and a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. live look outside at the golden gate bridge this morning. people all over the bay area preparing for some major rain tonight into tomorrow. meteorologist christina loren joining us with a look at your microclimate weather forecast. you say this is not going to flush right now, christina, it's going to take its time. >> we'll see showers as of this morning over the course of the next couple hours. the powerful storm system moves in today, we're tracking these little cells as they develop by the minute. 6:44 arrival in port arena. 7:31, hofflin and hillsburg steady rainfall by 8:08 this morning. most of the activity will stay north of the golden gate bridge at least through the first part of the afternoon. the system is definitely a tricky one. if you have an area that is prone to flooding, if you live in one of those areas you want to keep in mind we are expecting

flooding, so you want to make sure you clean out the storm drains, mud, rock slides possible as we head throughout the day today. the wind is going to intensify as well. sustained speeds 30 to 40 miles per hour with frequent gusts above 50 miles per hour. do keep that in mind, bring any loose items instead from the outdoors if they could get damaged and you want to make sure you grab those sandbags especially if you live near the creeks and rivers that rapidly rise, when we see situations like this. i'm going to show you the timing coming up in my next report and let you know how much we're expecting where you live. like i said before, this is a very powerful storm system, very reminiscent of that which came through in december. so more on this coming up as we head throughout the morning together. right now back to you, laura and sam. >> we'll continue that thought. people are really heeding the warning that you're giving, christina, and cities are responding as well. >> yes, they are. with so much rain in the forecast, what are they doing to prepare? flooding a real concern here. >> reporter: absolutely, good morning to you sam and law camera,'s special i in the neighborhood mission, 18th and folsom, 17th and folsom, people already received pallets of sandbags, like that one behind me, along the streetside and sidewalks so residents and business owners can create dams to block water from entering their properties. the storm expected to hit around noontime today, with rains and winds spreading throughout the rest of the bay area come-t tomorrow. this restaurant already has his sandbags in place. >> we saved all the bags for this weekend. if anything happens we're going to set them up rightly and we got wiser from last time. >> reporter: coming up, safety precautions people are taking in

"today in the bay's" kris sanchez joins us with what you need to know about the anthem hack. >> good morning, 80 million customers nationwide, 14 different states and here in california, anthem enrolled about a third of all the folks

who either renewed their insurance coverage under obamacare or signed up for new coverage. here's how you know if you are affected a current anthem member under blue cross or anthem blue shield, you may have been compromised, but there are other anthem brands that through caremore, unicare, healthlink and decare. also if you were a prior customer you may be affected. that includes prior to 2014, when anthem was known as wellpoint health network. this is one of the letters anthem sent to all of its customers which reads in part, "these hackers gained unauthorized access to anthem's i.t. system and have obtained personal information from our current and former members such as their names, birthdays, medical i.d.s, social security numbers, street addresses, e-mail addresses, and employment information, including income data." in that letter, anthem's president and ceo, joseph swedish, said he and other employees are also victims of that hack.

no credit card or diagnosistic information was compromised, however. company spokeswoman says of the 80 million customers nationwide, the affected customers they expect will be in the tens of thousands. anthem reportedly discovered that hack last week and immediately contacted the fbi, tried to close the vulnerability and hired a top cyber security firm, mandian to come up with a fix. the company set up a website anthemfacts.com, for its members. you can find out whether you might be compromised, and also how to sign up for the free credit monitoring that the insurer is offering. if you'd prefer to call the number is 877-263-7975. kñ(1 information up onl the our website as well. by the way, we did get a statement from the fbi and they praised the quick action of anthem saying as soon as they discovered the attack, they brought in the feds and that can create a better opportunity for gathering evidence and also securing people's personal information. we'll get more information on this developing story for you,

have it for you in the next half hour. laura and sam? >> thank you very much, kris. wide net of everybody who is affected there. thank you. milpitas police are looking for any new witnesses to a deadly hit-and-run crash. police arrived at north milpitas boulevard and jaclyn road 3:30 yesterday morning after reports of an accident and followed a trail of debris to a crash scene about a half mile away. there they found a car on fire with the woman's body lying next to it. the push for slower speeds appears to be gaining momentum in san francisco. according to the examiner, a new city sponsored report suggests reducing speed limits to as low as 20 miles per hour. the report also recommends increasing traffic enforcement and the use of cameras. the goal is to improve safety. on some streets a report found about 20% of drivers are speeding. the city of oakland this morning has a new plan to help take care of its dirty business. today the city is launching a new program to catch people dumping trash in city

