temps in the 70s. change on the way for the weekend. more in just moments. the clouds could be a factor for some of our drivers and a crash in fremont. we'll bring that to you. a live look outside right now, san francisco in the early morning hours. it is friday, february the 20th and you're watching "today in the bay." and a good friday morning. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. new this morning, firefighters used the jaws of life to pry open the doors of a burning auto repair shop overnight. flames broke out about 2:00 this morning at a shop on international boulevard near 78th avenue. at least two vehicles burned, but firefighters say there was little damage to the rest of the building. and they were able to keep the flames from spreading to a church next door. luckily, no one was hurt. a live look right now at the home of the raiders, for now, after months, even years of

rumors and speculation, the silver and black's run in oakland may soon be coming to an end. this morning the raider also officially announce a new proposal to move. >> bob redell, is this leverage or liftoff for the raiders? >> reporter: one sports analyst tells us this is the best leverage that the raiders have ever had in trying to convince the city of oakland, local government, to get them out of the old o.co and a new venue in the east bay, one that keeps them in oakland. the new threat of moving down south could persuade the city of oakland to help the team build a new stadium. mayor libby schaff said she doesn't want to commit public money to finance a new stadium. the raiders are committed to finding a solution that keeps them here. yesterday they announced plan b, they along with the san diego chargers would build and share a new $1.7 billion stadium to be located in the city of carson,

that's about 15 miles south of downtown l.a. what makes that move so enticing, the city of carson says it would be entirely privately financed through a luxury tax and sale of luxury suites, which has raiders fans here worried. >> if you're a real raider fan and you're from oakland, then you want the raiders to stay in oakland. that's what's disappointing. we're not the niners. >> you have to do what you have to do. if you have to leave, you leave are but don't keep leaving and then coming back. >> reporter: the nfl said it would have the final say over whether or not the raiders is allowed to leave oakland, a committee comprised of team owners is reviewing the options for them as far as new stadiums. come up, roex from an oakland city council member on this latest developments. report live at o.co, bob redell, "today in the bay." >> thank you very much, bob. there are a number of meetings today both here in the bay area and carson surrounding

this joint agreement. we'll join bob once again in oakland and he'll have an update on the "nbc bay area news" at 11:00 this morning and get updates all day long at nbcbayarea.com. the giants skipper bruce bochy expected to release from a scottsdale hospital today but won't be back on the field for a couple of days. he was admitted yesterday for chest pain and doctors inserted two stents into bochy's heart. he and the team are in scottsdale for spring training. san jose police say more arrests could come in connection with the shooting death of a security guard. police arrested two men yesterday, one has a criminal history. on saturday night, manny zuniga and a fellow security guard responded to a robbery from a liquor store when someone opened fire from a car. a man stabbed a co-worker during an argument at work at a body shop right ov0 of 280 and

deanza boulevard. the victim should be okay. deputies know who the suspect is but they don't know where he is. held captive, beaten and sexually assaulted. this morning there are questions surrounding the alleged kidnapping of a woman, petaluma police say a woman showed up at the station wednesday claiming she was kidnapped at gunpoint three weeks ago. she said her captors beat and sexually assaulted her at a home on stony point road in santa rosa before she was able to escape. yesterday sonoma county sheriff's department s.w.a.t. team served a search warrant at the house. several people were detained but so far no arrests made. mpbt the superbug outbreak in los angeles raising concerns about the safety of medical instruments. at least seven people have been infected with the drug-resistant bacteria, two of them have died. doctors at ucla say the bacteria came from two endoscopes. the disturbing part is those scopes were contaminated even though they had been cleaned according to manufacturer instructions. hospital officials say they are

boosting sterilization techniques. today is deadline day. the u.s. secretary of labor says dockworkers and their employers must come to an agreement today or he'll make both sides head off to washington. thomas perez arrived in san francisco earlier this week to help the situation. the two sides have been haggling over contracts for about nine months. billions of dollars of cargo just sitting on ships anchored outside of 29 ports up and down the coast here, including the port of oakland. >> it's 6:05. get really to dial more dimities when making a phone call. starting tomorrow, people in san francisco and marin will have to dial all 11 numbers, even if you're calling someone next door in the same area code. >> you have to change your routine. morning. people have to dial 1-415-and the seven digits to follow, even if you're calling from 415 number yourself or going to get a recording that says your call can't be completed, you have to dial again. the north american numbering plan administration which is dedicated to area codes filed for a new one may 2013 because it estimated 415 would be fully assigned by the third quarter of this year. so the new digits, 628. your current number and area code won't change, nor will the price of the call, coverage area and other rates. the new overlay impacts san francisco county, most of marin county and a small portion of san mateo county that includes daly city and brisbane. all of the bay area at one time had 415 as an area code but split into many others. it's estimated the other numbers will run out 707 by 2019, 510 by 2020 and 916 by 2012. each would probably get an overlay as well similar to what happened in the south bay.

