and we begin with that live look outside, because of the microclimate weather alerts from san francisco from the san bruno mountain, you can see the clouds in the sky, as we await the first in a series of storms to hit the bay area. good friday morning to you. thanks for joining us. i'm laura garcia-cannon >> and i'm scott mcgrew in for sam brock. more about the weather in a minute. first we want to tell you about a light earthquake that jolted people awake on the we nips pen. the 3.1 magnitude quake hit at 3:44 this morning centered near the emerald hills of san mateo county, near redwood city. viewers tell us they felt it

from pacifica down to menlo park. no reports of injuries or damage. the big talker this morning will be our microclimate weather alert. we have live team coverage from the north bay all the way to the south but let's begin with meteorologist christina loren. you see the radar behind her. >> yes, it is lit up this morning and we've had some steady rainfall. right now we told you yesterday the time frame for the heaviest will be between 10:00 a.m. and 4:00 p.m. right now it's just getting started. let's talk about where the heaviest rainfall is, up in the north bay. i widen out to let you see just st system is producing, and it is widespread except for most of this activity is still to the north of san jose. it's going to be here, though, as we head throughout the morning together. by 6:25, expecting the heavy downpours to get going. it's like it timed things out just perfectly with "today in the bay," mike. coincidence? i think not. we're all wearing red for a very

important reason this morning, i love that tie you have on this morning, sir. >> thank you, we're going to red, talking about heart health but we'll talk about that in a second. our live look in fremont we have that flag flapping in the wind, that picked up. that's a major concern as far as crossing the bridges this morning as well as the rain coming in. fremont 880 and let's look at your maps. we had a deadly crash and a slowdown north of there at thornton avenue. no slowing shows up on our sensors. i drove through the area this morning earlier and it was down to one lane, the light traffic kept things moving smoothly. kris sanchez will be back in a minute way report on what happened there and what the progress is for lanes. the rest of the freeways move smoothly. you see the green blotches here and there scattered around, where the road weather index is registering wet roadways or damp soil through the area. we look at rio vista on the right might be wet over north of the antioch bridge. okay over at carquinez bridge and benicia bridges. stephanie chuang is in the north

bay. last december we had considerable rain, a lot of flooding in the north bay. what do you see up there now? >> reporter: good morning to you, mike. right now it is dry, no rain just yet but as you mentioned, it was pretty bad here at one point in december. we're at the cove shopping center in tiburon. the champagne salon and day spa was hit hard. "closed for remodeling due to flood damage" and the work is inside happening right now. you can see from the surveillance footage from inside this store that the water made its way in and again flooded enough to force the closure due to a pump failure in this area that flooded nearby homes including pablo castro's, who says he's still drying out. >> we had to take the plywood out, too, and i had plastic underneath, and so we let them dry and then we're starting to cover them and install plywood subfloor again. >> so the work continues for him and peopleevery where in the

area including mill valley are stocking up on sandbags as well as those in healdsburg, flooding devastated several downtown businesses in december. back here live the sandbags are ready to go. the hope is these won't have to be tested. marin county public works crews are on standby, ready to respond. the goal is to make sure the water doesn't back up so it doesn't get to the sandbags. it's dry but we'll keep you posted on conditions throughout this morning. stephanie chuang, "today in the bay." >> thank you very much. bob redell is in san francisco. bob, high wind warnings this morning. >> reporter: there are, good morning to you, scott. if you didn't have access to weather reports you would think it would be a beautiful day. it's very nice out right now, very cool, moderate temps but of course we know that's not going to be the case for long. the wind of course hasn't arrived yet here in san francisco, but when it does, people are concerned about scenes like this, that we saw six to eight weeks ago during the storms other the holiday season which did take down a

number of trees up and down the peninsula and the rest of the bay area. within the past 48 hours arborists especially in the santa cruz mountain area have been trimming trees especially trees with big limbs because we saw power lines coming down in a few instances during the past couple of months during those storms. trees coming down on tops of homes. i want to bring you back out here live in the mission on folsom between 17th and 18th streets, considered to be one of the lowest points in the city, based on a conversation with the department of public works owner and business owners around here. there was a lot of flooding during the storms in december. so much there's the contractor who has been fixing up a lot of these places, they are still fixing up their places and why they have this container out here, they have access to supplies. you have people out here like not another storm. i don't want to have to deal with the flooding again. fortunately it doesn't seem like we'll have the same amount of rainfall. given that a lot of businesses

stacked up sandbags. the owner of the hildebrand furniture shop, last december it was stacked too high, wasn't enough. that's why he has four sandbags high and they're hoping today that the rain is just not going to be as much here as it was the last time, they should be spared any nor damage. orange live in san francisco, bob redell, "today in the bay." people have stacked up sandbags and packed up their valuables preparing for another flood. the water was so high in december, five crews had to use boats and rafts for evacuations. others just waded through knee-deep water to save their belongings. take you out live to the south bay as well, still dry in the south bay, but certainly not for long. it is evidence though of when we talk about a microclimate weather alert how many

