we had clir skies. you can see atop our san bruno mountain camera. that's where the fog is starting to advance specially along the coastline this morning. that's where it is going to stay. patchy fog is part of your weather headlines. temperatures about 4-8 degrees cooler. that's going to set the stage for rain as we head towards friday of this upcoming week. as i mentioned, we do have patchy fog out there, specially to travel through the delta, stockton, sacramento. here is the thing. in glendale, arizona, waking up to dense fog. it stretches down highway 10 and 17. we are looking up to some fog. later on this afternoon, it will be nice, going to get rid of the fog, 70 degrees in dplendale and santa clara. san francisco, close to that, 66 degrees. the rest of the bay area forecast showing temperatures in td 70s. 72 for the tri-valley. it will be a nice day to get out and enjoy.

>> anthony, thank you. the final countdown to the big games. fans are celebrating super bowl sunday. nowhere is that celebration bigger than at the nfl fan experience in phoenix, arizona. that's where we find "today in the bay's" bob riddell. i understand you are waiting for some famous hardware to show up. >> reporter: minor piece of hardware that the patriots and seahawks will be battling for. good morning. talking about the vince lombardi trophy, soon to be shelved in that lovely display case here so that fans from all over the country and the world can come here and behold its glory. we are talking about a lot of people packing downtown phoenix turning this 12-block zone known as super bowl central into a very large party. the host committee expects around 1 million visitors this week. when you look at all those

crowds, you see seahawks and fans representing the other 30 teams that did not make it into this year's super bowl, including raiders and 49ers. >> it doesn't matter what color you wearing. we are all wearing our pride colors and nobody is bothering me. i don't bother nobody. everybody look like one family. i hope next year, it will be this way for the super bowl. >> quoting my colleague, terry mcqueeny, who is outhere referring to the national family league bouncing off what that gentleman was saying. you are looking at video of the trophy itself. i show that to you to show you how close they are allowing fans. that is kind of what the nfl is trying to create, a true fan experience, letting them see that beautiful statue before it goes over to the university of phoenix stadium in glendale. a little ways away from where we

are right now. they have all the fan activity in downtown phoenix. 3:30, pacific, out there in glendale with the two teams fighting for the championship trophy. super bowl xlix after today's game, looking forward to super bowl l which will be held back home in the bay area. an official hand ceremony where we were able to catch up the ceo and team owner of the seahawks. bob riddell, reporting, back to you. looks like great weather out there for the game. it has been a little rainy. what are fans talking about at the nfl fan experience. what are we seeing? >> reporter: you cannot wait to see how great i am at throwing a spiral. you can test your skills and get autographs from the players.

they will give fans tips on what to do as far as running the 50-yard dash. it has been that spittlely, annoying drizzly rain. it is not keeping the crowds away from the downtown. certainly, pushing them inside. you are not going to have anything like that. the rain is done. it should be a good game. it is in a dome. it doesn't matter. as far as the fan experience, we have some fog out here. it is expected to burn you have a. >> sounds good, bob. we will see you again in our next half hour. thank you. back here in the bay area, restaurants are getting ready to fill thousands of orders this morning. one wing stop in san jose has already received dozens of pre-paid orders. some of them for as many as 600 wings. the pizza in glen gearing up for the big day.

they plan to make 150 pizzas today. >> we are folding a lot of boxes. everything is back stocked. all the top things. we have extra cheese, extra everything prepared for the madness. >> he says, the better the gridiron matchup, the more pizzas people order. a new concern on super bowl sunday stemming from california's recent outbreak of measles, no shot, no super bowl party. there are now 93 confirmed cases in the state and 15 right here in the bay area. with just a few hours left, as you can imagine, super bowl tickets are priced as stron omicily high. there are a few hundred tickets remaining. a lot of fan rs simply priced out. we ran into several people in glendale that bought their plane tickets and booked their hotel rooms months in advance but then their ticket broker didn't deliver. one woman believes her broker saw prices climbing higher and

