good morning. i'm milissa rehberger. we begin with breaking news this morning. late last night a federal judge infection temporarily blocked president obama's executive order on deportation. the fate of 5 million undocumented immigrants is once again in limbo. the new ruling comes two days before u.s. citizenship and immigration services was supposed to start accepting applications for the deferred action program. with the injunction texas and 25 other states can sue the federal government to permanently stop the executive orders. in a statement texas governor greg abbott praised the decision saying that it quote, rightly stops the president's overreach in its tracks. white house calling it lawful and common sense. they say the department of justice has previously indicated will appeal that decision. in west virginia safety officials are investigating the cause of a fiery train

derailment. the freight train was carrying crude oil. it derailed and exploded about 30 miles southeast of charleston at least one train car plunged into a nearby river causing worry over contamination. csx released a statement late last night saying personnel and agencies are continuing their assessment to determine the number of cars derailed and resulting oil loss. nbc's tracie pots in washington for us. what's the latest? >> reporter: the latest investigators on the scene in west virginia. federal investigators trying to figure out if the weather, the severe weather that we're having frigid temperatures and snow had anything to do with that crash. it looks like a winter wonderland on fire. a 300 foot fireball over west virginia thick black smoke blanketing two small towns. 1,000 people were evacuated.

they are in hotels and shelters this morning. >> when i went outside, one of the bigger explosions happened. by that time i got in the car to get ready to get out of there. >> reporter: the csx train was carrying more than 100 tankers of crude oil. it slammed into a house. several exploded. >> we were standing by the river bank and saw the train explode and our cars explode. >> concerns about contamination, oil leaking out. power went out. officials shut down two water plants as a precaution. as for the fires, officials are letting them burn out. amazingly only one person was treated for smoke inhalation. no one else was injured. part of the concern here these older cars carrying crude across our country. washington has been concerned about that. in fact right now there's a proposal at the white house from the transportation department. they want to add about an eighth

of an inch of steel to those older cars to make them thicker and safer. >> tracie potts, thank you. in the fight against isis revenge attacks are ramping up. there are new reports another 35 egyptians have been killed in areas of libya that are controlled by isis and other islamic extremists. this comes one day after egypt launched an airstrike in libya. that was in retaliation for those gruesome isis murders of 21 egyptian christians. nbc's chief foreign affairs correspondent andrea mitchell has more. >> reporter: 21 egyptians paraded along the waterfront before before beheaded in india even as the terror group threatened to kill more egyptians in libya. more than 1,000 migrants unable to find jobs at home. egypt scrambled f 16s to retaliate striking isis targets,

do you think that will dampen things? >> good morning, milissa. early indications, people are hear to have a good time and they will do that rain or show. it's a tradition here at mardi gras and looks like it will continue. we've seen rain over the last day or so. a lot cooler temperatures windchill in the 20s, temperatures in the 30s. take a look down bourbon street. you can see crews are out and starting to get things ready for the final day of mardi gras bringing in replacement refreshments, if you will for some of the establishments here. there are still people out believe it or not early in the morning as the sun is coming up here either wrapping up last night's parties or getting an early start on the last day of the carnival season. parades will roll a bit early this morning. tens of thousands, milissa, pouring here into the french quarter to wrap things up on what is traditionally the
