coming up. let's calm the nerves rights now, take a live look outside at the golden gate bridge. not too many people out on this post super bowl monday. it is monday, february the 2nd, 5:00. you are watching "today in the bay." and a very good monday morning. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. this morning a former stanford swim star accused of rape gets ready to face a judge for the first time. "today in the bay's" nannette miranda live outside the courthouse in palo alto this morning. nannette, the suspect admits he and the woman were together but denies any wrongdoing. >> reporter: that's right, laura. definitely denies it. he was a star in the classroom and on the stanford swim team and the former stanford student is headed to a palo alto courtroom. 19-year-old brock turner will be arraigned at 9:00 this morning facing five felony counts in

connection with the rape of a drunk and oncampus woman he met at a frat party. she is not a stanford student. both admitted to drinking heavily january 18th before stepping outside of the party. according to the santa clara sheriff's office report the freshman said he had nine alcoholic drinks and she told authorities she downed four whiskey shots in less than two hours. that same sheriff's report also said turner admitted to sexually fondling the woman, but denies raping her. in fact he says he never took off his pants. two cyclists ran into the alleged outdoor attack and chased turner down, holding him after tackling him and waited for police to arrive. at today's arraignment, turner is expected to be told, informed of his charges, and then he can enter a plea. if he's convicted, turner could face 14 to 30 years in prison. live in palo alto, nannette miranda, "today in the bay." >> a lot of people paying close

attention to this case. thank you, nannette. across the country right now another big winter storm is bearing down on the northeast, after burying parts of the midwest. the storm left a foot of snow in chicago yesterday. now it's moving toward new york and new england. about 2,300 flights are canceled due to the storm that includes nearly 700 into and out of chicago's o'hare airport, new k newark, boston and both of new york's major airports are also feeling the crunch this morning. >> 5:02, christina loren has a look at our forecast and see how things are shaping up. >> good morning to you, 5:02. we are watching a couple of things, including a really nice day ahead. we have measurable rain as we get to the end of the week. i hope you had a fantastic weekend, it was really nice, big changes coming your way including a lot of rainfall so we'll talk more about that coming up. right now back to you.

>> as we look at the bay bridge i wanted to give you a clear look at the cash lanes. bottom of your screen right here the cash lanes were showing a little bit of backup, about a dozen cars for a bit of time but i told you that's because not all the cash lanes are open at 5:00. it started to clear, will there you go. no raucous for the north bay or upper freeway. mill valley to novato, last week we saw a lot of fog. smooth drive across the carquinez and benicia bridges. the orange around rio vista and parts of the northern and eastern bay what it loo look like if we were registering fog on the system. walnut creek, san ramon, hayward a smooth flow of traffic. we'll talk about that for 580 in

a second. maps northbound moves nicely, that's your south bay commute headed up toward silicon valley without any delays. could the sharks have a function tonight? a live look through dub lip. here's westbound 580, a very smooth drive and looking athe the build, typical coming out of the altamont pass, west 580 no surprises through livermore and the drama for the chp report it was guy pequiet. it's working now and a lot of stuff coming in, a new incident reported around the dublin interchange, i'm just getting new information on that. hundreds of students on the campus of u mass. amherst partying well into the night after the patriots big super bowl win. u mass. police and state police were there to make sure things didn't get out of hand. so far no reports of any arrests. >> play clock at five. pass is intercepted at the goal line! >> the win comes on the heels of the big play by the patriots defense, intercepting the ball

at the goal line with seconds left. some might say they got an assist from the seahawks play caller deciding to pass instead of running the ball. patriots won it 28-24. ticker tape parade later this week but already we're getting ready here for super bowl l. >> yes, the wild swings now from phoenix to of course the bay area. "today in the bay's" bob redell live at the super bowl where the ball has been handed off as we prepare for super bowl l here. good morning, bob. >> reporter: good morning to you, sam and laura. yes, while phoenix is winding down from what was a great game last night, you have bay area football fans turning to the super bowl l host committee and their plans for next year's championship game to be held at levi's stadium in santa clara. this was the scene in the phoenix area last night, 49ers fans gathering at gringos, a local bar known as a san francisco stronghold to watch the pats beat the hawks with their sights set on next year's game to be held in their own backya backyard. >> we will go to the super bowl. this is the third one now so

