big changes in the works, but not for today. mostly clear and a cold start. that wind is going to intensify later on. and then we're talking about ample rainfall. measuring that rain in inches all across the bay area. i have the latest on this incoming storm in just moments. and a lighter flow of traffic over here. you see the glow to the lights. we'll s where the lights will be glowing a little more due to that fog for your morning drive. >> what about the other one, where everyone is heading across the span? on this wednesday morning, it's february 4th, this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm sam brock. back to that top story. we begin with new developments in a deadly plane crash in taiwan. dash cam video caught the moments before it went down. you see it right there. surreal. clipping an overpass, and then crashing into the river below. kris sanchez joining us now with

the latest on the search for survivors this morning. >> good morning to you both. unbelievably, there are 15 survivors who will be able to tell investigators what they experienced right before that horrific crash. now we know that investigators also have the black box. this is the latest video of the mission in the river in the dark of night. crews were able to get that black box. they managed to attach the fuselage to a crane, pull it from the river waters and set it down on the river banks. that will make their work a bit easier. until this point, crews were working in the river on inflatable rafts. investigators have that dash cam video to work off of as well, showing them how the plane crash unfolded, and now they work to figure out why it happened. in that dash cam video, you can see the weather appeared to be relatively clear when the plane took off from taipei en route to the kenman islands. among the survivors are young children. you see one in the inflatable raft from just moments after the

crash. sadly, 23 of the 58 passengers and crew are now confirmed dead. 20 are still unaccounted for. the majority of the passengers are tourists from mainland china. back to the work to pull the fuselage from the river. flight ge-235 is a french made twin engine turbo prop. this is the second plane of its kind to crash in the last year. but the good news is that they have recovered the black boxes, so at least there may be some answers in there. >> miraculous that anyone survived. thank you. let's give you more context. this is the second crash involving a transasia plane in just less than a year. last july, a transasia flight crashed into buildings while trying to land in bad weather on an island west of mainland taiwan. 48 of the 58 people on board that flight died. then just two months ago, an

airasia jet crashed while flying through bad weather. all 162 people onboard that flight died. a total of 539 people died in a pair of accidents involving malaysia airlines. you'll remember in july, a flight was shot down over ukraine, and then in march, a jet simply just disappeared from radar. crews are still searching for it right now. we'll have continuing coverage of this developing story all morning long and on the "today" show starting at 7:00. you can get the latest details on the website, nbcbayarea.com. the prime suspect tied to a suitcase filled with body parts is a free man this morning. mark andres was escorted out of the san francisco jail by his lawyer around 9:30 last night. he didn't answer any questions or make any statements. he was arrested last week after police say they saw him in surveillance video pulling a suitcase near the location before the discovery. the district attorney says there was not enough evidence to charge him.

>> we will help place him in a residential hotel. we'll assist him in reentering. he's been in jail now for three or four days. >> the medical examiner, meantime, is still trying to identify the body. >> investigators have released a new sketch of the man involved in a deadly shooting at a local rap concert. mountain view police have released this sketch of the man they've been looking for since august. he's pictured with and without hair. detectives say he shot and killed an oakland concert promoter backstage during a wiz khalifa and young jeezy concert. happening today, crews will start taking apart candlestick part piece by piece. >> nostalgic, perhaps. long and painful. a couple of months. bob redell live at the stick. this will not be a short process. good morning. >> no, it should take a couple of months. there was initial talk of imploding this stick, which is right behind me here.

there were people who live nearby concerned about toxic dust. so the developer, lenar urban, they agreed to take this down piece by piece. they'll be letting us down inside the stadium to give us a better sense of how this is going to go down. here's some video from yesterday taken by chopper, which shows you some equipment that is already staged inside. people keep saying it's going to be brought down by wrecking ball. our understanding is actually it won't be. they're going to be using the very tall, high-reach excavators, and on the tips of those excavators, they'll be putting -- i guess you would call them oversized jackhammers. a tool that can pulverize concrete. they'll start on the inside. they'll start taking down the inside part, the ramps, the stands. and then it's our understanding it won't be new mexico next week that you'll start to see the bowl shape start coming down here at candlestick. a process that's expected to take a couple of months.

