breaking news, a woman's body found overnight inside of a burned out car in the south bay. what police say led up to this fiery crash. shocking video shows the moment a passenger plane comes crashing down. and out of jail, the new twist in the case of a suitcase filled with body parts in san francisco. and it's our last dry day before a potent storm system slams the bay area. we're going to tell you all about this. how much rain we're expecting and where. there's a flash flood watch in place as we speak. and that definitely would be a reason to slow down your drive, but here you have to slow as well. fremont, we just got word of a crash. i'll move it around. this is somewhere around mission boulevard, but i'll see if i can find that exact incident in a couple seconds. in the meantime, while you're looking for that, let's look outside. live look this morning. it's a cold start on this wednesday morning across the bay. it's wednesday, february 4th. this is "today in the bay."

>> from nbc bay area, this is "today in the bay." and a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> we do have breaking news in the south bay to tell you about. right now, police are at two separate crime scenes this morning. both of them connected to an overnight hit-and-run that turned deadly. >> stephanie chuang live with what she's just learned. >> reporter: we're at the second scene at redwood avenue and coyote street. police are here along with traffic investigators. you see that there is a sort of covering. there is a woman's body behind that as well as next to it a burnt out car and some scrape marks. so it appears that around 3:30 this morning, a woman had called in and said i've been hit. that was at north milpitas avenue where it splits into jacqueline. it is closed off there. police went there and they found a victim of a hit-and-run. she said a vehicle had fled.

police were able to folsom sort of evidence trail a half a mile away here, where they found this car that was partially on fire at the time. and next to it, outside the car, we've just learned from one police officer, was this woman's body. she was already dead by the time they got here. the investigation, of course, in very early stages. so it appears that perhaps this woman who was found dead here may have been the driver. the police are saying that they're not looking for anybody else, and that she may have ended up here, crashed here, and then somehow when they got here, she was already dead. but the other two people in the other vehicle we're told are cooperating with investigators. a lot of questions still, but again, police saying that they do not believe there's anyone else involved in that -- what they're calling suspect's vehicle. so that's the latest. we'll work on getting more details to you. live in milpitas, stephanie chuang, "today in the bay." >> we'll be following up with

you. thank you very much, stephanie. we also have an update to breaking news in the south bay where crews are trying to restore power to a seize neighborhood after an early morning fire. it broke out right across the street from edenvale elementary school. the flames knocked down power lines. about 300 people actually waking up in the dark. pg&e hopes to have the power back on within an hour and school should not be affected. an update now to a story developing by the minute. new heart-stopping video shows the exact moment that a passenger plane clipped an overpass in taiwan before crashing into a river there. right now, rescuers are searching the waters in hopes of finding any of the two dozen people still missing. >> kris sanchez has been monitoring the situation and joins us with the latest developments. >> the work to analyze the flight data recorder and the cockpit voice recorder already under way. additionally, investigators have survivors who will be able to tell them what they experienced

right before this horrific crash. this is video of the mission where crews used a crane to pull that fuselage from the river waters, then they sat it down on the river banks. it is about 10:00 at night. you can see from this live picture that the work is still under way. before this point, the crews were working on inflatable rafts in those murky and moving river waters. even before that, crews did manage to pull that black box that has now been taken to an undisclosed location for analysis. investigators also have video from the dash of that car that shows them how the plane crash unfolded. you can see the plane clipping the elevated roadway. it also clipped a taxi there as you see the plane coming down. this is a photo of that taxi, as tweeted out by airline reporter which covers the airline industry there based out of seattle. according to the guardian news agency, the driver is in the

hospital in stable condition with a head injury. young children are among those 15 survivors, including this toddler, who was pulled from the part of the plane that was partially submerged. witnesses also report seeing some survivors swimming toward shore on their own. sadly, though, taiwan's civil aeronautics agency confirms that 23 of the 58 passengers died in the crash. 20 people still unaccounted for. back to that work to pull the fuselage from the river. flight ge-235 is a french-made twin engine turbo prop atr. it was that airline, transasia airways' second plane of this kind to crash in the past year. we apologize for that. that is a live picture. the majority of the passengers were tourists from mainland china, and ironically, they were headed to the kenman islands, known as a quiet get-away destination for the weekend. sam and laura? >> hard to believe anyone could have survived that crash. thank you very much.

