nbc bay area news begins with a micro climate weather alert. right now at 7:00, round two is upon us. the second storm in three days is hitting the bay area. a live look at san francisco, the golden gate bridge, palo alto and san jose. we are bracing for strong winds and thunderstorms all across the bay area. almost certain to cause more power outages and slick roadways. good morning. thank you for joining us. i'm vicky nguyen. we have team coverage. we will have the latest on the outages. we begin with anthony slaughter and our micro climate weather

alert. we are talking about the potential for thunderstorms as we move through the day. you just saw the radar. it is all lit up. heavy rain making its way into san francisco. looks like nighttime. ominous dark clouds moving through you the city. by noon, a little more stormy. we are talking about thunderstorm activity, a little bit of lightning and thunder as we head through the afternoon. that could bring out power and knock down some trees. we are going to see some clearing as we head through the day monday. you can see this big system out across the pacific. the cold front is still miles away. what we are getting right now is the pre-frontal rain. we will get enough to support

thunderstorm activity as we move through the morning. heavy rain moving into san francisco. up towards the north bay, santa rosa, next 15 minutes. you can see that yellow and red, it extends all the way down towards santa cruz and move into san jose in the next 45 minutes. as we move through the day, it is going to stay very can atiff. we a we are talking about the potential for afternoon thunderstorms. not something we talk a lot about here across the bay area. today, you need to stay on guard specially if you live near some of those really tall redwood trees. winds are expected to gust up to 60 miles an hour. we'll talk more about the storm and the impacts and check on the radar. up to the minute each and every 15 minutes as we head to the

day. the brief break in the storms gave pg&e crews the chance to clean up some of the damage as beef up the storms. nanette miranda is live in the pg&e office in hayward. good morning. >> reporter: good morning, vicky. the rain has arrived in the east bay. drops started falling steadily an hour ago. folks expect to be very busy. the utility company does look at the timing of the weather. they knew about this break between the storms, so they took advantage of it, to clean up the damage left behind from friday's storm yesterday and repair some of the downed lines. pg&e says it has about 2000 personnel helping out in storm response. in berkeley, a 90-foot tree came crashing down across three back yards damaging the roof of one

home. no one was hurt. mother nature also knocked down this tree. in the emergency operations center on friday to handle this weekend's response. >> we are prepared. we obviously have the material and the people in the right place to deal with that storm. it looks like it may be not as severe. you are still going to get some impact. >> here are the latest outage numbers from pg&e. 200 homes in the north bay have no power, 150 in the south bay, 25 in the peninsula and just four in san francisco. knowing that this storm is here and ready to gear up today, it is also a good reminder to people to have flashlights and spare batteries handy and perhaps candles. power up your smartphones and tablets in case the power goes out. it will be crazy to not be able to check your e-mail. live in hayward, nanette miranda for "today in the bay."

the storm is to blame for this fire in los gatos. gusts knocked down a live wire that caused this downed tree. crews worked quickly and no one was hurt. not only will the roads be affected but air travel is moving slower. some arriving flights at san francisco international airport may be delayed by 2.5 hours we will be continuing to monitor flight delays. local airports still sought several cancellations in san francisco. 27 departing and or arriving flights were canceled in san jose. a live look at oakland international. no flights were canceled there yesterday. three flights were delayed. make sure you check your flight stat tu status before you head to the airport. >> the rain and wind problematic on the ground as well. rain-slick roads may have played

a role to stheend it car off th bank and into the road. they had to use the jaws of life to free two victims. two people in a second car were also able to get out safely. >> in the sierra, people are enjoying the fresh snow. it shows brand new powder. the resort says it got 8 inches of fresh snow from friday night to saturday. it is still coming down. other resorts are reporting more new snow. north stock says it received more than 10 inches. during the rain, the bay area app is very useful. you can see the latest forecasts for your neighborhood and it is free on the google play and apple app. >> a former san francisco supervisor and police officer become the victims of a hit and run.

it started earlier yesterday morning when the officer tried to arrest a man for aggravated assault. he fled the scene. the officer was treated for minor injuries. the suspect was later spotted in a black mercedes around 7:00 last night. he hit multiple cars near mission and sixth street. one of the victims, tom amayanoe was on the way to dinner with a friend. >> we are okay. a little bit shaky. i want kimberly's wound to be taken care of. >> i am glad tom and myself are okay. police tried to arrest the suspect. the suspect tried to grab the officer's gun. after a struggle, the police were able to take him into custody. the man involved in a deadly car crash that killed an eight-year-old girl was under the influence of drugs.