welcome back, everyone. it's 5:11. jury selection continues this morning in the boston marathon bombing trial. this as defense attorneys ask the judge to move the trial out of state. they say dzhokhar tsarnaev cannot get a fair trial because most people in the jury pool already believe their client is guilty. last month an appeals court turned down a separate request by tsarnaev's lawyers to move the trial out of state. the fate of the san francisco man accused of running an underground drug website is now in the hands of the jury. closing arguments in the trial of ross ulbright wrapped up. silk road allowed people worldwide to get in touch with customers they would never find on the street. the operators of the refinery in martinez say they will suspend operations indefinitely until a worker strike is over.

production will stop over the week. it voted to strike at nine of its 65 refineries nationwide and that includes the one in martinez. no word yet on how the strike is going to impact gas prices. jury deliberations begin today in an age discrimination case against the oakland raiders. two raiders scouts are accusing the team of age discrimination. when they were fired three years ago. raiders general manager reggie mackenzie fired the pair. he testified in the case saying age had nothing to do with it. each man worked for the raiders more than 30 years. >> i am not scott mcgrew, but i can try and play him on tv this morning. still keeping an eye out on the top business stories of the day. netflix is back online after an hour-long outage. landon dowdy live at cnbc world headquarters with all the details. if you're a "breaking bad" fan or "house of cards" fan, landon, this could have been tragic. good morning. >> that's right. i'm going to do the best i can to give you your business news. netflix is back online. rest well. after suffering an outage for

more than an hour on tuesday, the company says it's still investigating the cause of the outage, which affected users in north and south america and parts of europe. people took to twitter to express their collective dismay. among the funnier tweets, netflix is down, maybe i'll go talk to my family for the first time, they seem like nice people. futures are lower after stocks rallied for a second straight day, erasing nearly all of their losses from january. the move was triggered as concerns about greece's debt crisis are easing for now, and another jump on oil prices. crude has spiked 19% in the past three sessions, although they're drifting lower today, back below $53 a barrel. look for today that today on private sector job growth and the services sector and earnings from gm. the dow rising 305 points to 17,666. chipotle is mulling the idea of rising prices for steak items on its menu to offset higher costs.

things are going to be much different as we get into this weekend. a lot of rainfall on the way. you've probably heard something about it. i'm going to give you all the details on that storm system right here, right now. this storm has a lot of moisture associated with it. a steady plume of moisture that extends from the hawaiian islands, reaches all the way to our pacific coast. for us, rain is going to start up at this time tomorrow morning, especially up in the north bay. what's interesting about this storm system is it's going to stay put all the way from 5:00 a.m. tomorrow morning to 5:00 p.m. tomorrow evening. as we head through the overnight hours, starting to see more of that moisture press boo sbinto south. i can tell you this is also the kind of color that we see when we're talking about flooding. there's a flash flood warning in place from sonoma county all the way down to south marin. i wouldn't be surprised to cee lo ca-- see localized flooding.

it's going to come in very slowly and just dump rain for hours. what you'll see here is that definitely still getting that rich moisture. we get another wave of heavy rainfall as we head throughout your sunday. even when we meet back here next monday morning, we're still talking about rain. potentially up to a foot of rain in the higher elevations. a foot of rain. especially in sonoma county. so we will keep tabs on that for you. but hence, that's why we have that flash flood watch warning in place for you. here's the thing. as we head throughout next week, there's another system on the way. we're expecting some very high totals from this storm. i can tell you, we need the rain, we just want to make sure you're ready for it. make sure you have anything outdoors that could get damaged brought back inside the house. maybe you brought your tv out there for super bowl sunday. you want to bring that in for sure. and we're going to talk a little bit about what this means for tahoe coming up in my next report. but first, let's check on that drive. a little windy later, but right now we're looking pretty good,

mike. >> as far as the winds go, we're looking really good. let me show you something curious about this live look here. we can see the well-lit roadway, but just above the roadway, they've removed all the houses and any businesses in the area. just kidding. they have low clouds. that's what's going on. now look at your map. you see what you'd expect. a little slowing as the crowd builds. the index just north of 580 and that's also what we see above the roadway throughout dublin and livermore. as we zoom out, we're showing you highway 4 coming through discovery bay. also fog advisory. i-5 out of sacramento. over here, the upper east shore freeway moves nicely. concord over here toward walnut creek. easy flow of traffic. up here, the north bay, navarro heading north, you're going to get thicker and thicker fog. chp is giving an advisory. runner park saying at times 200 feet visibility, that is a really tough drive. be very careful up there.

