>> we want to get you halfway to your workweek so we can get closer to that warm weekend we've been promising you. just tracking a little bit of fog up there. not a lot out there, but we are expecting more to develop as we head throughout the morning hours together. speaking of which, let's check on that drive. here's mike inouye. >> let's look at oakland right now. the light volume of traffic on 880 and itself. i've circled the webster tube, that's the one that takes you under the water from oakland over toward the island of alameda. that is closed until probably just after 5:00 this morning, if it goes according to schedule, which it typically does. maintenance there keeps you going over the water. no major concern. folks know about that locally. and the rest of the bay, as we zoom out, we see green as far as our speed indicators. we'll call it a couple of typical spots that, you know, even now we have a good number of cars out there.

a developing story now out of san jose. police are searching for the person who opened fire on a busy restaurant. a woman eating inside at the time was shot in the neck. >> it happened just before 9:00 last night on center road. kris sanchez live at police headquarters in san jose. do police know where the shots came from? >> reporter: they believe that they came from the parking lot and that's about what we know this morning so far. police believe that that woman was just in the wrong place at the wrong time, and that wrong place, of course, was the restaurant that you mentioned. it is the may hong restaurant near center and tully road in san jose's little saigon neighborhood. police say the woman was just having dinner before 9:00 last night when someone took aim at the restaurant from the parking lot, though not directly aimed at the woman. >> the restaurant had curtains on it. we believe that the shooter was possibly shooting at the

restaurant, but didn't really have a target in mind. one of the rounds went in through the restaurant, through the curtains and struck a patron while she was eating. >> reporter: the woman was struck in the neck. though she is in stable condition this morning, she was shot at least one time, witnesses tell police that the suspect fled the parking lot before police arrived. they told police that he took off on foot after firing those several shots. police have not released a suspect description this morning, but if they release any other information, we'll bring it to you the next time we see you in just about a half-hour. >> we'll check in with you then. thank you very much, kris. this morning, palo alto police hope to release a sketch of a man who's been taking pictures of women in a public bathroom. last night, a woman using a restroom was stunned to see someone holding a camera over her stall and recording her. >> she was doing everything she could to get the guy to stop. she yelled, screamed. and he took off running. >> i actually carry a taser in

my backpack. >> do you really? >> yes. that's good idea. we should all carry one. >> police say a very similar crime happened at the facility in july and the suspect description similar. a than his 20s, asian or hispanic with a buzz cut and a thin mustache, wearing a black zippered hooded sweatshirt and pants. happening today, the antioch teenager accused of kidnapping and raping a domino's pizza deliver woman is now set to face a judge. 17-year-old darion miles jr. will be tried as an adult in this case and he's facing eight felony counts. the victim says miles kidnapped her at gunpoint. she says she was then forced to drive to another location where he allegedly sexually assaulted her. a school board in marin county tackling the sensitive issue of vaccinations. with measles cases across the country mounting, the reid union school board voted last night to take a stand against parents opting out. they're now publicly supporting

an effort to abolish the state's personal belief exemption. the family of 7-year-old cancer survivor who goes to school in the district helped make the case. >> you know what it's like to get up every night in the middle of the night to put an i.v. medicine or feed our kids through a feeding tube. and to have that complicated by an illness that was eradicated, that could be avoided. >> making everybody get vaccinated unless they are doing chemo, like i did. soon, we will say gone with the measles. >> the board voted 4-to-1 supporting the ban and they want to send that to county health officials. the u.s. military preparing to pull most of its troops from the especially sent of the ebola outbreak in west africa. president obama is expected to make that announcement. infection rates have declined significantly. 1,300 troops are currently

providing aid in west africa. also today, president obama expected to formally ask the congress to use our military to go after isis. the u.s. and allies are attacking isis from the air, but with the death of american work aide worker kayla mueller now confirmed, the president is under pressure to do more than that. >> let our allies and adversaries know that we mean business. >> isil is responsible for that death. >> also today, a house hearing will explore the problem of foreign fighters flocking to syria in record numbers to fight with isis. new this morning, two men have been charged with planning a terror attack in australia that authorities say was imminent. officials say the men would have carried out the attack yesterday if they hadn't been arrested during a raid at a home in sydney. during the raid, police also seized a homemade islamic state flag, a machete and a hunting knife. they didn't go into specifics about the planned attack. this morning, the u.s. is

joining france and britain in closing its embassy in yemen. the state department says the country's political situation is deteriorating to the point that it's now too dangerous for embassy personnel to stay in. last month, the yemen government collapsed in heavy fighting with iranian-backed rebels. it's 4:37 in the morning, wednesday, halfway through your workweek. taking a peek outside, overlooking san jose. let's check in with christina loren. she's got a look at the microclimate forecast. >> popped up just like that. >> indeed. good morning to you. maybe you're having some lucky charms for breakfast this morning. san jose showing you mostly clear sky. same clear sky over san francisco. we have a beautiful day coming your way with temperatures in the upper 60s to low 70s, and then the big time changes move in. as we get into the end of the week in your all-important weekend. today in the south bay, 71 degrees. 72 in the tri-valley. 72 degrees in the north bay. it's going to be a very comfortable day. we'll have your full forecast coming up. we'll talk about which beaches