just before 2:00 this morning for reports of a car on fire on the side of the road. once they put ott the flames, they found the victims inside. they don't know yet what happened. new this morning, investigators in santa rosa say a suspicious device spotted at an apartment complex, may have been a device. it was spotted yesterday evening. investigator say the device appeared to be there for a long time. it had tree roots growing around it. the bomb squad blew up the device. they don't know where this came from. five people are back on solid ground this morning after they were saved from a sinking ship off the monterrey coast. it all started yesterday when a sailboat named the flyin'hawaiian. people called for help. crews managed to pull all five people off the boat before it went under. no one was hurt. we are hoping to learn more

about the man arrested for leaving a suitcase filled with body parts in a san francisco neighborhood. they arrested mark andres yesterday. that's him under the sheet. he was detained after police received an anonymous tip. the suspect's family told the chronicle he has had several run-ins with the law but they lost contact with him about 20 years ago. happening now, the ucf staff medical center at mission bay is open for business. we are getting a live look now at the new hospital. ambulances plan to move in about 200 patients from other hospitals to this new facility. the $1.5 billion facility includes a 289 bed hospital complex with children's emergency and outpatient services. much more ahead on "today in the bay." coming up, the plays and parties are the only thing supersized for the super bowl. still ahead, what military grade equipment officials are relying on to keep fans safe. this morning, waking up to a little bit of fog across the san

you are watching "today in the bay." 7:15. the or goegon national guard is credited with saving two people that broke their legs while hiking on mount hood. they fell along a popular hiking trail. the woman broke both her ankles and the man broke his leg. a third person fell but he was able to make it off the mountain without help. that's some scary thing. an accident. >> one of the reasons i don't like snow or ski or mountains with snow on them. it is hard to believe it is the first day of february.

kids were complaining. why are we wearing pants and not shorts, mom. it is so hot. >> our average for this time of the year was in the 50s. we are in the 70s across the north bay. the south bay, steamy day. it is only going to remain very mild and above average for the next couple of days. with he do have rain on the horizon. that's going to arrive late this week. in the meantime, each and every day, pretty much very mild with temperatures near 70 degrees. this morning, not all that bad. we have fog building across the coastline. temperatures very mild considering how cold it could be. 48 in san francisco. 43, mountain view. 42, san jose. you will notice in san francisco, a thin layer of fog developing at the coastline. above that, we have clear skies and high pressure is still in control have o oof our weather. those clouds will be on the increase. the next storm system. it is a big one, thinning and bringing the clouds this way. the temperatures not that bad. we are starting to see some

sunshine. 70 for the south bay. 69 for the peninsula with ia fe clouds there. tri-valley, 72. san francisco, 66. the no are the bay, 70. an area of high pressure still in control. you can see all of the cloud cover getting up under that area of high pressure. a good mix of sun and clouds is expected. the reason we are getting the cloud cover is because of this system out towards our west. this big system is what we are waiting on for friday. in the meantime, each and every day until then, we are going to look at temperatures near 70 degrees for our inland valleys. just like today. same story through each and every day. thursday is when we see the clouds increase. that system will push into the bay area. the first showers across the north bay. friday morning, that looks like it is going to be the wettest of the days as the system pushing into the north bay. look at this. friday, 7:00, a lot of the heavy stuff still across the north bay. this is going to be the big question mark with this storm