farther south, we're looking at the wide look. the peninsula, no problems. or 280. san jose, northbound routes would be your commute direction, but right now, very light easy drive through silicon valley. a live look out there shows you palo alto moving up toward willow and into and out of san francisco, as we just showed you on that live map. we'll watch as that fog potentially can drift over. some of them collapsed during the 1989 earthquake. the columns along 880 crumbled and we saw the deadly damage. now 25 years later, are we better off? investigative reporter tells us why we could still face the same danger today when it comes to the columns along our freeways and bridges. >> good morning. 25 years later, many columns still have not been retro fitted, and that's a pretty alarming thought if you think about how important they are. during the '89 earthquake, we saw it firsthand when some columns supporting the cypress freeway failed, causing the

disgrace ed cyclist lance armstrong is in trouble with the law. in december, he hit two parked cars with an suv and then drove off. not only that, his girlfriend initially took the blame, but later admitted she lied to protect armstrong. he's charged with speeding and failure to report an accident. he could spend time in jail and pay a small fine. san jose taking its lawsuit against major league baseball all the way to the supreme court. now the justices must decide if they'll hear the case. city council has voted to appeal its antitrust claim against the

>> it is almost hard to believe. it looks like a scene out of a movie. kris sanchez joins us with the latest developments, including the recovery of the plane's black box and the recovery of some survivors. >> crews did manage to get that black box, which means investigators will be able to analyze the flight data recorder and the cockpit voice recorder, and additionally, they have those survivors that you mentioned who will be able to tell investigators what they experienced right before that horrific crash. this is live video of the operation there in taiwan. it's 9:30 in the evening. crews managed to attach the fuselage of the plane to a crane. they pulled it up out of the river waters and set it down on the river banks. until this point, crews were working on the river on inflatable rafts in murky and unclear waters. investigators have that dash cam video also showing them how the plane crash unfolded. in that video, you can see the weather appeared to be clear

when the plane took off from taipei en route to the islands. you can also see the wing of that plane clipping a taxi. this is a photo of that taxi, as tweeted out by airline reporter, which covers the airline industry out of seattle. according to the guardian news agency, the driver is in the hospital in stable condition with a head injury. young children are among those 15 survivors, including this one, who was pulled from a part of the plane that was partially submerged. sadly, taiwan's civil aeronautics agency confirms that 23 of the 58 passengers and crew are confirmed dead. 20 people, though, are still unaccounted for, so hopefully we'll have more survivors to add to that tally. the majority of the passengers are tourists from mainland china. now, back to the work to pull that fuselage from the river. it is a smaller plane. flight ge-235, a french made

turbo prop atr. it is that airline, transasia airways' second plane of this kind to crash in the past year. again, it is just 9:30 in the evening, the beginning of what will be a very long night, but this operation working very quickly, unlike some of the most recent crashes that we've seen. it looks like they may be able to get some answers relatively quickly. >> and because of all the new information that is coming in, we will continue to follow the story all morning long. kris is tracking all the latest information that's coming in to our newsroom as we continue to take live looks of what is going on in taipei. you also get the very latest details on our website, nbcbayarea.com. an update now to breaking news in san jose. hundreds of people are without power this morning after a fire at a duplex. it started a little bit before 2:30 this morning in san jose. everybody got out safely, but the fire knocked power lines down and it's impacting about

300 customers. pg&e crews hope to have power restored by 7:00, and the school is not impacted. >> police have released a sketch of a man they say sexually assaulted a little girl at a 99 cent store in heyward. investigators say this man walked up to an 8-year-old girl and groped her under her clothes. the girl's mother was in another aisle when that happened. the man ran away before getting caught. police are look for a man behind a bizarre attack in palo alto. it happened two weeks ago in the baylands natural preserve. police say a man began bothering a couple walking in the reserve, first by patting down the man, then by exposing himself to the woman. >> exposed himself to the couple. they pulled a phone out, tried to call 911. the suspect charged them, punched the male victim multiple times. >> the attacker is believed to be in his early 30s, about 5'7",

