your full forecast in just moments. >> and presidents day some schools get it off, some don't. we'll talk about what's different about mass transit and crash in your second traffic break for oakland coming up. a live look outside the approach to the bay bridge toll plaza. not too trafficked right now. we'll see if that changes over the course of the holiday. it's monday february 16th and this is "today in the bay." a very good monday morning, thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. an update to breaking news in oakland, investigators think an early morning school fire may be the work of an arsonists. flames erupted at claremont middle school on college avenue. "today in the bay's" stephanie chuang is live in oakland this morning. one of the school's doors was opened when crews got there? >> reporter: that's right good morning to you, laura and sam. that alerted firefighters to this being very unusual, this is before 2:00 this morning. school is closed today and they

found one door into the cafeteria open in the cafeteria, again, it's just around the corner. there's a courtyard to the left and cafeteria to the right. firefighters are just wrapping up letting the water out of the hoses and making sure there are no embers because anything can reignite the fire. if you look at the video the flames are pretty amazing especiallile on the roof, described as a tough fire fight by the battalion chief, aggressive battle. the flames spread to the attack. they had to cut a hole in the ceil. about an hour and a half to get the fire out. fire investigator is on scene as are oakland police and a representative dealing with the alarm system to figure out what happened. >> that's consistent with the fire alarm, and the fire investigators on scene investigating this incident is looking into whether or not we have any other alarms that might have sounded prior to the fire being reported. >> reporter: so it is under

investigation. there is fire, smoke, water damage throughout that cafeteria, described as unuse rabble and the battalion chief saying there will be extensive rehabilitation to the building before they can use this cafeteria again. no other buildings damaged. pg&e secured the power situation as well as gas to the building. school is closed anyway for today for presidents day. that building unusable and again the suspicious nature of the fire under investigation. live in oakland this morning, stephanie chuang, "today in the bay." >> pretty big fire there. thanks so much, steph. 5:02. san jose police are searching for the man who shot and killed a popular security guard during a botched robbery of a few cheap cigars. "today in the bay's" kris sanchez is live in the parking lot where he was gunned down just trying to pick up the stolen goods. makeshift memorial is growing. >> reporter: candles are still burning and they have since sunday, rather saturday night when this man, a security guard and also a husband and father of

two, was gunned down in that botched robbery. manuel xenega's car is decorated at this east san jose shopping plaza. he was working as a security guard at the b boss nightclub. the owner of the liquor store next door said a man stole his display of flavored cigars saturday night. when he ran outside he dropped the cigars in the parking lot, when xenega bent over to pick them up. someone shot him from the getaway car. >> the guy inside the car, they shoot, boom, boom, boom, boom. mostly i think he's picking up something, let him go, not a big thing, not even $20 you know, and they shoot, only took $20 and you shoot people like that? >> reporter: san jose police have not released a description of the suspect or the getaway car but they do have surveillance video to help put those details together. police may also have witnesses

more willing to talk than usual because xenega was known as a friend to many who always was willing to help people out. friends tell nbc bay area manuel xenega's wife and children are in mexico as is his mother. his mother is expected to make her way in san jose in the coming days to be here for her son's funeral. in san jose, kris sanchez, "today in the bay." >> a heartbreaking story. thank you, kris. happening now, san jose police are asking for your help finding an at-risk elderly woman missing since yesterday. police say gloria garcia wandered away from the capital flea market around 2:30 yesterday afternoon. she's been diagnosed with alzheimer's disease but does not take medication. she was last seen wearing a pink blouse with a floral pattern and brown pants. palo alto police released a sketch of the man accused of assaulting another man at a local mall. officers say this guy groped another man inside of a macy's bathroom at stanford shopping

center wednesday. the victim tells police the man peeked over the urinal partition and grabbed his rear end. palo alto police released this sketch of a man trying to record a woman in a bathroom, last monday at the coverly community center. the woman was in a stall when she rooked up, a man was standing over her holding a camera. a quick thinking pilot has an amazing story to tell after his single engine plane crash landed on an east bay golf course. bob redell, the pilot walked away unscathed. >> reporter: remarkably, yes. the pilot, david olson, is incredibly lucky considering his airplane failed him shortly after jake it off from the hayward executive airport and that is one of the most critical times of the flight. it happened around 1:00 yesterday afternoon. olson tells us his bugdog airplane he bought back in 2000 suddenly lost power.