system. how far south is it going to push, because the rainfall amounts right now are very widespread. look at this, vicky. we are talking anywhere from .010 of an inch in the south bay. san francisco, .5. north bay, 2-3 inches. this system is going to be a very fine line as to who gets the heavy rain and who gets a little bit of shower activity. we will watch this very closely. we could use the rain even this 3 inches of rain. we could use that here in the south bay. we will watch it closely. for you, we will do it. thank you. bring the boots and umbrellas back out. missing money and all signs point to the principal. the former principal is being accused by staff and parents of opening up an improper account and stealing money intended for students. our investigation reveals thousands of dollars that should have been paid to the district that simply disappeared during her tenure. >> it's the right of passage. high school, and it is not just what students learn in class. it is the extra-curricular from sports to study abroad programs, activities supported by donations and fund-raisers. >> we fight for every single dollar. >> it is what drives this mom to volunteer at san jose high school and questioning how san jose unified responded after concerns were raised about the principal stealing money from the students. >> you cannot be in education and working for children and taking away money which other

people have donated for programs for the kids. >> reporter: it started in 2010 when kerry catchings, seen here in photos was transferred from gun derson high to san jose high. she opened a bank account linked to the school's parent/teacher association or ptsa. parents didn't run this account. records show catching controlled the money. insiders say it was the principal's piggy bank. in an e-mail provided to the investigative unit, catchings write, i actually went to the bank and did all this today, in reference to opening up the account. the problem is, that's against the rules. district policy says school personnel are not to sign on banking accounts. we obtained an audit the district conducted of this account never made public until now. records show catchings spent thousands of dollars on things like pricing meals at original joes, steakhouse mccormick and

sha mick's, $160 check to the national kidney foundation. spent hundreds on clothing and massages for staff and lotto tickets. in all, the district found $7,307 worth of expenses without any receipts or explanations, including this check made to catch for more than $1700 and several checks she wrote to herself for several more. it is unclear how the principal funded the account. insiders have theories. >> money came from the cash box after football games and dances. she would take it and kounlt it and some was taken out and some was left in. >> she asked us to disguise her face and voice. she suspects she took cash directly from cash boxes. >> she took money that was to help our students and staff. it is appalling to me. >> reporter: how much money was miss sng. >> $500.

>> reporter: math teacher, clinton lieu remembers he and another teacher gave the principal cash from a student fund-raiser but she didn't deposit all of it. >> we were both incredulous. we didn't know what happened. we had double counted the money. we had never made a mistake like that before. $500 is a stack of 20s. so somewhere something was missing. >> reporter: then, there is this. a police report from december, 2013. the district called police and questioned catching and others after $1600 went missing from the school safe. police didn't make any arrests. >> hey, dr. matthews, vicky nguyen. >> reporter: he declined other request for an interview. you are the superintendent. did you hold the principal accountable? >> i have already given you that opportunity to sit down with me. >> reporter: what does

investigation find? >> we will sit down with you. >> reporter: jorge con tan na is the district public informations officer. when they heard rumors about her account, they started asking questions. the district stopped investigating once catching quit and didn't try to recoup the money, because that was up to the ptsa, the group declined to comment. just a month after her resignation, catching was hired in san mateo county in a newly created position as the director of safe schools. that's where we found her. >> reporter: where did the money go? what happened to the $7,000 in expenses? >> we also wanted to ask the former principal what happened to rental fees tied to san jose high. week after week, this man, kevin blunt, is named on the school calendar for renting the gym. he runs crossover elite. the group's website posts pictures of tournaments featuring stars like former

49ers delaney walker. the district has no report of payments from blunt. at $40 an hour plus fees that adds up to $10,000 the district was never paid in 2012. >> they never mentioned the facility paid someone and it didn't go to the district or the school. >> was he allowed to use the gym for free? >> i highly doubt it. >> reporter: he paid the principal directly for use of the gym. is that possible? >> he told us he paid the district. when he asked if he would show us any invoices, he said he had to ask his attorney. he later e mapl-mailed to say h would have no further comment. >> that would be a question for her. >> reporter: you have records of events being held on her campus that you as the district were not paid for. why didn't you ask the police to investigate where that money

