>> it's tuesday so we're looking for a significant commute, traditional for this time of the week. we're looking at 580 as well as a crash. i'll give you the latest on the hit-and-run report in the orinda area. >> we'll look forward to checking up on that. live look outside, beautiful bay bridge on this tuesday morning, february 3rd. this is "today in the bay." >> very good tuesday morning. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. we do begin with breaking news in san jose, where crews have just put out a car fire that spread to a home. it broke out about an hour ago on donahue drive near flickinger park. "today in the bay's" kris sanchez just arrived on the scene. what are investigators telling you? >> reporter: neighbors said it was a fireball in the front yard. they alerted the folks living inside, and the fire department very quickly. the fire department credits the neighbors for helping to get the people out safely. captain peter caponio this

morning. can you tell us about the fire? >> what happened is we had neighbors that heard a loud explosion, came out and saw some smoke, another additional neighbor noticed a fire in a van in the front of the building, alerted the neighbors quickly. the fire crews got on scene quickly to put out the fire that extended a little bit into the garage but very limited damage for a quick response by the fire department. >> reporter: good evidence that if you are a neighbor, don't wait to see whether or not it's something but do something quickly, right? >> exactly. this is a good example of a community that's looking out for each other and alerting, because it could have been a lot worse. >> reporter: it could have been a lot worse primarily because of the folks who were living inside. can you tell us about that? >> correct, it's care home for mentally disabled so it requires quick response, requires people working together to make sure that they get out of the house efficiently. >> reporter: the fire department here within just a few minutes as well. >> fire crews got here quickly,

knocked down approximately five minutes later and saved the house from extending further from the garage. >> reporter: thank you very much, captain caponio. the fire was extinguished quickly. you can see the charring along the roofline of the garage but it did not extend into the garage itself. we talked to one of the residents here, he had just finished painting that car so he could sell it so a big loss for him but luckily everyone out safely. reporting live in san jose, kris sanchez, "today in the bay." >> thank you very much, kris. there is growing fear this morning in several san francisco neighborhoods after violent home invasion robberies, four in just four days. "today in the bay's" stephanie chuang joining us now at san francisco's hall of justice. steph, investigators still trying to figure out if the attacks are linked but they essentially spanned the city. good morning. >> reporter: they did. good morning to you, sam. investigators are focused on some leads in this, but the robbers, these armed robbers are still on the loose this morning. the latest one happened just at

9:00 last night in the visitation valley neighborhood at the end of irvine street around 9:00, police say someone held two home owners at gunpoint while four other people ransacked their home, stealing at least one firearm. the first in a string of four attacks friday morning, a man and a woman held another woman at knifepoint, taking her valuables, tying her up with extension cord and leaving her with minor injuries. neighbors are going to start taking some action. >> i think we will probably have another safe watch meeting. it's just at the moment to be informed. >> reporter: neighbors talked about cameras and alarms. there were two other home invasion robberies over the weekend. one in diamond heights where police say two men roughed up an elderly couple, saturday morning. and around 5:30 sunday morning in the lower hait, two men were able to break through two locked doors at an apartment building on buchanan street, they got into a woman's apartment,

punched her, taped her mouth up and then robbed her. again police are trying to determine if any of these cases are linked, so, so far the suspect descriptions seem to be very different in each case and still, no arrests have been made. live in san francisco, stephanie chuang, "today in the bay." >> and the violent aspect of these robberies, giving it a whole new texture. thank you very much. a new photo may help investigators crack a disturbing case in hayward. deputies say a man approached a young girl at a discount store, sexually assaulted her in the store and then took off. "today in the bay's" nannette miranda live at the sheriff's office in san leandro with information on the man investigators no doubt a lot of parents are looking for. good morning. >> reporter: good morning, laura. this is what deputies say should be a wake-up call to parents to keep a closer eye on their children when shopping. here's the man investigators are looking for. he's described as a light skinned african-american 18 to 19 years old, six feet tall with

