lots to get to this morning. we're talking about the rain potentially that could come from this morning. i know my car was wet out there. yours? >> damp drizzle out there when you left your door. is it going to pick up perhaps later today? let's check in with christina loren. >> good morning to you, sam and laura. everybody at home, happy wednesday. this is what we want to see in a drought situation. unfortunately, the timing, not so great when it comes to your morning drive. i can tell you, slick conditions, widespread showers all across the board and this will intensify as we head throughout the next couple hours, so give yourself plenty of time. let's check on that drive, see if there's any incidents maybe with this rain. we never know for sure, but usually a little bit of a dangerous situation out there. good morning to you, mike. >> it will, in fact, be a slick situation because of that rain having happened after a break. we have the oil and the grease there. so slicker conditions, even a light rainfall here. traffic is another issue. there is a crash over on the

shoulder. no injuries. some debris in the roadway. we'll look at the map and show you this is coming off that dublin interchange. green censors, but also the green highlighting here. the entire bay, this is wet roads. clear it up so you can see the censors. there they are all around the bay. close to the speed limit. back to you guys. we have breaking news out of florida to tell you about. u.s. military officials say it appears there are no survivors after a military helicopter crashed in florida during a training exercise. onboard that helicopter, seven marines and four soldiers. the helicopter took off last night and went down on a remote patch of beach between pensacola and destin in the florida panhandle. rescue crews found a debris field two hours ago. a deadly crash closes interstate lanes on 280. it happened a little before 2:00 a.m. chp reports one car was involved and the victim was ejected from

the vehicle. the crash and the investigation closed three northbound lanes. southbound lanes have not been impacted. san jose police and the fbi have launched coordinating raids against potential fronts for gambling and prostitution. the raids targeted almost a dozen vietnamese coffee houses in east san jose that the feds say were serving up much more than coffee. in what was dubbed operation omni, agents raided 11 cafes and confiscated roughly 100 gaming machines. agents say all those slot machines combined can bring in up to $100,000 per week in illegal gambling. >> we do know that sometimes there is prostitution, there's drugs, and there's violence and we want to remove that. these machines bring in a lot of money, so there's a lot of competition for that money and we want to make sure that this does not continue here in san jose. >> and police say this will be an ongoing criminal investigation. police in palo alto were stepping up patrols after someone broke into a home, as the people who lived there slept upstairs. it happened early monday morning

at a home near alma street. they stole electronic devices and other items from the bottom floor as residents slept upstairs. police say a similar crime happened in palo alto in july of last year. a san pablo man could find out today if he'll be tried for murder in connection with a home invasion gone terribly wrong. police say mark carr was casing homes in hercules last month. he went into a home with a man and a woman inside. the homeowner fought carr in the driveway, and he was ultimately killed. officers arrested carr, whose clothes were covered in blood. a manhunt in the south bay for an armed and dangerous suspect. larry curos is wanted for murder. he ran from sheriff's deputies yesterday afternoon. officers from across the south bay were called in for that search, but they couldn't find him. police say he was involved in a shooting last year in holster. the u.s. attorney for

northern california has called a special session today to work with local law enforcement leaders on policing strategies and responding to officer-involved shootings. this session comes after a series of shootings involving bay-area police officers. two weeks ago, san francisco police shot and killed a suspected robber, and in mid february, two san jose officers shot and killed a man armed with a knife who was entering a stranger's house. berkley police may soon be teaming up with liquor store owners to fight crime. berkley's city council voted in favor of an ordinance requiring that liquor stores in high crime areas install or upgrade their surveillance cameras. surveillance cameras help police put suspects behind bars in two killings in 2013 near bing's liquor store in berkley. police say that's good crime-fighting tool. >> one of our goals is just to make sure that we have good evidence. if there's a crime that occurs. many people want to help us, they're just not always sure technologically how to make that