408 got an overlay of 669. as for 628, you can start getting it in a month, march 21st. live in san francisco this morning, stephanie chuang, "today in the bay." >> all right, thank you so much. just so many numbers. 415, 408, 628. >> hard to keep track. >> it's 6:07 right now. >> it is. we'll dial up the microclimate forecast as we speak. live look outside, that is san jose right now, still a little dark, the weekend very much in sight though. >> can't you taste it? let's check in with meteorologist christina loren with the microclimate forecast. >> good morning to you, sam, laura, everybody at home. temps mostly in the 50s to kick off the new day. we are going to see a bit of a difference for today. temperatures are actually a little bit warmer out there this morning and they're going to be even warmer this afternoon as a result of that, plus we're going to see more sunshine, so more vitamin d coming your way. temperatures by noon in the mid-60s, just about everywhere, rounding out the day with widespread 70s. that's the south bay. the peninsula at 71 degrees. 69 degrees in the east bay.

and 71 degrees out in the tri valley, so here are your weather headlines. they really tell the story, the trends that we're headed for. sun breaks through the clouds between 12:00 and 3:00 p.m. today. we're going to see a nice warm saturday to two very different sides to the weekend. saturday is your beach day, the day you want to get outdoors if you're looking for the sun and the warmth. we'll see cooler and cloudier conditions on sunday, courtesy of an area of low pressure that will likely drop your pollen levels, they will peak today. so keep that in mind if you're someone who suffers from the allergies of the season. looking high for today and tomorrow, we're going to drop these pollen levels as of sunday. we'll talk more about that rain report. first, happy friday mike. just getting to bourque this morning, people can do so with relief. >> that's good and leaving will be even more relief i think. looking toward the bay bridge, where these folks are trying to get into the office so they can finish their day. fast track lanes are moving. friday sees a lighter volume of traffic and this is lighter for the bay bridge.

>> wow. >> hmm, okay. over to the maps a slower drive off of 580 and the east shore freeway but things are moving nicely for the majority of the maze. also southbound 880 at 29th we have an issue disabled vehicle at 29th reportedly blocking one lane but i don't see any slowing. it's been there about ten minutes in the chp reports. top of your screen at the left, novato and over here on the right at concord we have the orange areas highlighting where there will be lower visibility, that's our road weather index. our weather data spldisplayed f your traffic conditions. we work together. the southbound direction starting to build out of hayward and union city, nimitz a typical pattern. 680 at the tri valley on the right no big problems. 680 south toward mission boulevard and fremont that crossover, there's a crash reportedly blocking two right lanes. that's the update from chp, slowing from durham auto mall where you can make the cut toward 880, that's an easy drive there, a secret segue to get you through the hassle of a headache

microclimate forecast a live look outside and at&t park, yes, it is baseball season. yes it is spring. we're all pretty pumped up about that. christina joining us now. good morning. >> unless you suffer from allergies. lot of people complain being that. >> tuouche. >> touche. the pollen levels will drop out the second half of your weekend into monday and that is the good news because we'll see a little bit of shower activity. we're excited about spring training, super excited. down in scottsdale today our san francisco giants pitchers and catchers playing with temperatures in the 80s. it's going to be very warm down there, not feeling like winter, even down in scottsdale. under the same influence of high pressure that we're seeing here, that's kept our skies nice and clear in the afternoon hours, and today by lunch time we'll be in the mid-60s, closer to 70 degrees for today, in san francisco, i'm forecasting 68 degrees for you. 71 degrees if you live in the tri valley as you know, our

microclimates usually show you a good variety. today it's uniform numbers with high pressure and offshore flow. it means when the wind comes from the hills oh, yes, skies clear even at your local beaches and that's 67 degrees in pacifica for today. wanted to fly you down to half moon bay, 69 degrees there. if you can get down to santa cruz, even monterey, temps in the 70s. it will be a beautiful day today and tomorrow, and then things start to change. area of low pressure starts to move through, this is what's going to drop your pollen levels. also provide us with a little bit better air quality. i did want to show you a really good sign here. we take it to your futurecast and what you'll notice is tahoe ÷resorts want it so badly and the good news is two to six inches possible just from this system, the first on the day for next week. best chance for rain in the bay area is on the east and south bay side of the bay area, as we head throughout late sunday into monday. take a look at the difference between saturday and sunday, temperatures dropping into the mid-60s. by monday we've got a better