a flat top haircut. he's suspected of sexually assaulting an 8-year-old girl sunday at a 99 cent only store in unincorporated hayward. the girl was in the toy isle when deputies say the suspect cornered her, grabbed her, then forcefully put his hand down her pants. he fled the store and a search of the area didn't turn up anything, which is why law enforcement is trying to turn to the public for help in finding this man. until then, a word of advice from deputies. >> people that specifically dom stores like this to target children, and you as a parent have to be vigilant and never let your child out of your sight. >> reporter: here's another look at the suspect. the mother of the little girl was just in the next aisle over so she did not see the attack. the girl was taken to a hospital in oakland, where she was examined. shoppers at that 99 cent only store actually say they are surprised to hear about this

disturbing crime, because a security guard is usually on duty. live in san leandro, nannette miranda for "today in the bay." >> very frightening. thank you very much, nannette. we'll move on to an nbc bay area follow-up president former stanford swimmer accused of rape is being ordered to stay at least 100 yards away from his alleged victim. brock turner pleaded not guilty to charges he raped an unconscious woman on campus following a frat party last month, a woman who did not attend stanford. he withdrew from stanford following his arrest last month. the victim is still recovering this morning. crews are nursing back to health more than 100 seabirds covered in a mysterious goo in the bay last month. 86 clean and healthy birds were released back into the wild and plans to release more later this week. the group is still caring for more than 100 birds. scientists have whiet to idea the goo found on the birds. it killed 300. the city of oakland is locking horns this morning with the federal government over a

medical marijuana superstore, the harborside health center. two years ago the justice department tried to seize the property as part of federal for if i tour laws. the city argued against that seizure. it's appealing a lower court decision that dismissed the case. today's appeal will be heard in san francisco. a private school in palo alto has come up with a possible solution for traffic problems, build an underground parking garage. the school is located blocks from palo alto high school and high school campus. neighbors say the all-girl school causes major traffic problems. the school plans to apply for a permit this summer to build an underground parking garage on the campus. ,000 is going to be a busy week. the always fleet afoot christina loren has got to be on her toe this is week because you have a whole lot of rain activity coming through. good morning. >> good morning to you, sam and laura. sure am happy about it, too. the whole weather department already talking about how we're all going to plan on being here.

few hours later than we might like to especially over the weekend when the heaviest rolls through the south bay. i'm excited to be here. we're talking about rain rates at maybe one to two inches per hour. the only thing about that is, we could see localized flooding. this morning it's nice and mild out there, at 51 degrees in san jose. 45 degrees in san martin. as you make your way out that front door, maybe you're packing lunches and having coffee, getting the little ones ready, it's nice and comfortable. little chilly so you want to grab a light jacket or sweater. it's a spare the air day. i don't think we'll see this go on beyond tomorrow though and that's because we've got wind on the way and some significant rainfall in 48 hours, just for parts of the bay area. this is a slow moving storm system and for us, that means we're going to see rain just dumping on the north bay as we head throughout thursday morning into friday, all the way through saturday and the first part of sunday as well. rapid cooling, that's the story of the day. we have this dry air mass overhead and it's kind of a

stagnant air mass as well, hence the spare the air alert. here's the thing, by tomorrow that wind will increase significantly, whipping wind by tomorrow night throughout our high elevations. so seize the day, get on out there if you can. 73 degrees in the tri valley. 67 degrees in san francisco and 70 degrees in the north bay. weather headlines tell the story, warm and hazy for today. by tomorrow, cooling starts to kick in so that wind will also kick up, with that cold front starting to move towards us. steady rain late week and we're talking about localized flooding in the forecast as well, just for some parts of the bay area. there's a couple areas that i'm really focusing in on. we could see some damage from this storm system. everything coming in all at once typically creates a problem but not today. you're probably going to see some motorcycles out there on the road for today. mike, what are we watching? >> motorcycles definitely. warmer weather and the motorcycles harder to see, lower visibility so be careful out there. we have a lot of cars west 580, originating back here coming out of livermore toward dublin. we don't see any slowing around

