microclimate weather forecast. toll pricing kicking in in about ten seconds. east shore freeway, we'll track both incidents coming up. it's thursday, february 12th. a live look outside at the bay bridge. this is "today in the bay." a good thursday morning. thanks for join us. i'm sam brock. >> i'm laura garcia-cannon. we are expecting to learn more about the armed intruder shot and killed by san jose police. officers say the suspect charged them with a knife. >> this all happened on sherman street near west alma avenue just east of i-87. >> bob, this is san jose's first officer-involved shooting of this year. >> reporter: it is. according to flis political analyst they fired at the suspect out of fear for their own safety. two officers involved, both members of the gang suppression

unit according to the "mercury news." they were responding to a 911 call of a man trying to break into the home in this neighborhood just after 5:00 last night. they found the man outside the home armed with a weapon. >> the subject had a knife and charged at the officers. they ordered him to drop the knife. he did not. they fired from their duty weapon striking at least one time. >> heart barack obamaing to know it happened so close to home. >> reporter: both offersers fired several shots. at least one hit the subject, who died later at the hospital. both officers have seven to eight years experience with the department. they've been questioned and placed on paid administrative leave, which is normal when an officer is involved in a shooting. investigators have not released the identity of the dead man nor why he targeted this home. bob redell. it is 5:01. palo alto police are looking for a man who attacked another man

inside a macy's bathroom. the victim says the man peeked over the urinal partition and grabbed his behind. it happened inside the macy's at the stanford shopping center. investigators believe the same man could be linked to another incident on monday. in that case, someone took a picture of a woman inside a restroom. now to a story we're learning from the east bay, a follow-up, learning that the antioch teenager accused of raping a pizza delivery driver was already on probation at the time for another crime. prosecutors say derian miles jr. committed sunday's attack while wearing an ankle mop or the. that monitor could prove where he was at the time, actually. he faces a slew of charges including rape, sodomy, and kidnapping. if convicted he could spend the rest of his life behind bars. the health department is trying to track down b.a.r.t. rider who is came in contact with a commuter infected with measles. for three days last week he took the yellow line to and from the

lafayette station to the montgomery station in downtown san francisco. >> that's where we find "today in the bay"'s stephanie trunk. have the people he worked with been alerted? >> reporter: good morning to you. this person had a short walk once arriving in the city from the montgomery b.a.r.t. station just a few hundred feet to 1 montgomery street that houses the san francisco linkedin offices. a public health notice was posted yesterday in the window of the building warning a contra costa resident has measles and worked in these san francisco offices last wednesday through friday, february 4th to 6th. as officials have contacted the people who were close to the person who contracted measles, once airborne, measles can linger and fiin a confined spac an hour after the infected person leaves. so those in the linkedin office and those who rode b.a.r.t. are

being asked to check with their doctors. >> probably rode the same exact time of the morning. it's just scary. >> i'm vaccinated so i'm not concerned. >> reporter: the person with measles also ate at e&o restaurant and bar on saturday night. the manager there says all employees have been vaccinated and public health officials say there's no risk and to stay open. vaccinations are 95% to 99% sfoif there's a good chance the person did not get vaccinated. how he or she got measles is not being released. it could be several days before we learn if anyone else contracted measles as a result of this latest exposure. stephanie chuang, "today in the bay." >> so far there are 15 confirmed cases of the measles in the bay area. alameda county has the most with six.

three case cases? san mateo county. santa clara and marin have two. solana and contra costa each have one. president obama arriving for a bay area visit. this one focused last on fund-raising, more on online security. >> krez where we may see those traffic tie-ups. kris sanchez joins us. >> lucky the president is arriving in the evening after the commute so no major impact there, but you could expect some traffic tie-ups come tomorrow at around the stanford area. believe it or not, it would be the first time a sitting president will speak at stanford in 40 years. the president is part of a summit on cybersecurity and consumer protection and that timing is fortuitous as 80 million americans who have anthem insurance have still waiting to hear whether their personal data is among this information that was hacked in a massive cyberattack. the president's 2016 budget