went. >> again, we did what we were supposed to do. that was to question the employees. >> reporter: as for mom, angeli, she is the president of the school's new parent teacher organization. the pto. she severed ties with the ptsa. she wants parents to know, money donated for students will go to students. >> the money donated to students will go to students. it is a fantastic school. we don't have as many resources. let's make this great to help our kids do better in school. >> the district is reminded, all rules regarding ptsa accounts. they have strengthened the process for renting the school facilities so they can't accept payment without the district's charges. she knew the seahawks were going to the super bowl, that is why this fan bought her air fare to phoenix and paid for a hotel room back in november. why she is now stuck at the

bowl championship. good morning. i'm vicky nguyen. we'll have much more on super bowl xlix including two live reports. let's get a check on the gameday forecast with anthony slaughter. it was a little hazy. temperatures looking very mild, kind of like how it is here in the bay area. almost very similar. even the fog very similar to what we have in the bay area. weather headlines does show you from our san bruno camera, we do have some fog out there. mostly at the coastline. that's where it is going to stay. a good steady stream of cloud cover today. mostly high and mid-level cloud cover. that's going to make for a cooler day today. rain does return to the bay area as we head towards friday of this upcoming week. let's take you to glendale and you can see for yourself on the weather maps. we have lots of fog out there. vicky was talking about. hazy shots and above the fog, clear skies. once the fog does burn off in glendale, they are going to see plenty of sunshine. regardless if they open the roof or not, it is going to be. 66 in san francisco. we'll have more on the

all-important rain headed our way. coming up in just about 15 minutes. vicky? >> anthony, thank you. >> millions of people across america getting ready to put out the party plat terse for the biggest football game of the year. we are just hours away from kickoff now. we have live team coverage of super bowl xlix starting with sarah dolaff live outside the stadium where she talked to some people thatten plaed to get inside but now they are running into i alas the-minute debacle. first, over to "today in the bay's" bob riddell standing by live in phoenix, arizona. they say there is no time like the present. you also talked with one group from the south bay that's already focused on next year's super bowl? >> reporter: absolutely. they have to start early. right now, people are focused on that right there. you can see they just brought it in under tight security with phoenix police to install the vince lombardi trophy. you can see on public display within the nfl experience, a man

securing the case. we could probably get a better look at it. there she is. that's what the patriots and seahawks will be battling over about 6, 7 hours from now back in glendale at the university of phoenix. the nfl wants the fans to be able to see the trophy before it heads over there. this is twr wiit will be seen, nfl experience. focus will be on super bowl l to be held back home. yesterday, the arizona host committee handed over responsibility with the passing of a ceremonial silver platter and commemorative football. we spoke with 49ers team ceo, jed york, who emphasized this would be san francisco bay area super bowl. the fan zoin would be head quartered in san francisco, the game in the south bay and events all over from napa down to monterrey. he emphasized this would be the most philanthropic super bowl with 25% of all corporate funds raised going back to corporate

charities. he believes that creating that kind of legacy will encourage the nfl to pick up the bay area for future super bowls to come. that's one way he hopes to raise the bar with super bowl l. >> when the entire bay works together, you have some of the brightest minds in the history of the world in place. it is hard to beat the bay area when we all come together. sports and the super bowl does that better than anyone else in the world. >> not only the super bowl but you have the responsibility of putting on a milestone. >> i am not really into feeling pressure. i think for us being able to host the golden anniversary of the super bowl in golden state makes too much sense. it is going to be a lot of fun. >> i don't lose sleep at night but i wake up every morning realizing i have one less day to get something done on the road to super bowl l on february 7th, 2016. >> vicky, the ceo of the super bowl l host committee has created this coaster to remind him that he doesn't have much time. it doesn't look like much until

you check this out. here we go. we got the countdown clock right there. he has 370 days, 19 hours, 55 minutes, 6, 5, until february 7th, 2016, which will, of course, be the date for super bowl 50. this is the nfl experience which will be head quartered in the musconi center. it is beautiful. you come here. not only do you get to see memorabilia from historic football games but you get to test out your skills. i have an offensive lineman, my receiver and a defender and i should -- oh, right, there we go. finally made it. >> nice, bob. we expect no less, just like jed york said. it couldn't make more sense. you make too much sense, really. bob redell. thanks for showing off your skills. >> reporter: it shouldn't come as a huge surprise. i did not play football growing up. calm yourself.