the dublin interchange, just a little bit of yellow showing up, about 60 miles per hour, just below 65 and looking at theality month pass typical build for the tri valley. over here coming toward oakland and orinda is the concern for west 24, an earlier crash is over on the shoulder around camino pablo. no slowi ining toward the calde tunnel. the south bay up the peninsula and east bay as well, the nimitz freeway and 101 bay shore looking at speeds. 101 in the north bay a quick look shows you san rafael and southbound we have a few cars typical at this time, no slowing and no problem for visibility but we'll watch and see if any fog pours in throughout. >> thank you very much. >> it's pretty much nailed down here. 5:10 right now. nkt the investigative unit continues its in-depth look into the state's infrastructure, coming up next. plus we'll check your money and probably the day we really do say good-bye to radio shack. we'll take a look, coming up in

treated equally as it comes house. netflix or google shouldn't get a faster past than some startup with the kitten pictures your grandmother sends you. thursday the head of the fcc will present to the full commission an idea to regulate the internet as a utility. that will give the government power to enforce net neutrality through regulation. republicans generally don't like the idea of the executive branch regulating the internet and they've threatened to pass legislation that would take that power away from the fcc. all of this is a particularly important issue for silicon valley startups who want to compete with the big guys like google but wouldn't have the money to afford a so-called fast lane on the internet, were those to become legal. let's check the markets, landon dowdy live at cnbc world headquarters, good morning, landon. >> hey, scott, good morning to you. futures are higher after the dow

fell and rise more than 100 points. crude is above $50 a barrel today. look for data this morning on factory orders and earnings from u.p.s. the dow closing up 196 points to 17,361. the nasdaq gaining 41 to 4676. scott, back over to you. >> landon, thanks. we may have finally heard the last from radio shack. the company is going to be delisted from the new york stock exchange today, and may very well shutter most of its stores soon. radio shack has been struggling for years, flipflopping between being a consumer electronics store like best buy or a cell phone store and then maybe a hobby store, really not succeeding at any of those. i have some very warm memories as a kid of going to radio shack and getting electronic parts and i suspect a lot of people around silicon valley do, too. >> i bought parts on set here before. >> yes, you have. adapters and things. >> you're not going to be disconnected now? >> i better stock up. >> we'll find some replacements.

no replacing a very important thing in the bay area, that's rain and you have a lot coming. >> yes, a big storm system. it's always feast or famine in the bay area. good morning to you, 5:15. hopefully you had a nice night's sleep. we have a good looking morning out there. 46 degrees in the north bay. 53 in san francisco. as we get you through that work week before we get to that week that's when we are expecting the significant rainfall to come through, but we need it. we haven't had it for quite some time. i can tell you right now, good idea to make those indoor plans for this weekend. we want to show you your forecast for today. i stop the clock at 8:00 a.m. temperatures on the cool side at that point. they'll remain cool until about lunch time when we will see the mid-60s on the way. san francisco is at 62 degrees, a break for lunch already bypassing that high temperature as of noon. we'll hit our highs in the 70s today for the most part and close to it in san francisco by 3:00 p.m. and by 5:00 as you make your way home from work,

comfortable conditions. you can probably drive home with the windows down. if you're someone who doesn't suffer from asthma or respiratory issues because i have to tell you, it's another spare the air day. the big story that we have for you in the weather department, heavy rain within the next 48 hours for parts of the bay area, starting up in the north bay. all that activity will spread to the south as we head throughout late thursday into friday but we're looking good for rain even down here in the south bay, significant rainfall maybe one and a half to two and a half inches, if everything plays out just right. this is a very slow moving storm system, but you can see for the next five days, three out of five talking about showers in san francisco, two out of five here in the south bay. so let me show you what we're talking about. stop that clock for you at 8:00 on thursday, that's when the heaviest rises, the showers will start by about 7:00 a.m. on thursday morning. then everything spreads to the south as we head throughout friday at 7:00 p.m. at that point it's just starting to get active in the south bay. nonetheless, we're talking about 24 straight hours of moderate to

