drive. always something going on. >> almost 4:31, loom how many lightings we have, a lot of cars driving. no major issues. as we look at the east bay and the peninsula side at the same time on our maps, that circle at the bottom of the right-hand side, there was a crash earlier, looked like all the activity should be cleared in just the next couple minutes. a little slowing getting into san francisco, west 80, the bay bridge, construction overnight. might be moving one of those crews right now. rest of the bay, no problems, no major delays. the big yellow stripe is the san mateo bridge. that was just green a couple seconds ago. i'll check on it. back to you. >> all right. thank you very much, mike. 4:31. we expect to learn more about the armed intruder shot and killed by san jose police. officers say the suspect charged them with a knife. the 911 call came in about 5:00 yesterday afternoon about an attempted break-in at a home near spartan stadium.

when two officers arrived they confronted the man outside the home on sherman street. they ordered him to drop hi weapon numerous times but they say he didn't listen and started running towards them. both officers fired, hitting the suspect at least once. >> i heard shots, what i thought was fireworks at the time. i saw cops so figured someone got shot. >> the man died at the hospital. the two officers have been placed on administrative leave paid pending an investigation. new details in a bizarre hit-and-run investigation. alex alcazar is a person of interest in last week's deadly crash in milpitas. a car collide with a garbage truck but the drive of the car kept going. when first responders followed the trail of debris, they found the car on fire and the body of a 14-year-old girl just outside of the vehicle. al kazaa is the registered owner

of that car. >> we don't know where he is, what his circumstances are. we'd just like to talk to him act his vehicle. >> what kind of charges could he face? >> we're not sure if he was the driver, if he knowings who was driving or was even in the vehicle. >> the girl lived in san jose and al kazaa is from milpitas. a rash of burglaries in the almaden community has them demanding help. hundreds of people packed a meeting last night. city leaders acknowledging there's a problem. police say there were 82 burglaries last month alone there. officers say over the last eight months they've made more than 100 burglary arrests in the neighborhood and say gangs could be to blame. >> that very high percentage of those arrests have been of 14- to 17-year-olds. >> all right. how do respond to the department and the mayor? they say help is on the way.

four new truancy abatement officer lbs added to the staff to help troubled teens get on a better path. the mayor wants to give officers a raise as well to boost retention. for three straight days an infected measles passenger took the yellow line from the b.a.r.t. lafayette station to the montgomery station in downtown san francisco and back. the person was on the train last wednesday, thursday, and friday between 6:00 and 8:00 in the morning and again between 7:00 and 9:00 at night. we now know the person works at linkedin on kearney street. a notice in the window says employee who is came into contact with the person have been notified on what steps to take. the person with measles also ate at e&o restaurant and bar on sutter street. >> traveled on the same exact b.a.r.t. train i was probably on at the same exact time of the

morning. so it's just scary. >> it becomes airborne so that if i have measles, anybody who's in this room, even an hour after we leave could become infected with measles. >> symptoms can take weeks to show up so, it will still be several more days before we know if any new cases are linked to b.a.r.t. so far there are 15 confirmed cases of measles here in the pay area. alameda has the most with six. there are cases in san mateo county, santa clara and marin have two cases each, while so solano and contra costa county each have one. billions of dollars of goods landlocked with west coast ports closed for business. here's a look right now at the port of oakland. it's the fifth busiest port in the country and one of 29 west coast seaports that will be closed for four days. it comes after contract talks between dockworkers and their companies were pulled yesterday. during the shuttown, dock

companies say smaller crews will be used to clear the already unloaded containers. alameda county water customers may have to dig deeper into their wallets to pay their bills. board of directors is meeting today to discuss a rate hike that would amount to about ten bucks every two months for the average family. it has more to do with capital improvement than any drought-related costs. today's meeting allows customers to provide feedback. it's at 6:00 at the alameda county water district headquarters in fremont. there are three winning tickets in the fifth largest lottery prize in u.s. history. >> unfortunately, that does not include our area. >> we are still here. >> we are. that means half a billion dollars is being split three ways this morning. the lucky tickets were sold in texas, north carolina, and puerto rico. the jackpot was for more than $564 million. >> all right. here are the winning numbers. 11, 13, 25, 39, 54, the