includes $14 billion to improve cybersecurity. he mentioned it in the state of the union address. the president's administration has five priorities working with international and private sector partners to improve security, also making security goals clear for those government agencies in charge of enforcing and replacing pass words as well. the president will also spend time with silicon valley business leaders. this one at the san francisco home of venture capitalist sandy robinson, a dinner expected to net at least a million dollars for the democratic national convention. couldn't be all business, right? fund raiser in there too. >> always a little money. and dinner. yeah. a live look outside. the president probably didn't plan it this way but he's picked a pretty good time to visit the bay area as you tell us about

our microclimate weather forecast. indeed. he's headed to palm springs after that where it will be very warm with temperatures into the 90s. probably going to enjoy our low to mid-70s for today. good morning to you, sam, laura, everybody at home. kris sanchez of course. temps right now mostly in the 40s. 53 degrees in san francisco. take you through your forecast, at lunchtime today, temperatures jump into the mid to upper 60s. so it's going to be comfortable for today. at noon, if you want to have lunch outdoors. right now our air quality is not suffering but we're getting into that pattern where we might be sparing the air by the weekend unless we get enough wind out there. as we head into the next couple days, temperature will get even warm sore today a transition day before we hit the peak. 75 degrees on the peninsula today. 73 for the tri valley. and 71 degrees in san francisco. i did promise you a little update on your local beaches. big sur tomorrow 76 degrees, up to 77 for valentine's day

saturday. it will be really nice out there. a lot of our beaches are free so you might want to head on down to santa cruz, 75 degrees friday, 79 degrees on saturday. although you do have to pay for parking. and you know what, that can be kind of troublesome with weather like this. i think a lot of people will be heading over 17, mike inouye. >> if you're heading out to any of those areas where you have to park along the state beaches, bring cash because many times there's an envelope there. we forgot that one time, had to go back into town. right here, coming off the crossing on the bay bridge, a few cars lined up, paused for about 30 second as they were waiting i think for that 5:00 time when the car pool lanes are free for toll at least for the rush hour. very unwise and illegal, in fact. don't ever stop on your approach to the bay bridge toll plaza. time it a couple minutes later, folks. westbound 80, the eastbound freeway. the iconic bridge. debris reported in the area.

from time to time you see a gap in traffic but no traffic breaks look like they're going on. been flowing for the last couple minutes through this area. back to the maps, the entire approach, the east shore freeway, caldecott, and that's through oakland, all moving nicely at speed. the bay bridge, san rafael bridge, no problem. novato southbound 101 still has crash activity around redwood there and activity but no major injuries from what i understand. the car is pretty busted up there. over here, a smooth drive across the carquinez bridge. fog registering along i-5 so that is an issue typical this time of year in this section outside the bay. livermore, typical slowing from west 580 out of the altamont. bottom of your screen, san jose, south bay, silicon valley moving at speed northbound. that continues on either side of the bay. the pence lashgs east bay, fremont moving nicely,

live look outside san jose, sparkling amidst the darkness on our thursday morning. 5:13, new details now. possible motive for shooting of a popular san diego sportscaster. authorities arrested mike montana tuesday in the a shooting. the suspect was a house painter and was in a financial dispute over kraska at his home. doctors say the prognosis is very good. new video to show you this morning. a fire burning at the malibu mansion of actor pierce brosnan. the flames broke out in the garage of the home just before 10:00 last night. we're told some 50 firefighters

were able to keep most of the damage contained to the garage only. brosnan was home at the time but was not hurt. no word yet on a cause. new this morning a massive recall of fire extinguishers because of a serious defect. kitta and garrison is pulling 4.6 million home extinguishes from the u.s. and canada after they received 11 reports of the extinguishers not working when the lever was pressed and released. no injuries have been reported. orchard supply hardware is holding a bay area wide job fair to hire seasonal workers. today's fair will be at the san mateo county event center from 10:00 until 7:00. it covers stores on the peninsula including millbrae, redwood city, and foster city nape ear looking for cashiers, lawn and garden employees and stockers. concern is growing over the number of children in bay area daycares who have not been vaccinated against the measles. >> scott mcgrew, would appear the more scientist parents in