we'll follow back up with more details. this crash, by the way, the fifth tragedy for an asian airliner in the past year alone. back in december, an airasia jet crashed into the java sea with 162 people onboard and nobody survived that incident. in july, 48 people were killed when another transasia jet crashed into homes on an island west of mainland taiwan. a few days before that, malaysia airlines' flight 17 was shot down by a missile over ukraine, and nearly a year later, crews are still trying to find the wreckage of malaysia airlines flight 370. it's believed to have crashed somewhere in the indian ocean after vanishing from radar back in march. >> chris san schez wikris sancho monitor this situation all morning long. you can get the latest details on our website, nbcbayarea.com. jordan is retaliating for the death of a captive pilot burned alive by islamic extremists. two iraqi prisoners were hung

before dahntay. jordan's king abdullah was with obama. the man found with bodies in a suitcase was released this morning. andres didn't answer reporter questions. he was arrested last week. after police say they saw him in surveillance video pulling a suitcase near the location before the discovery. the district attorney says there was not enough evidence to charge him. >> we will help place him in a residential hotel, and so we'll assist him in reentering. he's, you know, been in jail now for three or four days. >> the medical examiner is still trying to identify the body. a sketch this morning of the man police say sexually assaulted a little girl in a 99 cent store in award. investigators say he walked up to an 8-year-old girl inside of the store and groped her

underneath her clothes while her mom was nearby. the man ran away before ultimately getting caught. you may notice it is a cooler start to our morning. taking a live look outside from the south bay, waiting for the sun's arrival. changes in the forecast, christina. >> indeed, indeed. good morning to you. sam, laura, everybody at home. there's a potent storm system on the way. this morning, though, what we're noticing is that wind picks up and drops off. you'll notice not much happening in the south bay. we do have patchy light fog in marin county, as you go north on 101 through santa rosa. you're going to go up and down some hills and you will encounter some patches of fog. otherwise, mostly clear down here in san jose to kick off the new day. and the thickest fog right now over the east shore, all the way through the tri-valley. so please travel cautiously out there. got to love that fog around

here. tomorrow, we're going to trade that fog in for wind and rain over parts of the bay area. 48 degrees for the peninsula. 51 degrees in san francisco right now. you're at 42, so it's definitely cold out there. a return to winter as of today, as that wind really intensifies later on this afternoon into the evening. highs today will be on the mild side. by lunchtime, temperatures in the upper 50s. it will round out the day with the low 60s in san francisco and the low 70s right here in the south bay. a lot of rain on the way. it's really kind of an interesting storm system when it comes to the tracking and intensity that we are expecting. some parts of the bay area are going to get hit much harder. there's a flash flood watch in place for napa, sonoma and marin county. it looks like we're going to-- . here's mike inouye to help you get out the front door. >> over toward fremont where we saw those cars stopped up.

i found the incident right here. southbound 880, the flashing lights. as you see on the right-hand shoulder. that's what we like to see, but it's also very slow at the scene. spectator slowing. now let's look at how bad this is. you can take auto mall, but i would not advise that, because that's a long reroute and you have to stick it out for about a half a mile. a smoother drive through the rest of the south bay toward milpitas, but this is where stephanie chuang continues to follow the accident scene at abel street. this is not abel. this is on coyote just off of there, so it will not affect your thoroughfare. so that is open. those are open right now. we'll continue to follow that incident with the burnt out car as well. we're looking toward the rest of