chance for showers especially over the higher elevations. so you might want to get out there this weekend and enjoy that sunshine while it continues to last for your saturday. speaking of which, the lunar new year celebration is happening at the san francisco botanical gardens, really comfortable conditions out there for the year of the sheep, and one of my favorite events is the entire year kicks off on tuesday, i'm talking about cinequest. we should have a good time out there. i'll be on the red carpet tuesday. you can still get tickets and this year they're honoring rosario dawson and hopefully we'll get an interview with her. let's find out how we're doing on your drive with mike inouye. >> that's from "clerks" and "rent" the gamut there. the glow to the lights and now the clouds descending upon the deck. there may be foggy conditions in patches. we'll show you farther north the san rafael camera as well, conditions here have been glowing all morning for the lights. not a major problem. the speeds are still what you'd expect as the volume builds. looking at your map for the

entire stretch from the city toward novato. but lighter traffic for friday keeps you moving relatively smoothly. i'll move you over toward the east bay, antioch, concord, walnut creek interchange, diablo hills you may have some fog. the orange in toward areas of san ramon as well and the danville area. we're looking toward 580, smooth drive coming through theality month pass and no major problems for 680 there. 880 shows a little build at the 580 interchange towardc union city. 680 the problem fremont toward mission boulevard. the crash blocking two right lanes at mission boulevard, the south exit. auto mall parkway things bog down so you can take that toward 880, it's an easy connection through the city and head down toward the same area where you would have joined up with mission boulevard there. watching that major front end damage to the car but not to any

drivers. the rest of the bay, the south bay northbound route show a little bit of a build. the peninsula an easy flow of traffic. no major problems across the san mateo or dumb barton bridges. >> leave them on a high note. time is 6:22. we'll take you inside levi's stadium ahead of tomorrow's showdown between the sharks and the kings.

san jose sharks usually in san jose, but things are going to change this weekend. taking a live look out at san jose this morning. levi's stadium as well. let's take a live look there. it is like we've never seen it before. this afternoon, the sharks will lace up the skates and test out that ice. the l.a. kings will get their chance tonight. it's all in preparation for tomorrow night's stadium series showdown. the first skaters to hit the ice are going to be members of the media. the nhl says the biggest difference between the shark tank and the surface at levi's is the sound. >> this has a hollow sound to it, so the first two or three minutes the guys are going to kind of go like okay, what's going on here, but you get adjusted to it. >> the weather was the biggest concern, but the nhl says everything is looking good. puck drops just after 7:00 tomorrow night. in the meantime the warriors

>> well, you should go to breakfast but watch what you eat because loading up on extra bacon and sausage is not on this plan, but if you want to have two eggs instead of one, that's probably not going to hurt you. these new dietary guidelines from the government are taking another look at foods high in cholesterol. researchers found foods high in cholesterol don't necessarily equate to high cholesterol in your blood so the approximately one and a half eggs a day in cholesterol isn't something you have to stick to if the guidelines are finalized. what about coffee? three to five cups a day is probably fine. in fact, some of the research suggests it could prevent type ii or help prevent type ii diabetes. stick to lean meat, 200 calories a day one 16 ounce drink and salt 2300 milligrams. something new the impact on the environment. if we eat more plant-based foods versus animal-based foods,

shore. great day to get on outdoors, walk the dog, even hit the beach. if you're not someone who is suffering from the allergies of the season, we really do have a high pollen count out there as we get closer and closer to spring. officially one month away from the start of springtime and that equinox here in the bay area. march 8th we'll spring forward and the first official day of spring is march 20th. so one month left of winter and the good news is, we do have showers on the way as of this weekend. i'm going to show you where and when in my next report and that will also help to drop the pollen levels. for the next two days they will remain on the high side. let's welcome in mike inouye and say happy friday, glad to be here with you this morning. >> thank you, christina. i saw those juniper levels that have now jumped up to moderate so that's more issues for me. apparently juniper i react to it. the maps a smooth drive so we're reacting to a nice friday commute for most of the bay but all of the activity that's out of the norm over on the east bay, we'll look toward the tri valley headed toward fremont,

southbound 680 really jammed up, this earlier crash still there reported at the mission boulevard off-ramp, that's the mission south exit getting toward 880. two lanes were blocked there and in the backup it looks like there's another fender bender, auto mall parkway, we'll mark it here, is a good alternate to get out of the backup as it kicks in around durham, auto mall, toward 880 it could save you a few minutes and a lot of stress on friday. back in sunol, a crash along the stretch around sunol boulevard, that's an area that had a lot of problems yesterday, they have one crash moving to the shoulder this morning. the orange highlighting atop of your screen as well is our road weather index indicating a lower visibility level through the tri valley, kicking in, nothing dramatic but similar to yesterday through san ramon at the top of your screen. moving the map toward hayward, the other section of the east bay starting to build but this is a typical pattern, 880 from hayward to union city passing the san mateo bridge southbound. north through oakland nice heading up toward the bay bridge

toll plaza and the north bay you see more orange there, petaluma, vallejo, novato likely lower visibility for those portions of the north bay, no drama san rafael and the golden gate bridge. let's show you a couple live shots, the bay bridge itself has the backup formed because of the metering lights. they are on, even on this friday. the low clouds preventing us from seeing the hills behind the east shore freeway, and the golden gate bridge also this changed over the last few, there's moisture on the lens so droplets there, mist, you might need to use the windshield wipers an the low clouds block us. you can't see the south tower so there is some fog there coming down through the area which is typical for that bridge. >> that is true if you ever cross it. thanks, mike >> thank you, mike. 6:35 right now. the dow has been dabbling around 18,000, where does it stand now? >> let's check the numbers with scott income grew. >> it's a little farther away p good morning to you. part of it is greece. the greek finance minister meets with other finance ministers today.

