troubles for travelers. good wednesday morning to you. clear and cold to start the morning. beautiful afternoon coming your way with temps in the 70s. then we have a big pattern change. more on your forecast in just moments. >> a peninsula car fire and a tri-valley crash, coming up. and a live look outside this morning. the bay bridge at 5:00. it's wednesday, february 25th, you are watching "today in the bay." a very good wednesday. thank you for joining us. >> an update to a developing story. a handful of bay area southwest flights are cancelled this morning. the airline says it missed scheduled inspections for some of its jets. bob redell live at sjc. no cancellations there, but there are some at another local airport?

>> reporter: correct. no cancellations here, nor at sfo, but southwest airlines has cancelled flights at oakland international. that airport confirming with us that at least five of those cancellations are due to these flight inspections. you might recall yesterday, the airline grounded about 20% of its fleet. southwest airlines had failed to perform a required inspection on the backup rutter systems. the airline realized its mistake, notified the faa. the faa overnight has since said that southwest can continue flying those aircraft as long as those inspections are completed within five days. a pilot says if the airline had not caught this lapse in inspections and federal investigators did instead, southwest could have faced a substantial fine. coming up, we'll have reaction from passengers on southwest

airlines' inspection lapse. reporting live in san jose, bob redell, "today in the bay." >> thank you very much, bob. happening right now, the search is on for a 27-day-old baby who disappeared with his mother near sacramento. though the mother has been found, authorities are asking for bay area help to find the newborn. kris sanchez joins us now with where the baby might be. >> that is the question. where is that tiny baby and who is he with. investigators are gearing up to help with the search for the baby. here's what we know right now. this is baby justice reese. he and his mother were reported missing on monday from the sacramento metro area along with his mother samantha green. family members say the baby is just a cup of weeks old. the twist is that sheriff's investigators say they found his mother late yesterday, but the baby was not with her. the spokesman said that a citizen found samantha green crying for help and that when help arrived, deputies say the

mother was hysterical and disoriented. she was transported to the hospital. we don't know her condition yet this morning. bay area agencies are gearing up to help find take the search dogs there to help in the search of an area near the sacramento river levy. >> we're concentrating our efforts in this location. that's all information that we have right now and we're attempting to put all our concentrated efforts in this location. >> deputies did search through the night. they searched areas that they had previously searched and they're back at it this morning. they say they're going over some of the same areas twice. they asked other townticounties help. we really hope to have good news for you this morning about baby justice. >> hopes and prayers this morning. thank you very much, kris. it is 5:03 right now. the man accused of a triple stabbing in san jose is expected

to answer to charges today. police say in may of 2013, ruben ramirez killed his mother and 1-year-old nephew. his 3-year-old niece was also stabbed, but survived the attack. family members say ramirez has a history of mental problems. turns out the very idea of drones won't fly in berkley. at least for the next year. and not for the police department. stephanie chuang is live to explain how the decision buys more time. >> we're talking about a one-year moratorium over a drone use. no drones, specifically for the berkley police department. this is a move to buy some time. it was just last night when council members voted for this move so they could use the year to create a policy for police. the city's peace and justice commission argued for a two-year moratorium on the drone used for the entire city. but city council wanted to keep the door open for a drone use

during disaster response as well as search and rescue. some people who live here in berkley spoke with us and agree there should be caution when talking about who should use drones. >> police use with oversight. deploying swat teams is really extensive to the taxpayers, so it could make sense to use this to scope it out. >> reporter: berkley's peace and justice commission says it's debated this issue for two years without coming to an agreement. it wants a stronger law in the city to send a message to state and federal lawmakers to ground drones in general and to prevent the use of information collected by drones in court cases. berkley is just one of a handful of bay area cities mired in this debate over drones. we'll have more on that coming up in our next report in about 40 minutes. live in berkley, stephanie chuang, "today in the bay." >> interesting debate. thank you, stephanie. leaders in san mateo county are trying to divvy up millions of dollars. the money amounts to $30 million in sales tax revenue. supervisors trying to decide how to spend it.

ideas on the table include money to help homeless and young people in foster care. supervisors meet this morning to hash out those priorities. los altos city leaders could ban development on one of the main streets there. the city attorney is drafting a 45-day moratorium banning new projects along first street between san antonio road and edith avenue. the city council would have the opportunity to extend that ban up to a year. city leaders want to make sure the downtown area is developed in a manner that sticks with los altos's image. menlo park could soon be using taxpayer money to pay for a boutique hotel. city leaders expect the hotel to bring business into the downtown area and produce more than $8 million in room taxes over ten years. no word yet on how much the city is willing to put up.