hispanic or pacific islander. at the time of the attack, he was wearing a black tank top with stanford on the front. the follow-up now. for the first time, californians have met the state's 20% water use reduction goal that the governor had challenged them with. that's according to yesterday's monthly water use report card, which shows that in december the state reduced water use by 22% compared to december of 2013. but water officials say the real challenge is going to come this summer when outdoor water use is much more likely to increase. >> i know a lot of people already not planting a garden, you know, in anticipation of just trying to conserve. >> sure. making some small sacrifices for what is sure to be another tough several months, but in the meantime, as you said, starting tomorrow, tracking the coming of rain. >> yeah, a lot of rain. so much rain that we actually have a flash flood watch in place for part of the bay area. that would be the north bay. a lot of rain coming in. measuring it potentially in inches, and like i've been saying, we could get up to a

foot of rain from a single storm system. so it's definitely the kind of rain that we need to dig out of this drought. if you are someone who has outdoor items that could get damaged, you want to go ahead and bring those in. we also have a wind event associated with this system, and yeah, that means we could actually see power outages, downed trees and not looking quite as bad as the system that came through the historic storm from december. but i've got to tell you, this is no joke. this is going to be a very significant rain event for the entire bay area. noon thursday to noon sunday, that's when we're expecting the heaviest rainfall up in the north bay. along the peninsula, all the way south to about highway 92, you're talking about 5:00 a.m. friday to 5:00 p.m. sunday. because it's such a slow mover, we're not expecting the bulk of the moisture in the south bay. until we hit 11:00 a.m. friday to 9:00 a.m. sunday. so i can't stress this enough. you want to make sure you have those storm preps ready to go, clean out your storm drains, clean out those gutters, and like i said, a lot of rainfall coming in all at once. we are expecting flooding.

we're going to tell you the most vulnerable areas across the bay area, and let you know how much we're expecting in terms of tahoe snow as we head throughout the next couple of hours together. but mike, we live through this in december. it looks like we're going to see another rough time for the bay area from this storm system. it's always feast or famine around here. but you knew that. you grew up here. >> we can't seem to spread it out over a decent amount of time. it's got to come in in a couple of days. it's the same with the kmusmt everybody has to come in at the same time. but here, this is the big issue. we've basically cut off our view anywhere from here at the crossing. half mile as far as our view goes before we completely lose sight of these lights. the road weather index showing the orange, highlighting the tri-valley. there's livermore, there's dublin. low eer visibility, but it doest seem to be affecting our typical pattern. earlier debris reported at 84.

that looks like it has cleared from the reports, and a smoother drive now south of there. as we widen out our maps, we're looking at discovery bay, brentwood. those areas going to get some pretty dense fog. antioch looking at just a typical build for highway 4. watch this. over here, concord, richmond, oakland. those areas approaching the bay bridge. a nice easy drive there. and the north bay on the right side of your screen, you have a smoother drive, but you do have that orange. indicating patches of fog. look at this, the glowing lights continuing to be more and more of an issue and more and more light because the volume starts to build. a clear view right now. we're going to zoom out and show you the rest of the bail. anywhere south of san francisco, the peninsula moves at speed. there's the bayshore freeway. here's silicon valley. northbound 101 just showing a tiny bit of build. you see a little slowing from 101. become to you. >> thank you very much, mike.

employee at the pentagon, is now president obama's pick to take over there. and when lawmakers start questioning him within the hour, their questions are likely going to focus on isis. he's the man who will be tasked with leading that military campaign with the u.s. and his allies. that's going to be a big part of this hearing today. plus, we believe we still have one american hostage over there, that female aid worker who experts say may not get executed because that could offend isis supporters. now, jordan and that horrific video. we're not going to show it to you. of the jordanian pilot being burned alive. the u.s. still trying to substantiate that video. but jordan is not waiting for confirmation. they've already executed two of the prisoners that isis wanted released. these were al qaeda prisoners. they were trying to orchestrate a prisoner swap. but it failed. >> thank you very much, tracie. new york's governor has