"wire" magazine had the idea of looking at all the daycares associated with high-tech firms using easily available state data and discovered exactly that. daycares associated with scientific companies has some of the highest rates of vaccinations. "wire" lists pote both the highest rates of sax nation and some of the lowest and to so by company name. and the lowest are household names but we'll skip those for now. you can look it up yourself. i've tweeted the link. look at the best, though. according to the data, daycares associated with oracle, gilead sciences, genentech have 100% compliance. and electronic arts and yahoo! are very, very close. it's ban lot of years since i had kids in daycare, but the data is super easy to use.

here. clouds arc up and around that big ridge of high pressure. you get those santa ana winds through the los angeles area. if you're going to be headed down south, count on a pretty rough drive if off high-profile vehicle. those winds will be kicking through the next couple days. as a result, l.a. is going to see temperatures in the 90s. it is going to be very warm down there. even warmer down south in palm springs where president barack obama will be headed after he visits the bay area. mike will have more on how that could impact your drive coming up. temperatures in the 40s. at noon, really comfortable conditions by lunchtime. we'll round out the day warmer than yesterday by 3 to 5 degrees into the mid-70s for the south bay, on the peninsula, finally a taste of the low 70s for san francisco where your local beaches by tomorrow are going to all be in the 70s. a very, very warm day coming your way tomorrow. by saturday, we are into the upper 70s, couple low 80s out there as well. big sur, 77 degrees on saturday.

79 in santa cruz. but we do have a warning for beachgoers. if you want to hit the beach and a lot of us will be hitting the beach as we get into this afternoon, and even tomorrow afternoon, i've got to tell you, there are some dangerous rip currents setting up out there, and this would be problematic, especially for someone who wants to go into the ocean. got to have that wet suit on. it's very cold in the water. but, hey, watch out for those rip currents. you can probably spot those out clearly if you're someone who likes to hit the beach this time of year, get into the water. today through saturday, we are going to see some big breakers. 6 to 8 footers. by saturday, that will peak. we'll have your full surf dprast coming up. for the next couple days, unseasonable warmth. a better chance for shower activity for the end of next week into the upcoming weekend. more about that throughout the morning. right now, want to check your

daughter. he was 73 years old. >> sad news there. tonight, vigils in santa clara and san jose to honor the lives of three muslim students gunned down in north carolina. last night thousands of people gathered on the university of north carolina campus. police believe a feud with a neighbor over a parking space led up to that shooting. many people including the father of one of the victims says they were targeted because they were muslim. 46-year-old craig stephen hicks is charged with three counts of first-degree murder. should you bank your baby's umbilical cord blood? a question new parents face. where r they getting what they're promised? it contains valuable stem cells that can be used to treat certain diseases. some parents are paying $2,000 to bank that blood for their kids. but the investigative unit has learned the industry has much less oversight than you might think. there's no law that says how often cord blood banks must be inspected. there are 310 cord blood banks

a very good thursday morning to you. 5:26. another round of goo-stricken sea birds will be returned today to the san francisco bay. teams res crewed for than 300 birds last month all coated in the mysterious substance. at least 200 birds died. volunteers from the international bird rescue center will release the birds back into the bay this morning. experts have not determined the source of the goo but no new cases have been discovered since last month. let's hope that's over. >> yes. we certainly do. some south bay residents are maybing a stink this morning

that neighborhood with the latest. good morning, bob. >> reporter: good morning, laura and sam. police have yet to release the name of the man they shot and killed early last night, nor have they come up with a reason why he targeted a home on sherman avenue. two officers responded a little after 5:00 last night to a 911 call, intruder at that home. the officers with the gang suppression unit according to the merc arrived to find the suspect outside the home armed with a knife. he charged the officers, they ordered him to stop and drop the knife. when he refused, they fired several shots. at least one hit him. he died later at a hospital. >> i heard shots what i thought was fireworks at the time, and by the time i got out i saw cops everywhere, so figured someone got shot. >> reporter: police tell us they did interview both officers who have seven and eight years of experience with the department.

