>> from nbc bay area, this is "today in the bay." >> and a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm sam brock. we'll begin with a check of your forecast with christina loren. >> really cold start to the day this morning. make sure you bundle up. it's going to be cooler than yesterday as well with temperatures only ramping up into the low 60s in parts of the bay area. at&t park, where fan fest slated to go on this weekend. we are going to see a lot of heavy rain and a flash flood watch has actually been issued for one specific area in the bay area. i'm going to show you tla coming up in just moments. first want to get you out that front door to mike inouye. >> very light traffic, as you'd imagine. let's look at your map.

san rafael, we see a standard flow of traffic. zooming out, you see farther north, santa rosa. la bass specifically called out by chp, that's where some of that orange is highlighted. sacramento down into brentwood. that's where the fog is registering on our road weather index. no major incidents, except for that lower visibility. there's a greater look at your bay. we do have a new incident. we'll check on that. back to you. >> thank you, mike. now to a developing story. heart-stopping video shows the moment a taiwanese transasia airways plane turned on its side, and crashed into a river below. >> there it is almost at 90 degrees. at least 23 onboard died in that crash. still more unaccounted for this morning. >> it is very sad. for the very latest, we bring in "today in the bay's" kris sanchez. where do rescue efforts stand right now? >> that really is the best news out of this, the fact that it is still a rescue mission. that is the best news out of

taipei. the video of that plane coming down over that elevated roadway is unbelievable. it looks like a movie scene came downright in front of that driver's eyes. the plane turns on its side, clips that roadway and crashes into the river. just as unbelievable is this video. take a look. they are rescuing people from the fuselage. among those survivors are small children. rescuers pulled the child and several others from the plane's partially submerged main body. so far, at least 23 of the 58 people onboard -- or rather 16 of the people onboard have been rathered. many of them children. sadly, at least 23 other people are confirmed dead. the majority of the passengers are tourists from mainland china. this is the video that i'm monitoring in the newsroom for you this morning. it is still developing. you see all those rescuers and also other folks who are trying to figure out a way to attach that main body of the plane to a crane. we did see the video of that just a few minutes ago and it

looks like they may be looking to elevate it and put it on a barge that's nearby or at least stabilize it. at this point, they've just been working with the inflatable raft, and it's a river, so that water is moving. difficult endeavor there this morning, but the good news is there have been survivors and we're hoping they can tell you that there have been more in the last half-hour the next time we talk with you. >> remarkable. can you imagine the story that they have to tell. thank you very much. more tragedy overnight as well. transportation safety investigators are heading to new york this morning to gather evidence from last night's deadly train crash. a crowded metro north commuter train smashed into an suv about 25 miles north of manhattan in westchester county. seven people are dead. at least 12 others are yinjured. witnesses say a driver tried to cross the tracks after the gates came down. the jordanian king abdullah rushed home after his country

executed two prisoners to avenge the death of a pilot brutally murdered by isis. jordan had offered to swap the executed prisoners for a jordanian pilot instead. isis released a video purportedly showing the pilot being burned alive in a cage. some stuff back at home. the bay area man questioned in connection with a body found in a suitcase is now out of custody this morning. mark andres was escorted out of jail by his lawyer. he did not answer any questions or make any statements. he was arrested last week after police say they saw him in a surveillance video pulling a suitcase near the location before the discovery. the district attorney says there just was not enough evidence to charge him. >> we will help place them in a residential hotel, and so we'll assist him in reenters -- you know, he's been in jail now for three or four days. >> the medical examiner is still

trying to identify the body. a sketch this morning of the man police say sexually assaulted a little girl at a 99 cent store at heyward. investigators say he walked up to an 8-year-old girl inside the store and groped her under her clothes. the girl's mother was in another aisle of the store when the attack happened. the suspect ran away before getting caught. new this morning, firefighters got a smoky surprise while responding to a medical call this morning. turned out a duplex was on fire. started a little before 2:30 this morning in san jose near edenvale elementary school. everyone got out safely, but the fire did knock down power crews. pg&e crews hope to have the power restored by 7:00. eight people were displaced. police are looking for the man behind a bizarre attack in palo alto. this happened two weeks ago in the baylands nature preserve. police say a man began bothering people walking in the preserve,

