south bay. get out and enjoy the day. it's going to be beautiful. >> beautiful. >> spectacular. we have that rain in the forecast. we'll talk more about that coming up in the next report. >> stay tuned. we begin with a developing story. a convicted child molest ter remains on the loose in the south bay. police tracked the escaped inmate to an apartment complex but was able to get away. and this morning he remains one step ahead of authorities. johnell carter has been in jail one year on five counts of child molestation. the 40-year-old is 5'11, 220 pounds and he has the name "alice" tattooed on his neck. he is considered dangerous. the manhunt began yesterday afternoon near valley medical center where he first escaped the custody of a sheriff's deputy during a routine medical appointment. he later was spotted about a half mile away at the sierra crest apartments in san jose. police say carter broke into an apartment, and changed out of his green jail clothing. the tenant wasn't home at the time. a massive search included a

police helicopter, canine units, even car and trunk checks for anyone who was leaving the apartment complex. some frinted neighbors chose to leave for the night. >> yeah, pretty scary. i have children, obviously i don't want to have this person roaming around my neighborhood and hopefully they catch him. >> neighbors and people at nearby schools expressed concern saying they never received any alerts about the escaped child molest ter. san jose police say it's possible carter has left the area. new this morning, one person is dead, another injured following a shooting in front of a san jose home. happened at 2:00 a.m. on oak street. police arrived to find both vick ti ti tims sufficient, from one gunshot wound. one died, the other is expected to survive. the shooters got away. police are investigating a motive and the circumstances surrounding the shooting. hayward, a second attempted kidnapping in two weeks.

police tell us those cases could be related. a 15-year-old girl walking home from tennyson school says a man tried to pull her into his car around 4:00 yesterday. it happened near whitman and sycamore avenues. on february 20th, a similar story, a 14-year-old girl was nearly abducted near the corner of ebony and joshua streets. in both cases the girls were able to fight off the man and run for help. the descriptions are somewhat similar. both girls say the attacker was driving a white car, possibly newer model four-door honda civic with paper plates. the fbi is accusing two security officers at sfo of taking bribes to help a drug smuggler. investigators say a san francisco man paid off the tsa screeners to let him carry large quantities of methamphetamine through security. all three involved coordinated the operation through facebook. well, a packed house for

singer chris brown at the s.a.p. center in san jose last night. his concert comes less than two months after a shooting during his last performance at a san jose nightclub. police worked to ensure violence wouldn't be repeated. thousands had to go through metal detectors before getting into the s.a.p. center. in january, five people were wounded in the shooting at brown's concert at fiesta nightclub. san jose police were clear that that wouldn't happen this time around. we have a security forces that have been increased, both inside the arena and outside the arena, as well. we'll be monitoring the parking lots, garage structures. >> well, last night police did make several arrests, the majority involved people being drunk in public. the city of berkeley warning a person who may have measles was in the west branch library last friday and saturday. that's the branch near san pablo and university avenue. the person was also at the

central branch library on kitridge street last friday. the city's warning people who visited those libraries to monitor themselves for symptoms until march 21st. that measles case, however is not confirmed, just suspected. a lot of unanswered questions this morning after yet another security breach at san francisco general hospital. a former ucsf doctor removed copies of patient records from the hospital. officials are look into how many patients are affected. no word on why that doctor removed those records but patients are being notified last year you may remember someone stole sf general's patient information through a data center in southern california. startling moments inside a san francisco nail salon where a car went crashing through the window. it happened on fill more. the driver mistakenly hit the gas instead of the break. no one was hurt but muni service

in the area was stopped for a few hours. the people who keep us safe now need help protecting themselves. after someone has been following san leandro police home. officers in the department are on edge after several threats. threats may have to do with this officer-involved shooting that happened last december. since then, san leandro police have received threats from one east oakland gang. one officer was followed to his home by four men in a car after his shift ended. >> finishing your 10 or 12-hour tour of duty, putting on t-shirt and jeans and hopping in your personal vehicle to drive home is kind of when the job should be over. >> in two other recent incidents, off-duty detectives were approached by suspects they were investigating for violent crime. new details on a brutal attack in the south bay. on monday, a santa clara teenager was asked to come out of his home by a female friend

but then brutally attacked, and neighbors saw it all happen. here's "today in the bay's" ian cole. >> reporter: the district attorney's office says the 15-year-old male victim was called by a female co-worker to meet up. when he went outside, a man repeatedly beat him with a gun. >> a little white car. >> reporter: laura heard the come motion outside her apartment and opened the door. >> i saw a car pull up with the back door open and little guy on the street, and somebody's pointing something down. i heard pop. >> reporter: investigators say the suspect shot the teen victim in the thigh, shattering his femur. >> terrifying to think that somebody would do that, would step to that level of violence. >> reporter: police say the suspect pointed the gun at witnesses, and fired shots towards the victim's apartment. reyes lives next door and was nearly hit. >> that post, after me opening the door, the post saved my life. >> reporter: the d.a.'s office says all of the neighbor's

