let's say good tuesday morning to christina. >> good morning to you, laura and sam, everybody at home. we want to start with this live picture downtown san jose clear as a bell. we have a good day shaping up, we're going to hit the 70s before that rain moves in. we'll check on your drive right now, see how that's shaping up. little fog but not much. >> we look at the shot from the fremont camera. we'll keep an eye out for that. so far no warnings as we look at your map. road weather index not showing that in fremont. it shows overnight construction. i passed through the area and that was cleared up earlier than expected so that's a smooth drive. the south bay at the bottom of your screen i just got reports of a minor crash 101 at alan rock. we'll get the details that just came in. other than that everywhere looks good. north of the bay bridge same thing. we'll accepted it back to you.

>> mike, thank you. this morning police are trying to find out who gunned down a man well-known for rapping in the community. >> dominic newton was shot just after 8:00 last night near macarthur and 94th. newton began his rap career in the late 1990s and reportedly released an album just last year. a disturbing story out of hayward where authorities say a man sexually assaulted a chile in the isle of a 99 crept store and then ran away. >> "today in the bay's" nannette miranda is live at the sheriff's office in san leandro where investigators have a possible clue that could lead to an arrest. good morning, nannette. >> reporter: good morning, laura. this is definitely a crime that scares parents and authorities want to catch the suspect immediately. they hope you can help. here's a look at the picture at his picture taken from store surveillance released last night. he's about six feet tall in his late teens, an african-american with a light complexion and a flat top hair cut.

the almeida county sheriff's office says he was in the 99 cent only store sunday afternoon in unincorporated hay woord inside the creekside shopping center. they say he cornered an 8-year-old girl in the toy isle, grabbed her, then forcefully put his hand down her pants. he then fled. the mother of the girl who didn't see the attack was just in the next aisle over. deputies did a search of the area and did not find him. the girl was taken to ucsf children's hospital in oakland where she was examined. live in san leandro, nannette miranda for "today in the bay." >> thank you very much, nannette. >> just frightening there. a woman is suing radio shack and one of its employees after she says racy photos were stolen from our iphone. the woman took her phone to the radio shack store in november because the screen was broken. when she got the phone back she realized 17 of her photos were texted to an unknown number. prosecutors charged the store employee who helped her.

robbers are keeping san francisco police busy this morning. four home invasion robberies have been reported in the past four days. the series of attacks started friday morning in oceanview, then saturday, sunday and monday in diamond heights, lower hait and visitation valley. the suspects in each case roughed up the victims and stole valuables. neighbors are think being security. >> we think we will probably have another safe watch meeting. just at the moment to be informed. >> police are trying to figure out if the attacks are linked. no arrests have been made so far. despite protests from the public, the city of san leandro is giving the go ahead for police to buy an armored vehicle. protesters stood outside last night city council meeting where council members approved the funding. police say they need the armored vehicle during crisis situations but critics say it sends the wrong message. >> the police department here has constantly referred to it as an armored ambulance but this ambulance comes with 11 gun ports, with a roof catch with a

rotating gun turret and a battering ram that can deploy incapacitating gas. that's not an ambulance. >> this allows us to transport medical personnel in it and have them protected, drive them into the hot zone, have law enforcement extract those critically wounded people, get them into the immediate care much quicker. >> the vehicle is partially funded with a grant from the department of homeland security. the rest has to come from the city. happening today, san francisco international airport is hosting a special event to raise awareness about human trafficking. human trafficking event includes a reception and a walk around the airport. since the vast majority of human trafficking victims are women and girls the walk will be done by men in a show of solidarity. also happening today a report card of sorts, local water departments have to update the state on how residents are doing with water conservation goals. @"q$e californians to cut back water

usage by 20% last year. the closest california has come to reaching that goal so far, last august when water use dropped about 12%. >> still have to do our part. a little bit of rain coming our way later this week. >> that will help out, christina. the talk is one thing. you have to walk the walk. >> good morning. we've got a lot of rain coming our way as we get into the end of the week and it's just what we need after we learned yesterday it was the driest january ever on record for san francisco. so we need this rain and it is looking really good. atmospheric river tap we'll talk more about that coming up. temperature this is morning, mostly in the 40s and 50s. today seize the day if you can get out there. gorgeous conditions in the 70s this afternoon, yet again, and then we have a big pattern change just around the corner. 71 degrees on the peninsula. 73 degrees in the tri valley today and 67 degrees in san francisco. we typically average about 58 degrees this time of year so stick around. we're going to talk more about those changes.