we'll continue to travel to the cities. >> very excited. i think we're going to have a great season next year. >> i will be there and all my friends. my family's from california. i'm the only one here in arizona, but we're all traveling out there to california hopefully to watch the game. >> reporter: the arizona host committee did officially hand over the responsibility to their colleagues in the bay area over the weekend. they did that during a ceremony here in the phoenix area. we'll talk with 49ers ceo ted york to raise the bar for super bowl l. >> thanks a lot, bob, a lot of fun for folks. >> that was an exciting finish last night. the city of santa clara, not worried about last night. they started the countdown officially. the clock is ticking to february 7th of 2016 which is when we are hosting and it's only 369 days away. in the meantime, ad agencies might be working on their strategies for next year as

well. as always there were some memorable ads but not necessarily for some good reasons. >> lukewarm reception to some of the ads. "today in the bay" kris sanchez with the ads people are talking, can't grow up must top your list here. >> nationwide insurance said it wanted to start a conversation about getting people to think about child safety, but there is a difference between making people cry and the oh, way. here's a look in case you missed it. >> i couldn't grow up pause i died from an accident. >> in a statement nationwide said it wanted to build awareness, sorry, my microphone is not on. preventable injuries are the leading cause of childhood deaths in america. it's an important dialogue but a lot of folks lit up social media saying it was just too dark for the super bowl. budweiser played on people's emotions but in a much more heart jrp warming way, a puppy

being saved by his friends, the clydesdales, right before a wolf is about to pounce. that was the number one favorite according to "usa today's" ad meter. there was that doritos ad, the guy trying to keep people from sitting next to him in all kinds of creative and gross ways, then the twist ending people liked, he sees a beautiful woman, catches her eye, he offers up doritos, she says all right, you get to sit next to my baby. it may be america's game but ecuador tried to use all the eyeballs to showcase what it has to offer travelers. super bowl viewership is seven times more than the entire population of ecuador, so the $3 million the ecuadorian government ponied up may be money well spent. advertisers pay more than $4 million for just 30 seconds to getting the strategy right is critical. i had a couple favorites. >> the doritos one was funny. the snickers one, marsha,

marsha, marsha. my sfkids liked the mountain de one, the dog popping the tail. >> i second the doritos. nationwide has taken a lot of heat but a clever ad with mindy kaling, all of a sudden invisible and trying to kiss matt damon, he's like what are you doing? >> you're the only one talking about it. people are only talking about the nationwide and feeling manipulated emotionally. you're just trying to sell insurance. we want to have a conversation. my kids were in the room at the time and they're like, what kind of accident do you think it was? so it wasn't the conversation that i wanted to have at that point. >> which is a very good point. >> know the tone for sure. >> more ads in the next hour. >> it's always fun on a monday morning, everyone is always talking about the ads. it's 5:09. the investigative unit looks at one of our safe

interstate 80. police received several calls from people saying they could hear glass breaking and a possible fight in the street. at the house police found a 24-year-old newark man with life-threatening injuries who was later pronounced dead on scene. the cause of his death has not been released. the new ucsf medical center at mission bay open for business. 40 ambulances spent the day transporting 125 patients from ucsf children's hospital in mt. zion surgical and oncology uniit to the new medical center. $1.5 billion facility includes a 289-bed hospital complex and children's emergency services. hospital officials say they are expecting the first baby to be delivered there any minute now. over the weekend, the white house proposed all of the untaxable money american companies keep overseas, scott mcgrew, you think corporations would give this a thumbs down. >> who wants to pay taxes? american corporations are more concerned about the tax rate

than the taxes themselves. president obama knows many american companies, apple and cisco among them, make money overseas and they keep that money overseas, because if they bring it back to their american co coffers, they have to pay a high corporate tax more than a third of the total. what they'll propose to do is tax that money at a different tax rate. instead of 35%, it would be more like 14%. that money would then be used to build america's infrastructure, bridges and roads and whatnot. several experts have said the white house faces a fight not on the idea but on the rate itself. so really it's just a matter of numbers. speaking of number, we turn to landon dowdy a woman who totally would have called for a run last night instead of a pass. good morning. >> that's exactly right and it

would have been way better. futures are pointing to a higher open this morning. the markets are coming off their second straight downed month and their worst week in about seven disappointing earnings reports. look for data an income and spending and manufacturing, plus earnings from exxon mobil. the dow falling 251 points friday to 17,164, the nasdaq losing 48 to 4635. scott back over to you. >> landon, thank you. you know what everybody else is talking about the prediction from electronic arts, they got it just right. madden ran the game long before the game and predicted the outcome just right. so the score was right, the fact that tom brady threw four passes was right. all of it eerily accurate. when you really think about it, those xboxs running the simulations are way more powerful than anything you ever had going to the moon or even when we were kids. why wouldn't it be right?