he believes it was a ruptured oil line. he reacted quickly to try to find an emergency landing spot. fortunately the golf course was next to the airport. olson saw the 10th hole was clear and guided the aircraft there. >> it was coming down fast. i wanted to make sure i didn't end up over in the houses over here or anywhere near any golfers. i yelled, fore! plane through, landing through. >> reporter: olson can laugh about it because he wasn't hurt and able to get out of the aircraft on his home. wing on his plane did clip a tree before hitting the ground. reporting live in hayward, bob redell, "today in the bay." >> lucky, lucky, luky. thank you, bob. the newest millionaire has come forward. hector carrera matched five out of six numbers in last month's powerball drawing. he won a $1.4 million prize.

weekend, went out to the beach, a lot of people listened to your advice. it was slammed. >> it's one of those times of year you don't have the tourists as well. those were all locals more than likely. as we get into late spring and of course into the summertime months that's when we get all the tourists out there. so you can still get some really good deals at our local beach resorts. for today, temperatures a touch cooler but not too bad. we're starting out in the 40s. for the most part yesterday was woke up with widespread 50s. we'll see a stronger onshore flow tomorrow, some moisture will be back only at the coast. we'll cut off the onshore flow around the inner bay, surrounding san carlos, even san francisco on the bay side not quite getting that fog. you certainly will at the coast and gradually that will build throughout the week. thanks for waking up with us. you might have the day off. let me give you an idea what to expect if you have the day off.

spectacular conditions. by lunch time that's when the rapid warming really kicks in, and you'll be at 66 degrees at noon in san francisco. there are a lot of deals out there for presidents day. maybe you want to go shopping, union square spectacular today. up in wine country, beautiful conditions. i mean beautiful, in the napa valley, sonoma county, marin looking fabulous temps in the mid to upper 70s. high temperatures come in at 3:00 p.m., so that's high time to get out there if you want the warmest weather at the local beaches. you know what? why don't we fly you to some of our beaches and show you what you can expect for today, starting in pacifica, 69 degrees. that is ten degrees above average for this time of year. 71 in half moon bay. it might be a little bit jam-packed getting out there but boy it will be worth it. 73 in santa cruz for today. wind out of the north 5 to 10 miles per hour. the wind is not that strong. if you want to go kayaking, really comfortable conditions for you to do so. even boaters out there.

boater's delight not choppy on the bay today. we're looking at the low 70s as we head throughout san jose tuesday into wednesday, staying comfortable. spring-like weather. although we don't officially kick off spring until the 20th. i want to put this on your calendar as well. we'll spring forward on march 8th, but still just a little bit over four weeks left of wintertime left. i got to tell you, we do have a very slight chance for shower activity, but not much, if that's something that intrigues you, stick around, we'll talk about that in my next report. first good morning to the man who came in on a holiday just for you. mike inouye. >> good morning, christina. looking toward the bay bridge toll plaza, an easy drive. many businesses and schools are off today. we'll see lighter volume but likely see building at the toll plaza. the approach not a big deal and folks traveling towards san francisco from oakland area, the maze, so is the east shore

freeway. we had a crash and couple of traffic breaks, showed you a little bit of slowing but all lanes clear and back at speed north of high street and the coliseum, there it is on your map. smooth flow of traffic for the rest of your east bay. we do see that highway 4 getting close to hercules and 880, a little slowing there, nothing big for antioch. the walnut creek interchange. 24 shows volume increase coming through san ramon. that's why the speeds are coming towards 60 miles per hour. no big drama for the tri valley. dublin and the interchange, tri valley is moving nicely out of the altamont pass. san jose up towards sunnyvale, palo alto and a live look at the san mateo bridge across the bay, nice for 92, clear view toward the high-rise and in san jose where we showed you a green flow of traffic, we'll show you the live shot as well and no problems with that live shot 101 at 680. back to you. >> thank you, mike. it is 5:18.