a live look outside right now at the bay bridge. clear morning. a little bit chilly out there. the supreme court will hear arguments this morning from the lawyers of a muslim woman denied a job at abercrombie & fitch because of her hijab.

the woman says she was recommended for hiring only to lose the job because of her hijab. they cited their look policy. it is 5:12. big changes ahead for lots of husbands and wives stuck at home in silicon valley. the government says go to work. scott mcgrew, big changes in work permits. >> silicon valley has thousands and thousands of people here on what's called the h1b visa. really smart people who are allowed to come to work to work in high-tech. these are the high skilled visas. talking about engineers, that kind of thing. they're sponsored by their employer and allowed to work under u.s. law. these workers tend to have families and they're often married to people who had great jobs back home in india or china or brazil or russia or whatever. nurses, doctors, teachers, artists. they cannot work in america. their spouse can work as an engineer. they can't do any job.

tuesday, the obama administration announced those spouses who are here under the h4 visa will be allowed to work, even before they get a green card. that's 179,000 people who are going to get work permits. many, if not most of them, are right here in the bay area. i talked to a woman on the phone, her husband is an engineer, who says the change came as a huge relief and that she could finally "find her identity" in her new country. let's check the news before the bell. landon dowdy is live at cnbc's washington bureau. you need to get lake a miami beach bureau. >> that's a great idea. or hawaii. why did i stay in the snow? i have no idea. but anyway, let's get a quick check of the markets. futures are slightly lower this morning after the markets rose tuesday with the dow closing at a new record high. investors reacting to comments from fed chair janet yellen who said the fed is likely ready to raise interest rates sometime

not a lot of fog out there. crystal clear start, which is part of the reason why it's so chilly out there this morning. look at your temperatures for today. a touch cooler out there in daily city for today. temperatures are going to be at 60 degrees. 62 for the tri-valley and 61 degrees in the south bay at lunchtime. temperatures will still be cool enough for a jacket, but we'll round out the day. things will start to change. high pressure heads off to the east. low pressure drops in. this is going to provide us with cooler weather. definitely cooler. and just a little bit of shower activity for the first part of friday that will ramp up as we head throughout friday afternoon into saturday. if you want to get outdoors, it looks like sunday is beginning to be your best option and sunday is going to be a touch warmer as well, but we have more rain coming in for early next week and you can see that right here on your seven-day forecast,

antioch. your commute off the bridge, and heading over toward pittsburgh and bay point. we're looking at maybe some low clouds, but not a problem as far as chp is reported to me. a spooth drive, and the bay bridge, we'll end with that shot here and an easy light flow out of oakland.mooth drive, and the bridge, we'll end with that shot here and an easy light flow out of oakland. california lawmakers looking at legislation banning chewing tobacco at all of the state's major league ballparks. that would include at&t park and the coliseum. it would only apply to fans, though, not players. meantime, san francisco lawmakers are pushing for a chewing tobacco ban at all of the city's ball fields and playgrounds. the santa clara county supervisors have approved nearly $2 million in funding to help undocumented immigrants who qualify for citizenship under the president's immigration order. that money will be used for information and legal services.

help will be provided starting this april. a critical change to the 911 policy at the postal service in the bay area, triggered by an investigative unit's series of reports. in november, we told you the story of sam, co-workers found him on the ground bleeding from his head. dispatch workers show up to 53 minutes may have passed before anyone called 911. for years, the policy at the oakland facility said only postal police are to initiate the 911 procedure. now it says in an emergency, anyone should immediately call 911. >> if we see a problem on the work floor that looks dangerous, we can deal with it ourselves and we can react as soon as possible. so i was very, very happy when i saw that. >> tonight at 11:00, what the usps is saying about their changes and why employees feel the agency should do more to protect workers. we investigate tonight at 11:00. if you do have a tip for our

this. late last night, the inglewood city council voted to fast track a stadium for the current st. louis rams. that means the $2 billion plan will not need a public vote or a long environmental review. the stadium would be built at the site of the old hollywood park racetrack. super bowl organizers planning another giveaway today to help build up excitement for super bowl 50. earlier this week, volunteers handed out gift cards and great america tickets in santa clara. today they're going to be doing the same thing in san jose. the giveaway happens at 1:00, but the location is being kept a secret. >> the cat will be out of the bag eventually. our very own christina loren pulling a double-shift. she must have had a shot of espresso this morning. working the opening night of san jose cinequest film festival. she teased us about the dress. there it is, glamorous. she was there to introduce "batkid begins." >> we need the full shot of it.