your south bay. much better than about 20 minutes ago. we'll see the second burst of traffic kick in about half an hour. palo alto shows up on our map here, and when we zoom out, we see that there is definitely fog registering for our road weather index. parts like discovery bay, brentwood, in toward the dublin interchange. we'll catch patches here and there. going to lower the speeds, but probably not as low as you should. a little slower, just because you can't see less reaction time. over here toward the bay bridge toll plaza. we'll show you how traffic shapes up. the metering lights are on. the glowing lights also indicate that there's moisture in the area, but no problems for visibility down the east shore or across the span. believe it or not, that was indicating a nice drive across the bay bridge once you get to it. >> there you go. once you get that chance. up next, demolition begins on a bay area landmark. we're live as candlestick starts coming down piece by piece. >> sigh. knew this day would come. in the meantime, the aforementioned golden gate bridge, the folks that did

you're watching "today in the bay." >> welcome back. good morning to you. a strong storm system on way to the bay area. you can see how big it is. larger than the state of california. it's tapping into the atmospheric river, and that's going to translate to some heavy rainfall for parts of the bay area. we have a flash flood watch in

place. we're going to talk about how much snow, we need that snow pack to get out of the drought. >> we have traffic stopped right now. southbound 880. this is just before you get to warren and mission boulevard. the crash was in the center divide, moving to the right-hand shoulder. crews have just arrived. we have a traffic break continuing. i'll let you know your alternates to get around this mess. here's a look at today's top stories. crews have pulled the wreckage from a deadly plane crash out of a river in taipei, taiwan. 23 people were killed. crews have recovered the black box. investigators right now heading to new york to gather evidence from last night's deadly train crash. a crowded commuter train hit an suv just north of manhattan about 30 minutes. killing six people in the process. two democratic state senators pushing for new laws mandating parents get their kids vaccinated. the mercury news reports a new legislation would tighten or get

rid of religious or personal belief exemptions. in the bay area, the buildup has been going on now. the last chapter just about to begin for candlestick park. the teardown may even bring a tear or two to the eyes of some sports fans. >> so much history there. bob redell live at the stick where they're offering him a last look inside to see what's planned. good morning, bob. >> good morning, laura. sounds like you might want to get a box of kleenex for sam if he can handle some of the emotion with parting out here. this bowl shape of candlestick park has been part of the bay area skyline for over 55 years. and starting today, it will start coming down. the process of demoing this historic stadium will start later today. and it's not going to be an implosion. initially, there was talk of bringing it down with dynamite and explosives, but residents nearby were concerned about toxic dust. so the demolition company lenar urban, they said okay, we'll bring it down piece by piece.

this is a view from chopper taken yesterday. you can see the equipment they've got staged inside. they're not to be using a wrecking ball. at least that's hour understanding. instead they'll be using very tall excavators. on the end of the excavators, a piece of a jackhammer-like equipment, something that can pulverize the concrete. they will start from the inside and work their way out. later today, they'll start on the ramps is our understanding. and then next week is when they'll actually start getting on the outside and taking down the bowl shapes. so you have the bowl shape up for probably another week, but then after that, it's going to come down. coming up by the end of the hour, we'll show you some of the renderings of what will be taking place at this candlestick park. it will be a mixed use development, but they have put up some pictures to get a sense of what it will look like when this is finally gone. reporting live here, bob redell, "today in the bay." >> we'll never forget what was there, too. thanks a lot. >> tear wiped away. thank you very much, bob. right now, hundreds of thousands of diehard patriots

fans are braving the snow and the freezing temperatures, getting ready to celebrate the world champions. >> they have the right. in just a few hours, the team will ride through the streets of downtown boston. the victory parade was actually supposed to happen yesterday, but a blizzard pushed it back a day. are they cheaters? are they celebrators? maybe some combination of both. let's give you a live look outside at downtown san francisco and what would be the transamerica building. right now, pretty dark and a little bit cold, christina. you've got some good news coming for tomorrow, but be prepared. >> yeah, be prepared. we're going to have to wait for this slow-moving storm system, but it's going to bring us ample rainfall all across the board. and we need that snow in tahoe. it's been really rough for the resorts up there so far this season. looking much better ath s we he throughout the next four to five days. everything changes. let's start with that ski report right now. alpine, squaw still working with about 30 inches of powder at the

