the face behind the mask, our first look at the man known as jihadi john. and google's new plan to expand coming up today. watching increasing clouds, breezy conditions this morning, leading to a chance of showers today, and maybe some thundershowers on the way for the weekend. we'll look at that in your forecast coming up. even though it's friday, it's not light everywhere. couple key spots. we know what happens when the metering lights are on at the bay bridge but let me show you when half of the nimitz freeway is closed, coming up. a live look outside from the south bay this morning, waiting for the sun's official arrival. nice start for a friday, february 27th. this is "today in the bay." >> a very good friday morning. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. it's been a few weeks but rain is on the way. this is a live look at san francisco and san mateo bridge from foster city this morning. no rain drops quite yet but
6:01 am
that's going to change in just a matter of hours. rob mayeda will join us with a look at your microclimate forecast in a bit. >> first anysmi tracking a big problem on interstate 880 on the nimitz near hayward. things look jammed up there. >> you know what? actually this is wrong, the locator says live but this is a video we took a few minutes over there. the reason why half of the freeway was closed is because of two vehicles which had to be removed. there were flares out there and a huge backup. i got word from chp that all lanes reopened for southbound 880. let's look at your map. the reason all this backup is here on our map southbound from san leandro down to the area, look at the impact. half of your nimitz freeway closed for over an hour this morning and that resulted in huge backups, unexpected for a friday. this will take a while to clear but being a lighter friday commute we should see some recovery. we'll track the area hayward toward union city and watch the travel south to fremont. i'll tell you about caltrain,
6:02 am
what's going on there coming up. >> thank you, mike. a suspected robber dead, shot and killed by two police officers in san francisco. they say he was armed with a large kitchen knife and refused to put it down. >> this happened late last night near the foreigner of fulson and 20th streets in san francisco. good morning, stephanie chuang, live in san francisco. >> reporter: good morning, the police chief will usually go out to scenes after something significant like this happens like the deadly shooting by the two officers. he says the robbery victim thad the officers for saving his life after they intervened. they were out of uniform and in the area when this all went down, that was before 10:00 last night. san francisco police say the dispatch call was actually going out to officers, when two plain clothed officers came up on the crime in progress, demanded the man drop his knife. ? at some point in time, the

officers, as they are only allowed to fire in defense of themselves or others, felt that one of those situations was in play, they fired upon the suspect. >> reporter: the suspect did not survive. investigators found at least six bullet casings on the ground. the robbery victim says the suspect had been trying to steal his bicycle using the knife to threaten his life. police adding both plain clothed officers were wearing their stars and both officers are placed on leave. san francisco police will hold a town hall meeting. in the past the chief has brought the weapon involved, in this case maybe the knife involved, and also have more details then. live in san francisco this morning, stephanie chuang "today in the bay." >> following protocol, thanks so much, stephanie. new this morning, we are getting our first look at the man known as jihadi john. the nbc bureau in london found

these pictures of mohammed emwazi when he was a boy. emwazi is believed to be in his mid-20s, he's from london and investigators believe he is the masked man beheading hostages in several isis propaganda videos. family members of a man kidnapped by isis in syria tonight are holding a vigil in modesto. they fear the worst. on monday hundreds of isis extremist stormed the christian village where several charlotte davids' family were taken hostage. kris sanchez will have reaction from the family in the next half hour. two men accused in the shooting death of a security guard are expected in court. juan hernandez and richard cruz face murder charges of the shooting of manuel zuniga in san san jose february 14th. he died after a robbery at a lickon store next to the club, where he worked. also in court the three sonoma county men accused of

holding a woman captive for almost two months. 22-year-old woman told police she was kidnapped at gunpoint and taken to a rural santa rosa home. she says her captors beat and sexually assaulted her until she escaped last week. prosecutors will file. formal charges against a man in hercules man accused of sexually assaulting a child at his girlfriend's day care. police arrested carlson bartalmuci wednesday. he molested a 10-year-old girl at the apartment based day care. the girl often spent nights and weekends there. the young girl is now 13 and did not have the courage to come forward until now. >> we need to make our children feel safe, they shouldn't have to go through this and definitely shouldn't have to go through it alone. >> police have not said whether the day care was licensed. bartolmucci is on jail under $340,000 bail. a warning for students at uc berkeley. woman says a man sexually assaulted her while she was walking on campus.
