a good thursday morning. thank you for joining us. i'm sam rock. >> and i'm laura garcia-cannon. we'll have more on those stories in a moment. first good thursday morning to meteorologist christina loren. good morning. >> good morning to you sam and laura. right on time, that front is moving into northern california. we've got a lot of rain on the way as we head through the next three to four days. first good morning and how are you doing, mike? >> a little blurry. so early in fact oakland our shot past the coliseum northbound side, tractor breakdown. crews northbound. another at 23rd and either one of those might have been going on as far as the closure for the road just a couple of seconds, reopened and traffic is flowing smoothly here. look at your map.:day you have the slowing going on for sensors headed into downtown. it looked like it was the fruit veil incident. meanwhile 880 farther south we have a crash north 880 at tennison.

no word on whether any lanes are blocked. we'll track that as well no slowing at the scene. there's the rest of the bay. we'll show you more coming up. new this morning, police are investigating a deadly overnight shooting in san francisco's bay view district. this happened just after 10:00 last night on quinn street between interstate 280 and third. police found one person shot lying in the middle of the veet. the victim died on scene. no word yet of any arrests. a search is under way for a masked man who held up a tiffany store in san francisco. >> "today in the bay's" stephanie chuang joins us live in san francisco. identifying a few of the robbers could prove tough. they were all wearing costumes and masks at the time. good morning. >> reporter: good morning to you both sam and laura. it was around 3:00 in the afternoon westfield mall, it was crowded but three masked men ran out of the mission street side here, police say it will be pretty tough to identify them because they were well disguised. the target was the tiffany store

inside the mall, where the shades were drawn and doors closed for the rest of the afternoon and night. police say the three armed men went into the store, told everyone to get on the ground before forcing one employee to open the jewelry cases. they grabbed a stash of diamonds and took off. one witness says each man wore a face mask like this one as well as a reflective work vest and blue jeans and a t-shirt to look like construction workers. police say there's undoubtedly some surveillance video of the robbers but unclear if any of the footage will be clear enough to identity them. the mall was never on lockdown. it was only the tiffany store affected but above all the most important thing was that nobody got hurt. live in san francisco, stephanie chuang, "today in the bay." >> thank you very much, stephanie. this morning, we're expecting to learn more about the man accused of molesting a little girl at a 99 cent store in hayward. almeida county sheriffs detectives arrested a man.

investigators say he groped an 8-year-old inside the store on sunday. the girl's mother was in another aisle of the store when the attack happened. new this morning, two men accused of starting a string of fires in almeida county are facing new charges now. andrew gutierrez on the left and steven peterson on the right were arrested in september. peterson was released a month later after police said the fires were set by gutierrez. both men are being charged for other related crimes. while searching peterson's computer during the arson investigation they found child pornography on it. gutierrez is facing sexual assault charges after police say he raped a woman nine days before the fires. suspended state senator leland gee will face new charges in a san francisco federal court. he and 27 other people were indicted last year on corruption charges. this morning a second grand jury indictment adds a new charge of conspiracy to commit money laundering.

other defendants, raymond ciao and keith jackson. now to a develop story, a massive health insurance hack is putting millions of americans at risk this morning. someone broke into the data base of anthem, the second largest health insurer in the country. anthem is responsible for many blue cross/blue shield plans. it's not clear yet how many people this impacts but that database held personal info for about 80 million customers and employees. anthem is offering free credit monitoring this morning and increasing its password protection as well. they say if your info was stolen, they'll kcontact you. last august the fbi warned about this exact scenario. it said health care companies are growing targets because the data is considered more valuable. when credit cards are stolen they can quicklien be canceled. when patient records are stolen the information can be milked for years. here's how the hack compares to other recent breaches.