"today in the bay's" jean elle has more. >> reporter: digital detox is no joke on the national day of unplugging. hundreds of people at a device-free party in san francisco checked their phones at the door. some people in line are a little nervous. >> pretty attached to it. so it will be hard but i'm up for trying new things. >> reporter: typewriter a new thing for this 22-year-old who says she's always connected. >> like a relief kind of.

for an entire day. >> reporter: jean elle, nbc bay area news. >> it all began with one donor trying to give the gift of life and ended with 12 people taking part in a successful history making procedure. a two-day kidney transplant chain in san francisco, six people donated their good kidneys to six people in need. over the two days, a team of doctors performed the surgeries at california pacific medical center, cpmc. doctors say al of the patients are now resting comfortably. the feat is the largest donation chain ever on the west coast. great news. last night was crunch time for bay area float builders. today is san francisco's annual chinese news year parade, named one of the top ten parades in the world. we got a sneak peek as crews put finishing touches on dozens of floats. >> i feel good. i feel good. we're really, really close.

the uv index is a five. it means if you're outside 35 minutes or more you stand a chance of getting sunburn. keep that in mind if you're going to be outside for a long time. temperatures now cool for the most part in the 40s. 50 degrees in san francisco. north bay chilly at 36 degrees right now. but you can see from every vantage point waking up to sunshine, clear skies. no fog to report of. and later on this afternoon temperatures are going to be warm. 76 in the south bay. the same for the peninsula. 77 for the tri-valley. even in san francisco after getting up to 69 yesterday, 72 degrees. it's going to be warmer today, even in the city by the bay and the north bay, 77 degrees there. we like to tell you about things happening across the bay. you heard about the chinese new year parade happening. also the 56th annual white elephant sale happening in oakland today one of the largest rummage sales. of course you hear they say one man's trash is another man's treasure, right? you can get out and check out some of the trash or treasure.

notice temperatures back into the 70s. here is the forecast for the chinese new year parade that you heard about in san francisco. by 5:00, temperatures back to 67. but once the sun goes down you know how it goes in san francisco. onshore breeze kicks in. 59 by 7:00. so a light jacket even by 9:00. temperatures in the 50s. and that actually goes on until 8:00. now the other thing, keep in mind tonight, before you head to bed, just remember, yes, we lose an extra hour of sleep. so today the sunrise 6:35. tonight the sun sets 6:107 tomorrow, sets all different, 7:33 for sunrise and 7:11 for the sunset. i've been telling everybody, that means kids go to bed later. >> oh, no. >> and they wake up later. >> you already don't sleep enough. >> i know. i want to show you this map. notice, this is our wind pattern, upper level, jet stream airport look at this big system here. this is a system we're waiting

on for wednesday and thursday. in the meantime, high pressure in control and so that's driving our winds offshore. so you'll notice streamline data here. all of the coastal winds moving from the north but notice wind from inland valleys moving towards the coastal locates, all blowing from land to sea. so what that does, negates natural ac and keeps clouds at bias well. that's what we're fining today. the other thing, dry northerly winds kick up that pollen. pollen levels will be really high this weekend. all across the bay. let switch gears and talk about what's headed our way for next week. rain i was telling you about, tuesday, system at our doorstep. wednesday we'll see showers. i think more forecaof the bay a. on and off through the morning hours and continuing into the afternoon. thursday morning, wake up to showery activity, and that thing moves out of here. our next system expected to move in as we head towards next within.

what did you learn in the sixth grade that changed your life? that might be hard for some of us to answer but not the young woman you're about to meet. she took a simple fact about recycling and turned it into a world of good. "today in the bay's" garvin thomas has this morning's "bay area proud." >> when people talk about investing in youth it's a euphemism, they don't literally mean give them money and get more money in return. well, they clearly haven't met sonali, given a bit of money and a bit of knowledge, she is doing remarkable things. >> reporter: at san jose's del mar high school, there are a whole bunch of afterschool activities a new student can signed up for. collecting recycling is not one of them. freshman came up wit that one all by herself. you see, while the school is new to sonali, the job isn't. with the help of older brother,

she has been collecting bottles and cans since the sixth grade. ever since she got a certain christmas present from her mom and dad. >> my parents gave me and my brother each $100 for christmas and they told us use it to make a difference in someone's life. >> reporter: she decided to use the money to help smile train, a nonprofit that provides cleft lip surgeries to children around the world. the problem a single surgery cost $250. she was going to need more money. it just so happens her earth science teacher was doing a lesson on the time of recycling. and she learned that recycling centers paid money for bottles and cans. she took that little bit of information and has since turned it into a whole lot of cash. >> 34,000 today, yeah. >> reporter: it's the kind of money that gets a 14-year-old noticed. she has been recognized at the highest level for her work.