revised the number of people who died in that deadly train crash from seven to six. a crowded metro north metro train smashed into an suv about 25 miles north of manhattan in westchester county. officials originally said seven people had died, six from the train and the driver of the suv. now they're saying only five people on the train were killed. witnesses say the driver tried to cross the tracks after the gates had already come down. happening today, the super bowl champion new england patriots will walk in their victory parade. the parade was pushed back a day due to bad weather in boston. been a while since pats fans have been able to celebrate like this. they last won a championship in the 2004 season when they won three in four years. brutal weather actually making way for beautiful artwork on the east coast. take a look. a pair of brothers in central new york are turning snow in their yard to some pretty amazing sculptures. they've been doing this kind of thing for a few years. usually carving out animals. but this year, they decided to go big and go home, as in a log

cabin home. >> snow blowed the whole yard into this pile. then we took it and started chipping away at it. and eventually it started to form a house. >> wow. the neighborhood kids certainly want to play there, no doubt. the brothers are already talking about adding a chimney to the cabin. the tree and fire sculptures were actually carved from chunks that were chipped away when the cabin was carved. so they're pretty resourceful, too. >> pretty elaborate little makeup there. so while they're celebrating on one coast, we're celebrating the fact that we're getting all of this rain starting tomorrow, but still some flash flood concerns as well. >> definitely. i think as we head throughout friday night, especially into saturday, it's going to be pretty bad around the bay area. one of those timeframes you want to stay off the road if you can. it looks pretty bad. i've got to tell you, i've been watching this storm system since last week, and the totals that we're expecting -- i mean, when you're talking about a foot of rain coming down from one storm system, it's a pretty big deal. 43 degrees right now.

we're going to have one more day of completely dry weather for you to get on out there and make those storm preps. always a good idea to clean out the storm drain. after all, we went through the whole month of january without any significant rainfall, so make sure you're ready for this. 47 degrees on the south bay. 49 degrees on the peninsula. temperatures today, one more time, going to rise close to 70 degrees. only in your inland valley sp spots. it's beginning to be a much cooler day in san francisco. i stopped the clock for you. this is your forecast. at lunchtime, 59 degrees in san francisco. 62 degrees, a cool day shaping up for you on the east shore. and we'll be in the mid 60s at noon today in the tri-valley and south bay. but that's about it. as you make your way home from work at 5:00, oh so much closer to that weekend. temperatures are going to drop very rapidly. 62 degrees in the south bay. at 5:00, you'll be back in the upper 50s in san francisco and in the tri-valley at 5:00 tonight. so one more time, get a great response from this graphic. people want to know when is it going to be the heaviest where i

live. here we go. here's the breakdown for you. noon thursday to noon sunday. you're talking about 24, 48 hours of heavy rainfall over the entire north bay. that's where we're expecting the most significant damage when it comes to this storm system. that's where the wind is going to be the strongest as well. 5:00 a.m. friday to 5:00 p.m. sunday, expecting that down the peninsula. and then for us here in the south bay, 11:00 a.m. friday to 9:00 a.m. sunday. and really, ample moisture associated with this system. an inch and a half to two and a half inches. in the south bay, it's very significant total. i can tell you, we're not doing that bad when it comes to our average rainfall for this time of year because of what we picked up in december. so this is beginning to put us back on track to where we need to be for 2015. however, we're still trying to dig out of three very dry years. the highest totals, as to be expected, up in the north bay over the higher elevations, six to 12 inches of rain, which is why we have this flash flood watch in place. heaviest rain, like i told you,

friday morning to friday night and that's when we have this going, flash flood watch. we'll have all the latest for you, the entire bay area, ready. get ready for this. and our weather team is uniting. we've been having meetings, discussions and we're all going to be covering this together because we don't want to let our guard down. the system looks very potent for us. now, when it comes to tahoe snow, not expecting a lot at the lake level. in fact, your lake level snow is really not going to be a big deal. maybe some flurries. down to 6,300 feet. that's lake level, south lake tahoe. we're talking about a 6500 foot starting point. up to 8,000 feet. that's where the snow is going to accumulate. but maybe one to two feet of snow, which is pretty good news for some of our ski resorts. speaking of which, we're going to tell you how they're doing. squaw alpine coming up as we head throughout the 6:00 hour. just get ready, though. friday morning looking downright dangerous for driving. only in parts of the bay area. i'm going to give you that timing one more time in my next report. first, though, here's mike inouye and your morning drive. >> and we have your commute.