neighborhoods. the program offers cash rewards to witnesses who report that sort of illegal activity. now for more than a decade, the city has tried various methods to fight the illegal dumping of large items on to city streets. the national park service wants to hear from you today about changes to ocean beach. they put in a pilot program limiting fires on the beach. it wants to know if the program is working. will hold a public comment session tonight at 6:00 at the cliff house. the time has arrived, it's 5:07 right now. we all remember what happened in december with a couple of days of heavy rains and concerns over flooding. we hope to alleviate or at least be aware of them. good morning. >> good morning to you. after it was so dry over the course of the month of january, wi we had a real problem setting up out there. very, very dry ground is going to make it easy for the water to run right off. as we head throughout the next couple hours we'll start to see our first showers in sonoma

county. temperatures mostly in the 50s. if you live north of the golden gate bridge or in san francisco, i'd say all the way south to san mateo county, grab that umbrella. you'll likely need it by the day's end. temperatures are mostly in the 50s to start. we have a very warm system moving in, which is why snow levels associated with the storm are going to be relatively high, starting at about 7,500 feet today. we'll see those lower to about 6,500 feet but lake level is still 6,300 feet. the highest elevations in tahoe will see the most snowpack. here's what we're working with when it comes to trees today. the wind will start before the heavy rain comes in. wind gusts are fierce in the north bay. we had fierce wind last night as well. downed trees certainly a concern. more problematic with this storm system is going to be the heavy rain just dumping across the bay area. by this time tomorrow morning, we'll be tracking that heavy rain even right here in the south bay. so i'm going to show you your futurecast in just a moment. always want to keep you two steps ahead of every storm

visit coveredca.com today. well, san francisco investigators are looking over surveillance video now, hoping to identify the gunmen to stormed a tiffany's jewelry store yesterday. stephanie chuang joins us live in san francisco. identifying the robbers could be a difficult thing since they were essentially disguising themselves as construction workers. good morning. >> reporter: that's right, good morning to you, sam. it was 3:00 in the afternoon, the three masked men went in on the market street side of westfield mall here. witnesses say they nearly knocked over customers here at

the blooming dale's, making their escape outside on the mission street side. the doors were closed, the shades drawn for the rest of the day at the tiffany's inside the mall. police say the three armed men went in the store, demanded everyone get on the ground before forcing one employee to open jewelry cases, grabbed a stash of diamonds and took off. we spoke with one man who says his daughter was working at the tiffany's store when the guns came out. >> i'm just relieved she's okay. she told me she's okay on a text and that's all i got from her. >> they closed the place down and there's a lot of officers in there, a lot of things going on. >> reporter: now this is what one witness says each man wore to cover his face, a mask of some sort along with reflective vests, blue jeans and t-shirt to look like construction workers. there is surveillance footage of the robbers but they're not sure any video will be clear enough to identify the three men. the mall was not locked down. only tiffany's was affected but most importantly, nobody was

world headquarters. good morning, landon. >> hey, scott, good morning to you. futures are higher as the markets look to rebound today after stocks faded late in wednesday's session. oil prices remain in focus after crude plunged below $49 a barrel on reports of better than expected u.s. inventory numbers. look for data today on unemployment and worker productivity and labor costs. the dow closed up just six to 17,673, the nasdaq falling 11 to 4716. scott, back over to you. >> landon, thanks. not only is san francisco bay area the most expensive place to live in the united states, it's the least equal. new analysis by joint venture silicon valley shows the average income in the south bay was $116,000, slightly less than san francisco, $104,000 which sounds like hooray, we're all making a lot of money but that's the average. i used this example before. when bill gates walks into a bar, the average salary of everybody in the bar is millions

and millions of dollars, but there's only one millionaire in the bar. that same report from joint venture found almost 30% of the people in the bay area need some form of public assistance. that is a shocking number, guys, when you consider, i mean average income, right, $100,000 plus. third of all people in the bay area are on food stamps or some other kind of assistance. >> it's a very expensive place to live. you have the people doing the day-to-day things just trying to help -- >> are essentially not getting by. yes. >> also a good point on differentiating between median and average per your explanation there, which is at the middle is very different. thank you very much, scott. we want to get the average rainfall. i wonder what we're going to get from the storm that's headed our way. >> we're actually doing okay in terms of average rainfall for this year, and that's because of the storm that came through in december. for us, we'll probably see our average get up to maybe 200% of average down here in the south bay, with a lot of rain on the

