wants to move into their neighborhood. after years of looking, this weekend the search for sierra finally comes to an end. and good friday morning to you. i'm meteorologist christina loren. spring starts officially in just seven days, but before that, we are going to see record warmth. we'll talk about that, plus showers in your forecast. even though it's friday you have to wait at the bay bridge but i'm watching north bridge for a stalled delivery truck which might be slowing you down. speaking of the bay bridge here's a live look as the sun is, sunrise still about an hour away. we're going to make this a lucky friday march 13th. this is "today in the bay." good morning and thanks for joining us. i'm kris sanchez in for laura garcia-cannon. >> and i'm sam brock. we have breaking news to tell you about a this morning. one person has died at the scene of a medical helicopter crash in oklahoma. these are the first photos we've received of the crash site.

the faa says three employees were aboard the chopper when it went down. at this point we don't know the condition of the two survivors. the national transportation safety board is now heading the investigation. a rare outbreak in wine country, health officials in napa are trying to track down anyone who might have been exposed to the highly contagious liver disease, hepatitis a. "today in the bay's" bob redell is live in front of a well-known napa hotel. bob, so far we know of at least five confirmed cases but we're still in the incubation period, right? >> reporter: correct. that's why the napa county health department is issuing a warning to anyone who dined at the la toque restaurant in napa between february 9th and february 25th. that's the time when two employees inside the restaurant had been infected with hepatitis a, which is a very contagious liver disease.

now is the time for anyone who contracted or starts to show symptoms like abdominal pain, nausea or jaundice. >> weigh wanted to be sure meem who might have been served food by one or the other of the individuals during the time they might have been shedding virus are aware there's a potential risk. it's a very low risk but we felt it was important for us to let people know >> this is the first time in five years the napa health department is having to deal with cases of hep s&p a. what is unusual there's no obvious link between all five. three are part of the same fakly and the other two worked at la toque. the executive chef says they are working closely with the health department to find the source of the inif ex. la toque has implemented additional training and supervising in light of the cases. looking on your tv screen the statement from the westin hotel which houses la toque "our

guests' health and safety is most important and we took precautions when we learned of the diagnoses. there have been no known cases involving hotel guests or customers at the two establishments." reporting live in napa, bob redell, "today in the bay." >> thank you very much, bob. by the end of the month a quiet north bay neighborhood may know if a convicted sex offender will be moving into its community. frazier smith petitioned the superior court from release from a state hospital and placement to his home on wilada drive in fairfield. he was convicted of raping several teenaged girls and young women in their early 20s. his convictions date back to the 1980s. last night dozens of people packed a town hall meeting to voice their concern. >> this man is in solano college's backyard. there's no fences between where he's going to supposedly be living and the college. all these young girls out there.

>> a judge is expected to make a final decision at a hearing on march 27th. there's a $3,000 award for information leading to the arrest of child molester john l. carter. he escaped last friday assaulting his guard before an appointment at valley medical center. carter is accused of child molestation. this caused the santa clara sheriff's department to review its inmate security procedures. monday marks three years since the disappearance of sierra lamar. new signs will be created saying "sierra matters" and they hope the signs will lead to new leads in the case. we spoke with a man in the search efforts. >> we've run out of an inventory of viable search locations and

we've been aware of this for a while and we've had cooperation from the community on our search locations but we're really run out of viable places to search. >> some volunteers say they will keep searching on their own. sierra lamar's family says it is to looking. two months after she disappeared authorities arrested and charged antonin torres. a major shakeup on the way for the san jose police department. this weekend the department will shift its officers around to get more police patrolling the streets. "today in the bay's" becamian trujillo is live at police headquarters. this is a give and take situation? >> reporter: yes, good morning. we've been talking about this for quite some time called shift change taken finally takes

effect on sunday. now shift change is when these officers shift around. they rotate out of specialized units like homicide. the unit loses an officer, but then another officer takes his place, they rotate around. now that rotation stops on sunday. that morning, a sarergeant will leave the homicide unit and not be replaced. he simply goes out into patrol to answer 911 calls. the elite metro unit will take the biggest hit, that unit will lose several officers and one sergeant. they're the ones who respond to serious crimes in san jose and the department says this change will stay in place for a while. for now it urgency needs more officers to answer those emergency calls. >> we're trying to keep the levels on patrol at a level that we can maintain. again, we're using overtime cars and regular assigned patrol officers, but we need to have a