the bay bridge toll plaza. look at all of these lights. the metering lights are on. they've just filled in over the last few seconds. i've been watching as they're stacked up past the 880 overcrossing. another look shows you the golden gate bridge, now a much lighter volume of traffic. notice the glow for the lights and you lose sight of them just past that north tower. there's fog and low clouds creeping around. let's show you the map. we're talking about lower visibility really impacting folks north of san rafael. as we zoom this map out from the north bay, we're looking at santa rosa. cph has called out roanoke park as having below 200 feet visibility at times this morning, so that is a big issue. i-5 was showing a lot of fog. it looks like it's consolidating down towards brentwood, so there's a note as well for the tri-valley. 580 show more volume and more slowing. lower visibility at times and in toward livermore. here we're looking at the south bay. we see a typical build northbound 101 just a tiny slowing from 680 up toward 880

black friday will be in court this morning. all 14 are charged with misdemeanor trespassing on railroad property. the protesters chained themselves to a bart train in west oakland. angry over recent police brutality in other parts of the nation. they face a fine of up to $70,000. we knew this day was coming eventually, and now it's here. time running out for candlestick park. demolition kicks off today, but it's going to be a slow process. bob redell joining us live at the stick where they are offering him one final look inside to see what's planned. good morning, bob. >> good morning to you, sam. several hours from now or later this morning, the people who are taking down the stick will let the media go inside to take a view of how they plan on taking down this monumental structure that's been here for over 50 years here at candlestick point. this was once home to the giants. this is the place where the beatles played their final concert. that famous bowl shape that defines the stick.

soon it's going to be coming down. this is the view yesterday from chopper. you'll notice that there is not a wrecking ball. it is our understanding that the developer will be using high-reach excavators with pulverizing tips to dismantle the concrete structure. demolition will start inside, work its way out. the bowl itself expected to start coming down sometime this week with the interior demolition starting today. the construction company tells us it should take about two months. there was talk of imploding the stadium, but that ran into problems with neighbors concerned about toxic dust. this is an artist rendering that will be built in place of the stick. more than 6,000 homes. here you have it. the stick, which opened in 1960, saw a lot of historic sporti in events, milestones throughout

the years. finally coming down and that process beginning today. reporting live here at candlestick point, bob redell, "today in the bay." >> hard to believe we've finally gotten to this point. thank you very much, bob. two democratic state senators are pushing for laws requiring parents get their kids vaccinated. the move comes in the midst of our worst measles outbreak in decades. the mercury news reports the new legislation would tighten or get rid of religious or personal beliefs exemptions. those exemptions have allowed thousands of kids to go unvaccinated. another bay area city is banning plastic bags. they are no longer allowed in pleasant hill. a san francisco start-up that allows travelers to rent out their cars out of town is moving south. flight car has launched a new program at san jose international airport. travelers park for free near the airport and in return, they let

rainy. >> have you seen the movie yet, sam? >> countdown still on for that. >> i think that countdown is beginning to be ongoing. the countdown to rain, that's something that we can definitely tell you is coming with certainty. and i want to really make you aware of the fact that there is a lot of rain on the way to the entire bay area. if something you have outdoors could be damaged by wind or rain, you want to maintain those objects and try to bring those inside before the storm arrives. we're going to have to wait until friday in the south bay, but you in the north bay are beginning to see that rain as of this time tomorrow morning. temps mostly in the 40s and the 50s. we're at 43 degrees. up to 64 later on. these temperatures have been brought down by quite a few degrees. three to five in san francisco. a noticeable cooldown out there. there is some light, patchy fog drifting around. but not a lot out there this morning. i think wind is going to be a factor for your evening mute home.

we'll talk more about that. if you've got to get out the front door right now, here's mike. >> we're going to look towards san jose where we have this traffic buildup now kicking in. this is left over from the first burst of traffic. it should sort itself out the next couple minutes. 101 at 680. this is where you are. this is the red zone. it's already gone from red back to orange. this first burst kicks in every day by this time, and sorts itself out. kicking in again in about half an hour. there's san jose, south bay. over here, this is the bigger issue. a live look at dublin shows you a little bit of roadway. so there is some patchy fog out here, definitely a dense fog throughout the tri-valley. patches over toward dublin. back out to your maps. we're talking about a wider view. as you look toward san ramon, 680 may have issues as far as visibility. and north bay.