way. what's been happening is, you saw that very dry january, but now we're bringing back the heavy rain so feast or famine yet again, this single storm system likely to produce over two and a half, maybe three inches of rain in the south bay. more to the tune of 6 to 12 inches of rain up in the north bay, where rain is just going to dump and we are expecting flooding all the way from the russian river valley through sonoma county, marin and napa. we'll be on guard here at the nbc bay area weather center. still expecting light stuff to arrive by about 8:08 in healdsburg. more cells will develop offshore. everything is light for the first part of the day and by this afternoon into the evening hours the heavier stuff arrives and that's when we're talking about the potential for flooding. when you get rain rates of one to two inches per hour, that's when we start to see that flooding, because our roadways are not equipped to receive that kind of rainfall coming in so

quickly. 55 degrees on the peninsula right now. we're at 50 degrees to kick off the day in the tri valley and 53 degrees in the south bay. when we meet back here tomorrow morning, it is going to be on all across the bay area. so we might even actually be starting early. we're still trying to decide whether or not we'll make that call, depending on how much rain comes in. 65 degrees on the peninsula. 68 degrees, warm day coming your way, atmospheric river is the story of the day. because we're seeing this system drop in from the gulf of alaska, it's pulling up moisture from that subtropical moisture tap. it's a very warm tap and extends from the hawaiian islands to where we are here on the west coast of california. friday, 2:00 p.m., you can see here the heaviest stuff will be coming through and that's when the flooding reports will likely be coming in. that will continue all the way until saturday. look at what happens on saturday. things start to let up significantly, a lot of that rich moisture races over to the sierra nevada. we'll get a little bit of a break by saturday early, and then another wave of heavy stuff

as we head throughout, looks like late sunday into monday. so we're still going to be talking about this storm system even when we meet back here on monday. temps are going to be mild. look at this, across the board we're in the 60s. 62 degrees by friday. if we accumulate any snowfall above 6,500 feet, it's going to be friday into saturday. then we get that warmer wave of moisture. you can see that reflected by temperatures here saturday into sunday. not expecting a ton of snow, but maybe up to three feet above 7,500 feet and boy, we could sure use it because of the snowpack that really holds the key to getting us out of this drought. we'll have more coming up. right now i want to check your drive. still pretty calm. watch out for wind. good morning, mike. >> good morning, christina. wind would be the factor more than fog. fog not here because of the wind. looking toward the 580, clear view and clear drive. you do have company. the speed son sores out of the altamont pass showing speeds toward the upper 50s toward about north livermore avenue.

smooth flow at dublin interchange. as we move west and over toward the hayward and castro valley y area a nice clear drive at the limit for 580, 238 and 880 coming out of hayward, as well as across the san mateo and the dumb barton bridges right here, 92 and 84 respectively. now move south and i'll widen out our view. here is the south bay san jose, silicon valley loss al tows and into san mateo, 101 and 280 moving at nice speeds. earlier incident 280 and 101 looks like it cleared the way. i'll track that until it clears the chp report. the north bay no fog registering and no slowing vallejo and novato and san jose a few more cars hitting the roadway, standard pattern guys, back to you. >> thank you very much, mike. it is a list you don't want to be on. our investigative unit found hospitals across the state not ready for an earthquake. in fact some have not made

necessary upgrades in decades and not required to either. jenna susco has the details. >> after the 1971 earthquake in southern california caused two hospitals to collapse, a law was passed to make them safer but state documents revealed a third of the acute care hospitals are at risk of collapses during a strong earthquake. we're talking about buildings where patients are cared for and areas providing critical support. some hospitals haven't made changes and aren't required to yet. right now hospitals face two dead lines, the first is in five years, when all acute care facilities must be able to withstand a strong earthquake. by 2030, hospitals must stay open and operational. we found more than half of bay area acute care facilities have yet to meet that deadline. to see our full investigation go to our website nbcbayarea.com and click on "investigations." back to you. >> thank you, jenna. the nbc bay area investigative

unit continues our week-long series into disaster preparedness, tonight at 11:00. every day in california, there's a hazardous materials spill or leak. in fact, the state averaged 19 per day last year, everything from gas tank explosions to toxic chemicals. we looked at state data and found almeida county topped the list of bay area counties for the most hazardous spills in 2014, with nearly 300. contra costa county 226 and santa clara 19. among the most, petroleum, followed by sewage. >> those are just the ones we know about. i'm sure there's many out there that nobody understands there's a threshold to report or somebody that's not reporting because they're trying to stay under the radar screen. >> reporter: what do you think the biggest vulnerabilities are when it comes to hazmat responses? >> a lot of changes, but we meet them through the mutual aid plan. >> tonight we'll show you the challenges first responders face in dealing with hazardous materials in the bay area.