experian got hit the hardest with 200 million customers affected by a 2013 breach. next up is ebay with 145 million people. last year of course the hack of jpmorgan chase put 76 million at risk. home depot and target combined for nearly 100 million more. laura? >> thank you. a key partner in the fight against isis backing out. united arab emirates pulled its fighters from the fight against isis saying they want more search and rescue teams closer to syria in case their pilots go down. it comes days after isis released video of a jordanian pilot being burned alive. divers are searching the bottom of the river in taipei for 11 people missing. 32 people died in the crash, 15 surviv survived. in new york, investigators are searching the track from a

driver of the suv stopped on the tracks and at that point investigators say there's no evidence the crossing gates were not working. sam? >> something to look into. after more than a month of dry skies the vain finally coming. you show that activity in the northern part of the state on the radar there. that storm system we're waiting for is bigger than the state of california. people are already getting ready, filling up sandbags and trimming trees from the north bay down to the south. live look right now outside of the golden gate bridge, no rain right now but this time tomorrow could be a completely different story. let's check in with meteorologist christina loren with a look at your my foe climate forecast. >> good morning to you, sam and laura. the golden gate bridge will be wet by the time we hit the 11:00 a.m. newscast. started out heavily as a matter of fact, this is a potent storm system, has an atmospheric river tap and we are expecting some very heavy rainfall, and we told you about this storm system a week from monday, so i could

tell you right now, i've been watching it closely. nothing's really changed between the traffic intensity that we told you about yesterday. i can tell you right now that flash flood watch is in effect for a good reason up in the north bay. we are expecting flooded highways even in parts of the bay area, downed trees are expected, and wind coupled with very, very heavy rainfall is on the way. so i'm going to give you the timing if if you missed it yesterday, i'm going to give you the timing one more time. here's the deal, a warm system which is why it's packing so much moisture, 68 degrees in the south bay today, 65 degrees. we're not going to see a lot of activity to the south of the golden gate bridge today. san francisco north to sonoma county, heavy rain starting up today. 64 degrees in san francisco, and 63 degrees in the north bay. so more on this storm system, what it means to tahoe and how much we're expecting where you live coming up in my next report. stick around for that. first if you've got to get out the front door here's mike inouye. >> back out to oakland, over the last couple of minutes two

morning traffic breaks going on. traffic flowing smoothly. it did happen while we were off camera. look at the maps, a little slowing remains headed north past the coliseum toward fru fruitvale. the rest of your bay, no slowing past the crash north 880 at tennison in hayward and keeping it on the maps because chp still taking care of people getting more details as they come in. the north bay moves smoothly as well. no fog registering on our road weather index not like yesterday. maybe a patch or two. live look at the golden gate bridge, a smooth drive right here, getting ready to move that center divide for the morning commute. no big drama here. with the rain coming in, suspects like sir francis drake in the north bay, watch for some reports of flooding perhaps up there. >> that's right, everybody is preparing as you mentioned. this week's big storm as it approaches there's some finger pointing going on over whose job

welcome back, everyone. string of recent apartment fires in san francisco has city lieders making a new push to improve fire safety. more than 100 residents have been displaced by three recent fires, the biggest this one last

week in the mission district. this morning, supervisors jane kim and david compost will announce new legislation to help victims and prevent future fires through new regulations. in the meantime, the effort to help the victims in that mission district fire is growing. "the chronicle" reports the mission district bar will host a fund-raiser at 6:00 tonight. that bar is dr. teeth and the electric mayhem on mission and 19th street. 10% of the tab will go to the crowd funding effort for displaced families. the fund raised more than $110,000. bay area scientists are b z buzzing about what may be a big boost foricalical's earthquake early warning system. president obama is proposing $5 million to help get the system fully online and functional and it works. it provided a ten-second warning before last year's napa quake. california currently has 400 sensor stations but more than 1,000 sensors are needed to cover the entire west coast. >> it's big for california.