i know you are shocked by that. >> you're a natural. the satellite delay is killing us. thanks so much, bob. have a good time and thanks for all that live reporting this morning. security is set. the players are ready for the big game. the only thing left now is the scrimmage over a few pricey tickets that are still up for grabs. nbc's sarah dalaf joins us from outside the stadium in glendale. people bought the plane tickets and hotel rooms but now are not going to get inside. >> reporter: that is correct, vicky. i want to address the weather here. it is so foggy. i feel like we skipped ahead a year and we are actually at the super bowl that is going to be held in your area. the stadium is right here behind me but you can't see it because of the thick blanket of fog. it is supposed to burn off. clear out by mid-morning. by the time kickoff rolls around, the skies are supposed to be clear. temperatures in the low 70s. they plan on opening that retractable roof for football fans.

unfortunately, some people thought they were going to be inside the stadium are not going to be. they bought their tickets early from brokeers. the brokeers in reality didn't have the tickets at the time. the brokeers were counting on the ticket prices dropping and then they were going to snatch them up then and fill the orders. ticket prices never dropped. it is the most expensive super bowl in history. tickets averages $9,000, $10,000 a piece. some fans learning that what they had thought they had purchased the ticket to the game had gone so far as to purchase airfare, hotels, fly out and get excited for the game only to learn they doesn't have them. some have been able to snap up last-minute tickets. they don't think that will happen with the demand so high and so few tickets, vicky, remaining. >> we were hearing some tickets going for as high as $35,000 in some situations. it is tough for the fans out there and out of luck. thanks for your time this morning. still ahead on "today in the

california had unfunded pension obligations of more than $200 billion.

is this the state's perfect budget storm waiting to hachlt larry gursten joins us now. what is behind a number like $200 billion? it seems like an inis your rountable debt. it does. it is twice the state's budget. it is complicated. it is the biggest public pension fund in california. the public employee as retirement system and the teacher's system operate independently. neither one is 100% funded. don't get too scared about that. one is more in trouble than the other. don't get scared because most economists say they don't expect retirement programs to be fully funded. it just doesn't work that way. to are a lot of reasons, it doesn't. they do believe that these pension programs should be at least 80% funded. that's what you have to do.

>> well, let's break it down and take these one at a time. we are talking about cal ford, the largest pension fund. how healthy is it and that is a good place to start. calpers is the largest. it is above that 80% threshold. that's largely dube by the way o high investment returns. over the past year, they received 18.4%. that's far ahead of its 7.5. >> pretty good. i would be happy if my portfolio was doing so well. >> to go one further, over the past three years, it has gone up more than 10% a year. it has a nice track report. even with the great recession hurt every portfolio, vicky. the fact is that they have recovered. that one is in good shape. >> let's talk about this after the state teacher's fund. >> we are talking about a different story here.

the calsters is under 70%. it is leading a lot of us to believe the fund could deplete all its assets within 30 years. that goes by pretty fast. unlike state workers, teachers don't participate in social security. a calster's pension, that's all they have. >> getting ahold of these, that's all they have. if you cut too much, you hurt your chances with labor. if you don't do enough, the public, the popular vote, people want to see pension reform. we have to talk about how we got here. >> you hit the nail on the head. it is a dance, a delicate dance. we got into this situation, this mess, if you will, for a couple reasons. when the dot com boom flooded the states, tax legislatures reduced contributions and increased benefits.