this morning, a storm headed towards the bay area, looking at the north bay this morning, let's check the microclimate weather forecast with meteorologist christina loren. people have to take caution but we're slightly excited as well. we need it. >> we certainly do, we certainly do. if you're somebody who wants to collect it, stick that bucket outside right now, as promised, those showers starting up in sonoma county, as we speak. this just happened over the past five minutes. we're starting to see our first green in sonoma county. as we head throughout the morning together the wind is going to be rather fierce and we'll see this entire front spread to the south as we head throughout the next couple hours, also watching this batch of green that developed here that will likely hit marin county. here's the deal, storm system basically stays north of san jose, until we get into tomorrow, but tomorrow is looking downright treacherous. we're talking about already seeing a 24-hour period of rainfall up in the north bay, and then the heavy stuff moves in, when we really hit that atmospheric river tap and look at this. that's a lot of red over the bay

area. here's the thing, though. we want our weekend, we work hard for it around here. i can tell you as we get into saturday, you will have opportunities to get out there before we get another round, it looks like moderate rainfall compared to what we are expecting between today and friday. just make sure you're prepared for that, if you have not got your sandbags just yet we urge to you do so, and always, the number one tip, do not even try to cross water where you cannot detect the depth. we'll also tell you where we might see downed trees. more coming up. back to you, sam and laura. >> we'll continue that train of thought, christina. with so much rain forecast for the bay area, be people in some places are bracing for the possibility of flooding. rob redell is in san francisco where the sandbags are in mission. >> reporter: we're using the neighborhood folsom between 17th and 18th in the city as one example. we're prepared, they have the sandbags on the ready because

they vividly remember that storm six weeks ago which flooded this area and the memory is fresh for people living in the santa cruz mountains as well. travis tree professionals say they're already booked today with people wanting their trees trimmed so they can avoid large limbs coming down on power lines and their homes during what is expected to be a big storm. >> these branches catch the wind, and the trees will move 20 feet from side to side, and it doesn't seem like that when you're on the ground but they'll snap off and fall on the house or damage the road. >> reporter: if you live in an area that you know floods and you need sandbags, check with your city. many in the bay area offer them for free, assuming you're willing to do the pickup. >> got to do a little work behind it, too, thanks, bob. as this week's big storm approaches there's fingerpointing over whose job it is to clear the creeks. this creek in richmond has a history of flooding because it's

it is 5:42. key partner in the fight against isis is backing out. united arab emirates pulled its pilots from the fight against isis saying they want more u.s. search and rescue teams closer to syria in case their pilots go down. it comes just days after isis released a video of captured jordanian pilot being burned alive. the mayor of taipei is calling the pilot of a downed plane a hero. he managed to avoid a number of buildings before crashing the plane into a river avoiding an even larger disaster.

the pilot was among the 32 people killed in the crash. there are 15 known survivors, 11 people were stiare still missin. marion "suge" night is out of the hospital. the death row records founder was released from the hospital last night and he's now back in police custody. knight complained of chest pains tuesday night after pleading not guilty to charges of murder. he's accused of intentionally running down and killing a man last week. the search right now is on for armed robbers who struck a tiffany store in san francisco. "today in the bay's" stephanie chuang joins us live from the city. identifying the suspects could be quite difficult. they were all disguised at the time they committed this crime. good morning. >> reporter: that's right, good morning to you, sam. it's pretty chaotic, witnesses describing the scene as these masked men nearly knocking customers over inside blooming dale's as they made their escape on the mission street side. they were well disguised as

construction workers. yesterday tiffany's was closed, the doors were closed and shades were drawn for the rest of the day. police say the three armed men went into the store, they demanded that everyone get on the ground before they forced one employee to open jewelry cases. they then grabbed a stash of diamonds and took off. we spoke with one man who says he walked up to the store just moments after. >> they already closed the place down and a lot of officers in there, a lot of things going on. >> it was kind of, you can't walk around safely in the streets, i guess. >> reporter: one witness says this is what each man wore to cover his face. mask like this along with reflective vests and blue jeans and t-shirts to look like construction workers. police say there is undoubtedly surveillance footage of the robbers but not sure if any video will be clear enough to make any actual identifications of any of those three men. meantime, westfield management says there was no lockdown of the hall, it happened quickly. only tiffany's was affected.