li louis barn aby jr. was on meth adone and was told not to drive. they say he plowed his jeep into an suv parked on the shoulder. the crash killed a little girl inside the suv. bernaby is facing several charges, including murder. now, to a follow up on a story we first brought you yesterday. firefighters could not get to her in time. they are looking at what caused this deadly fire. the 80-year-old died after the fire broke out at her home on moss hollow drive. when firefighters got to the scene, flames were already shooting out of the home. it took them about half an hour to knock down the fire and get inside. that's when they found her body in a back bedroom. no other injuries have been reported. much more ahead on "today in the bay." coming up, what is coming down

she is and what happened to her. her disappearance has left many skeptical and concerned. >> i'm sure the family is reeling for answers. the community is as well. >> muir was an aid worker kidnapped in 2013. those that remember her say she was a scholar and activist and passionate about helping victims of syria's civil war "nbc nightly news" anchor and editor, brian williams, says he will take a short break from the broadcast. he is subject of an internal nbc view as questions intensify about the story he told about his iraq war assignment in 2003. in a piece he aired, he claimed a military cop ter he was riding in took enemy fire. crew members on that chopper publicly dispute that account. his apology for misremembering set social media on fire.

police say jenner fully cooperated and did pass a field sobriety test a mystery over what fell from the skies over the pacific northwest and idaho, it is described as milky colored, dusty or dirty rain that is coasting cars and windows in an area 200 miles wide. the national weather service says the rain storm may have passed through dust or volcanic ash before it moved into the area. they are now collecting water samples for testing. let's bring in anthony slaughter for a look at the weekend forecast. we are not seeing that down here. we are going to get a lot of rain. >> it is coming down heavy now. the san francisco kam, you can see the rain coming down in sheaths in some parts. visibility started to drop off here. this is what we are going to look at as we head through the day. lots of heavy rain.

at times, it will be raining sideways. with the wind, gusting, soaking rain. the potential for a few thunderstorms. the storm center has a slight risk of thunderstorm activity. not often that happens. pay attention to the changing weather. heavy rain making its way into the san francisco bay right now. really, everywhere, showery activity. more on the way off the coastline expected to move through in the next couple of hours. it will not let up until about noon. it will be soaking wet as we head through noon. every single location looking at showery activity. visibility drop off in san francisco. up towards the north bay. temperatures today, without a doubt, cool. no surprise there.

only talked about highs in the mid-60s. the core of the system is still off the coast. that's prefrontal precipitation we are dealing with. it is not really that bad as to what is going to head our way through the afternoon. very unstable air behind the cold front. lots of lightning strikes and gusty wind. just dealing with the first part of the storm. what we're getting right now, plain old rain. a little bit of wind from time to time. the purple, that denotes wind gusts up to 50 miles an hour. up to 5:00, 6:00, that's when the winds are going to ramp up. that will be the worst of it as we head through the afternoon.

heavy rain this morning. potential for downed trees. this is 10:00, widespread shower activity. what you'll notice here on the map, you have lots of pop-up thunderstorms. they look kind of like popcorn. it is little, small areas of very strong thunderstorms. once we get rid of this heavy batch, what we are going to find off the coast forming is lots of pop-up storms. by 1:00, a lot of stuff starts to move out of the region. at 9:00 this evening, a few isolated cells. these are going to be very strong. that's going to be associated with the core. as it moves through, gusty and

"today in the bay's" garvin thomas is here with this morning's "bay area proud." among the many things that make brandon gruber special, he not only turned a rough high school experience for himself into a great one, he has dedicated himself to doing the same for others. >> do you want to go back over one more time or start with the tree? >> i want to start with the tree now. >> brandon gruber's art teacher said it was all the way back in third grade that she first recognized something special about brandon when it came to painting, something she felt was worth sharing with the world. >> i love my art stuff. >> this story is about brandon using his art to share something he is even more passionate about these days. >> i learned to help my friends.

they worked all day yesterday, and got that down to 380, mostly in the north an south bay. in berkeley, a 90-foot tree came down crashing across three back yards. no one was injured. mother nature knocked down trees in san francisco like this one in bermal heights. some residents had no power from friday night well into saturday morning. >> it took so long. what was aggravating is that you could look out the window and see lights all around us. it was just like this one little area. >> tg&e finally brought in a temporary generator and the company opened an emergency jen ir ray tore. pg&e has ramped up personnel. they say about 2000 people, crew

environmental and labor groups started their protest. they said, follow the science and stop fracking. the process of injecting water, sand and chemicals into underground rocks so oil and natural gas can escape is bad for the climates and for people's health. here is their message for the governor. >> he says he is a climate leader. he says he is for the environment but when it comes down to the policies, he hasn't done anything. >> a spokesman for the governor seas there is no direct evidence of harm from fracking and that this governor has done more to deal with climate change than any other political leader in the western hemisphere, imposing fracking regulations toughest in the nation a popular surf spot, martin's beach. a judge has rejected to start a new trial.