as is normal in officer-involved shootings, both have been placed on paid administrative leave. bob redell. new details in a bizarre hit-and-run investigation. this man, alex alcazar is a person of interest in a deadly crash. the car collided with a garbage truck but kept on going. first responders found the car on fire and the body of a 14-year-old girl jut just outside of to the vehicle. alcazar is the registered owner of the car and investigators are trying to track him down. >> we don't know where he is, what his circumstances are. we just want to talk to him act his vehicle. >> reporter: what kind of charges could he face? >> at this point, no charges. we just need to talk to him act his vehicle. we're not sure if he was the driver, if he knows who was driving the car, if he was even in the vehicle. >> that girl lived in san jose. alcazar is from milpitas. a rash of burglaries in

almaden's community have people looking for help. city leaders acknowledged there is a problem. police say there were 82 burglaries last month alone. officers say over the last eight months they've made more than 100 burglar arrests in the neighborhood. gangs could be to blame. >> very high percentage of those arrests have been 14- to 17-year-olds who have been gang affiliated. >> the department and the mayor say help is on the way. fuhr new truancy abatement officers will be added to help keep troubled teenls on a better path. mayor wants to give police officers a raise to boost retenti retention. b.a.r.t. commuters, check your past riding history. someone with measles road from lafayette to san francisco during the morning and evening commute for four days not aware of the fact he had measles, exposing thousands of others. >> "today in the bay's" stephanie chuang live in san francisco at the montgomery b.a.r.t. station with what riders should be aware of.

good morning. >> reporter: good morning to you both. most people are vaccinated but we are talking about thousands of people in different areas of exposure, a popular restaurant and bar a couple blocks away and the montgomery street b.a.r.t. station where this person arrived in the city and walked a short distance montgomery street, that houses the linkedin offices here. the exposure period was last wednesday to friday for b.a.r.t. riders from 6:00 to 8:00 in the morning and 7:00 to 9:00 at night. the measles can linger airborne for an hour after the infected person leaves. a public health notice was posted yesterday in the window of linkedin warning a contra costa resident contracted measles, worked at the office all three days. officials say they've i.d.'d and contact the people who were close to the victim but they're not notifying all employees. >> i have no idea.

this morning? three winning tickets in the fifth largest lottery prize in u.s. history. >> bob redell warned us we would be throwing away our money, which we did. a half a billion dollars is being split three ways but not in california. the tickets were sold in texas, north carolina, and puerto rico. that jackpot was more than 564 million bucks. >> the winning numbers -- 11, 13, 25, 39, 54 with a powerball number of 19. and yult, someone in san leandro is lucky. a ticket that hit all five of the numbers but not the powerball number was sold at pop top market on east 14th street. that lucky winner, despite not getting the powerball will take home $1.4 million. >> you could have a career in this, i think. >> i could be the lottery girl? >> $1.4 million. the only numbers we care about today will be like 7 and 5 as in what the temperatures might climb to. >> pretty nice. >> your microclimate forecast with christina.

>> really comfortable weather on the way for all of us today. we'll all get a taste of the 70s. starting out in the 40s and 50s, 50 straight up in oaktown this morning. high pressure is the reason why. driving those winds offshore. those warm down sloping winds, although we don't have a lot of wind nap flow alone we move from land to sea, that ra maa recent influence negated almost entirely and that's why it's going to be just about as warm as your local beaches as what you're expecting in your inland valley spot. sunny and warmer for today, more sunshine, not as much as cirrus intrusion a the past couple days, a milky sky all courtesy of those low clouds getting out of the area and the high clouds moving in. those are the only clouds able to make it through a big, strong ridge of high pressure like that. temperatures for today work like this. 72 degrees on the east shore, 76 degrees in the north bay, wine country. you want to head up there this weekend for valentine's day, i'll have that forecast coming up in my next report. 71 in san francisco and 75