base. four inches of new snow. we're going to get some of that fresh powder, not the manmade kind, as we head throughout, it looks like next week. so we're really looking towards that. getting into the weekend in particular. so if you want to head out there, they've got 36 trails open. looking good at squaw. and 48, alpine. really, really good skiing conditions headed our way. as we get into this upcoming weekend. so keep that in mind. just getting to tahoe could be troublesome. storm system on the way and it is a potent one. you can see from the size of that system alone. we're talking about a lot of moisture. let's talk about the fog right now. that could slow you down a little bit on your way to work this morning, especially on the east shore. that's where it's rather dense. otherwise we're looking good. temperatures are very chilly. grab that coat. it's going to feel like a wintry day in san francisco. 51 degrees. climbing a touch above average this afternoon, but much cooler than where we ended up yesterday. 59 degrees in san francisco. that's jacket-worthy. that fog clearing out quickly as

the wind picks up. so do keep that in mind. we've got wind on the way first, and rain on the way. as we get into it looks like noon thursday into noon sunday, 48 straight hours of pouring rain. that's why we have that flash flood watch in place. friday being the most active. right in the heart of that. 5:00 a.m. friday to 5:00 p.m. sunday, heavy rain expected all the way from san francisco south to highway 92, and then for us here in the south bay, we're going to have to wait for the heavy stuff. but it will be here. 11:00 a.m. friday to 9:00 a.m. sunday. so you still have time to clean out those storm drains. get your home prepared. make sure you have the little ones prepared on friday for school as well. as we are going to see this rain really intensify. how much are we expecting where you live? an inch and a half to two and a half inches in the south bay. two and a half to four inches on the east shore. six-plus inches -- i'm thinking six to 12 inches above a thousand feet. and that's a lot of rain coming in all at once.

we're talking about the potential for widespread flooding, similar to what we saw in december, but not quite to the magnitude of the storm that did come through here. but this is very impressive. we didn't work with anything like this in 2011 or 2012. four to six inches. four to six inches of rain on the valley floor in napa. also expecting that in santa rosa. and here is what we're expecting. i've got to tell you, it is beginning to be very, very active as we head throughout the weekend. tahoe, though, looking pretty good. here we go. friday into saturday, snow levels, 6,500 to 8,000 feet. six to 12 inches expected. six to 12 inches between sunday and monday. we get a warmer wave of precipitation, and that's actually going to bring up the snow level. but hey, above 7,500 feet, two feet of snow. certainly possible. we're also going to see thunderstorms and even some very gusty wind that could take out trees and power lines. so we're going to talk more about that coming up in my first report. first, though, want to check on your drive. couple problems out there.

here's mike inouye. >> i'll show you in fremont the earlier issue. once again, looks like they got everything from the center divide over to the right shoulder. flashing lights a distraction, but not as much as it was a few minutes ago. we'll look to your map. we're talking about the slowdown, which continues just before you get to auto mall parkway. things really slow down. just tough it out. you'll go about a half mile more and things start to clear up. by the time you're at mission, you're just fine for 880 heading toward the south bay. 101 starting with the real in earnest morning commute. peninsula shows redwood city, palo alto, no delays. as we move toward the tri-valley, here's a concern. this orange that's our road weather index and translating towards maybe some roadway fog. it's a pretty typical pattern. it's right at about the camera level. starting to clear out between

americans are feeling a little more chill these days. >> there's a new survey that says overall americans are less stressed now than they were before the recession. the average stress level for 3,000 people surveyed was a 4.9 out of a ten. >> very precise. >> a ten being very stressed. that's actually down from the 6.2% back in 2007. money remains the biggest concern for americans. >> it does. good thing the economy is rebounding. 6:26 right now. sticking with that theme. the opening bell just minutes away. we're going to have a look at the early numbers coming up next. and washington just now reacting to jordan's retaliation for the death of a pilot at the hands of isis. we're live in the nation's capital next. a live look outside right now at the golden gate bridge, as you make your way on to work. we'll be right back after this.