above all else, nobody was hurt. live in san francisco, stephanie chuang, "today in the bay." >> thank you very much, stephanie. 5:44, you'll want to pay special attention to our microclimate weather forecast. christina looking at the models. the calm before the storm, the rain coming down in sonoma you mentioned? >> just starting to see that. there's still time to get out there and clean out your storm drains. i can't tell you how many people were out there trying to clean their storm drains but it was too late, when we saw rainfall like this in december. we had a very dry january, and so because of all that dry earth out there, i think that the water is just going to run right down the hillsides in many parts of the bay area, also because it's been so dry we have a lot of debris getting kicked up by this wind. started up last night, it's still pretty intense out there. we're getting gusts to the tune of about 35 miles per hour, we'll trade those in for 55-mile-per-hour wind gusts

headed throughout tonight. let me give you an idea what to expect when it comes your wind. today at 3:00 the warmer colors on the key, where you're getting those pinks and reds, that's fierce wind, 40 to 50 mile per hour wind gusts starting up at the coast. i continue to push you forward in time. we stop this clock for you friday at 9:00 a.m. when the rain is coming in heavily. it's going to be coupled with some gusty wind and that's going to continue for a good 12-hour period so we could likely see those power lines taken out by downed trees. tomorrow is going to be the day where we get the most storm reports when it comes to the storm system. i stop that clock for you, look at your rain expectation now, by thursday, tonight at 8:00, you can see that's when the rain really starts to intensify up in the north bay. flash flood watch doesn't go into place until we hit tomorrow morning. let me show you why. we're talking about a good 12-hour period of heavy rain up from sonoma county, marin, even napa and as we head throughout the rest of tomorrow, i stop the clock at 7:00 p.m., that's when

not me. i'm not the calm. sometimes i am but not always. looking toward the bay bridge toll plaza, it's pretty calm. backup metering lights effect on the backup at the toll plaza. metering lights on for four minutes, 5:43 and there's a full toll plaza itself. that keeps the span moving smoothly. we look at the map, the speed sensors on the span backing up toward the inclip. the incline itself across to san francisco at speeds. also at speed the east shore freeway, a little slowing for 580 and 808 on the final approach to the toll plaza itself. we'll zoom out the maps, upper east shore freeway as well as the north bay. here's mill valley, san rafael, novato moving nicely enno problems as far as visibility this morning. the rain will come in first to the north bay as christina is talking about. smooth flow through concord and toward the walnut creek interchange. south toward the dublin area, the interchange is starting to see more traffic and moving toward the bay itself we'll see the south bay a little slowing for northbound 101 through san jose. we'll get a quick look at the

san mateo bridge. we'll look at the hayward side a smooth drive here and end with our look from the other side, we have cameras on both sides, here's westbound traffic off the high-rise, just fine for 9237 back to you. >> thank you very much, mike. it is 5:48. new questions in the death of a southern california middle school student and the delays in getting help to arrive. the boy died after suffering a seizure during p.e. at a school in curran county. precious time was lost as the school's 911 call was routed first to a service in canada. the operator there then transferred the call to a non-emergency number. >> a northern 911 operator answered the initial 911 call, they then in turn transferred over to delano police department our regular business line. >> the call eventually did get to emergency crews but minutes were lost. the reason, police say the initial call came from a canadian company that provides

unrelated crimes. according to "the chronicle" while searching peterson's computer during the arson investigation they found child pornography. dput rez is facing sexual salt charges after police say he raped a woman nine days before the fires. an update this morning, we are expecting to learn more about the man accused of molesting a little girl at a 99 cent store in hayward. man was arrested yesterday in the crime. investigators say he groped an 8-year-old girl inside the store on sunday while the girl's mother was just across the aisle in another aisle of the store when that attack happened. >> 5:51. happening today suspended state senator leland ye will face new charges in san francisco federal court. he and 27 other people were indicted last year on corruption charges. this morning, a second grand jury indictment adds a new charge of con speconspiracy to commit money laundering.

you'll recall we've had blockbuster growth lately. it is possible tomorrow's number may not be as good because people working in the oil industry have lost their jobs. fcc commissioners will get their first official look at a plan for net neutrality today. they already know what it's going to say because the head of the fcc published his ideas in an op-ed yesterday. we're learning what a big influence john oliver had on the process. oliver, the former reporter on "the daily show" has his own show "last night tonight" on hbo. he published a 13-minute missive about net neutrality. the "wall street journal" says this have you had yo was influential on changing minds in washington from allowing the so-called fast lane on the internet to forbidding them. now 13 minutes he talked about net neutrality. i'm always worried when i talk more than 45 seconds about it,6 because i think people are like, >> i think it's important for people to understand what it all