ordered from some places. warm down sloping winds moving from land to sea, negate the marine influence, and for us that translates to very warm temperatures even at your local beaches. for today, warming trend brings us into the mid-70s just about everywhere. in addition to that big warm-up as we get into the next couple days we are going to see some big waves out there at your local beaches. for valentine's day, near 80 degrees, only in some parts of the bay area. we'll show you that in just a moment to let you know if your city might break a record because it's warm for this time of year. right now, as promised, let's see what's going on with the road. >> how you doing? we're over here towards the san mateo bridge where traffic is flowing nicely. look at 92 from the hayward side, we had slowing showing up. very nice drive here. let's look from the peninsula side off the high-rise or onto the high-rise. aside from the camera freezing from time to time, that's the

deal after marathon talks in belarus. the deal calls for fighting in eastern ukraine to end saturday and withdraw heavy weapons. there are still reports of heavy fighting. leaders from 28 nations are meeting in brussels to debate ambitious new strategies in the fight against terrorism. members of the european union are discussing a range of new steps including exchanging airliner passenger manifests, tightening controls of the border and combatting extremism on the internet. counterterrorism shot to the top of the meeting's agenda following the january terror attacks in paris. here at home, the congress is doing two important things today in the war against isis. one, they're looking over the president's request to expand the war, and also deciding who's going to be which-in charge of it. this afternoon the congress votes on ashton carter as defense secretary. he would take over a war that president obama wants to expand for ul up to three years in iraq, syria, and prams beyoerha

that as well. >> the president should have all the tools necessary to win the fight that we're in. >> there is no appetite for any boots on the ground except in limited circumstances. >> a vote on the president's proposal may not actually happen until march. also today, president obama joins the lawmakers to cast a spotlight on the issue of suicide among veterans. he is signing a new bill creating a three-year pilot program to help recruit psychiatrists to the va. it also includes a new website providing mental health services and new rule requiring that suicide prevention programs be evaluated annually by a third party. president obama will be in the bay area this evening. >> but unlike his previous visits he's got a new game plan. air force one scheduled to land around 5:30 tonight. so expect the usual motorcade of traffic along 101 near sfo. expect a lot of traffic near the stanford campus tomorrow where

the president will host a summit on cybersecurity. the president heads to palm springs on saturday morning. starting today, a san francisco school is putting itself in a time-out, a tech time-out. >> that sounds a lot more nicer than the usual time-outs. for the next three days students at stewart hall will voluntarily shut off their electronic twices. the school is the first the area and only the third in the entire state to take part in a national movement called the tech time-out academic challenge. student who is opt in are given a pledge sheet and parents are also encouraged to help out by turning off the electronics at home as well. netflix says a computer bug is to blame for its accidental early release of the episodes of "house of cards." >> a lot of people wanted to catch it. the third season of the political drama starring kevin spacey not supposesed to come out until later this month. the new episodes were up for about five minutes before they were taken down. >> that would be a pretty quick

cram. women typically express their feelings about a lot of things but new research shows money isn't one of them. >> what are they interested? for that we down to landon doughty live at cnbc headquarters. >> a new survey by fidelity finds women don't like to talk about money. about 80% hold back discussing finances with friends and family because they consider it too personal, they don't want others to know that information, it makes them uncomfortable or they just weren't raised to discuss money. while three-quarters of women say they're saving for the future, 60% worry they won't have enough for retirement. checking wall street, the markets look to push higher today after a mixed close on wednesday. signals pointing to a higher open as investors cheer a peace deal reached today between russia and the ukraine. unemployment, retail sales, and earnings today from kellogg and kraft foods.

the dow fell six points yesterday, the nasdaq rising 13 to 4801. kisses may not come cheap for valentine's day, especially chocolate ones. cocoa prices have soared in the past year due to rising demand for chocolate and in particular dark chocolate in asia. that's forced producers such as hershey and others to raise prices by as much as 8% and shrink packaging. >> convenient timing given the fact we're coming unon valentine's day. >> perfect timing. >> i can only imagine the huge bucks landon gets. >> twizzlers. >> packages shrinking. won't be very much. >> thank you very much. a new warning for dark chocolate lovers just in time for, yep, st. valentine's. >> a study by the food and drug administration shows the majority of dark chocolate is not dairy free and that could be a problem for people suffering from milk allergies.