minimum level and it's becoming increasingly difficult, so we're going to not backfill some of those positions in our special operations, our bureau of investigation and bureau of administration. >> reporter: there's more. the gang suppression unilit lose an officer. the recruitment and training unit will lose four officers, and one sergeant, and the department is working to implement a mandatory overtime plan. too many officers leaving the force and not enough new ones coming in to fill that void. again, this takes effect on sunday morning, beginning of shift change. we're live in san jose, i'm damian trujillo, "today in the bay." >> we'll see if the strategy works. thank you very much. >> the man accused of firing the bullet that killed an oakland mother right in front of her kids will be in court this morning. police arrested 19-year-old anthony sims yesterday and charged him with the murder of chamille pierce. monday afternoon a fight started near pierce's home in west

oakland, when sims started shooting and pierce was killed while protecting her young kids. >> the san jose police officer accused of raping a woman while he was on the job will be in court today for a new bail hearing. prosecutors filed additional charges against jeffrey graves, ones that could lead to a life sentence if he is convicted. graves is accused of raping a domestic abuse victim at a hotel in 2013. he's also accused of abusing his own ex-girlfriend. graves was out on bail, but then a judge revoked that bail when prosecutors filed those new charges. 6:08 right now. time to check your microclimate forecast, as we look outside right now, live look at the bay bridge this morning, no sunrise just yet. springtime still about a week or so off officially, but it certainly feels springy out there. >> all right but it's fun, friday the 13th today, pi day tomorrow and rain on sunday. >> pi day, don't forget about that. >> you take the clicker, just take it from me.

the span, i've been tracking this for over 15 minutes and seen no slowing, no complications. we did see a little blip as you get toward the peninsula drive for a couple of seconds that also cleared. so far chp has no update there. we have an update for speeds on 880, the nimitz freeway, slow through hayward southbound toward union city, the typical pattern but even on a friday we have that slowing but especially friday a lighter volume there as well as 680 south of 580 the freeways move smoothly in toward fremont a slight build is the trend. trend west 580 as well as antioch westbound highway 4 as i zoom this shot out. no real drama but slowing in the typical spots. east shore freeway moves nicely. the bay bridge toll plaza will pick up the live camera there. slowing berkeley curve and the approach here, the metering lights are on but the span is smooth and you expect the packup here or you should if you have commuted at all in the bay. san jose will look at the south bay, easy, light drive, the

it is 6:14 on your friday. still no arrests in the shooting two of police officers in ferguson, missouri. people gathered in the streets last night for a prayer vigil. someone shot the officers during a demonstration wednesday night. health officials in napa say five people contracted hepatitis a, two of them are employees at restaurants inside the westin napa hotel.

the hotel is working closely with authorities to determine the source of the outbreak. volunteers will conduct their final search for sierra lamar this weekend. the teen disappeared on her way to school in 2012. no one expected this, the faa making a ruling about youtube. >> the faa deals with flights, not viral videos. >> that would be more cdc. in this case the faa is involved because of videos shot by drones and placed on youtube. as you well know the commercial use of drones has been banned by the feds except in certain cases. lots of people uploaded video they shot with their drones just for fun. you may have seen this guy trying to catch his grown before it goes in the water. youtube pays a lot of money if people watch your video. this is commercial use of a drone, right? somebody got paid. "vice" magazine reports the faa started to send out warning letters to people who post on

youtube. they may be in violation of the rules. not because of the drones or the video, but because of the youtube ads. >> gasoline, too. >> delicious. that is san jose. you might be having your eggs right now starting out your day and some good news for the weekend. christina joining us with your forecast. >> i'll have mine overeasy if if you're asking. good looking day shaping up, maybe you're just joining us having a little coffee this morning, getting the kids ready for school, maybe you're brushing your teeth. as you put that wardrobe together for you and the little ones, you want to think two very different parts to the day. it's pretty cool out there in some spots, upper 40s right now for example up in the north bay. we'll be close to 70 degrees just about everywhere, by lunch time rounding out the day closer to 80 degrees in the north bay, same for us here in the south bay. high pressure is the reason why. driving those winds offshore, area of low pressure comes through, as we get into your sunday, and this is going to provide another round of very light rainfall, so showers return sunday, looks like sunday morning for the north bay, second half of the day for the south bay. before we get those showers, though, i'm going to time that out and show you that front coming through in a moment, i

want to talk about just how unusual it is to get this warm this early in the season. i've got to tell you, we're about a week away from springtime now. 81 degrees in san jose, 84, oh my goodness, that is the forecasted high, the record is 81 so we'll blow way past that record as we get into your saturday and i think we'll see records fall across the bay area. i'm forecasting a new record in san rafael, oakland and livermore as well. keep that in mind and 24e7b everything changes, a little weather quhiplash into your sunday. stop that clock at 6:00 a.m., straight up, you can see here's some showers pushing just past the sonoma county line that will continue to be the case until about 11:00 a.m. and the moisture spreads to the south as we head throughout the second half of the day. south bay showers between about 3:00 and k, that's what i'm expecting, not much, like i said, you probably don't need the umbrella if you can move quickly and get into your vehicle. not great for outdoor plans if you want the sunshine. saturday is your day for that. then on sunday, hey, maybe you