23-year-old mother, when she was found, she was hysterical and disoriented. we don't know why, we don't know if perhaps she was taken or she went of her own volition or maybe she's suffering from postpartum depression. what we do know is that tiny baby was not with that mother when she was found. so right now investigators from four bay area counties are gearing up to help with that search. baby justice reese and his mother were reported missing on monday from the sacramento metro area, and as you mentioned, family members say that baby is just weeks old. the twist now, yolo county sheriff's investigators say they found the mother late yesterday, but the baby wasn't with her. a citizen found samantha green crying for help. deputies say the young mother was hysterical and disoriented. she was transported to the hospital. her condition this morning has not been released. now bay area agencies gearing up to send search dogs to help this morning in that ongoing search

get back on schedule. the airline cancelled do eled d flights after missing a planned inspection of their jets. bob redell live at sjc. no cancellations there, but there are some locally that people should be aware of. >> people here at norman in san jose are very lucky. you have a long line of people knowing their flights are beginning to be going out today on southwest airlines. same story at sfo. at oakland international, however, southwest airlines has cancelled nine departures there today along with one arrival that's supposed to be coming in from los angeles. we did speak with oakland international and they confirmed that at least five of those cancellations are due to this lapse in inspections. yesterday, southwest airlines, the texas-based airline grounded 128 planes. they're all boeing 737s. that's about a fifth of its flight, because they failed to perform a required inspection on the backup rutter systems on

those aircraft. it's a mistake that the airline did catch by itself. southwest ended d ued up cance about 80 flights yesterday. not clear how many travelled to the bay area. overnight, the faa, the federal aviation administration, did tell the airline, you can go ahead, keep using those airplanes as long as you complete those inspections within the next five days. even with this extension, the airline says it expects to have most inspections completed by this morning. >> it's the responsible thing to do. i hate to see them fly the planes when they haven't been inspe inspected. >> i've flown southwest a lot, and i've only had wonderful experiences with them. >> reporter: we did catch up with a retired american airlines pilot who tells us that if southwest hadn't discovered these lapses in inspections, if it had been the faa instead, the

airline could have faced a hefty fine. reporting live, bob rebel, "today in the bay." >> really need travelers to be safe. thank you, bob. investigators this morning say the driver of the truck that caused a metro link train crash in southern california wasn't stuck on the tracks. he was driving on the tracks. the crash happened yesterday in oxnard. no word yet why the driver took to the tracks before his truck was hit by a metro link train. the impact of that crash caused three of the train's five cars to derail. more than two dozen people were hurt. investigators say jose alejandro sanchez ramirez was driving the truck. he ran from the crash scene, but was arrested about a mile away. punched, kicked, and stiffed. police hope you can solve a crime against a san francisco cab driver. cameras captured the entire attack, it happened on valentine's day, but the video just released last night. the driver picked up a man in san francisco and dropped him off in daly city. police say the passenger got out of the cab and refused to pay.

when the driver confronted him, the suspect punched and kicked him, then ran off. prepare the waters. here comes the sting rasm despite pld -- ray. they approved of buying the new high-tech tracking device. stingray mimics a cell phone tower to zero in on a specific phone user. it still has to be reviewed by several oversight committees before it can be put to use. time to see if there's any sting to the forecast this morning. it's cold out there, but not that cold. >> a slight chill. when you walk out the front door, it hits you in your face. when you get into the car, you warm it up, the heater comes on. if you're going to be outdoors for any duration, maybe take your bike to work. definitely a windchill factor there this morning. otherwise, we have a beautiful day coming your way. so it's beginning to be a lot more pleasant as you make your way out that front or back door.

that's where we leave the office from here. it is going to be kind of a damp weekend. 45 degrees on the peninsula. your highs today could not be better for this time of year. 66 degrees in san francisco today. temperatures in the south bay just a touch below that 70-degree mark. warm afternoon sunshine for today. the biggest difference between today and tomorrow will be the clouds. we'll see a fair amount of sunshine. until about 2:00 tomorrow, then those clouds roll in. getting into your weekend, cool and damp conditions for friday into saturday, but sunday looks good. let me show you your future cast as promised. the best part about this system is it's going to drop some light rainfall, maybe a tenth of an inch, up to about a quarter of an inch of rainfall in the places that accumulate the most here in the bay area.