microclimates we have. the south bay will not be as badly affected as anywhere else. >> but it still pays to prepare most certainly. crews in the south bay have been trying to clean out storm drains as the rain moves in. in some areas it's only delaying the inevitable flooding. caltrans says certain underpasses are more prone to flooding. especially in santa clara county. >> a lot of the highways down there, the freeways are very close to the water table, so they have a very high water table. er time it rains heavily the water table rises and you get flooding. >> if you run into a flooded area, particularly at an underpass, don't drive through it. your car could certainly get stuck in that high water. stay with us all morning long as we track this storm. when we're not on air head to nbcbayarea.com for the latest forecast and we'd like to you share pictures of weather happening where you live as well. we have breaking news now, a

wrong-way driver on interstate 880 caused a deadly wreck. >> the driver is dead, three other people are in the hospital. "today in the bay's" kris sanchez live in fremont where that crash happened. good morning, kris. >> reporter: good morning to you both. the roadway is completely open right now. we were with the chp as they snuffed out all of those flares that were blocking rows of traffic but based on the video, it is surprising that this scene didn't carry on a lot longer than it did. as you mentioned it was a wrong-way driver on the interstate traveling in the wrong direction on southbound 880, who smashed into another vehicle. both of those cars erupted into flames. emergency crews had to rescue some of the folks who were trapped inside. one of the cars apparently split in two, according to the chp, but again, no major traffic impact. we were with the chp as they cleared the roadway in the last about 20 minutes or so. in fremont, right along the new

park border, kris sanchez, "today in the bay." >> kris, thanks. the man accused of molesting a little girl inside a hayward store is expected to be in court today. carlisle villazon is accused of sexually assaulting an 8-year-old girl at the 99 cent store on sunday. he was convicted of molesting a girl at a walmart in san leandro in 2010 and just released on parole. dino rinetti of livermore helped catch villazon after the walmart crimes. >> i looked up at the tv and by looking at the surveillance i knew it was him right away. i'll never forget that guy as long as i live. >> the sheriff's department used data from its tracking bracelet and determined he was at the 99 cent store at the same time the crime happened sunday. he was arrested wednesday at his job in union city. the palo alto police department plans to release more information today hoping to solve a cold case. the department will release a new video about the shooting

death of 21-year-old college student maria sho, shot outside a downtown nightclub in 2001. the video will feature information about the case and interviews from sho's family. there is a $100,000 reward for information to find her killer. >> it is 4:40. we're learning more about the huge data breach at one of the country's largest health insurance providers. still ahead who some say may be to blame. back outside a look at the golden gate bridge, christina has been tracking the massive storm. she is back in the weather center gathering the latest information. she's going to join us after the break with more on this microclimate weather alert.

that's what we saw in december. we're learning more possibly disturbing information about how the health insurer anthem stored personal information of millions of people. landon dowdy joins us from cnbc world headquarters in new york and landon, we hear reports this info was not protected at all. >> you're exactly right. new reports are emerging about the cyber attack at u.s. health insurer anthem. the company reportedly didn't encrypt the data from 80 million current and former customers that was stolen by hackers. that includes social security numbers and home and e-mail addresses. several states are now investigating the incident and the "wall street journal" says authorities have uncord evidence, the attack may be linked to the hackers backed by china's government. the health care industry has become the new hot target for hackers. the government said the last year was the worst for cyber attacks in the sector since 2011 with more than 11 million people affected. the records can be more valuable

to hackers with credit cards often canceled when fraud is detected. back over to you. >> thank you. twitter soared last night after the company reported earnings that beat forecasts, even though user growth is slowing. twitter added just 4 million new users last fall but it's blaming that on the rollout of apple's new ios 8 software. some users didn't bother to redownload the twitter app to their phone. >> thanks so much, scott. we have issued a morning because of a series of storms that we will see hit across the bay area giving you different live looks from different parts of the bay this morning. up in san francisco the bay bridge illuminated. in oakland we'll check the morning commute with mike as no doubt traffic will pick up as the rain starts to come down as well in the south bay. it is completely dry. the good thing is people have been preparing for the storm. >> well prepared. christina loren has been warning us for quite some time. >> and everything is still on track this morning.