punxsutawney phil's prediction. i know it doesn't quite mean as we're going to talk about whether that little fella saw his shadow or not and what that means. doesn't mean much. 43 degrees in livermore, 41 in san martin and taking you through the hour-by-hour forecast, stopping the clock at 8:00 a.m., east bay at 51 degrees, all the way until lunch time temperatures cool enough for a light jacket. as we get into the second half of the day you can ditch it. temperatures in the mid to upper 60s, all across the board up and down the peninsula, a couple isolated areas with the 70s and as you make your way home from work at 5:00, temperatures in the 60s, a comfortable day coming your way. here's the deal as we get through the next couple of days, temperatures nice and steady. 70s in the south bay and we bring on that rain and this storm system is no joke whatsoever. it looks like a whopper of a system for parts of the bay area. especially in the north bay you probably want to make indoor plans for this weekend.

saturday and sunday you'll notice your temperatures stay relatively warm. this is a warm system with a lot of moisture in it. we could be measuring the rain in inches, even in san jose depending on the timing and track of the storm. if it slows down and we get some of the red that could be a good thing for our drought situation. we're going to be dealing with showers all weekend long and into the beginning of next week as well. as promised, i don't want to leave him out, gobbler's knob this morning, phil popped up and yes, indeed, he saw his shadow. which means six more weeks of winter according to this guy. we want to hold on to winter as long as we possibly can because we need that rain so desperately in the bay area. coming up, i'll show you how much we are projecting with enit comes to the rainfall we're expecting where you live. like i said before, this is a good looking storm system, the kind that we need to help us out of the drought. first let's check your drive with mike. >> so glad despite the fancy equipment, the philometer is

highlighted this morning. we'll highlight what we see with the lights lighting up westbound 580. stwo between tasahar and the dublin interchange reports of two stalled vehicles in the roadway. look at your maps, two reports that someone almost identical for the tri valley here at the dublin interchange where we see that slowing but it could be a factor of a burst of traffic as well coming through the area, not atypical of the tri valley and greenville, there's almost an identical report. look how far apart the two issues are. likely two separate incidents that sound similar. we'll track the dublin interchange what's more critical this morning. the south bay up to the peninsula, wide view of the map sees green all over that, san jose up in towards san mateo at san francisco an easy flow of traffic approaching the bay bridge through the maze. we zoom in towards the east bay, walnut creek, concord, hercules, toward richmond, flow close to the limit as far as our sensor reads. the golden gate bridge on the peninsula side, a smooth, easy drive as well as a clear view, into problems including no fog

registering for visibility issue, novato, golden gate bridge into the city. >> 55:19 right now. is california ready for a major disaster? all this week the nbc bay area investigative unit digs into the issues surrounding disaster preparedness. chief investigative reporter tony pavelesky begins with the growing concerns over cyber security. >> we followed the recent cyber breaches to sony picture, target and home depot. the problem goes beyond movie tickets and credit card numbers, potential cyber attacks on nuclear plants, gas pipelines are far more critical and concerning. . 2007 government video provided to cnn proved for the first time that computer hackers from anywhere in the world could destroy physical equipment that controls or vital equipment

structure. it shows how with a computer and keyboard cyber experts were able to make this piece of equipment self-destruct. former member of the department of homeland security told us, this test from seven years ago should have been a wake-up call, but he said instead our country has elected to hit the snooze button. he says successful cyber attacks will continue until the government and the public are ready to accept the cost and the inconvenience required to improve cyber security. now tonight at 11:00, the investigative unit continues its work on disaster preparedness. we investigate california's levelie system. 13,000 miles of dirt mounds that make clean drinking water possible. i'm tony kobaleski, "nbc bay area news." >> they will be digging into the complex system delivering clean drinking water and whether the system is ready to withstand an earthquake. we're talking about the