you're watching "today in the bay." medical experts are scrambling to inform parents about the values of vaccinations. there is a political side as well. lay the foundation for us, the ground work. what's the connection here? it is a classic, vicky, because it is about the rights of the citizens versus the proper role of the government. that's it. california is one of 20 states that allow parents to exempt their children from vaccinations on the basis of personal beliefs or religious values. last year, about 13,000 exemptions were granted, 80% for personal beliefs. they are very dramatic. 2% of the children in alameda county to more than 8% of the children in santa cruz county. this is data that comes from the department of public health.

>> four times as many kids are not is vaccinated in places like santa clara county. people who have personal or religious beliefs ta vaccinations are harmful. some are saying that it can cause autism. the overwhelming data from the medical community and the government and the general consensus among doctors is that vaccines are safe and that they save lives. at the end of the day, why shouldn't it be up to parents to decide what is best? >> those who choose not to v vaccinate claim that parents have the right to rely on what is right for their children. they rely on a study that falsely connected measles to vaccinations. >> it is understandable, we live in a country that prides itself on individual freedoms and the

rights to choose. is there an argument for vaccinating and the government's rule in protecting health? >> yes, there is. they make the argument from the standpoint of the greater good, it is imperative. not vaccinating children threatens not only their well-being but the health around them. just as the state has a right too establish water quality standards or anti-pollution laws in the name of public health. these folks say the state has the right to protect people from contracting deadly diseases such as measles, mumps. it focuses on the rights of the individual and the rights of the state. >> this measles outbreak, we are into the triple digits nationwide. several cases, nearly two dozen here in california. it is continuing to grow. it has prompted legislative action here in california.

what is the latest? >> it is a hot topic. state senator has authored a bill that would limit vaccination exemptions only for religious belief. that would reduce by 80% but this seems like a done deal. opponents are outraged over this. they are going to scream that the law is an invasion of privacy, something the government has no right to do. their argument will be countered that those who claim the most important job for government is to protect people from unnecessary harm. it's a classic debate about the role of government. >> right now, you are allowed in california to claim a personal exemption or a religious belief exemption from vaccinating your child. if this were to pass, only exemptions for religious reasons. >> mississippi and west virginia

z. >> welcome back here on this sunday. i want to get you up to speed with the very latest on the storm. everyone seeing heavy rain across the bay right now. i want to show you the system as we zoom out a bit. there is the core of the center that is expected to move through later this afternoon. i want to show you the cold front starting to form. you can see noted by some of those clouds that will be the supercell activity as we head through the afternoon. potential for lightning and thunder and hail. something we usually don't see across the bay area very often. we already have very heavy rain making its way through the entire bay. some of the heaviest of stuff make its way through redwood city. even up towards concord seeing the heaviest of stuff. towards santa cruz, more heavy rain pulling back to the coastline. the general trend.

waves of rain going to continue to make its way through until the core moves through. that's not expected until this evening. we have several hours of stormy weather to get through. this morning, the good news, just plain old rap. a little bit of winds out there. gusting 20-40 miles an hour. cold front expected to move through with the core. that's going to really ramp up things. not only the heavy rain but also the severe criteria, something we don't usually see. an unusual day. we really could use this rain. it is going to continue to come on in here as this system makes its way through. the cold front, still a ways away. things are going to get volatile. the potential for thunder and lightning and we usually don't have to say here across the bay. i want to show you this wind map. winds are going to pick up at noon at the coastline and continue to gust in our hills akrs our inland valleys but not until 5:00, 6:00, does it become more widespread. across the tri-valley, up towards the delta, mort bay and

coastal gaps. we are going to see winds gusting in excess of 40-60 miles per hour along with some thunderstorms. the futurecast shows a lot of supercell activity i was telling you about. around 10:00, a lot of cells still off the coast. the widespread rain still inland. these are the cells i'm concerned about. that's where we are going to see a lot of the energy from ports and thunderstorms. 1:00 and points there after, things are going to become more spotty. that's when we are going to have the potential for isolated thunderstorms. you'll notice by 9:00 when the core moves through, up towards santa rosa, these fast-moving cells are going to be the ones that can produce damaging winds and the potential for hail. stuff you see in the central plains. we are going to see that threat as we head through date across the bay area. if we look at the trend, temperatures remained above average and we are even talking about a nice climb by wednesday