putting in the hours but not mi picking up a paycheck, it adds up to more than a quarter billion dollars since 2010. senior investigative reporter steven stock joins us. >> we found a quarter billion dollars in earned wages that were not paid to california workers dating back to 2010. $81 million of that stolen money involves local companies right here in the bay area. now those are the numbers from california's own labor commission, and they're claims that have gone through the process involving a judge ruling in favor of the worker and against the company. many of the cases these rulings have even been approved by a court. we also discovered that just because the courts say an employee is owed money, it doesn't necessarily mean the employee gets that money. we spoke with researchers at ucla's labor center, who say only about 17% of all the employees collect a dime, even

"today in the bay's" stephanie chuang live right now at claremont middle school. one of the school doors was slightly opened when crews got there, tipping them off possibly. good morning. >> reporter: good morning to you sam and laura. i spoke with a sergeant with the oakland police department and he confirms it was a burglary that was reported first, and i also spoke with the district representative who handles the alam system, it was around 12:30

when the report came in. the police say possibly a window smash and a door pride open, happening in the cafeteria, around the corner here. you can't see it very clearly from here. volunteers are come out to give fbi fighters, water, coffee and food because it was an aggressive battle, the flames spread to the attic so firefighters had to cut holes in the dreelg ventilate. this was reported by someone driving on highway who saw the smoke, the 24 highway is right next to this school. about an hour and a half to get the fire out. fire investigator is on scene as are oakland police and district representatives to figure out what happened here. >> we found an exterior door to the cafeteria was opened. the fire is under investigation at this time. i've got a fire investigator on scene that i'm working close with to determine the cause and origin of the fire. >> reporter: so there was fire, smoke and water damage

throughout this structure, throughout this cafeteria, described as unusable by that battalion chief who said there has to be a lot of rehab done in order for the school to be able to use the cafeteria again. no other buildings were damaged, so it looks like presidents day today, school is closed anyway but this probably won't impact school going forward in terms of having to close it for the rest of the week. that is unconfirmed right now. this will be multiagency investigation, oakland police, oakland fire and oakland public schools here have their own police force so we're talking about quite a bit of work that has to be done here. live in oakland, stephanie chuang, "today in the bay." >> good thing at least it was a holiday today. thank you very much. >> at 5:32, new this morning, crews had to navigate to put out a fire on the cargo ship at the port of oakland. it started on the upper deck of a large container ship. crews had to lug their equipment up 12 flights of stairs and narrow quarters of the ship to fight the flames.

luckily no one was hurt. the cause of the fire is under investigation. the fire inspectors confirmed what many people already suspected. the building that burned rast month in sfrab had several safety violations dating back several years, according to the "san francisco chronicle." one person died in the fire at 22 7bd and mission streets. firefighters had to rescue a dozen people, many from fire escapes that wouldn't descend. own on nbc bay area, a local pilot talking about his emergency landing on a bay area golf course. "today in the bay's" bob redell joins us live from the hayward executive airport. bob, i understand the pilot used an area near the 10th hole as his landing strip. >> reporter: yes, that pilot, david olson tells us he yelled "fore" before bringing his plane on theer it r er it rtera firma.

shortly after taking off around 1:00 his bulldog plane, one he bought back in 2000 started coming down fast. his priority was to not hit any homes or people. the sky west golf course next to the airport was his best option. he spotted an area by the 10th hole. one of his wings clipped a tree on the way down but he landed right side up and was able to climb out on his own. >> the oil line that controls the prop hedge might have broken or sprung a leak. >> we heard a boom, went outside. >> you always look up because they're always taking off and coming over, they fly right over there. >> i was interested in aviation, and now from every angle. >> reporter: i'm sure he hopes he doesn't have to experience it again. he does have at least 15 years flying experience, which certainly came in handy when he