will be the warmest after all. you think about that weekend, it helps you get through the workweek a little bit easier, in my place, anyway. i'm already making the plans. >> we should get the tape where you do the beach forecast and send it to the folks at our new york station. we're looking at the tri-valley westbound 580. steady stream. for folks who travel through dublin, as we look at your map, that's normal. that's not a problem and an easy drive. the camera we just showed you, a smooth drive, a little bit of a build off of 205. we do have your south bay with your look. we do have construction still going on. 280 north to northbound 880. that's been a long-term project over by valley fair. as we move north of the san mateo bridge, we see greens for all of these bridges across the bay. no backup at the toll plaza. in the north bay, a little fog drifting around on her readouts.

what a span across the bay bridge in the distance. it's going to be a great day ahead. we'll check the forecast at 4:42. chris kyle was depicted in the movie "american sniper." opening arguments will be made today. a former marine, eddie ray routh is accused of killing kyle two years ago. a jail system in san mateo county is getting high-tech and a controversial facelift. supervisors approved $5 million to be used for jail safety renovations at the mcguire correctional building in redwood city. the changes include a move toward all video visitation. instead of talking behind the glass, the new correctional facility will have 48 kiosks set up to people can visit inmates through a computer. not everybody's happy about this change. >> i think we need to be cautious before investing too much in mcguire until we really

understand how exactly we're going to use that facility. >> social media and online and on a computer is not as personal anymore. i mean, it would just be better to have the person-to-person. even though it's through a glass. >> two counties are already using that system. alameda and monterrey counties are also considering making that change. a bigger paycheck could soon be on the way to some workers in palo alto. this week, the city council voted to move forward with a proposal that would raise the minimum wage above that state-mandated $9 an hour. that proposal is now on its way to the policy and services committee. the committee is now responsible for drafting an ordinance that outlines a new base wage. construction on apple's $850 million solar energy farm is expected to kick off by the middle of this year. >> pretty amazing. ceo tim cook announced yesterday the 1,300-acre plant in monterrey county will generate power for all of apple's facilities across the state. this includes its 52 stores.

pressure. this is going to keep a little bit of cloud cover coming in, but only the highest clouds are able to make their way through, so you'll see a thin veil. here is the story. sunny and unseasonably warm today. we begin that climb that's going to take us well into this weekend. 63 degrees on the peninsula today. 63 degrees in san francisco. and 64 on the east shore. those are your lunchtime temperatures. by 3:00 today, when our highs come in, we're talking about 68 degrees in san francisco and 70 degrees in the east bay. meanwhile, 73 degrees in the south bay. just a beautiful day coming your way. right now, it is chilly. make sure you bring that jacket with you. as we get into your afternoon, jet stream well to the north, and that means that big ridge of high pressure is going to keep all the storm systems that do develop working their way into canada. for us, we've got a big change on the way. we had that really great rainfall over the weekend. as we get into the next couple days, we're going to trade that in for record warmth. on shore flow, a thing of the past at this point.

offshore flow has taken precedent. the valentine's weekend, that's when we'll see the peak steadily climbing each and every day, all the way up through saturday. yes, it is my first valentine's day with my husband as a married woman. >> i thought about that yesterday. >> yes, you know, i love him. i think he might get a mug, but i might send him flowers. don't tell anybody. back to you guys. >> a mug on the first valentine's day. all right. 4:49. new details this morning in the shooting, of a popular tv sports anchor. authorities in san diego last night arrested the man suspected of shooting kfmb's kyle crasska. he was shot yesterday in the leg and the stomach outside of his home. he's now recovering after surgery. the local man who police say shot him surrendered to a swat team after a manhunt lasted several hours. there's no word on any motive for that shooting. two people have been hurt in

southern california by exploding electronic cigarettes. an anaheim teen is hospitalized with burns to his hand after his e-cigarette burst into flames. in san diego, a man was rushed to the burn unit after his e-cigarette exploded inside a liquor store, shattering windows. e-cigarettes heat liquid nicotine into an inhaled vapor, but a new worry to be concerned about. >> a new worry there. a new study now, suggesting that depression among teachers may impact their students' ability to actually learn. >> it's interesting, sam. researchers evaluated 27 elementary school teaches for symptoms of clinical depression and assessed their students' reading and math skills throughout the year. the teachers struggling with depression were more likely to have lesser quality classrooms and their students made fewer academic gains. we do have good news for anyone who enjoys an afternoon siesta. >> it helps every now and then. a new study showing that napping