but watch what this means for tahoe. snow on the way, potentially up to six inches of snowfall. we're going to bring your snow level down to about 5,500 feet with this system. the reason why is it's beginning to cross over the sierra nevada during the coldest point of the day, and we really need that snow below 7,500 feet. we've had these warm systems coming through, and it has not been great for the resorts. this looks promising. it's not our only chance for rain here in the bay area and snow in tahoe. we get a better chance as we head throughout the beginning of next week. so if you're trying to make those outdoor plans for the weekend, sunday is your day to do so. if you want to get outdoors, you've been putting something off, maybe getting out there to hose off the back porch, today is your day. did i inspire you, mike? that's the question. >> looking over here towards the bay bridge, a smooth drive at the bay bridge. this is the pattern that changed over the last couple of minutes.

you're watching "today in the bay." >> good wednesday morning to you. it is 5:42. a verdict in the american sniper trial. a jury has ruled eddie ray routh will spend the rest of his life in prison without the possibility of parole. tracie potts joins us live from washington this morning. routh's lawyers already promising to appeal. >> well, they certainly could.

that verdict, which took less than three hours for the jury, found him guilty for the 2013 deaths of chris kyle and chad littlefield. and immediately after that, the judge pronounced his sentence life without parole. kyle was at the center of the movie "american sniper." his life was the inspiration for that movie. the defense said that routh was psychotic during those killings, but prosecutors successfully argued that he was high and angry about life and felt snubbed, but that he knew exactly what he was doing. reaction from littlefield's mom. she said she was thrilled and had waited two years for justice. interestingly, chris kyle's widow was not in the courtroom when it was read. she was there shortly before, but walked out. she said in an interview with nbc's al roker earlier before that verdict that it was horrifying sitting through that

trial listening to all the details. the verdict this morning, guilty and life without parole. >> that must have been so painful for that wife as well. thank you so much. for the second night in a row, unidentified drones spotted over france. officials don't know the pilot's intenses good or bad, but want to talk with them. yesterday, drones were spotted flying over the presidential palace. the u.s. embassy and near the eiffel tower. the u.s. secret service says it will soon be flying drones over washington, d.c. the agency will not say what's going on but the drones will fly over restricted areas like the u.s. capitol building and the white house. the secret service says the exercises are carefully planned and will be "tightly controlled." there are two usual major opposing voices when it comes to drones. one is about privacy. the other is that drones are a cost-effective way for berkley police officers to do their job and help the public. council members voted on a one-year moratorium really to buy some time to study the issue. berkley's peace and justice commission has pushed for a two-year moratorium for the entire city, but council members said they wanted to keep the door open for uses like disaster response, help in finding missing persons and helping search and rescue. city leaders say they need this year because the issue is too complex and needs more study. >> the issue is government use of drones and the potential misuse of drones to invade the privacy of the public, especially in terms of surveillance. >> it's going to be harder to regulate drones. there will be more soon. this is the perfect opportunity.

>> reporter: other bay area cities have taken on this debate. developing a policy right now after grounding its aerial camera. san francisco's rec and park department bought nine drones but they're sitting grounded without guidelines. one was stolen last month, so they're down to eight. berkley says as far as it knows, no other city departments have drones, so again, to sum it up, berkley police cannot use drones for at least a year. live in berkley this morning, stephanie chuang, "today in the bay." not a lot of clouds in the sky for those drones to fly through this morning. nice and clear. but we need that little blanket cover. >> yeah, it is chilly out there. you know the sunshine coming through right off the bat. going to make for a spectacular day. thanks for joining us. we know that you care about your weekends as much as we do. it does look like we'll see two very different sides to that

all-important weekend. let's start with your wednesday, though. i always like to get you thinking about the weekend because it motivates you hopefully to have a good day. throughout saturday and sunday, some big changes coming your way. oh, yes. the bay area hard to beat on a weekend. 37 degrees in the north bay. 53 in san francisco. good morning to you. 42. right now in the tri-valley, let me take your through your forecast for this wednesday. by lunchtime, maybe you want to head outdoors. enjoy a nice lunch outside. 62 degrees in the tri-valley at high noon. we'll be at 61 in san francisco. and 61 degrees at noon in the south bay. that means it's going to be cool enough for a jacket. all the way until about 12:00. and then you can ditch it. as temperatures rapidly warm up between 12:00 and 3:00. you'll be at 69 degrees later on today in the tri-valley. we're looking at 68 degrees right here in the south bay. so here we go. as we get into tomorrow, temperatures are going to be rather warm before those clouds increase. we'll be at 70 degrees right