work. >> the orders will have to go through a second reading. after that, store owners will have time to upgrade their system if needed. the odds of a massive 8.0 magnitude or larger earthquake striking california in the next 30 years has increased. according to a new study, seismologists say nearby faults can actually combine in strength. before the study, the likelihood was once every 500. >> they produce gigantic earthquakes, so as a result, our forecast has slightly more large earthquakes. >> a sobering prospect. this forecast will now be turned into a shake map showing which parts of the bay area may be in for the most damage. how deep does it go? residents in san francisco's outer richmond neighborhood stumbled across a sink home. it's only the size of a big screen television, but crews worry the problem underneath is

much worse. crews are working on repairing the sinkhole and the kav cavity underneath. the santa clara valley waterboard says a smaller rate hike is still necessary because of a massive budget short fall caused by the drought. last night, water district staff lowered their recommendation for the maximum possible increase of 32%. instead, they're now recommending a 20% rate hike. that would translate to about $5 a month for people living in north santa clara county. >> it's not lost revenue. it's looking for additional water supplies. that is the bulk of the money that we will be seeking for next year. >> the board directed staff to look for more projects, by not filling job openings. the board will set water rates in may. an emergency drought release plan is ruffling some feathers

in the tri-valley. it is reported that the dublin san ramon district is on the fast track to buy $2 million in emergency water from uba county. that deal would boost supplies 10%, but it's causing a rift with alameda county zone 7 water agency, the normal water supplier. the agency says its contract with dublin san ramon does not allow outside water sources and its objecting to the deal. >> let's talk about the rain falling over the bay area. christina's got the radar up. >> already active. >> indeed it is. you want to give yourself ample time to reach your destination safely. it's not just light rainfall. we've got heavy pockets all the way from san jose up to milpitas. just one moment, help you get out the front door with a good idea of what to expect today. 54 in half-moon bay.

tolling. now to a live look back at the golden gate bridge, where a fully automated toll collection, that went into effect in 2013. golden gate officials consider that a success. >> no stopping on the bay bridge. that could make mike's job a little less interesting. a huge jump in gas prices in the past month. aaa reports that the pass of unleaded gas rose 75 cents in the last month. the average price of a gallon of gas is $3.37. here in the bay area, it's going to cost you more. san jose is at 3:40, san francisco 3.48 and in oakland, 3.49. >> it was nice when it lasted. facebook taking your personal information and giving it to advertisers. we'll have details next. >> that story, plus police capture the two men involved in this high speed chase in arizona, but now they're looking for the people who picked up the evidence. we'll explain. and death by firing squad. the state that could soon make

you're watching "today in the bay." >> welcome back. a parting shot from ferguson's outgoing city manager responding to allegations of racial profiling. last night, the ferguson, missouri, city council approved a separation deal with john shaw. it follows allegations of racial bias in ferguson's police department and court system. in his resignation letter, shaw says his officer never instructed police to target african-americans. the report suggests police issued excessive tickets to generate revenue. another big rally planned for today in madison, wisconsin, after the deadly police shooting there of an unarmed 19-year-old. high school students skipped class to take part in the last rally on monday. a madison police officer shot and killed tony robinson in a confrontation at his house. police say robinson assaulted the officer prior to being shot. moving u.s. military action against isis may take a key step forward today.

the senate's foreign relations committee will question three of the top security officials about new war powers to fight isis. the panel includes secretary of state john kerry, defense secretary ash carter and the chairman of the joint chiefs of staff general martin dempsey. she responded to critics, but are they satisfied? new answers from hillary clinton about her personal e-mail account and it appears that hindsight is 20/20. yesterday, clinton opened up about using her personal e-mail as secretary of state, which is legal. she said she did it because it was more convenient. clinton also said if she had to do it over again, she's keep work and personal e-mail separate. clinton says the server those e-mails were kept on is secure. facebook using your post to help advertisers market to you directly. landon dowdy live at cnbc world headquarters with what some are calling an invasion of privacy this morning. >> hi, laura, good morning to you. facebook wants to help advertisers find out what brands