heavy rainfall coming down in the north bay and another round of localized flooding certainly possible. stop that clock for you again, saturday at 10:00 p.m., it's still raining heavily, and then finally as we get into your sunday, a little bit of a break, but the showers will continue for the first part of monday as well. now you might be wondering what does this mean for tahoe? it's been pretty rough up there so far. we're going to dive into that report coming up in a few minutes. first we want to check your drive. i can tell yoaí#t one to two fe of snow expected. it's just where and when that you might be curious about. we'll talk about that. first i want to check your drive, here he is, mike inouye. >> a little teaser, probably not here at the bay bridge toll plaza. we have enough issues in the morning commute, we don't need to deal with that. right now we have a couple of cars slowing down so feet on the accelerator at least one foot on the accelerator and smooth drive out of the east shore freeway and the maze. the golden gate bridge getting into san francisco from the north bay, a smooth drive as we shift over to our golden gate bridge camera. you see the clear view and

they've moved that center divide over here ready for the morning commute as well. the map will show you both sides of the bay. we'll show you the north bay, san rafael, novato toward highway 37 and vallejo off of 680 a smooth drive across the carquinez bridge. lafayette west 24 crash reported still on the shoulder, earlier hit-and-run, no slowing for the maze or approach through oakland. south bay your northbound commute direction, not much of a commute. easy, light drive here as well. we'll check one of the live cameras on the foster city side coming off the high-rise for the san mateo wrinlg, eas bridge, e flow. it is 5:19. out of sight, out of mind, that's what california's levee system is to many of us but it is also that system that makes clean drinking water possible. senior investigative reporter steven stocks has been looking into a little known threat that could leave us high and dry. >> well, good morning, guys. you may not know it but much of

california's 13,000 miles of levees were built more than 100 years ago. that means many of those levees are not up to current engineering code. so what would happen if an earthquake hit them? would the levees hold up? right now the state water resources department puts out a report every five years on that issue. the most recent report from 2011 shows that more than half of those levees are at high risk of failing. that means if an earthquake does hit, our drinking water here in the bay area could be contaminated or completely cut off. environmental engineers at ucla have also found that if a quake slightly bigger than the one that hit napa hits in the wrong spot in the dale, much of that system may not hold up. state officials continue to work to improve this system, but officials tell me it will take $40 billion, that's billion with a "b" to get everything up to code. bay area water districts have also chipped in to create backup

water supplies and other systems they say would give us water for about six months with rationing. that's if a disaster happened. if you want to learn more, watch our full report coming up later on tonight at 6:00. now back to you guys. >> all right, steven, thank you very much. all this week, by the way, the investigative unit is looking at disaster preparedness in the bay area. tonight the investigative unit looks into columns, a critical element supporting many of the roads and bridges that we use every day. the investigative unit has found that 25 years after the loma prieta earthquake, many of the columns still have not been retrofitted. the units merge the national bridge inventory with data provided by caltrans, discovered 23 owned by local authorities from sonoma to fremont still need to be retrofitted. the director of earthquake safety says if columns are not stable when the next powerful quake hits it will be even harder to get help to those who need it. >> a lot of things making sure

think groped a girl inside a store in hayward. they say this man is accused of inappropriately touching the young girl and then running away. "today in the bay's" nannette miranda live in san leandro outside the almeida county sheriff's substation this morning with the latest details. frightening case, nannette. >> reporter: oh, very frightening and disturbing. this case is definitely scaring parents and authorities hope to catch the suspect immediately. they hope you can help. here's a look again at the suspect. the man that was suspected of groping this girl. this picture was taken from store surveillance cameras released last night. he's about six feet tall in his late teens, an african-american with a light complexion and a flat top haircut. the almeida county sheriff's office says he was in the 99 cent only store sunday afternoon in unincorporated hayward inside the creekside shopping center. deputies say he cornered an 8-year-old girl and forcefully put his hands down her pants. he then fled. search of the area turned up