the problem comes in the labeling. the agency says it found milk in products that were labeled dairy free. give them a little something else to your loved one. >> a little something-something. in the event you don't have a milk allergy, dark chocolate is my favorite. christina, dark chocolate, white chocolate? >> i think you're just trying to tell us what you want for valentine's day. >> hint-hint. >> you got it, my friend. 49 degrees in san jose, 45 in san martin, and 48 in livermore. another warning about chocolate. you leave it in the car for the next couple days it will likely melt. we have some warm temperatures and inside your vehicle it can get between 15 to 25 degrees warmer than the outside air depending if you park it in direct sunlight or not. let's show you what's going on. we have offshore flow firmly in place. you can see the clouds this morning arcing up and around that big ridge of high pressure and all that santa ana wind pumps through the los angeles area. for us, we're kind of right

smack in the middle. we won't get the wind but we'll get the warmth. sunny and unseasonably warm for your afternoon with temperatures in the mid to upper 60s today at lunchtime. then we're going to see highs come in about 3:00. that's per usual. 74 degrees on the peninsula today. 72 on the east shore. and, hey, the north bay today at 76 degrees. that warming trend will kick into high gear tomorrow and especially on valentine's day. warming you up that way. 77 degrees on friday, up to 78 degrees on valentine's day. it's going to be pretty warm on sunday as well but not as warm as what we're expecting as we get into your saturday. then by monday, things start to cool off a touch, but, hey, you might be wanting to take your loved one to the beach this year. we'll talk about your beach forecast and tell you what else is going on outdoors as we get into this upcoming weekend. right now back to you, sam and laura. >> thank you very much. gearing up to be the legal eagles of pot, preparing to vote to legalize marijuana could be on the ballot next year.

>> think of it as pot 101. from a south bay professor and his law students, a course that answers the burning questions of where pot shops can operate and how to regulate them. >> reporter: marijuana shops have rolled out in colorado and washington. legal grows peppered throughout those states. oregon and alaska just passed recreational pot laws as well, and next year california could do the same. >> it's a really hot topic all around the country. >> reporter: that possibility brought the 13 santa clara law students to the classroom of professor david w. ball. >> if this industry takes off, it could be a big thing down the road. >> reporter: they're diving into marijuana, specifically legal issues around it. >> basics we have to talk about. >> reporter: they discuss what other states are doing right and wrong and what questions colorado and washington still have as they sell thousands of joints, buds, and edibles. >> this is a really huge deal, and there isn't a lot of information out there. >> reporter: some of the questions california would have

to answer, how driving under the influence will be measured. how would marijuana sellers be regulated and should employees drug testing rules be change sheriff's deputy. >> i don't think i can answer many of those. some will be answered pointing out what the questions are. >> reporter: professor ball serves on the lieutenant governor's commission on marijuana law and policy. he says the students' work could help shape future marijuana regulations in california. >> your work is going to have effect on the legal policy and legislation that, you know, is going to be proposed in 2016. >> reporter: it's one of the few law classes in the country focusing on marijuana. students say it's a rare opportunity. they'll post research updates to a blog made available to the public, and they hope next year california will be prepared whether voters decide to puff or pass. >> there isn't just one way of regulating recreational canna s cannabis, and so we want to try to figure out what are the best ways. >> ian cole, nbc bay area news. up next on "today in the

this morning. good morning. local traffic there. beautiful and lit probably be crowded. over here looking at 580, which is also beautiful. want to appreciate all the roadways also getting a good number of cars here. that's a typical build for a thursday morning and that same stretch with our arrow right there, so nothing dramatic, at the speed limit, out of the altamont, livermore, dublin interchange. through fremont, san jose on the maps, cupertino, sunnyvale. same thing for the southbound. light volume there as well as moving along the peninsula, anywhere north of the san mateo bridge heading toward the golden gate bridge in the city there as well. a nice flow of traffic through the north bay. top of your screen, a crash with activity still there, highway 101 right around redwood roadway there. no problems as far as the flow of traffic. highway 37 at speeds from vallejo across over toward novato. back to you.