kris sanchez will join us with the latest developments, including what the pilots may have told air traffic control just moments before the crash. >> this morning, the pentagon promising it will not let up on isis after the execution of a jordanian pilot in gruesome fashion. >> isis is likely to be the number one topic at a confirmation hearing for our country's new military leader. >> that's right. it's for ashton carter to head the pentagon as defense secretary. it's getting under way right now. and they will likely talk about isis and the u.s. campaign, the coalition campaign against isis, because he will now, if he's confirmed, be in charge of leading that. jordan is in the news this morning after that horrific video that has yet to be confirmed by the united states, showing what we believe to be a jordanian pilot burned alive by isis. it is a new tactic for them. and jordan promised swift retribution. we learned about that this morning. they executed two al qaeda

prisoners actually that isis wanted freed. so that is the latest overseas. here on capitol hill, not only are they holding that hearing today, but there's also a concern about the american hostage that isis has still believed to be holding. a woman who experts say -- an aid worker who experts say may not get executed because isis hasn't even acknowledged yet that they're holding her, and it could offend their own people if they execute a female hostage. finally, democrats here on capitol hill are saying this is exactly why we need money for homeland security. that's been held up in a debate over immigration. >> of course, politician enter into the equation, per usual. thank you very much. tracie potts from washington. from politics to the weather this morning. want to take a live look outside, city by the bay. beautiful look at san francisco. see the tiptop of the transamerica pyramid. >> yes, you do. bundle up this morning when you head outside. and be prepared, we are going to

get a system with a lot of rain very soon. good morning, christina. >> hey, good morning to you. it's been quite some time since we've had significant rainfall here in the bay area. we do want to make sure you're ready for that. you have today to make those storm preps up in the north bay where we are expecting the heaviest totals. we do have a little bit of fog out there this morning drifting around. watch out for this on your way to work. mike is definitely tracking it in combination with me. but the thickest right now on the east shore through the tri-valley, and here is our weather maker that moves in as we head throughout tomorrow. we do want to make sure you're completely prepared for this. especially in marin county, sonoma county, and napa county where we could receive up to a foot of rainfall in the high elevations. more like four to six inches on the valley floor, but that's a lot of rain from a single system. temperatures this morning are pretty chilly. return to winter-like weather. 43 degrees in the north bay. at 51 degrees in san francisco. but by lunchtime, you're only going to climb to 59 degrees. so it will be a chilly day. want to make sure you have that jacket with you just about all

day long if you're going to be going outside. 71 degrees for the tri-valley. 70 degrees for today in the south bay. highs come in at about 3:00, but once that sun starts to drop off, we lose whatever warmth we pick up very rapidly. want to give you a timeline for the heaviest rainfall where you live, starting tomorrow at lunchtime, all the way through noon on sunday. heavy periods of rain rolling through the north bay. 5:00 a.m. friday to 5:00 p.m. sunday, all that moisture starts to spread south along the peninsula, and then for us here in the south bay, because it is such a slow-moving storm system, we're going to have to wait until 11:00 a.m. friday until 9:00 a.m. sunday. now, let me just give you a preliminary look at what we're expecting. four to six inches, like i said. valley floor, napa, marin and sonoma county. high elevation, six to 12 inches. two and a half to four inches on the east shore in san francisco. and down the peninsula. and then here in the south bay, we will see a little bit of that rain shadow effect from the santa cruz mountain, an inch and a half to two and a half inches of rain. santa cruz mountains could pick up six to eight inches of rain.