we've never had the administration submit this as part of their budget. we in congress have had to fight to include it later on. >> in some cases the system may provide up to a one-minute warning. scientists say $16 million would cover the cost for a system across the entire west coast. >> three big bay area companies making headlines in the tech world today. >> for that and the rest of your news before the bell we turn to landon dowdy live at cnbc's world headquarters. >> good morning to you. the futures are higher this morning. oil prices remain in focus after crude plunged below $49 a barrel on reports of better than expected u.s. inventory numbers. look for data on unemployment and worker productivity and labor costs. the dow which has been up more than 100 points closed up just six to 17,673, the nasdaq falling 11 to 4716. twitter strikes a deal with google. people will be able to view

individual tweets rather than just profiles of twitter users. just this week it signed a separate deal to show promoted tweets are posted by advertisers on other sites including news app clipboard. apple is reportedly talking with tv programmers about launching its own web tv service. retail reports apple will likely bundle various programs and channels and sell directly to consumers over the internet. sam and laura, back over to you. >> yet more competition in a crowded industry. thank you very much, landon. 4:46 right now. gas prices are the lowest they've been in six years. americans will still go out of their way to get the best deal. new consumer report finds that 72% of drivers would pay by cash if they could save five cents a gallon. 63% would drive five minutes out of their way to save five cents.

71% say price is the most important factor in determining where they buy gas. >> we like to save our money. >> we do. we have to check out the apps that have the lowest cost near you. >> as long as you're not going too far out of your way. don't have to go far to get the latest on our microclimate forecast. we have a storm headed our way. >> we do. it's not i go great weekend for a road trip. headed up north it's downright treacherous driving conditions. we sure love the cheap gas prices. right now that front is starting to push into the north bay. as we head throughout the next couple of hours it will continue to move in. we're expecting our first rainfall in sonoma county as we head 6:00 to 8:00 this morning and everything will slowly push south as we progress throughout the day today into tomorrow. there is a lot of rainfall on the way over a very short duration of time. temperatures right now mostly in the 50s. we're still on the warm side of this system. temperatures will only end up in the low 60s for today in san francisco, 66 degrees in the tri valley, and 68 degrees right

here in san jose. so we're tapping that atmospheric river. area of low pressure arrives. take a look at all this moisture on the way. we stop the clock for you friday at 1:00 p.m. it is going to be downright dangerous. we are manning our team to make sure we're here for you just about all day tomorrow. we're going to have somebody in-house, multiple meteorologists and yes, definitely tracking this for you. we are expecting flash flooding, which is why flash flood watch has been issued for the north bay, probably going to see those extended south along the peninsula and possibly even right here into san jose, but here's the thing. by 5:00 a.m. saturday morning, most of the heavy stuff already cleared out. we'll get another waive of moisture as we head throughout sunday to monday. like i said before the active time frame is going to be friday morning into friday evening. now ukiah could accumulate over six inches of rain on the valley floor up there. over 3.5 expected in santa rosa and our totals looking good to exceed 2.5 inches in the south

bay. 3:0 is what the latest model is bringing in and this system is going to do some serious damage not only in terms of rainfall coming in all at once, we're also expecting gusty wind. everything that i'm looking at leads me to believe this is very, very much so like the system that came through in december. you remember what that did, so we'll have more on the storm system for you as we head throughout the morning hours. we're talking wind and snow as we head through 5:00 together. >> we're glad you're watching it for us, thank you, christina. an atlanta college is apologizing after a school art project shut down one of the nation's busiest freeways. police received reports of a suspicious package. they closed a freeway for two hours before the bomb squad blew it. the suspicion device was a pinhole camera being used in a photography project at georgia state. a house fire in tennessee was started by a dog trying to get food off of a counter, kind of what dogs do. the dog reportedly pawed the

burner controls of a stove and turned it on. several dogs died in that fire and no one was home at the time. the national fire protection association says an estimated 500 house fires per year are caused by pets usually when they knock something on a stove. a new smartphone device has the potential to save millions of lives. the device created at columbia university can test for hiv and syphilis in just 15 minutes. all it needs is a fingerprick of blood. the mobile attachment costs around $34 to make. in the future researchers hope the device can ktest for other problems like diabetes or heart disease. the fda approved the use of an adhd droug to prevent binge eating. researchers stress it's not on obesity or weight loss drug and should not be considered a replacement for behavior therapy. it's 4:50 right now. he once called the internet a