from the emeryville camera. now the incline looking a little clearer. we're showing a smooth flow of traffic. no big surprises off the berkley curve. that's pretty much the case for the entire east bay quadrant. typical slowing out of antioch, but by the time you reach pittsburgh and bay point, you're all right. we've also shown you north bay. easy drive southbound 101. that orange up there, some low clouds drifting around, but not a problem as far as visibility goes. an easy flow of traffic as well for 880 south out of hayward. the tri-valley, an easy flow as well. west 580, still close to the 50s as you're looking toward the dublin interchange. 680 into fremont. the south bay, we're looking at your typical built. that crash southbound right around bowers, or the mercado

theaters. still over off to the shoulder, so a little bit of slowing there for the distraction. and we'll give you the live look at san jose as well. i held off on that. we're going to show you the live look coming up. that's a little tease for the future, guys. it is 5:50 right now. searchers from the bay area are headed to the sacramento area right now to help look for a missing newborn. brian hickey from our nbc station in sacramento has the very latest from the search scene. >> reporter: searchers will be back out looking for 2-week-old justice reese after his mother was found her yesterday. both were reported missing on february 21st saturday in the area around woodland. it was yesterday, late yesterday afternoon when 23-year-old samantha green was found outside night's landing where searchers continued looking for her 2-week-old son. investigators could not elaborate why they were searching that particular location, other than to say that was the area where the mother was found, or whether or not they were searching other areas.

as they continued the search on the ground and in the air. >> we're just concentrating our efforts in this location, and that's all the information that we have right now and we're attempting to put all our concentrated efforts in this location. >> reporter: the fire department behind me will serve as the command post. they're expected to have a briefing at 7:00 a.m. this morning as they continue the search for that 2-week-old infant. they're also getting help from outside agencies, including marin county. happening today, a judge will consider setting a trial date for the man accused of killing morgan hill teenager sierra lamar. garcia torres has pleaded not guilty to charges that he kidnapped and killed the 15-year-old back in 2012. investigators say they found lamar's hair on a rope inside of the trunk of torres's car and his dna showed up on her clothes. lamar's body has still not been found. also a lot quieter than

normal in one san jose neighborhood this morning after police shut down an illegal gambling and prostitution ring. locals have been complaining about strangers coming and going during all hours at a house. yesterday, police arrested four people at the home after finding evidence of illegal gaming, drug dealing, stolen vehicles, prostitution, and identity theft. that investigation led them to a nearby convenience store where they found nine illegal gaming machines. the new port labor deal may be too little too late when it comes to california fruit and nut farmers. the "l.a. times" this morning reporting it may take 12 weeks to clear the cargo backlog. losses for some exports may reach 50%. case in point, california grown citrus. in california, almond farmers fear that foreign buyers will now cancel delayed orders due to that backlog. >> and already a tough time for farmers because of the drought. uber is expanding this morning. the bay area company announced a

new deal with starwood hotels and resorts. that's the company behind hotels like w and westin. with ride uber, they can use star points. points can be used for hotel stays. new reports say the american government hacked into a private company that makes cell phone sim cards. >> it is a company out of holland which makes those little chips that you put in cell phones. the thing that makes your cell phone yours and my cell phone mine. the guardian newspaper quotes nsa whistleblower edward snowden as saying the u.s. and the british governments hacked into the dutch company. they agree. they say yep, it was hacked, it does suspect the americans, but says the governments were not able to steal any data. the head of the nsa was at a conference earlier this week and he was asked about it. he said he could not confirm or deny the report, but said the u.s. stayed within the law. now, at that same conference, the head of the nsa was challenged in public by the head

of security from yahoo over the hacking of silicon valley companies by the u.s. government. as best i can figure out, not a shred of video exists of the question and answer session. but it was angry. all we have, unfortunately, are transcripts. i bring this up, though, because silicon valley versus washington is a problem. the two sides are more angry at each other than they let on. yahoo, by the way, has become a leader in this fight. it's carefully and respectfully fought the government over a number of issues, as we've noticed in the past. ceo marissa mayer invited to the president's cyber security conference at stanford but turned the invitation down. janet yellen appeared in front of the senate tuesday. she'll talk to the house today. semiannual briefing about the economy. she hinted an interest rate is ahead. but also hinted it's not coming any time soon. >> so basically we learned not necessarily a timeline. >> it depends, is it dovish or