degrees in tri valley. even though it's getting warmer out there. i have to tell you, we still have some choice skiing and boarding conditions in tahoe. we'll talk about that throughout the morning. your "toyota ski report" coming up. first want to check on the drive. maybe you're about to hop into your toyota. here's mike inouye. south bay, 680, 880, the freeway number, 280, 17, and 880 here. two separate traffic shots dramatically different. first 880 and 17, this is 280 south heading towards 17. can't make that connector on the northbound side. earlier flashing lights, just one sitting there, and these cones are blocking transition to the north 880. overnight construction. the road crews still there. dramatically different as far as the number of cars you see. our shot from 101 to 680, billing just before 5:45.

the first shot was with the roadway construction. that's why they time it that way until about 6:00. looking over here toward the rest of your bay, we widened out. there's the peninsula, no delays for 101 or 280. on the east bay side, build for the tri valley but nothing dramatic. disabled vehicle 580 westbound at grant line, not causing much of a problem at the altamont. by the time you get to the dublin interchange, everything is standard. a little compression hitting hop yard and doherty. but the walnut creek interchange, flow of traffic as well. farther north, concord and richmond. no big slowing here for the east shore freeway toward the bay bridge. richmond-san rafael moving to and from the north bay. still following the crash south 101 at the dump there on the shoulder. major damage to a car but not to any people. bay bridge toll plaza, all lanes filling in. we should see these metering

front line fighting someone else's war. >> reporter: military leaders insist this war cannot be won by air alone. >> we know we need competent partners on the ground, but they don't necessarily need to be u.s. boots on the ground. >> reporter: democrats want more details. >> so that you don't have an open-ended check, we don't end up in another iraq and afghanistan. >> reporter: republicans want more leeway. >> we may not advocate that for now but why take it off the table? >> reporter: a vote may not happen until march. until then, lawmakers say the president needs to really make the case to the american public why he may need to send ground troops into that region. >> of course a war-weary public. pot tracie, thank you very much. president obama joins lawmakers to cast a spotlight on the issue of suicide among veterans. he's signing a new bill creating a three-year pilot program to help recruit psychiatrists to the va. it also includes a new website providing mental health services and a new rule requiring that suicide prevention programs be

evaluated annually by a third party. speaking of the president, he is, in fact, heed to the bay area this evening for a summit focused on keeping your personal information secure and protecting government and byes from hacks. >> "today in the bay's" kris sanchez joins us with what else the president be will do on this visit. maybe a little fund raising? >> a little fund-raising and of course he will tie up traffic likely a bit tonight between sfo and san francisco and then tomorrow around the stanford campus. but he'll also continue to beat that cybersecurity drum as he has been since his state of the union address. this all begins tomorrow as the president deliver askey note address at the cybersecurity summit at stanford university. incidentally, it will be the first time a sitting president addresses stanford in 40 years. the summit is to focus on not only what the government can do to improve security but how the government can work with the private sector to prevent and resolve hacks faster and also improve consumer protection. the president will also have a roundtable discussion with some

of silicon valley's best and brightest minds. the timing is of course fortuito fortuitous. we've been reporting on this hack. the 80 million americans whose personal information is out in the universe possibly because of that hack on anthem insurance. so a lot of folks wondering if they are at risk. earlier this week, the obama administration announced the creation also of a new agency, the cyberthreat intelligence integration center. that intended to connect the dots a lot faster. the president also allotted $14 billion towards cybersecurity in his 2016 budget. the president's administration has five priorities they want to tackle. that is i.d.'ing hacks faster, working with international partners to improve security, also private sector and making security goals clearer for government enforcers, also helping everyone replace passwords with other sorts of identifying information that might be more secure. the president will also spend time with silicon valley business leaders, perhaps at a

