pat erp -- violating the constitutional right. a law enforcement official says that a report will show that african americans made up 88 percent of cases where police used force. all 14 cases were the department's k 9s bit a suspect and was african american. the they accounted for 85% and 90 percent of the people issued tickets and 93 percent of the people arrested. authorities collected more fines for a suspect's failure to appear than any other charge and they were mostly from the city's poorest and vulnerable residence. the findings come six months after launching an investigation. it was prompted by michael brown's shooting by darren