so we do want to make sure you're prepared for that. i'm going to have a list of storm preps to help you out in my next report. but first, mike is going to help you out getting to work this morning. that weekend looks like indoor plans best idea. >> mental note. indoor this weekend. looking toward fremont, outdoors, this is our camera still looking at the activity. flashing lights. fewer emergency vehicles. and they're on the move right now. looks like your slow lane is blocked, southbound 880 as you approach mission boulevard. that's the live look at fremont. as we look at the effect on your drive. there are the speed censors. that's a slower drive developing toward auto mall parkway, where you can cut over toward 680, i would not advise that reroute. if you can take 680 instead of 880 as your alternate, go for it if that's where you're getting on to the freeway. we're looking at a smoother drive and most of your activity isolated toward this section of the bay. south from the interchange on 680 through pleasanton, that's

where the build is. the road weather index cleared a little bit north of 580, better visibility for your drivers. no problems right now as we look out. we do have that fog still registering, creeping up through discovery bay in brentwood and possibly touching through antioch and concord, but not likely. mostly the hills in the area are the concern. looking toward the east shore freeway, where we could have an issue, but now our camera over there in emeriville does show you this portion of the east bay. a nice smooth drive with all of these drives. this is a pretty standard wednesday commute through this area. and it's moving nicely, believe it or not. over there at the golden gate bridge, a nice drive across the span itself, but all this glow, there's moisture in the area and notice that you can see the lights across the span. on the deck, you're okay. you can't see the lights, you can't see any silhouettes, so there are lights hovering around, so just be prepared for lower visibility. >> there you go. changes. >> thank you, mike. still ahead, bridges, ramps, and railways. we investigate the threats,

deadly damage. >> it was so tragic, but now are we any better off? when it comes to columns along our freeways and bridges. good morning. 25 years after, many columns still have not been retro fitted. that's a pretty alarming thought, if you think about how important they are. during the '89 earthquake, we saw it firsthand when some columns supporting the cypress freeway failed, causing the freeway to collapse. now we discover that 23 bridges owned by local authorities from sonoma to fremont still need to be stabilized to withstand the next large quake. that includes eight crucial bridges and ramps that connect the island to the bay bridge. to give you a closer look at what we discovered, you can go to nbcbayarea.com to watch our full investigation. there you'll see this internationalive map where you can also view with fault lines exist.

now, 15 minutes of continuous news, weather, and traffic on "today in the bay." breaking news in the south bay. police busy at two related crime scenes. it all stems from a hit-and-run that turned deadly. >> stephanie chuang trying to keep all the details tracked for us, on track anyway. she joins us live with an update. good morning, steph. >> reporter: good morning. there were two scenes involved this morning. the first one, about half a mile away, is where there was a reported hit-and-run. here is where the suspect's vehicle, the car police say fled that first hit-and-run ended up.

you can see part of it partially burned. it looks like it could be a prius there. again, investigators are looking there. that's because a woman's body was found just to the left of it. this is coyote street. again, there is a second scene. we can take a look at the video shot earlier, where you can see the car a little bit better. it's crumpled in the back. looks to be like a dark gray maybe prius. police found a woman who was outside on the driver's side. she was already dead by the time they got here. right now, police say they are not looking for anyone else associated with this car. they believe the woman was the only person that they're describing as the hit-and-run suspect vehicle. the one that fled the first scene. that scene was at north milpitas boulevard and north abel where it splits into jacqueline. police closed off that intersection as traffic investigators examined the scene of the reported hit-and-run, involving what looks like a garbage truck that looks like it lost some parts. there's also a tire or two