same timing and sbesity. good morning to you, scott, laura, everybody at home. we're not getting the rain. you're getting some fierce winds. san jose a sustained speed of 22 miles per hour. you're at 26 now in half moon bay and as we progress throughout the morning, that's when the storm is really going to start to rarp ump up. we're bull's eyes 10:00 a.m. to 4:00 p.m. so the six-hour window of downright dangerous conditions. if you can keep yourself off the roadways at that time it's a good idea. it's when a lot of people pick up their kids from school and a lot of people getting ready to enjo i that weekend. it is friday after all, that's the good news in all of this. there is going to be rain on the way for saturday as well. you'll have opportunities to get outdoors. right now you can see where the showers are, relatively light at this point except for north of sonoma county. this is all moving in very quickly at this point. we're expecting heavier downpours in daly city by 6:25 and 6:10, in half moon bay. i take you into the 1:00 hour and you can see right in that

window getting heavy rain all the way from san francisco south to san jose. that will continue until tonight. by tomorrow morning at about 2:00 p.m., everything lightens up. tomorrow morning you have opportunities to get outdoors and sunday, another wave of moderate to heavy rain comes through, 7:00 a.m., i stop that clock for you. everything starts to push out as we head throughout the second half of the day on sunday. so all three waves of rain combined are going to bring in some very good looking totals for us. we really need to add up this rain and need it to fill up our reservoirs and we'll talk about how much we're expecting in tahoe coming up in my next report. 1.5 to 2.5 inches feasible in the south bay. two to four on the east shore and looking good, 2 to 4 in san francisco. mt. tam and the high elevations of the north bay, 7 plus inches, we could see 7 to 12 inches of rain up there and 2 1/2 to 5 inches on the valley floor, that's where we expect most of the flooding, sonoma, napa.

ukraine is asking for help to stop russian-backed rebels. developing now, taiwanese officials say information from the black box of a downed plane shows both engines lost power before it crashed. in the meantime, divers pulled four more bodies from the water. that raises the confirmed number of dead to 35. group of relatives gathered on the riverbank and mourned this morning, as the bodies were brought out. eight people are still missing, 15 survived. the airline transasia says it has paid nearly $6,500 to fly victim's families to taipei to collect the bodies of their loved ones. the airline also announced today it will be offering refunds for any tickets booked with them through next friday. scott? a bizarre story laura in missouri, where a mother and three others are accused in an elaborate kidnapping plot to teach her young boy a lesson about talking to strangers. investigators say the 6-year-old's mother, grandmother, and aunt

orchestrated a plot that included having the aunt's co-worker kidnap the boy, cover his head, tie up his hands and take him to his own basement. authorities say the man who helped the family lured the boy into his truck. once the boy got off his school bus and showed off a gun to enhance this ruse. >> they asked him, hey, can you do this for a family favor? our son is too nice. he's too open. he's too polite. >> investigators say the boy was in the basement. once he was in there his aunt pulled his pants down and told him he'd be sold into sex slavery. all four people are being charged with felony kidnapping and child abuse. >> a shocking story. >> in some ways it's good authorities now know about the boy and get him to safety. >> exactly. >> another story about discipline, this one is far less cruel but still weird. >> a georgia barber is getting national attention for offering what he calls old man haircuts. few months ago he told his 12-year-old son to quit acting

in san jose this morning, as i drove in. we've got a big storm approaching. we're going to check the forecast coming up with christina. also new this morning, contraceptive implants in iuds could affect, to be effective for at least a year longer than previously thought. the current fda standards are three years for implants and five years for iuds, but european studies have suggested they work longer. pot users looking to hook up with other pot users have an app now for that. the tinder style app is called high there, as you might imagine it's spelled h-i-g-h, based out of denver where recreational marijuana use is legal. it is only available in the 23 states that have legalized marijuana in some fashion which of course includes california. >> high there, innovativinnovat. we'll get to our microclimate weather alert in a moment. it's tied in with traffic this morning. >> for sure.

>> once the high winds kick n the rains come down, the roads are slick. mike? >> exactly that. laura you talked about our san jose shot shaking around a bit. foster city camera at the san mateo bridge. watch you'll see the camera shake a bit from time to time. there we go. the wind trembling around. it was much worse a couple minutes ago. no advisories as we look at our map from chp but the high-rises for the san mateo bridge this bum darton bridge and bay bridge across the bay like toy to get strung with more wind. so far the traffic flow nice. green shows up 280/92, the road weather index shows where the roads are wet. so far not a lot of that going on south of petaluma. it is coming down toward the north bay first and the rest of the bay as christina has been talking about. traffic is flowing smoothly right now. we'll zoom out toward the tri valley where coming out of the altamont pass we have traffic building a bit. the live look as we talk about

i'm scott mcgrew in for sam brock. >> and i'm laura garcia-cannon. be careful as you head out the door, the roads will be wet very soon. mike inouye will look at your morning commute and the affects of that rain when it starts coming down, in just a moment. meteorologist christina loren is really tracking the storm, look at that radar all lit up. >> we're just getting this thing going. you've got to tell you, it starts today, heaviest time frame between 0k a.m. and 6:00 p. frame between 10:00 a.m. and 6:00 p.m. microclimate where you live will dictate how much you get out of this storm system. it is a powerful storm in addition to the light rain we're seeing from sonoma county south to marin. we also have this fierce wind indicative of that storm moving in quickly. we jump from 10 miles per hour sustained to 22 in san jose, getting gusts to 35, 40 miles per hour so the wind will pick up where you live before the rain even begins.