taping up mouths here. sam, good morning to you. investigators do have leads they're working on. they say that's the good news. police have not made any arrests in any of the four home invasion robberies. the most recent happened before 9:00 in visitation valley at the end of irvine street. police say that's when two people had a gun pointed at them by one robber while four accomplices went through the house stealing things including at least one firearm. another pair of people targeted over the weekend, police say a few miles away in diamond heights saturday morning, two men roughed up an elderly couple while trying to rob them. neighbors say they're going to coordinate neighborhood watches among other steps to keep themselves safe. >> we have an alarm system. maybe we'll leave it on all day? >> reporter: the next morning on sunday in the lower hait neighborhood two men were able to break through two locked doors at an apartment building on buchanan and able to get into a woman's apartment, punched

expected to appear in court today on a murder charge. he turned himself in last week after police say he hit and killed a man with his pickup truck in compton, where he's from. his attorney says it was an stent as knight tried to escape an attack. prosecutors say knight got into an argument with men on a movie set and hit them on purpose. you might call it revenge victims for victims of a revenge porn site. the operator is headed to prison. jurors in san diego convicted kevin bullard of identity theft and extortion. he operated a website where people posted explicit images of ex-lovers who would have to pay money to take the images down. he's facing 20 years in prison. mass murderer charles manson is not going to be able to get married as planned. the 80-year-old manson and 26-year-old woman had applied for a marriage license last year. the license expires on thursday. the state prison will not allow weddings on weekdays so the couple will have to file for a new license if they would like to marry.

give you an idea of the timing of the storm system because it is a slow mover but it looks like it is just going to dump rain especially over the north bay. stop that clock for you 9:00 a.m., hours coming in on thursday. we just have a couple days to prepare for that. remember you want to clean out the storm drains where you live by friday at 9:00 a.m., front stays where it is. we take you into friday at 9:00 p.m., and that's when we're talking about heavy rainfall across the board especially down in the south bay. we're going to get some decent downpours and maybe rain rates of one to two inches. i take you into saturday at 9:00 p.m., take a look at this, the atmospheric river steadily pumping in rain all across the board, and by the time all said and done i think we'll see totals to the tune of 1.5 to 2.5 inches down here in the south bay, maybe 2.5 to 4 inches on the east shore and in san francisco certainly could see 6 plus inches over mt. tam, the higher elevations in the north bay and 4 to 6 inches, woo, it's

community. dominic newton a rapper known as the jacko was reportedly shot to death just after 8:00 last night near macarthur and 94th, near bishop o'dowd high school. he began his career in the 1990s and released an album late last year. san francisco officers took mark andres into custody friday night but he's not been charged and being held right now without bail. police say he was seen on surveillance video near where the suitcase with body parts was left last week. a woman suing radio shack and one of its employees after she said racy photos were stolen from her iphone. the woman took her iphone to the radio shack in court madeira in november because her screen was broken. when she got the phone back she realized 17 of her photos were texted to an unknown number. prosecutors charged the store employee who helped her. the city of san leandro has given the go ahead for police to buy an armored vehicle.

protesters stood outside of last night's city council meeting where council members approved the funding. police say they need the armored vehicle during crisis situations. critics respond that it sends the wrong message. >> the plarpt has referred to it as an armored ambulance but this ambulance comes with 11 gun ports, a roof hatch with a rotating gun turret and a battering ram that can deploy incapacitating gas. that's not an ambulance. >> what this armored vehicle allows us to do is transport medical personnel in it, have them protected, drive them into the hot zone have the law enforcement extract the critically wounded people and get them into immediate care much quicker. >> the vehicle is partially funded with a grant from the department of homeland security. the rest has to come from the city itself. another company this morning cashing in on the idea of ride sharing. today enterprise car share launches in san francisco. after joining the program, you can go online, reserve your car for about an hour at a time up