i'll show you the futurecast and give you an idea how much rain we're expecting in my next report. good morning, not yet a traffic tuesday i hope, mike. >> it's tuesday. i have turned our camera on and zoomed it in for basically looking at the sign, it says alan rock, the off-ramp there and just above that sign up until about 36, no, it's still there, top of your screen just under the sign at the top you see flashing lights on the shoulder. that's a disabled vehicle and the chp report. clearly not causing a problem northbound with the tail lights. san jose the whole area i'll circle where that disabled vehicle is over on the shoulder. the traffic flow northbound flows smoothly through san jose and the rest of silicon valley. as we zoom out areas north of the dumb barton bridge and san mateo bridge there's no problems on the right, easy flow into and out of san francisco. over on the left oakland and the approach, the maze and as far out as antioch all in the green. the north bay shows no problems for visibility, no fog. we'll get a look at 880 through

the area, nimitz freeway past the coliseum and northbound with the tail lights around high street and a smooth drive toward the high street off-ramp there, a nice traffic flow despite the construction in san leandro northbound and southbound around maria boulevard. it was not an easy flow per se in boston. super bowl champion new england patriots got home last night during a blizzard. pats fans are still hot on their team's 28-24 win over seattle in the super bowl. they cheered as team buses rolled up to gillette stadium and a victory parade ensued, planned for tomorrow, pushed back due to the winter weather. still more than a year away and security is shaping up to be the top priority for super bowl l at levi's stadium. cooperation between agencies will be critical given scope of events stretching from san francisco south to san jose. >> we have to work wither and

cashing in on the idea of ride sharing. today enterprise car share launches in san francisco. after joining the program you can go online and reserve your car for about an hour at a time, up to an entire day. the cars are parked at random spots throughout the city and the keys are insight along with a prepaid gas card. when you're done you park it and lock it. google versus uber. google reportedly preparing to offer its own ride sharing service and it may use a fleet of driverless cars to transport passengers. it announced a new partnership with a research facility. uber is looking to develop its own driverless cars. we'll share our way to wall street. the energizer bunny found a way to keep going even longer. for that and the rest of your news before the bell we turn to landon dowdy live at cnbc's world headquarters. did the energizer bunner ever stop going? good morning. >> no, it just keeps going and

going and going. we'll talk more about that in a second. quick check on the markets, futures are higher as the markets will try to build on monday's rally are a volatile session that saw the dow fall and rise more than 100 points. energy stocks led the way on the back of another season. oil prices are above $50 a barrel this morning. also earnings from u.p.s. the dow closing to 17,361, the nasdaq gaining to 4676. automakers report january sales later today and expected to rise about 14% from a year ago, despite the fact that january is the slowest month of the year because of bad weather and a holiday spending hangover. analysts expect ford to report the strongest sales thanks to the redesigned f-150 pickup truck. the energizer bunny will soon keep going and going and going. the company will sell aa batteries made from partially recycled old batteries. the ecoadvanced batteries are the first from a major brand to

spare the air for today. i don't think we'll see a prolonged stretch of spare the air days but quite a bit of rain on the way as of early thursday morning. but before that, we're going to see the wind pick up significantly tomorrow so those changes in the forecast as of tomorrow. but for today a mild start, another warm with finish coming your way. i want to show you your day part forecast. another beautiful day to have lunch outdoors, temps in the mid-60s. as we get into 3:00, check out the numbers, 72 degrees in the south bay opini. 70 degrees in the north bay and 71 degrees on the peninsula. we need the rain and we'll see quite a bit of it into the end of the week. four straight days with rain in the forecast. today looks pretty good, seize the day. as you can see those changes steadily coming in as we head throughout tomorrow into thursday. look at the dropoff, in the mid-60s. then by friday, 61 degrees, ample rainfall on the way to the bay area. we take it right to your futurecast. i stop the clock for you

thursday at 7:00 p.m. is when the really heavy stuff starts to move in. we'll get showers as of 7:00 a.m. thursday morning. heavy stuff on the way. by about 7:00 p.m. thursday, i stop the clock for you friday at 8:00 p.m., the red, the oranges, the yellows, that's heavy rainfall and an atmospheric river tap that extends all the way out to the hawaiian islands. i continue that futurecast and stop that clock again for you saturday at 9:00. it's still coming in heavily. this is the kind of rain that does produce localized flooding in the bay area, so you want to make sure you're ready for that. an idea of how much we're expecting between thursday and sunday, we will show you what we think here at nbc bay area. four to six inches on the valley floor. in the north bay with six plus inches certainly possible. in the higher elevations in the south bay, an inch and a half to two and a half inches, and on the east shore of san francisco, we're talking about up to four inches of rain. now here's the thing. localized flooding is expected so you want to make sure you