the legislature did that. that's an important point to remember. after the dotcom boom went bust, it stayed on the books. so it continues to this day. second, the two retirement systems, they behaved very different, calpers, the state employee one, has increased its employee contributions three times to kind of like make sure everything goes along the right ways. calsters hasn't made any changes. so one program has closed the gap. the other one has seen the gap grow. >> larry, what needs to be done at this point about getting that gap closed. >> the caps are a problem. the caps are a problem because the states a partner. let's remember, california contributes money to this stuff. more than $3 billion in the last year to calpers and calsters. that's in 2014. more this year, by the way. the amount grows every year. that cuts into other budget needs. here is the good news.

yes, there is some good knew. the lemgislature passed under governor jerry brown's prodding. a new law that requires all calpers employees to pay at least half of their retirement. it caps their pension and ups their retirement age. the law is expected to reduce pension cost by $55 billion over the next decade. the unfinished business lies with calsters. only the legislature can increase employee contribution levels according to the calsters program. that's something that the california teachers association would go away with that. we don't want to see that. that means taking money out of our pocket so to speak. if you want to watch the action on pensions this year, keep an eye on calsters issue. the calsters employee battle. don't be surprised if jerry brown wins this battle over the strong opposition. >> one of the solutions is that

the time is 7:51. we want to give you a live look outside. the camera looking out across the water at oakland. they are hoping a lucky dog will come forward after los angeles firefighters plucked the animal from a rain-swollen river. it happened yesterday near los angeles. the pup was swept three miles down river before rescue crews managed to save him. lowered into the river where he scooped up the dog before he went under. there he is. several people gathered with firefighters to help warm up that chilly dog. >> can i give you my sweatshirt? >> he is giving one right now. a windy day out there too. the dog was taken to a shelter. officials do not think it is a

stray. he had a small leg injury. he is otherwise okay. firefighters have given him a nickname. lucky. let's get a check of the forecast with anthony. hi, there, anthony. wow, what a foggy shot. is that the bay bridge? >> yes, that's the san francisco bay bridge. the fog is going to be with us for the first half of the day, mainly at the coastline. everywhere else, sunny skies. the temperatures are not too bad. cold in the north bay. 37 there. tri-valley, livermore, 39. san francisco, 48. down in the south bay, san jose. 42. we do have clear skies here across the south bay. a little bit of haze developing across some of the lower parts of the mountains. the thing you are going to note here today is cloud cover is really going to start to stream in ahead of our next storm system not expected to arrive until friday. but because it is so massive, sending clouds this way, we are going to see a good steady stream of cloud cover throughout the day. it will still be sunny. temperatures back into the 30s and 40s. later on this afternoon.

not as warm as it was yesterday. temperatures coming down. still very comfortable because of the cloud cover. 70 in the south bay. 69 for the peninsula. tri-valley, 72 today. still, very mild air across the tri-valley. 66 today and 70 for the north bay. bringing in lots of warm air from the tropics region. you can see all of the cloud cover spreading up underneath that area of high pressure. that's because of this system a massive system is expected to move through. the core, the center, is going to stay to our north. we are going to get to the tail end of the cold front that's going to move through as we head towards thursday and friday. the futurecast. thursday morning, 10:00, showers to our north. the heaviest over towards eureka, ft. bragg. that's going to move into the north bay by thursday night. look at the yellows and oranges and reds. that denotes very heavy rain. rainfall rates to an inch an hour. that's going to moving in

thursday night across the north bay. saturday, we will see a good, decent amount even in the south bay. here is the thing with these computer models. they have been fluctuating each and every day. yesterday, 1-2 inches in the south bay. today, only about .10 of an inch. each and every day, the flip-flat game. i do think we will get more in the south bay. there is so much moisture with this system. and, for the past few days, they have had 2-3 inches across the south bay. again, fluctuating each and every day. this will be something we watch pretty closely. of course, a little bit of wish casting there. we could use some of that rain across the south bay. i want you to check out this year's snow pack. this is where it all comes from. last year, we only had about 8% for where we should be. still below where we should be. the odds not all that great for catching up. we haven't seen a whole lot of rain. the thing about it, vicky, may