to face a judge in court today. "today in the bay's" nannette miranda joins us live from palo alto. what is expected to happen here? obviously he is refuting some of the charges here. good morning. >> reporter: good morning, sam. definitely refuting the charges. it's doubtful that the former stanford swim team star will say much in court today. it's just an arraignment where defendants are informed of their charges and asked to enter a plea. 19-year-old brock turner faces five felony counts related to the rape of an unconscious and intoxicated woman who is not a stanford student. they were at an oncampus fraternity party january 1th and according to a report from the santa clara county sheriff's office brock admitted to sexually fondling her after having nine alcoholic drinks but denids raping her. in a statement to investigators she said she downed four whiskey shots in less than two hours. two cyclists ran into the alleged attack and chased turner

football already handed off to santa clara. good morning, bob. >> good morning to you, laura and sam. now the pressure is on the super bowl l host committee to put on the same caliber show and fan experience that glendale and phoenix did last night and the week leading up to the game last night. on saturday, the arizona host committee officially handed over responsibility to their colleagues from the bay area yes with a football and engraved silver tiffany platter. super bowl l will be known as the san francisco bay area super bowl with the game at levi's in santa clara, the fan zone in sf and events from napa down to monterey. 49ers team ceo jed york promises to raise the bar with the golden anniversary of the game by making l the most philanthropic super bowl ever. with money raised going back to local charities. >> it's a great legacy to leave in a community and it will help us attract future super bowls.

although it was a great game. you have some good news in store. >> we've got some rain on the way, and you know what? we've got a really nice day come your way before that rain hits. you can make all the preparations you need to. i think we're going to have to make some pretty serious storm preparations for this system especially up in the north bay. we look to have maybe up to five inches of rainfall starting thursday, that will continue all the way through tuesday potentially wednesday of next week. it's hard to tell right now but the storm system looks powerful. the jet stream looks really, really good to bring us very good rainfall, which we desperately need. for today a clear and cool start, sunrise at 7:13 this morning. it's going to be spectacular out there for your outdoor plans today. temps are 10 to 15 degrees above average in some cases. for most of us a five to ten-degree jump in average. i'm forecasting 68 degrees for today, and as you make your way home from work at 5:00 p.m., mostly clear, your sun will set at 5:33.

here are your highs for today. 72 degrees in the south bay. 72 degrees out in the tri valley where it looks like we're already getting that slowdown which is why we always need mike inouye. good morning. >> good morning, christina. you almost always hear about something going on at the dublin interchange. the stall going on, two middle lanes now traffic is starting to move better. yes, better than before for those unfamiliar with dublin right here approaching the dublin grade on the other side of 680, top of your screen. look at your maps the entire area shows that slouing wiwing e stall in the middle lanes. 068 north and south a burst of traffic coming up and build out of theality month pass. as we look to the south bay, silicon valley, san jose northbound that's your commute direction. burst 680 at 101 and that's typical. north of the san mateo bridge the peninsula into san francisco an easy drive at the limit. same thing with oakland, 580 and

880, and all avenues approaching the bay bridge are smooth. the cash lanes are backing up, fast track still a good benefit for folks who have fast track and another three to five minutes the metering lights will be on and everybody has to pause before they head across the span. >> mike, thank you very much. 5:36 right now. >> missing money and all signs pointing to the principal. vicki nguyen has been looking into allegations the former principal of a south bay high school set up a private slush fund and spent on clothes, and even lotto ticket. >> her name is carrie catching, it started in 2010 when she was transferred from gunderson high, almost immediately set up an account under the name of the ptsa, that's a major no-no according to district policy. it's unclear how she funded that account but staffers' parents told us money would often

the president may not get as much pushback as you might think. "today in the bay's" tracie potts is live on capitol hill to explain. good morning, tracie. >> and take you through the numbers, laura, good morning, everyone. the president's $4 trillion budget over ten years includes almost half a billion dollars for infrastructure, public transit and roads and bridges, things that democrats say create jobs. $10 billion plus for clean energy and starting out in the millions and eventually billions for free community colleges if it more students sign on. there are tax breaks for the middle class like a second tax credit for two-parent working families, expanded tax breaks for adults can w kids. some of that republicans say go they'll go along with but you can bet there will be discussion of the taxes the president wants to levy on wealthier americans and getting rid of loopholes like the trust fund loophole. new tax for profits made