first by padding down the man, then exposing himself to the woman. >> the suspect exposed hy ed hi to the couple. pulled the phone out, tried to call 911, the suspect charged them, punched the male victim multiple times. >> the attacker is believed to be in his early 20s, about 5'7", and hispanic or pacific islander. at the time, he was wearing a black tank top with stanford printed on the front. dozens of people gathered overnight to remember two people who died in separate shootings. the first shootding happened yesterday in oakland, but was actually an emeriville police officer who shot the is. it happened as officers responded to an armed robbery call. they say the suspect had a gun. the second shooting happened in antioch. deputies were enforcing a restraining order when the suspect charged them with a weapon. the deputy opened fire, saying he feared for his life. happening today, around two dozen birds that nearly died

after being coated in the mysterious goo in the san francisco bay are now set to be released. that makes more than 100 birds that will have been returned to the wild. rescue teams last month found several hundred birds coated in some sort of mysterious substance. about 100 birds are still being treated. a follow-up now. for the first time, californians have met the state's 20% water use reduction goal. that's according to yesterday's monthly water use report card, which shows in december the state reduced water use by 22% compared to december of 2013. but water officials say the real challenge will actually come this summer when outdoor water use is likely to increase. but certainly something to celebrate. >> yes. let's take small victories here. that's great news to hear. also good news to hear, and the reason that christina has a little bit of a bounce in her step this morning, tracking through the rain coming through the week. good morning, christina. >> tomorrow morning at this point, we'll be tracking showers on the radar. looks like we're going to see some flooding as well.

in fact, i've been telling you about this storm system since last monday. everything coming to fruition at this point. high pressure headed out. that's the reason it was so dry over the course of january. we have a whole other pattern as we get into the first couple weeks of february. everything changes. really going to tell you who's expecting the heaviest rainfall, but we really had to bring those numbers up when it comes to your total expected precipitation. wait until i show you that coming up. this morning, though, it's really cold out there. make sure you grab a jacket. 44 degrees in the north bay. numbers dropping off as we head throughout the day today. look at your high in san francisco. just 63 degrees. 67 degrees on the peninsula. and a return of winter as of tomorrow morning at this time. like i said, tracking showers on the radar. we do have a flash flood watch in place for parts of the bay area. stick around, if you can. if not, let's get you out that front door on a good note. here's mike ininououyinouye. there we go. little caterpillar moving.

helping it, that's a cool thing to watch in the morning. and i do watch that. we're looking at a smooth drive as well and a clear view across that golden gate bridge. on the peninsula as we zoom in from our wide shot of the bay, we're zooming in toward the peninsula. reports of a wrong way driver from chp. they say someone was driving southbound on the northbound side. at least for a period of time, someone called it in, so they're checking the area. just a word of caution, just south of wide side. we'll track that very carefully. but so far, no further updates. way over on your right in discovery bay, there's also reports of a fender bender at discovery bay boulevard. so keep that in mind. things are moving smoothly throughout the east bay, including the bay bridge toll plaza. easy drive. back to you. ready to celebrate? this morning is the victory parade for the super bowl champions. not our 49ers, but the new england patriots. good old tom brady. the parade was pushed back a day due to bad weather. it's been a while since pats

you're watching "today in the bay." >> welcome back, everyone. you know, time is running out for candlestick park. demolition actually kicks off today. >> okay, we're at that point. taking down the stick is not going to be an easy endeavor by any means and it may be emotional for some longtime sports fans. bob redell is join us live from the stick, where they are offering one final look inside to see what is planned. good morning, bob. >> reporter: for the media, that will be later this morning. good morning to you, sam and laura. but this will be one of the last times you'll be able to soak in the famous view of the bowl

shape, the defined candlestick park that was home to the giants, the 49ers and a short time the raiders. the place where the beatles played their final concert. soon it's all going to be coming down. this is the view from chopper, taken yesterday. shows some of the the equipment already in place. you'll notice there is not a wrecking ball. it is our understanding that the developer will be using high-reach excavators with pulverizing tips to dismantle the stadium. demolition will start inside later today. work its way out. the bowl itself expected to start coming down sometimes next week. construction company tells us it should take about two months to clear this site. there was talk of imploding the old stadium, but that ran into resistance from neighbors concerned about toxic dust. now, this is an artist's rendering of the development that will be built in place of the stick. an outlet mall, movie theaters, restaurants and retail, and more than 6,000 homes. so, again, the demolition of candlestick, it's been quite