around that scene. it may be associated actually with this prius, this suspect vehicle, but police say the people who were inside that garbage truck, they were not hurt and that they are cooperating. back here live at the scene, you can see it's pretty well lit because milpitas fire is providing its urban search and rescue vehicle because they've been battling the darkness in this investigation. we also spoke with a couple of neighbors who live right in this area here who said they didn't hear any noise until they heard sirens, so they didn't hear any sort of boom or explosion or any crash involved in this. it is still very early on in the investigation. milpitas police say they'll be here for quite some time. as for the other scene, you're going to have to take hill view to calveras to get around. live in milpitas this morning, stephanie chuang, "today in the bay." >> okay, stephanie. thank you very much. more breaking news to tell you about right now. crews are trying to restore power to a san jose neighborhood after an early morning fire. it broke out at 2:15 this morning right across the street

from edenvale elementary. the flames knocked down power lines and about 50 homes are in the dark right now. pg&e hopes to have power back on by noon and they say the school should not be impacted. >> right now, it's time to check the microclimate forecast this morning as we give you a live look outside. beautiful look over city by the bay, san francisco this morning. can certainly feel a little cooler in the air this morning. >> yes, and take it all in right now because that's going to be a soggy picture. you were saying the north bay to first place to see this rainfall. >> yeah, and we're definitely seeing the highest totals up there as well. things really will start to change as of tomorrow morning. we're not going to see any of that rain doesn't look like in the south bay until we get into your friday, so i'm going to give you an idea of the timing and how much we're expecting. and like i promised you, we'll take a look at the best storm preps that you can make for this system. no two storm systems are the same. i do have to tell you, this one

is reminiscent of what came through. just want to start with your current fog picture. starting to develop in the north bay. we had some wind earlier that dropped off. as a result, we do have dense, patchy fog settling in. mike and i tracking that together for you this morning. right here in the south bay, it will hit the 70s later on. the heaviest rainfall, tomorrow, between noon and noon sunday, that's when we're expecting heavy downpours across the north bay. a lot of rain on the way. that will spread to the south between 5:00 a.m. friday and 5:00 p.m. sunday. 11:00 a.m. friday to 9:00 a.m. sunday is going to be the heaviest timeframe. for us, we're expecting quite a bit of rainfall. one and a half to two and a half

inches. a significant total from a single storm system in the south bail. more like two and a half to four inches, though, for san francisco, the east shore, and four to six inches on the valley floor. certainly probable up in napa, sonoma, and marin county. meanwhile, six to 12 inches above the high elevations. you talk about that 12-inch total. i'm expecting that. clear out your storm drains. can't stretss that enough. we saw what happened when that last round of heavy rain came through and that created a lot of property damage. 40-mile-per-hour wind gusts frequently. bring in loose items. and creeks and rivers will rapidly rise as we typically see. particularly up in the north bay. make sure you're prepared. we're going to be here to guide you through it. the entire storm team ready to go at nbc bay area. we've been having meetings and

getting ready. more on this as we head throughout the morning. i'm with you every 15 minutes throughout the "today" show. here's mike inouye with your morning drive. >> the traffic team has meetings, too. it's just me. so it's pretty quick. hopefully this will be very quick as well. this is one car needing to be removed. folks are slowing to see what's going on. fremont southbound, 880 all the way down to mission boulevard, a very slow drive. after the earlier slowdown kicked in and stuck there. 680 shows the build through that fremont funnel toward mission boulevard as well. here's what stephanie chuang reports the crash. a fire on the deadly scene here. all still fully functional, fully open through the area. this will affect your local

traffic and not local traffic. as we zoom out, we look at the south bay. your typical build for northbound. the volume starting to build on the san mateo bridge. just north of livermore and the alamo area, watch, the hills might catch that fog as well as it travels up into the crowds. toward the north bay, we see the upper east shore freeway through richmond. that is slowing for westbound 80, but no problems. the earlier crash, highway 37 eastbound over there near the raceway, that has cleared some roadway itself. traditional pattern for the build. north of nevada, you'll find more fog as well. the slowing typical. patchy fog through santa rosa. get a live look outside. show you the san mateo bridge. there is a crash that was reported near the toll plaza that looks like it may have cleared. but look at all of this traffic traveling west across that flat