people are talking about. it's giving marketers data, showing what topics are being discussed on the social networking site, including brand names and products. they'll be able to filter topics by location and demographics, helping familiarize them with new customers and figure out which products to stock up on, or highlight in ad campaigns. facebook will only put data from public or private posts that users share with others. and a new study by verizon finds 80% of the world's retailers are falling short and ensuring their card payment systems are secure, increasing the risk of cyber attacks. most tend to only upgrade their systems when they approach an annual compliance check. credit and debit cards account for 2/3 of all retail purchases in the u.s. and checking the markets, futures are pointing to a higher open today following tuesday's big selloff. the dow going into the red for the year. investors saying that the fed may raise interest rates sooner than expected and stocks are weighed down by a drop in oil prices. the dow tumbling to 17,662, the

worst point decline since last october. the nasdaq dropping 8 to $48.49. >> maybe we can rally today. thank you, landon. >> looking for a little bit of a rebound there. meantime, at 4:48, we know we have a busy day ahead of us on the weather front. christina tracking all the changes. all green behind you. >> a little bit of yellow in there as well. good morning to you. you can see that we do have widespread showers at this point. and this is what we want to see after all as we get into the next few months. it will be our last opportunity for rainy season activity here in the bay area. as you know, we're in a drought, but this is actually going to bring us up above 100% of average in many cities for this rain year. it's actually been pretty good so far. 2015 has been good to us. right now you'll notice the heaviest pockets of moisture over san jose. that extends through the east bay tri-valley region. the next consumer hours, we'll continue to see these heavier pockets imbedded within that green.

so it's not just the light rainfall that we're dealing with this morning. it's the moderate to heavy stuff and that will be the story for this morning. by lunchtime, still getting that on and off activity and temperatures today will max out in the upper 60s for most of us. 65 degrees in san francisco. 68 in the tri-valley. 67 on the peninsula today. right around 63 degrees in the north bay, where we are expecting the most rainfall. then things change rapidly. we've got a big warming trend coming your way thursday into friday. even warmer as we get into your saturday. warmest air of the season. so far, we're about a week away from springtime, so it's not that unusual, but unusual enough for us to potentially break some records on saturday. then sunday, the rain comes back. let me give you an idea, show you your future cast. aund at 11:00 a.m., showers starting to approach sonoma county. so we'll take a deeper dive. i'm going to show you exactly how much rain we're expecting on sunday. oh so close to the weekend now. some more on that coming up.

right now, back to you, laura and sam. >> a tempting few days ahead there. thank you very much, christina. new video this morning of nigerian troops celebrating a victory over boko haram. the military forced militants out of a town in northeastern nigeria, and then burned the boko haram flag in celebration. troops in chad are also helping to push back against the militants. boko haram has killed thousands and displaced more than 1.5 million people. today marks the fourth anniversary of the earthquake and tsunami that killed more than 18,000 people in japan. officials concede that recovery throughout the area is lagging. more than a quarter million people still live in temporary housing. radiation levels remain as much as 10,000 surrounding the fukushima power plant. utah could soon become the only state in the united states where the death penalty could be carried out by firing squad. a new bill would allow for a firing squad only if there's a shortage of execution drugs used in lethal injection.

the bill has already passed both the house and the senate. it's now headed to the governor's desk, but he has not said whether he will sign it. >> deputies in arizona this morning looking for four drivers who stole evidence during a high speed chase. check out this dash cam video from a chase just outside of phoenix last week. those are bails of weed coming out of the suspect's suv. about 21 of the bails were tossed out of the window. deputies recovered 17 of them. the rest were picked up by passing drivers. deputies are now trying to find those drivers. >> wow. not tumbleweed, but weed. >> nope, the real thing. robin thicke and pharell williams are being ordered to give it up to marvin gaye's family. >> so if you like the song "blurred lines" and you really want it, now's the time to get it. ♪ i know you want it i know you want it ♪ >> so now that's in your head for the day. jurors ordered them to pay more than $7 million for copyright infringement. jurors decided "blurred lines"