services sector and earnings from gm. the dow rising 310 points. the nasdaq up 51 to 47.27. disney is employing a new streaming service for some of its most popular content, including sports programming from espn, marvel and "star wars." it's part of an effort to capture wruyounger people. disney is working on a sequel to "frozen" and will show a seven-minute short featuring a new song ahead of its live action cinderella film which opens next month. americans are feeling less stressed out in general than they were before the recession, but money is still a top source of emotional strain. a new survey finds 72% say they feel anxious about their finances at least some of the time during a single month. the study also finds stress levels are the same, no matter what your income level is. back over to you. >> all right, we have that in common. >> thank you very much, landon. yes, no matter what your

position may be, stress obviously a common part of life. and right now, we've been a little bit stressed out in california regarding all the dry conditions. >> exactly. but things are changing. it already feels cooler out there today. >> yeah, it's cold out there. return of winter temperatures. make sure you grab that jacket. it's still wintertime, after all. one of the reasons it's so chilly and cold. nice clear start to the day. you can see what's left of that full moon out there. the wind is going to intensify. so we're also talking about a windchill factor by the end of the day. so you want to keep that jacket handy if you're going to be headed outdoors. rain north of the ggb starts tomorrow morning and that's really where it's going to stay for most of thursday. friday morning, we have a flash flood watch that goes into effect for sonoma and marin county. i would not be surprised by saturday to see that extended all the way down to the south bay with a lot of rain headed our way. it's the kind of rain that we need to put a dent in, that deficit that we're running with the drought. but so far, everything that i've

been looking at still adding up to ample moisture over the bay area. as we get into the next couple days. so here's the deal. for us here in the south bay, i think that rain is going to start up late friday into saturday. saturday looks good for heavy rainfall here in san jose and we're going to continue that into sunday, even monday. but i think the highest totals, as we've been telling you, are going to come in from sonoma, marin county, san francisco, and san mateo counties. so do keep that in mind. a lot of moisture headed our way. this is what we're still working with. i think we're beginnigoing to s to six inches on the valley floor. six to 12 inches, a foot of rain is actually possible, looking more and more likely. every time i check over the higher elevations of sonoma and marin towntism two and a half to maybe four inches of rainfall on the east shore. also in san francisco. and for us here in the south bay, we'll take whatever we can get. an inch and a half to two and a half inches. i'm going to give you the timing and tell you what this means for tahoe coming up as we head throughout the 5:00 hour together.

back to you, sam and laura. a nine 911 operator facing backlash for something he said. >> two people were struck? >> yeah. >> let's stop whining, okay. let's stop whining. it's hard to understand you. >> wow. teenage girl called 911 after her father was killed by a hit-and-run driver while he was changing a flat tire on the side of the road. while the dispatcher will not be disciplined, baltimore area fire officials admit the operator should not have told the girl to stop whining. >> a little sympathy would have been nice there. 4:50. today a federal judge is set to rule on a lawsuit over defective rifles. remmington has been battling allegations that many of its rifles have a design flaw that causes the guns to fire without the trigger actually being pulled. if it loses, remmington would have to replace the triggers on most of its rifles. two democratic state senators pushing for laws requiring parents to get their

kids vaccinated. the move comes in the midst of our worst measles outbreak in decades. the new legislation would tighten or get rid of religious or personal belief exemptions. those exemptions have allowed thousands of kids to go unvaccinated. the uk right now one step closer to allowing three-parent babies. here's what we're talking about. the controversial method of in vitro fertilization involves one man and two women. doctors take genetic material from a mom and a dad and combine it with healthy mitochondria from another woman. scientists say it can help save babies from inherited diseases that a mother could pass down. >> if a woman knows that she carries my ies mite -- mitochon that are sick, this is a chance for her to have healthy children. >> another legislative branch in the uk is expected to approve that new law next month.