50 to kick off the day on the peninsula and 73 degrees in san francisco is the high. i mean, beautiful conditions getting outdoors for today, if you have the day off. maybe you can knock off work early. it is a holiday, after all. happy presidents day to you. temps climb 10 to 15 degrees above average and we'll see old glory getting a little bit of pickup but not much. winds will stay light for today. as of tomorrow, coastal cooling kicks in, that's noticeable at your beaches as of wednesday, and then a little bit of a chance for rain and i'm really forecasting this as we get into the 22nd and 23rd of the month, just a very slight chance at about 20% to 30%, nonetheless, we need it. i know you want to know about it. i'll let you know any time i see any opportunity to pick up some precipitation. right now i want to check your drive and say good morning, happy presidents day, always presidential, mike inouye. >> happy presidents day. i don't know if you salute or not. looking at an easy drive, smooth flow of traffic and we expected

lighter volume of traffic, this is dublin 580. no delays for the tri valley, coming past two b.a.r.t. stations. on saturday they don't start until 6:00. parking is free today at b.a.r.t. stations but in san francisco typical parking enforcement, keep that in mind, sweepers are going as well. the approach toward the tri valley and also the east bay, the maze, upper east shore freeway, moving smoothly. the north bay as well no delays whatsoever, novato to san rafael. little bit of fog for the tri valley but so far our drivers are reporting okay. chp hasn't called out any warnings. the south bay shows a tiny bit of build for northbound 101 at 680, a typical pattern, lighter than typical for your monday as far as the volume. palo alto no delays. >> thank you very much, mike. 5:37. many experts believe that next year's stakes could be

high, california voters could decide if the state joins colorado and washington in legalizing the sale of recreational marijuana. chief investigative reporter tony kobaleski took a look. >> we wanted to identify if there was a significant difference between legalized recreational marijuana in colorado and washington and legalized medical marijuana in california. at a recent convention street recruiters offering us quick and inexpensive gateways to medical marijuana cards. for less than 100 bucks and a few minutes with a doctor we could get a mshlg caarijuana ca. one of our producers spent 13 minutes with a doctor, he said he had heartburn and that's all it took to get access to legal mshl f marijuana for at least a year. the mayor said it's a farce, not a surprise and the way many

clearly prompting action. thank you, tracie potts from washington. danish police arrested two men on suspicion of helping the suspect in the copenhagen terror attack. the suspect, 22-year-old danish citizen, was killed by police yesterday after he carried out back-to-back attacks at a freedom of speech event and a copenhagen synagogue on saturday. officials think those attacks were inspired by the shooting at the "charlie hebdo" in paris. a daring coast guard rescue captured on camera. helicopter crew pulled two men from a sailboat drifting 150 miles off the shore of nantucket in the middle of ai brutal winter storm. crew on a nearby yacht helped out with communication support and nobody was injured. the midwest and southeast bracing for a second storm this morning. snow, ice and freezing rain are expected to hit that area hard. crews spent the weekend preparing all of the major interstates in the atlanta area for the storm. in the meantime, in boston, a

freeze warning is in effect. take a look at that. bone-chilling winds and 13 inches of snow created whiteout conditions that contributed to a number of crashes yesterday. while in new hampshire the snow caused the roof of a carpet store to completely collapse. >> powerful storms and unusually fierce competition has been canceled. experts say blame the drought for it. this year's world cup ski and snowboard competition was supposed to happen next month at squaw valley. only 140 inches of snow has fall be there this year, a third of the usual 450 inches. several olympic medalists and other award-winning athletes were expected to attend but now they will not. >> that's tough. they might have to change the venue for next year. a lot of people actually heading up to tahoe this weekend or went to the beach. it was nice weather. >> yes and it's ski week up there right now. i think what will happen as we continue on with this california drought is that we're actually
