community college. >> we can afford to make these investments. since i took office we cut our deficits by about two-thirds. >> reporter: the deficit, how upside down the budget is, and the debt, the total amount we owe, would remain relatively stable, experts say, but still unbalanced. that's likely to cause a rift here, plus a 14% corporate tax on overseas profits. and an even bigger tax on future foreign earnings. but republicans are talking compromise. >> we want to go and see if there's common ground. so we want to work with this administration to see if we can find common ground on certain aspects of tax reform, and we want to exhaust that possibility. >> reporter: this budget gives the middle class a break, a second tax credit for two-parent working families, expanding tax breaks to adults with no children, and expanding the child care tax credit. republican leaders say they're open to that. but what they're not open to, getting rid of the trust fund loophole. even though it seems that applies to super rich families who have trust funds for their

female bomber for his safe return. a couple returning this morning after being shot by their three-year-old son. the father is ow of the hospital but the pregnant mother is still under observation. the father said the three-year-old took a handgun out of his mother's purse and fired one shot. here is how he described the terrifying incident. >> like get up shake your hand sit back down. that's how fast. i heard a gun go off. next thing i realized my girlfriend was bleeding. i sat down and realized i was shot too. i was more worried about my girlfriend than myself or anything else that was doing on and my son, because i didn't know if he had shot himself or not. after that he was like shocked himself. he was crying. i don't know. it was all traumatizing. >> the bullet hit justin reynolds in the rear, then exited his hip and struck the boy's mother in the right shoulder. police are investigating the incident as an accident. and we couldn't talk about the super bowl without bringing up those ads.