the dow industrials losing 26 points and absolutely near 18,000. let's talk about the nasdaq. the nasdaq is within shouting distance of its all-time high and 5132, and we may get there sooner than we expect. the last time we were there was the dot-com boom but now we have apple on the nasdaq, it's a weighted index and apple is a huge part of it, it may get to us the.com combubble. a showdown over marijuana in the south bay. we investigate the growing controversy, the law and the millions in unpaid tax dollars. let's take a view from outside, this is san mateo bridge, looking from foster city out there, you can see the fog hanging on, be careful as you head out the door. might have to use the windshield wipers in some parts especially the north bay.

shops in san jose. nbc bay area investigative unit exposed the controversy during a hidden camera investigation. >> this morning chief investigative reporter tony kobalesky looks at the two sides battling over the language and the law. >> good morning. our investigation found five operating pot shops in san jose owing tax and penalties. there's more than $2 million in in unpaid taxes on marijuana sales in san jose. mayorsome liccardo says the number is conservative and the city is probably owed much more. here's where the conflict comes into the picture. two of the pot shops described by the city as the worst offenders claim they owe nothing because they are not selling medical marijuana. instead, both operate through memberships and a different interpretation of the law. may yoor liccardo vowing to puty non-tax-paying marijuana

all new this morning, firefighters used the jaws of life to pry open the doors of a burning auto repair shop overnight. the flames broke out around 2:00 this morning on a shop on international boulevard near 78th avenue. at least two vehicles burned but firefighters say there was little damage to the rest of the building and they were able to keep the flames from spreading to a church next door. nobody was hurt. a look at the home for the raiders for now, after months, even years of rumors and

6:47 now. you know what? we have the 49ers here in santa clara now, and that's a really, really nice change of events and that venue, levi's stadium just spectacular. so you know what? we still got it made pretty well here when it comes to bay area sports and of course our san francisco giants are back at it. temperatures mostly in the 50s. i know sam's a big giants fan. 52 degrees in the tri valley, getting into lunch time temperatures will end up in the mid-60s. it will be comfortable out there as we head throughout your afternoon. by lunch time losing most of the low cloud cover. what happens it high pressure comes in, forces all that moisture right to the surface and that translates to a cloudy sky. i've got to tell you, it's definitely not as thick out there when it comes to the marine layer this morning and that means it will be burning off between 12:00 and 3:00, leaving us with the day temperatures in the 70s. here is the weather story i want to tell you for the weekend. we're going to see some changes as we head throughout sunday into monday, maybe even some

the golden gate bridge. back to you. >> thank you, mike. giants skipper bruce bochy is expected to be released from a scottsdale hospital today but won't be back on the field for a couple of days. yesterday afternoon doctors put two stents in his heart after he complained of chest pain. the giants say bochy is resting comfortably but will likely take the next few days off to recover. bochy and the team are in scottsdale for spring training. san jose police say more arrests could come in connection with the shooting death of a security guard recently. police arrested two men yesterday, one of whom has a criminal history. on saturday night manny zuniga and a fellow security guard responded to a robbery at a liquor store when someone opened fire from a waiting car. zuniga stepped into the line of fire to shield his friend and he died. in cupertino deputies are looking for a man who stabbed a co-worker during an argument at work, happened at a body shop. the victim should be okay. deputies know who the suspect is.

they don't know where he is. held captive, beaten and sexually assaulted. this morning, questions surrounding the alleged kidnapping of a woman. petaluma police say a woman showed up at the station wednesday claiming she was kidnapped at gunpoint three weeks ago. she said her captors beat and sexually assaulted her at a home in stony point road in santa rosa before she escaped. yesterday sonoma county sheriff department s.w.a.t. teams served a search warrant at the home. several people were detained but so far no arrests. it is deadline day. dockworkers and their employers must come to an agreement or the secretary of labor will make both sides head to washington. tom as perez arrived in san francisco earl whier this week to help the situation. the two sides have been haggling over contracts for about nine months now. in the meantime, billions of dollars of cargo is just sitting on ships anchored outside of 29 ports up and down the west coast, including the port of oakland. 415 is getting a little bit of company. 628 is moving into the area