6:06 am
victims say the man walked up, grabbed her breast and took off. the suspect was wearing green pants, no shirt and a darked backwards cap. new details on the measles outbreak. health officials in berkeley say someone infected with the measles ate dinner at a popular restaurant last week. according to the "contra costa times" they visited la mediterraneanie. last friday, exposing hundreds to that disease. it's not clear if it's the same person with measles who rode a b.a.r.t. train to the mill bray station to san francisco's civic center station. in both cases, the infected person is described as a san mateo county resident. health officials say if you've been vaccinated you're at low risk of getting sick. there's a high risk you're going to get wet this weekend but that's a good thing. we so need the rain. checking that microclimate forecast, taking a live look outside at the south bay right now. rob is in for christina, with a look at the forecast when the rain's going to come in. >> later today we'll see an increasing chance of that right now. we're seeing some breezy
6:07 am
conditions out there at the coast and some of the hilltops in the bay area, temperatures in the 40s and 50s outside. cool spot around napa, at 43 degrees. 53 in san jose. winds a little gusty out towards the coast, half moon bay 14-mile-per-hour winds, some of the peak gusts around the hilltops up to about 25 to 30 miles per hour as we head into the afternoon so as we go hour by hour, breezy conditions, locally gusty near the hills and as we head towards lunch time increasing clouds, and the clouds as the cool air aloft starts to move in, clouds building over the hilltops of the coastal range setting us up for a few isolated showers and cooler temperatures than yesterday's low 70s now low to mid-60s, closer to san jose. north bay highs in the low 60s. low to mid-60s out towards pleasanton and live more. slight chance of showers today. the focus looks to be around the santa cruz mountains and mainly out towards the hilltops. as we head into the weekend as the cold air air from the
6:08 am
pacific northwest drops in, cool air aloft, daytime heating below, that could be a recipe for weekend thunder saturday. freezing levels close to 4,000 feet, small hail is possible. our rain totals arounds the bay area probably highest around the santa cruz mountains. some spots could miss out on a lot of miserable rainfall. other areas around the thundershowers in the south bay may pick up about a quarter inch or so. the backdrop of the storm in the sierra, 17% of average is the snowpack in the northern and central sierra. we forecast what we hope is a foot of snow coming in off the system, that is significant. snow levels down to 3,500 feet or 4,000 feet north of interstate 80 and closer to 4,000 feet south of highway 50. so winter-like driving starting late today into saturday and we certainly need it there in the sierra. today, breezy and cool, slight chance of showers, slight risk of thunder for your saturday afternoon, and skies clear. second half of the weekend right now looks good for the outdoor plans. we'll see highs rebounding slightly towards sunday and another weak system bringing a few showers come monday.
6:09 am
now watching a tough commute around hayward this morning. let's send it over to mike. >> we have the backup in hayward, also at the bay bridge and i got a note for caltrain riders swle. first a look at the bay bridge toll plaza where the biggest build is forming now. the metering lights are turned on, typical time 5:40 so it's been about a half an hour and we're filled in past the toll plaza and west grand avenue. as we look at your map the approach shows a typical friday build. north bay novato, san rafael, mill valley, nice, northbound and southbound, or 101 southbound is the commute there. as we move down toward high ward, there was a crash blocking half of your nimitz freeway for about an hour this morning at tennison at the bottom of your screen. the lanes have been cleared and instead of red backing up solid and turning into green, the yellow creeping down so more cars, a burst of traffic into froe month and more slowing because of that volume. there is recovery, cars are slowing 238 instead of back toward san leandro. in the tri valley westbound 580
6:10 am
at the dublin interchange it was a light, easy friday until a crash just in the last couple of minutes. two lanes from what i understand is the last update are blocked at that 580/680 interchange cuesing a backup to form through livermore and pleasanton. we'll track that over the next couple. as we move toward thep,?moejpen, a smoother drive in the south bay, a light flow of traffic. we have an incident or the caltrain tracks, live look at palo alto, 101 is moving smoothly. caltrain reports a tree down across the tracks. we did not see it because it's dark from our chopper but one train is stopped and another train going past it. sounds like trains are at single tracks, they can only go past certain stations on one set of tracks, they have to get past the tree and onto the track, single tracking and that's restricting to half the volume for the traffic flow between san mateo and burlingame, causing the. heiness in ladelay. we're getting more details. >> how large a tree, for example. >> abobstacle course. thank you. major announcements
6:11 am
6:13 am
here are today's top stories, two san francisco officers shot and killed an armed man in the mission last night. police say the suspect was trying to steal another man's bike. >> there's a new report that prince harry will leave the british armed forces later this year. the prince served two tours of duty in afghanistan. >> and time is really running out now, the congress has until the end of the day to agree on a plan to keep the department of homeland security running. the house votes on its plan today but it's a temporary fix at best. >> we are about to hit an important milestone in the world of electric cars. leaseses are starting to expire in large numbers. >> scott mcgrew, what was new is now a used car. >> yes, and the worry, guys, is
