. >> depending on how long stores closed. chains like home depot may be affected. as shoppers go for supplies like shovels and generators. and chains will have exposure to the northeast could see the worst impact. and dunkin' donuts, chipotle and panera nissan plans to open about 1,000 high speed metric vehicles. the automaker has in 13 metro areas including san francisco, dallas and washington, d.c. this extends back to 25 cities by the end of this year. and bacon lovers rejoice.

prices have dropped recently with futures trading at a four-year low. after a deadly virus killed millions of pig. consumers are benefitting as they're getting it back with ham, bacon and other pork products. >> it's time to be investing in bacon. thank you, landon. >> bacon, you buy it and it's gone right away. >> unless you have self-control. 4:47. let's send it over to christina tracking the very latest. also tracking possible showers, too. >> yeah, definitely, seeing that on the radar this morning. as you can see a lot of shower activity working its way towards the bay area. we're not expecting anything heavy. i do have information information to report. we just received this. travel ban lifted new york and new jersey. both governor christie, governor cuomo decided that storm is not potent enough until the travel ban has been lifted. you might find problems coming

out of that area with storm and gusty winds with it. and we do see delays. 62 degrees in the south bay. i know it's 62 on the peninsula. on our way to a spectacular day. loss we need good air quality. as the showers make their way through the bay area, nothing heavy but enough to keep the air quality really clean for the next couple days. we might measure up to 0.1 inch. especially in the higher elevations we're expecting much higher activity. and things change as wet go the all important weekend. temperatures jumping into the upper 60s. and then as we head through the first week of february, that chance of rain really ramps up. we're going to go over that as we go out through the morning. today marks 70 years since liberation of the auschwitz concentration camp in poland.

she was forced into that camp in 1944. as the camp was about to be liberated in 1945, nazi soldiers forced farkas and her sister to many areas. although many dies, farkas and her sister managed to escape. >> but nothing happened we started putting one foot in front of the other. >> she has told her story thousands of times at schools across the country. now farkas hopes she can help others always remember the holocaust and to show people to be more tolerant of one another. we're looking at the film of a fiery plane crash.

the cause of the crash is under investigation. meantime, president obama and the first lady left india this morning heading for saudi arabia. there he will meet the new king of that country king salman. he's the half brother of the late king abdullah who died last week. even though saudi arabia and the u.s. are allies, president president and king abdallah had a strained relationship. in washington, the 2012 players back in benghazi back in the spotlight now. a special house committee holds its third hearing into the deaths of u.s. ambassador to libya, bay area native chris stevens and three other americans. witnesses from the cia and the state department are scheduled to testify about committee requests for documents and access to witnesses. trey gowdy said they cannot do their job without, quote, a complete record of the event. >> coming up, a classic icon,

you're watching "today in the bay." in minnesota right now, a gunman shot two police officers moments after they were sworn into duty. >> get down, get down. >> it happened last night in the city of new hope, minnesota. the officers had just been sworn in during a city council meeting and were leaving council chambers when they were confronted by a man with the gun. the gunman shot the two officers wounding them. other officers did manage to fire back killing the gunman. the two are expected to survive, we hope to hear why this happened. >> a scary situation there. 4:54, yes, it's very early, but mike has what could be developing on the roadways. >> good morning. it's something that's been visible to most drivers. the wind. looking over at the bay bridge, the view from emmerville.

look at a time view. rock steady. sometimes, we do see that camera trembling but it looks like everything is pretty much there and we'll look towards the san mateo bridge which looks like a nice easy drive. and a clear view across the pnc without any delays or problems. we'll look at your maps and see a big view of the bay. overall, we're looking at a great commute. a little slow over the pass. nothing unusual coming into livermore. silicon valley, the freeways good, and eastbound 580 is closed. you basically have a one-way traffic control there. or eastbound traffic pass between lover's lane and central. i never heard of lover's lane. just before you get to casa de sico. it's a truck full of glass but the glass, i understand it is on