there are for sure other volunteer opportunities that are less work. and not quite as smelly. but she says, whenever she feels like stopping, she'll get a picture of just one of the many children she is helping. >> when we see pictures of all of the kids we've helped, i just think that, like, wow, it makes me happy to think, wow, what a difference we make in their life. >> reporter: and, frankly, what a difference it has made in other lives as well. for one simple lesson, she learned in sixth grade, teaching all of us a little something about helping others. >> she is far from finished. she says, in addition to the money growing, the list of charities she donates to has grown as well. and she has no plans to stop anytime soon. garvin thomas, nbc bay area. >> as always, if you know of someone doing something nice for

popcorn. you'll have alcohol in the theaters themselves. they tend to pick some of the artsier type movie releases also. >> wow, the parking garage is set to open later this year. and the movie theater and bloomingdale's expected to open in 2017. levi's stadium, the vta promising upgrades to transportation for the next big events including wrestlemania and the super bowl. the vta says they've learned some tough lessons. to help passengers avoid long lines and even longer waits, they're looking at preselling tickets so they'll have a better idea how many people to expect. the vta also plans to add more trains to levi's stadium. much more ahead on "today in the bay." coming up -- steph curry and the warriors look to continue their winning ways against the dallas mavericks. we'll show you the highlights, next.

you're wafing "today in the bay." >> it's just shy of 7:39 on a gorgeous saturday morning. taking a live look outside, all is quiet now. but oracle arena was loud as ever last night as the warriors hoped to take advantage of a big helping of home cookin' throughout march. the warriors had only lost twice at oracle this season and were looking to keep it that way as they faces one of the best teams in the west. hosting the mavericks, all star steph curry wowed the crowd with a no-look pass to barnes for the three. then curry, with the steal and a three of his own on the break. spike lee approved, as golden state runs away with this one. the warriors win big, 104-89. >> the way we came out defensively, you know, we did a great job. i don't think we're really flowing well on offense but the way we defended and able to get out and run a little bit, it changed the game for us. knowing that you can win a game

72 san francisco, calm wins. even in the tri-valley, 77. sunshine for the peninsula. the same for the south bay. lots of full sun all day long. no clouds expected. you know, want to start you off with the beach forecast. looking at warm temperatures, even at half moon bay today. 74 degrees there. in santa cruz, expecting temperatures around 75. so, yes, surfers out in full force. and then water will be chilly, back into the 50s. speaking of 50s, later on, as the sun goes down, temperatures will fall quickly. witness you get out, enjoy the beach, head to the lower hayes. spring walk from 5:00 to 9:00. temperatures at 65. by 5:00. but falling into the 50s, very quickly, once that sun goes down in san francisco. then, when you go to bed, before you do, remember to fast forward the clocks one hour, all of the phones and everything does it automatically. but the microwave, stoves, things you've got to do automatically, you've got to do those manually.

b. you're watching "today in the bay." we exposed something in the bay area that's getting attention in washington, d.c. are the feds protecting whistle-blowers? our insider says no. vickie nguyen broke the story and brings us the change of action. >> reporter: last week we told you about daryl whitman, a whistle-blower investigator who got so fed up, he blew the whistle on his own agency.

now, it looks like someone's listening. >> we're here for a very serious purpose today. >> reporter: they showed up outside the san francisco headquarters of the osha region 9 office. >> i know he went public on nbc, an important report. >> reporter: in a show of support for daryl whitman. for the past five years he's worked for osha as a whistle-blower investigator. his job, to look at claims of retaliation against workers who spoke out about public safety issues. >> when i found this agency was abusing them, neglecting them, and ignoring them, i had to stand up and report that. >> reporter: he discovered a pattern of mismanagement and pressure to meet quotas. managers told him to close out cases quickly, instead of investigating them. >> creates victims for the whistle-blowers to come to us. >> reporter: the agency issued merit findings 16 times out of 562 investigations, since 2009. that's just 2.8% of the cases. nationally the numbers are

equally dismal at 2.7%, whitman says numbers should be closer to 30%. but after he shared his story with the investigative unit, whitman got a call from the united states office of special council. he says the agency's looking into his claims and considering whether to take them to the office of the inspector general. he calls it a step forward. >> when we don't step up and do the right things, it's not just us, it's not just our fellow worker, it's the public as a whole that's at risk. >> reporter: whitman's story has energized members of the united public workers for action union. they want penalties for companies that retaliate against workers who blow the whistle and calling on the department of labor to protect the public. >> they have to clean the agency up, enforcing the law, and they have start protecting whistle-blowers and putting these executives in jail for threatening the health and safety of not only workers but the public at large. >> reporter: the reason whitman put his own career on the line,

to speak out for the millions of workers in safety sensitive industries like airlines or pipeline safety. he says they look to osha for protection when they raise red flags, and right now he says they aren't getting it. >> americans are ready to begin to reach out and say, this is the kind of society we want. we teach this to our children. i mean, i keep thinking, we teach our children to be honest, to report problems, to work with people, cooperatively. that's what we want. >> reporter: speaking out has come at a cost for whitman. the whistle-blower investigator now turned whistle-blower himself. >> i'm on ice, as it were, ordered not to talk about my work inside the agency. so here i am. i'm talking about my work inside the agency. >> reporter: osha declined to comment for the story. whitman still has his job but has been given a notice of removal. he says he's encouraged the u.s. office of the special council is picking up his case.