6:14 am
it's a used car very few people want because of the new deals on a new lease of say a leaf or other electric cars, they're just so good the "wall street journal" has a fascinating article this morning on this problem of all of these electric car leases expiring. people are turning in their old electric cars and instead of buying them, which is an option at the end of the lease, they're just leasing new cars again for 200 bucks a month. they get better technology, don't have to worry about the batteries growing old. it's flooding the market with used electric cars. one dealer says he's dealing with lease returns of 150 leafs every month. now the problem in mountain view is a flood of smart people with well-paying jobs, both google and linkedin are bursting at the seams. bob redell is out at google headquarters. when they moved in there, they had 800 employees. that's not the case anymore. >> reporter: yes, now they have
6:15 am
801, it's grown tremendously, i kid you, but they actually have about 20,000 employees here in their corporate headquarters here in mountain view. it's a sprawling campus behind me and now the tech giant later today will be submitting plans in the city to build a new corporate headquarters, a so-called google plex here within the city limits. google reportedly wants its new headquarters to be a green and environmentally friendly, designing it in a way that will persuade its employees to bike and walk to work instead of drive. that would cut down on vehicle traffic and require mountain view to build new housing nearby the campus. the city finds itself in a tough position of trying to accommodate their biggest corporate taxpayer and their non-google residents who feel the tech giant is swallowing their town. >> there is a mobile home park in north bay, abond a growing number of employees are moving
6:16 am
there. >> it's bringing up the property values which is good, real good. before it was pretty low but now it has brought it up quite a bit. >> we would like to get out of here because everything is too expensive for what i do and my husband does so we need to kind of get out of here. >> reporter: again google submitting its plans later this morning here to the city of mountain view again for a new google plex headquarters. scott? >> all right, bob redell out in mountain view. well the nasdaq index flirted with 5000 on thursday, coming within 11 points of the historic level. nasdaq 5000 will have technically nasdaq 5132 mark the tippy top of the dot-com bubble in 2000 before the whole thing went to heck in a handbasket. it's taken us 15 years but we are back. we're used to seeing this on the news in greece, right, but i want to point out, these protesters overnight are protesting the new greek
6:17 am
government. the government was elected one month and one day ago. i mean, this was january 26th, when everybody was thrilled, so here's january. here's february. they are very displeased with their new government. remember, this government said they were going to put greece first and maybe even not pay back their loans. this government seems to have changed its mind. >> hmm, interesting. >> the austerity not going over very well. >> no, it is not. >> thank you very much. the people who lost their homes in that huge foo nir san francisco's mission district have new help finding a new place to live. >> really nice story. we told you about zach crockett who started a go fund me page. he raised more than $180,000 for them. last night he presented checks to the families, most of whom have been staying in the shelter since the fire. the "san francisco chronicle" reporting those checks ranged from $6,000 to $15,000 apiece. the fire last month displaced 54
6:18 am
people, most of them low income families. >> what a great way to help. it's 6:17, time to check our microclimate forecast this morning, taking a peek outside. what a beautiful vista of the bay bridge this morning. look at the subject coming up. rob is here, he joins us, in for christina and he's got a look at today and of course a peek at the weekend, too. >> interesting changes headed our way. mostly just the wind that we're noticing the change that will usher in cooler air coming from the pacific northwest and increasing chance of seeing some showers and perhaps even some thundershower activity around tomorrow afternoon. 40s and 50s outside, partly cloudy skies, you can see san francisco there fog free, looking nice at 55. 53 in san jose but the winds are starting to pick up. we noticed this late yesterday, driving down the temperatures after we hit low 70s around 1:00 in the afternoon. that is the story today coming off of the ocean out of the northwest. the gusts 20 to 30 miles per hour especially around the north bay and east bay hills into san francisco, that's going to help to keep our temperatures down so
6:19 am
hour by hour, 40s and 50s through 7:00 and as we get toward lunch time instead of approaching 70 in spots yesterday, today closing in on 60, and by midafternoon we'll see if the cool air starts to arrive we'll see clouds building over the hilltops and a slight chance of seeing a few showers today especially around the coastal range in santa cruz mountains. high of 63 today in san jose. low 60s in san francisco, about the same for the north bay and tri valley for today, and then probably a little bit cooler tomorrow and as that cooler air arrives, that's going to make things even more unstable in the atmosphere during the day tomorrow so 2:30 today, isolated showers around the bay area, then on saturday, as more of that moisture starts to come down the coastline, we'll see a few intense showers there in orange and red, most likely across the hills of the south bay during the afternoon, and that may include some thunder as the freezing level or snow level drops to 4,000 feet and the convective showers build up above that level, that's pretty effective for producing some hail with some of the heavier showers so you might notice that but you might not get a lot of