tightened in bangkok after explosions rattle an upscale shopping mall, it happened late last night at the mall once called the world's most photographed location. nobody died, two people were slightly injured. the chief of police says the devices were pipe bombs that were intended more to scare people than that actually harm anyone. children and teachers at schools across pakistan arming themselves and taking shooting lessons and it's happening with the consent of the pakistani government. this comes after the taliban massacred 150 kids at a pakistani school last year, also following this school attack. the government increased security at schools and reinstated the death penalty for people convicted of terrorism. to weather now we are in the throes of winter and a big storm that's buried parts of the midwest is bearing down on the northeast. the storm left a foot of snow in its wake in chicago yesterday. it is now heading toward new

wednesday into thursday and friday, we are talking about rain chances right here in the beautiful bay area. i think our hills will really appreciate it, they'll get a chance to stay green for the next couple of months. this looks like a really potent storm system. as the new day begins across the bay area we have lovely conditions for you. in fact it's going to be really nice out there, just about every single day this week. you'll notice those temperatures really dropping off between today and friday, but here's the thing. i don't think we're going to see much rainfall south of the golden gate bridge until we get into friday and saturday. i'm talking about late friday and saturday, whereas the north bay you'll start to see that rainfall as early as wednesday night and then if you're already trying to make those weekend plans, something that helps you get through the week, certainly does for me, 68 degrees in the south bay on saturday, with rain and 66 degrees on sunday. so temperatures really reflecting still unseasonably warm conditions, however, this

is a warm system and the warmer the system, typically the more rainfall we get. and i'm potentially going to pick up as i show you your futurecast, probably over four to five inches in the santa cruz area, especially the higher elevations looking really good for that. this is what i was talking about, friday at 8:00 p.m., showers still haven't reached san jose but they will as we head throughout saturday into sunday so it's one those of weekends wherever you live across the bay area, good idea to make those indoor plans and i can tell you right now, if you've got a wedding planned, if you got something else planned, stay tuned to the forecast because we are going to be dealing with this rain, not just for saturday but into sunday and potentially into monday of next week as well so we'll talk a little bit more about that. it's groundhog day. phil saw his shadow. what do you think of that, mike? >> it's great he sees his shadow but it's great you can see that happening in the watch. we'll trust phil for his day. west 80 we see a build

continuing into dublin out of livermore. let's show you what's going on at the dublin interchange. i told you the earlier fender bender reported clear but it looks like there's at least a second incident or the same incident that got revived on the chp report. sounds like activity is still possibly in your two middle lanes more than likely moved off to the shoulder by this point. we'll track that. the tri valley is your tough point here. the south bay as we move to san jose and the rest of silicon valley, northbound route typical from the slowing 680 to 880 highway 101. that will start to move better over the next half hour and kick in about 6:15. north of the san mateo bridge, san francisco in and out of san mateo, easy throw for the peninsula. the east bay flows nicely, it looks like it's at the speed limit through oakland for 580 and 880. approaching the bay bridge a live look you'll see folks have to hit their brakes. the metering lights turned on at

"today in the bay's" stephanie chuang is live in san francisco. homeowners first have to register with the city if they want to take part in the program? >> reporter: that's right. good morning to you, laura. they have to come here to the planning department at 1650 mission street at 8:00 this morning is when these doors open and people can start filing their applications for these short term rentals. this new law states that openers and tenants can rent out their house or apartment for periods of fewer than 30 days with a maximum of 90 days a year. first as you mentioned they have to get certified by registering their unit with the city and list that registration number on any ads for erbi, any short term

refineries across the nation. the union is seening a new contract focused on working conditions, worker safety and understaffing as well as fati e fatigue. the union represents workers at 63 plants. that includes the shell refinery in martinez and the chevron refinery in richmond. the refinely will continue to operate as a terminal during the strike. it will take in products and ship them out. it just won't be producing anything. >> and those nine refineries mark 10% of the refining capacity in the country. we'll see what happens there. 5:50. it has likely been a long weekend for someone in the bay area who bought a winning lotto ticket. someone in antioch matched five out of six powerball numbers saturday night making the winning ticket worth $1.43 million. here is the catch. the ticket holder had to wait until the lotto offices actually opened later today to claim the prize. she still has not yet -- great numbers for twitter, too, by the way. sunday's game the most tweeted