clean out those storm drains. i'm going to show you a little bit more detail, what we're expecting from the wind and a little bit closer timing on the storm system as we head throughout this tuesday morning together. right now back to you, laura and sam. >> a welcome sight. thank you very much, christina. more than a dozen children this morning are under quarantine in santa monica. this after they may have been exposed to the measles. the 14 boys and girls are enrolled at a day care at santa monica high school. one baby too young to be vaccinated came down with the virus. the others have to be quarantined for 21 days to see if they develop symptoms. the measles outbreak is turning into a political debate over vaccination and whether or not children should get it. president obama is taking a clear stance on the issue, get vaccinated, he says, after some backlash, new jersey governor's chris christie's campaign is backing off his comments saying parents should be able to choose whether to vaccinate their children. >> people have the option. i'm saying you have to have that balance. >> there is every reason to get

vaccinated. there aren't reasons to not. >> this morning, top health official also appear before the congress to discuss this year's flu vaccine and why it's been less effective than in years past. republican senator rand paul is chiming in on the vaccine debate saying it'sen issue of freedom. paul believes vaccines, a good thing but parents should still have a choice as to whether or not their kid gets vaccinated. he believes vaccines can lead to mental disabilities, though. that belief has been disputed by a majority of scientific studies. laura? >> it is 4:49. two bakers in oregon are appealing a judge's ruling after refusing to make a wedding cake for same-sex couple. the owners of sweet cakes by melissa cited religious beliefs when they refused to make the cake. judge determined the bakery violated the state's anti-discrimination laws because the shop is not a religious organization. new images of former cuban

leader fidel castro this morning. they were apparently taken last week when castro hosted the president of a student federati federation. castro stepped down from power in 2008 and has not been seen in public for nearly a year. these are the first photos anyone has seen of castro since last summer. >> very interesting there. still ahead, trying to turn gray into green. coming up a bay area hotel offering women a 50 shades of grey experience. what does that entail, next. well, not so green over this golden gate bridge, which is orange. lots of color we're talking about. smooth flow. they're getting so good at using the zipper truck it's half way across the bridge traveling right underneath the south tower. in the meantime let's zip over to the san bruno mountain and look out at the bay area this morning, very clear right now, and nice day in store. but yes, christina has been mentioning there say lot of rain on the way, much more on that right are this break.

this happened yesterday on interstate 10 near palm springs. the crash ignited a fireball that quickly left the chickens grilled. officers says bees were buzzing everywhere until the beekeeper arrived. fortunately neither driver was seriously injured. >> it was grilled. >> charred. if you're hungry on the roadways, mike, watch out for chickens. you're nodding your head. >> honey barbecue wings. toward the bay bridge, we have a nice flow of traffic right now. you can see it live on your screen but the very bottom you see a couple of cars waiting in the cash lanes. they will be there until they open the remaining two cash lanes on the left approach, it should happen in three or four minutes just before 5:00. we look from our emeryville camera, showing the span across the bay. nice smooth flow and clear above the san francisco side and incline close to us heading up or back from that new tower, not so new but newer than everything else on the bridge.

on the span construction remains on the san francisco side. no delays because the fremont street off-ramp there. we have a circle on the right west 24 out of, into orinda a crash around the shoulder. east bay highway 4 no slowing through antioch just yet. we're looking at the peninsula, the south bay and the tri valley moving at speeds. tiny bit of slowing shows up on the dublin grade typically before 5:00. back to you. >> thanks, mike. there is something to think about right now when you're stuck in traffic on your commute this morning, hopefully not too badly. man in detroit takes a bus then walks seven miles to get to his job every single day. >> james robertson's car broke down more than ten years ago. he hasn't been able to save enough money for a new one. so people in the community have started a gofundme page to get him a new car. we just checked the page and it's collected more than $140,000 in less than two days.

"today in the bay's" kris sanchez just arrived on the scene. what are investigators telling you? >> reporter: neighbors said it was a fireball in the front yard. they alerted the folks living inside, and the fire department very quickly. the fire department credits the neighbors for helping to get the people out safely. captain