6:20 am
rain. today not much showing up, tomorrow afternoon though, areas around the santa cruz mountains could close in on maybe about a third of an inch of rain. we really need the snow in the sierra, only 17% of average from lake tahoe north. this is the good news of the storm. it will bring in we think at least a foot of snow south of highway 50, most of this falling on saturday and the snow levels as low as 3,500 feet. chance of showers and thunder saturday, skies clear sunday and one more relatively weak system dropping monday. second half of next week the temperature also climb up once again. with another check of your morning commute we send it over to mike. >> we'll start with the rails this time. there is one stopped train but another train going by. this is what we're talking about, only able to use one single set of tracks north or southbound at a time presumably between san mateo and burlingame, that's where caltrain told us if you're boarding the trains there, everybody who is getting on a
6:21 am
train go to the southbound train track boarding area because of the single tracking going on. there's a tree reported across tracks somewhere through the area. the alternate a good option, caltrain runs along the 101 corridor. it's friday, a lighter volume of traffic. i know you like to ride because folks like to take it easy after work as well. northbound 280 at magdalena, an earlier stalled vehicle made it over to the shoulder, a little slow something cleared up. san jose, silicon valley no drama here. quicker recovery than any other day of the week because friday shows a lighter volume. here's south 880 out of san leandro, through hayward even into union city the slowest drive and continuing to look a little better, anywhere south of "a" street you're recovering, earlier crash tied things up at tennison for about an hour this morning. no major injuries. the castro valley "q" with a little build and dublin westbound 580 slow, the earlier crash had two lanes blocked at the interchange.
6:22 am
sounds like the activity cleared from lanes but a distraction. we set off a slow drive, it will stick around for a bit. live look at our dublin camera, traffic slowing on the approach. any other day of the week it would be fine. friday that's extra slow as you approach from dublin for west 580 and of course with the snow coming n keep the advisories and watch the roadways. as you head toward the sierra east in the afternoon folks will be heading to the area and potential weather changes. >> all the east bay commuters saying what about friday light? false advertising, mike. 6:22. still ahead on "today in the bay" a warning for parents this morning, why talking toys are raising some red flags.
6:25 am
live look outside right now, the golden gate bridge, absolutely gorgeous this morning, as we move our way into the weekends. a new barbie has some tech experts concerned about hacking. work with us here. mattel reveals the new hello barbie last week has siri-like technology to carry on a conversation. remember the things that you say, but in order to do that the doll uses a wifi connection to collect data on a server. >> mattel has been careful to note that parents will be told clearly which data will be collected and you need a password to access that information. >> mattel says parents can review, clip or delete any audio clips of their child from the server. the new barbie goes on sale this
6:26 am
fall. conversations with barbie. the pay area's newest air code happens to be causing a slew of new headaches before it officially rolls out. >> callers in the old 415 have to dial a one and ten digits ahead of the new 826 overlay. some apartment building intercom systems aren't up to speed. as a result san francisco tenants expecting deliveries are forced to hand out personal cell phone numbers. repair crews say they're booked solid for at least the next month to install some of the new systems. the time is 6:26. still ahead, which i would will the numbers go? we'll check the markets coming up with scott mcgrew. time is running out, the last-ditch effort to fund the department of homeland security. a live look outside at san jose, some clouds in the distance, as we await some rainfall potentially this weekend. rob talking about a transitional phase here, as we move into a wetter saturday. we'll have much more on that
6:28 am
6:29 am
pg&e is always trying to plan for the future and we are always trying to build something stronger and bigger and more reliable. i love living here and i love the community i serve. nobody wants to be without power. i don't want my family to be without power. it's much more personal to me for that reason. i don't think there's any place i really would rather be. the clock is ticking. in just a matter of hours homeland security runs out of money. details next. i'm rob mayeda tracking showers to the north that will bring an increasing chance of thunder this weekend. >> plus looking at the san mateo bridge, a little heavy for a friday, a slower drive across 92, and i'll explain why i think what happened earlier this
6:30 am