lights. looks like a jewelry box out there this morning. that's just how clear it is. temperatures right now mostly in the 40s to low 50s. it's cool enough for a jacket but you want to think layering up today when it comes to how you dress. picking out that wardrobe always a fun thing in the morning. 66 degrees on the peninsula. lunchtime temperatures, we'll blow well past seasonal averages by noon today. then we will end up at 3:00 when the highs come in in the midset just about everywhere. low 70s for san francisco. in the 60s yesterday so that's definitely a warmer day for you. 76 degrees in the north bay. tomorrow a little bit warmer and then we're going to hit the maximum as we he throughout saturday into sunday. look at some of these numbers that we're expecting. very unusual for wintertime. 81 degrees on valentine's day in gilroy. that will be a new record. the old one is 80 degrees. 79 degrees in the south bay on valentine's day. the old record 77 degrees. we're expecting those records to come down just about everywhere.

coliseum, southbound it looks like there's more traffic. it's about the same on both sides. the headlights stand out a little more towards the san mateo bridge. we'll look out at the maps and see there's no real issue as far as 880, 580 or 24 out of the caldecott. a little slowing 24 on the approach towards 580, the mini maze, then the regular maze, the upper east shore freeway top of your screen. no delays from the north bay, mill valley, novato down toward the san francisco area and the golden gate bridge, easy flow of traffic there. we'll move toward the east bay. don't see any slowing yet for the castro valley, hayward down to 880. ta a few more minutes but steady volume, typical pattern westbound 580 through the tri valley. pleasanton and sunol, more traffic southbound towards fremont. the wider look, south bay, north 101 through san jose at 680 has kicked in starting to build, then will ease up in the next couple minutes kicking in once again, about 6:30 for the true commute for the rest of the silicon valley.

peninsula, redwood city, on the coast, half half not experiencing any problems. highway 1 moving nicely. >> thank you very much. if not by road, how about by water? right now not for billions of dollars of goods that are landlocked with west coast ports closed for business. a live look at the port of oakland, the fifth busiest port in the entire country and one of 29 west coast seaports that will be closed for four days. this comes after contract talks between dockworkers and their companies pulled yesterday. during the shutdown, dock companies say smaller crews will be used to clear the already unloaded containers. >> gearing up to be the league l eagles of pot, preparing for a vote to legalize marijuana that could be on the ballot next year. >> almost certainly will be. think of it as pot 101 for a south bay professor and his law students. a course that answers the burning questions of where pot shops can operate and how to regulate them. ian cole joins us heading to

class. >> reporter: legal growth now peppered throughout states, oregon and alaska just passed recreational pot laws as well, and next year california could do the same. >> it's a hot topic all around the country. >> reporter: that possibility brought the 13 santa clara law students to the classroom of professor w. david ball. >> if this industry takes off, it could be a big thing down the road. >> reporter: they're diving into marijuana, specifically legal issues around it. >> we have to talk about process. >> reporter: they discuss what other states are doing right and wrong and what questions colorado and washington still have as they sell thousands of joints, buds, and edibles. >> this is a really new field, and there is there isn't a lot of information out there. >> reporter: some of the questions california would have to answer -- how driving under the influence will be measured, how would marijuana sellers be regulated, and should employees' drug testing rules be changed? >> i don't think i can answer many of those. some of it will also be pointing out what what the questions are.

>> reporter: professor ball serves on the lieutenant governor's commission on marijuana law and policy. he says the students' work could help shape future marijuana regulations in california. >> your work is going to have effect on the legal policy and legislation that, you know, is going to be propoed in 2016. >> reporter: it's one of the few law classes in the country focusing on marijuana. students say it's a rare opportunity. they'll post research updates to a blog made available to the public. and they hope next year california will be prepared whether voters decide to puff or pass. >> there isn't just one way of regulating recreational cannabis, and so we want to try to figure out what are the best ways. >> reporter: ian cole, nbc bay area news. >> plenty of folks in those classes. starting today a san francisco school is putting itself in a time-out, a tech time-out. >> tech time-out. for the next three days, students at convent and stewart hall will voluntarily be shutting off electronic devices. the school is the first in the bay area and only the third in
