hit if lawmakers don't reach an agreement. >> these are folks who if they don't have a paycheck aren't going to be able to spend that money in your states. it will have a direct impact on your economy and a direct impact on america's national security. because their hard work helps to keep us safe. >> nbc's tracie potts is live in washington. tracie, what is the latest with this looming shutdown. >> milissa, they are looking for options when democrat blocked any attempt to tie immigration to homeland security funding. we're watching senate policy luncheons happening in just a few hours. normal lunches but today the focus is likely going to be if they can find a way out, if they can find a way to break this gridlock. today's policy lunches could be key in finding a middle ground on funding homeland security. >> we can't afford to play politics with our national security. >> reporter: the issue is immigration. republicans want to get rid of

the president's orders to delay deporting up to 5 million undocumented immigrants. senate republican leaders tried to separate the money from immigration. >> it's another way to get the senate unstuck from a democratic filibuster and move the debate forward. >> reporter: it didn't work. >> the motion is not agreed to. >> reporter: governors visiting washington usualed lawmakers to act. >> governors are frustrated. quit throwing us your problems. >> reporter: if there's no deal by friday tens of thousands of tsa workers, border patrol agents and others could be forced to work without pay. >> that is not good for the homeland security of this nation. it is not good for public safety, and it is not in the public's best interest. >> reporter: that fight comes as the mall of america reassures shoppers it's safe there despite a video threat from the militant group al shabaab. >> they want to up security. if we're not giving them the funding to do that, it's it's a problem. >> reporter: even if the senate

worked a compromise it's not clear if the more conservative house would go along of the house is set to meet tomorrow. we could get a better sense of whether or not they are going to be able to work this out. milissa. >> tracie thank you. now to the weather and relentless deep freeze. northeast waking up to numbing temperatures. new york city a possible low of 2 degrees and vermont a brutal 17 below. in the south it is a miserable mix from texas to the carolinas, sleet, snow and freezing rain. in iced over dallas an american airlines plane slid off the runway at dfw. passengers tweeted photos from the scene but all 63 on board were okay. on sleet-covered roads, it is treacherous. one person is died and more than 100 accidents are reported. the frigid weather is forcing schools to close today. >> it's freezing. we're not used to this. >> in tennessee the storm has been dangerous, 27 deaths are reported power lines are sealed and ice cutting electricity to

thousands. now we turn to national security as the cia gets ready to extend its cyber eespionage capabilities. >> it has had a material impact on what counter-terrorism -- terrorist groups around the world is doing. anyone who thinks this has not had an impact doesn't know what they are talking about. >> have i lost capability since the revelations? >> yes concerns me a lot. given the mission of the national security agency given our footprint around the world, us as a nation. >> the comments come just one day after a film about the former nsa leaker won an oscar in the best documently category. it could be a real game changer for families who are worried about peanut allergies. reports indicate potential breakthroughs on how to treat children. in one study researchers gave

small amounts of peanut proteins over time to babies at risk. five years later the risk was significantly lower for 80% of them. in another report kids with peanut allergies able to tolerate small amounts of proteins using a skin patch. these studies represent an about face in the ways children were treated. until now parents were told the best way to keep children from becoming allergic to peanuts was withhold them from their diet. this morning a raleigh, north carolina woman has 127 million reasons to smile. >> i have no idea. i'm not sure how i feel now. anything my kids need i can actually get it for them. >> are you going to tell them though? >> yes. >> that was marie holmes. she is one of the winners of that giant powerball jackpot worth $564 million. holmes spent $15 bucks on tickets.

she plans on taking lump-sum payment option $127 million before taxes. she is the fourth winner from north carolina to claim a powerball jackpot. a highway scare in new jersey. a tanker truck overturned and burst into flames. it happened on a ramp in pennsauken. it was hauling more than 8,000 gallons of fuel. flames and smoke could be seen for miles. the driver is apparently okay and the accident is under investigation. in maine a reported case of road rage. it involved two vehicles. witnesses say the cars just started banging into one another. one hit a guardrail. the other went into a river. three people were inside. they did make it out. police are investigating. take a look at this from seoul, south korea, two pedestrians walking near a construction site when as you can see the ground beneath them gave way. the man and woman were eventually rescued by firefighters. they suffered minor injuries. city officials are investigating.

nbc meteorologist bill karins with more on the relentless deep freeze. >> that's scary. like everyone's nightmare. >> you know what else is scary? our temperatures. >> i know. this winter in the east has been horrendous. it continues. now snow in the south over the next couple of days. atlanta, charlotte, raleigh are going to get a snowstorm tomorrow. the misery continues in the eastern half of the nation. temperature in burlington, vermont, negative 19 montpelier negative 27 the lowest temperature i've found in the lower 48. cold stuff. we were chilly yesterday. we had that snow outside of las vegas. warmer this morning at 47 as the storm begins to push out over arizona. the cold kind of seeped in through the west. it's not as bad as the east of course but we are chillier than we've been in many areas. definitely winter clothes in many areas, oregon idaho, washington state and northward. you can see the spin right there. that's our storm system from yesterday. bringing us snow in areas of higher terrain on eastern sections of arizona.

changes to the public pension system. with tax season in full swing, you can put your worries aside about getting audited any time soon. usa "today" is reporting a decline and the rate is expected to keep dropping this year. the paper points out the decline coincides with recent drops in irs funding and a falloff in agents. alaska is now the third state to legalize recreational marijuana. voters passed the ballot initiative in november. there are loopholes in the law including a vague public smoking ban. this comes as new research shows smoking pot is far less dangerous than previously thought. when compared with alcohol and other recreational drugs, marijuana is 114 times less deadly than alcohol. researchers say there are still risks involved in lighting up. how missouri man evades arrest of the after leading a chase through kansas city he pulled over ran through a

mobile home park and hid under his mattress. no rest for the weary. police of course eventually flipped it over found him and arrested him. nineteen manatees that got stuck in a storm train in florida yesterday are free this morning. the rescue happened just a couple hours ago and the ten hour mission to save them. some of the manatees were treated for injuries but they were all reeled back into safer waters. it's been added to the public water for decades to help reduce tooth decay. now scientists in england are warning fluoride could trigger depression, fatigue and weight gain. high rates of underactive thirds more likely in areas that have high levels of fluoride in the water supply. researchers are urging communities to rethink the public policy of adding fluoride to water. let's get down to business with cnbc's landon dowdy.

well of course the snow and cold in eastern u.s. has been getting a lot of the media attention. tell you what the warmth in alaska is pretty impressive. right now in fairbanks, 24 degrees for your overnight low. that's 9 degrees warmer than washington, d.c. is at this hour. anchorage at 37. there's no wonder why they had to move the iditarod. it's incredible warmth and lack of snow. it's 34 in fairbanks. that's a temperature you don't hit. it's bitterly cold at least for a month. nice warm day.