morning over in hayward is what's causing this backup. we came within 11 points of ma nasdaq 25000 thursday. ethan allen on the nys, and over to the nasdaq, perhaps nasdaq 5000 on a friday. >> a live look outside right now on this friday, that of course the golden gate bridge, it's february the 27th. you're watching "today in the bay." very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. it is deadly day if the congress does not give homeland security the money it needs to keep running. the agency will shut down at midnight. "today in the bay's" tracie potts joins us live from washington, d.c., now. tracie, two plans are up for a vote but both prolong the inevitable. >> exactly, and let's talk about the three-week temporary plan that house republicans are pushing to try to at least avoid
6:31 am
this midnight shutdown. we understand that that vote is going to happen sometime today. we don't know exactly when, based on their schedule, probably in the afternoon and it's unclear if any democrats will go along with this temporary plan, they were meeting about that this morning. the second plan that they're voting on today on the other side, the senate, are separate votes on immigration, that's been the sticking point, and a full permanent funding for the end of the year through the end of the year for homeland security. now, that's something we're not clear that republicans on the other side are going to go for. so two very different tracks we're following today, and they've got to coincide before midnight to avoid that shutdown. >> we will be watching with great interest, thank you very much, tracie potts, from washington. also watching the skies this morning, things are about to change. checking our microclimate forecast, a cloudy start over the south bay in san jose this morning. could be the case over much of the bay area this weekend, as we
6:32 am
prepare for a storm rolling in. no better prepared, rob mayeda. to tell us all about it. >> the man with the info. good morning. >> not too bad this morning. breezy conditions, more clouds, no rain for the morning commute but later today we could see scattered showers building over some of the hilltops. partly cloudy skies around the bay area right now but the wind may get your attention especially around some of the hilltops today, winds close to 15 miles per hour in half moon bay but some of the coastal hilltops toward the east bay could see gusts approaching 20 to 30 miles per hour, so 40s and 50s to start the day, and by lunch time looking at numbers in the upper 50s to low 60s and then later on we'll be seeing clouds building over some of the hilltops of the north bay in the coastal range which could lead to a chance of seeing a few showers. notice today's highs cooler than yesterday, low 60s from the south bay towards san francisco, pacifica, closer to 60 degrees for the afternoon, with the blustery conditions and for the north bay highs in the low 60s. mid-60s pleasantton and
6:33 am
livermore. today isolated showers in the forecast and this should become more widespread for the south bay starting tomorrow morning and especially as we move into the afternoon. what's going to trigger the chance for thunder will be the cool air aloft pacific northwest dropping into the bay area, couple that with daytime heating during the day tomorrow, leading to the chance of thunder's special liz as the snow levels drop to 4,000 feet. good news in the sierra, but maybe not good news in terms of getting a lot of rain out of the system for parts of the bay area that could see higher totals around the santa cruz mountains towards morgan hill but the highest totals of all should come around the sierra, snow totals approaching perhaps more than a foot in a few spots, closer to kirk wood, south of highway 50 but snow levels as low as 5,500 feet north of interstate 80. good news in the sierra for your saturday. tough for travel overnight tonight into tomorrow morning. sunday you see the skies clear and one more weak system drops in for a few more showers as we approach monday. for another check of your friday morning commute we send it to mike. >> we appreciate the travel note
6:34 am
headed to the sierra. we might appreciate if you're skiing the muffling going down to the icy sound in the sierra right now. over here the san mateo bridge westbound, this is a heavier volume than we expect to see, a slower drive from hayward to the peninsula than a friday typical. we have no incidents on the span itself, none reported, we go to the map and talking about there's the san mateo bridge, 92 at the top of your screen, dumbarton bridge lighter flow of traffic. we had a crash at tennison, bottom for 880 that blocked the freeway and caused this backup going out of san leandro and hayward. now that all that traffic is flowing freely toward the san mateo bridge without incidents or at the interchaung a lot more traffic quickly heading across 92. it should sort itself out over the next 15 to 20 minutes. there's not much of a build just yet. rest of your bay and easy flow of traffic, earlier crash at dublin interchange has cleared.
6:35 am
in the south bay not a lot of build, same thing for the peninsula. we'll give you live looks palo alto, 101 very clear, along 101 and the caltrain tracks, single tracking between san mateo and burlingame where folks are asked to use the southbound platforms, a tree that fell across the tracks, we're getting an update, right around mill bray. it affects the stretch between san mateo and burlingame and looking toward the bay bridge toll plaza where you expect to see this backup, they turned off the lighting along the side of the bay bridge itself, that's why it looks different as the sun comes up. everything is okay at the span. >> conserving, nice. >> thank you very much. 6:35. the markets have been open for a few minutes. >> i'm kind of anxious to check the numbers this morning. scott, should we be? >> we're not going much of anywhere. good morning to you. the one we really care about is the nasdaq and we're trading about flat. there's the dow industrials trading flat as well. so no movement to speak of this morning. let's talk about "house of cards" instead. netflix sbre deuced "house of