section. i'll check with chp, but so far no reports. tougher visibility at times as you cross over that high-rise. we'll send it to the north bay. this volume of traffic is a major concern. but there are still some clouds through the area and we're watching through fog traveling across the golden gate bridge as well. >> new heart-stopping video. take a look. it shows the exact moment a passenger plane clipped an overpass before crashing into a river in taiwan. right now, rescuers are searching the wreckage and waters in hopes of finding any of the nearly two dozen people still missing. >> kris sanchez has been monitoring this situation all morning. we may know what the pilots told air traffic control right before the crash. >> according to a recording being played on local media in taiwan, the pilot's final communication to air traffic control was may day, may day, engine flame-out. nbc news is working to verify that recording with aviation

officials. but meantime, about 12 hours after the crash, crews are working to get to the people who are trapped in the fuselage of the plane which now sits on the banks of the river. before night fall, crews managed to pull the black boxes and now the analysis of the flight data recorder and the cockpit voice recorders. they are under way. investigators have also -- that video from the dash of that car showing them the moment in which the plane turns on its side and a wing clips that elevated roadway. in that video, you also see the plane clipping a taxi. this is a picture of that taxi as tweeted out by seattle-based airline reporter, which covers the airline industry. according to the guardian news agency, that taxi driver, believe it or not, in the hospital in stable condition. we know 15 people survived the crash, including this toddler, who was pulled from the part of the plane that was partially submerged. witnesses also report seeing some survivors swimming toward

heyward. investigators say he walked up to an 8-year-old girl inside the store and groped her under her clothes. the girl's mother was in another aisle of the store when the attack happened. the man ran away before getting caught. an update now, the bay area man questioned in connection with a body found in a suitcase is out of custody this morning. mark andres was escorted out of san francisco jail by his lawyer around 9:30 last night. he didn't answer any questions or make any statements for that matter. he was arrested last week after police say they saw him in a surveillance video pulling a suitcase near the location before the discovery. the district attorney says there was just not enough evidence to charge him. the medical examiner is still trying to identify the body. police are looking for a man behind a bizarre attack in palo alto. it happened two weeks ago in the baylands nature preserve near the palo alto airport. police say a man began bothering a couple walking in the preserve, first by patting down the man, then exposing himself to the woman. the attacker is believed to be in his early 20s, about 5'7",

hispanic or pacific islander. happening today, two democratic state senators are pushing for new laws requiring parents to get their kids vaccinated. the move comes in the midst of our worst measles outbreak in decades. the mercury news reports the new legislation would tighten or get rid of religious or personal belief exemptions. those exemptions have allowed thousands of kids to go unvaccinated. the fate of the san francisco man accused of running an underground drug website is now in the hands of the jury. closing arguments in the trial of ross albrecht wrapped up yesterday. the website silk road allowed drug dealers worldwide to get in touch with customers they would never find out on the street. shifting gears now. time is running out for candlestick park. demolition kicking off today. >> the teardown won't be easy and it will take some time. bob redell live at the stick where they're offering him one last look inside to actually see what's planned.

>> reporter: this bowl-shaped stadium will soon be gone. but certainly not erased from our memory if you think about the fact that the giants, the 49ers, even the raiders for a short time played here. this is where the beatles played their final concert. it's soon going to be coming down. we will be taken inside the stadium later this morning to get a better sense of how they plan to proceed. this is the view yesterday from chopper. it shows some of the equipment already in place. you'll notice that there isn't a wrecking ball. it is our understanding that the developer will be using a high-reach excavators with pulverizing tips to dismantle the old stadium. demolition will start inside, working its way out. the bowl itself expected to start coming down sometime next week. the construction company tells us it should take about two months to dismantle candlestick. there was talk of imploding the stadium, but that ran into resistance from neighbors concerned about toxic dust. this is an artist's rendering of