don't want to go outside at all. 3:05 p.m., something big happening on your television set. our san francisco giants are back at it, taking on the diamondbacks, we'll have that game for you here on nbc bay area, and i'm pretty excite the, mike inouye, to see thosew!# giants, buster posey and the boys, back in action. how about you? house to see the boys and the warriors continuing. we have a bonanza going on for bay area sports. the a's back in session coming back for all of the glory. looking toward the bay bridge, from the a's side to the giants side we have this backup, that's about the biggest backup around the bay and as to be expected the metering lights are on. no real drama on the approach. slowing for the east shore freeway and approach for west 580. everything else is pretty calm. as we zoom the map out, north bay novato 101 at speeds. typical westbound commute direction and in addition highway 4 bd westbound out of

antioch toward concord and tri valley livermore has you slowing into dublin. live look camera at dublin westbound 580 with the headlights, we're starting to slow once again after an early slowdown these calm down, slowing once again because of the volume of traffic. this is right here near tassajara. come from the altamont pass slowing toward north livermore and the cameras about here things start to let up. there are no incidents causing this unusual pattern but may have been flashing lights, we'll track that for the next few. we'll move to the rest of your bay, the south bay moves nicely northbound 101, the early start kicking in now for the commute and that will last 101 north toward the airport and 280, 85 and 87 of course. even on a friday we'll have the south bay slowing. zooming out to the rest of the map, the san mateo and the dumbarton bridge despite the disabled truck maintained a smooth drive across the peninsula. we'll look at palo alto, live shot 101 northbound past willow, not a real problem. we have a build to the volunteer as well as for 80 but you're

appointments. >> since then the va secretary has taken over and implemented some changes. >> we'll follow that. another american health care worker infected with ebola arrived in the u.s. for treatment within the past couple of hours. overnight the patient was admitted to an isolation unit at the national institutes of health in maryland. doctors are not releasing any information about that patient, except saying that the person was volunteering at an ebola treatment center in sierra leone when he or she got sick. now to a developing story in missouri now, tensions remain high on the streets of ferguson, as crowds once again gathered in front of the police department. some people were praying, others were protesting, this just 24 hours after two police officers were shot as a demonstration was wrapping up and the shooter is still on the run. nbc's chris pallone joins us live from ferguson, missouri, this morning. chris, the community in dire need of some sort of resolution and the police department is

saying this was just a matter of time before tensioning reached this point. >> reporter: that's right t has been very tense obviously since last august when michael brown was killed with almost nightly protests, but this morning the good news is that the streets calm. people are headed to work and school. there was a protest last night cut short because of the rain and police say that they have interviewed some people and that they have gathered some evidence but at this point no arrests of the person who shot those two police officers. as they've done many times in the past, people took to the streets of ferguson last night, one group held a prayer vigil praying for the two police officers shot outside the ferguson police department early yesterday morning at the tail end of a protest, and also praying for unity in this area. they said that things have just been too divisive of late and they were praying for calm.

after that, there was another protest here outside the ferguson police department, smaller than the one the night before, a few dozen people gathered here. there was some anger, but it wak much more peaceful than the night before when shots rang out. no violence in the protests that happened last night. as you can see, rain moved in overnight and that did in large part scatter of the crowd. the protests over the last couple of days have come after the resignation of ferguson's police chief, the sixth person to resign here, of course the department of justice came out with a report earlier this week saying that there was a history of racial bias in government institutions here. last night's protests largely peaceful and authorities here say that there is $13,000 in reward money for anyone who can lead them to the person who shot the two plirz.

i'm chris pallone. kris, back to you. >> how strong was the community activists trying to separate themselves from that act of violence? >> reporter: they're trying to distance themselves. they feel like a lot of the protesters, some of their goals are starting to be met with city leaders resigning and leaving office and they feel that the violence that broke out early yesterday morning taints that and stops any progress that they've made and at this point they don't want to be painted with the broad brush. we don't know if that was a protester, in one of the neighborhoods around here. they don't know who it was so to be painted in with that group they say stems their momentum. >> so everybody looking for that shooter to be captured. the "today" show continues our coverage of this developing story coming up at 7:00 this morning. for updates any time you can go to our website nbcbayarea.com. it is raining in some parts

3/14/15. pi is the ratio of the circumference of a circle to its diameter, it's a math holiday and going big in the bay area. why? it's home to a bunch of geeks like me and mike and i'm going to put you two in that category as well. geek is the new hotness. 67 degrees at noon in san francisco for pi day exploratorium opening their doors absolutely free for everybody. normally admission is $17. i hope i didn't insult you, mike, i just think you're smart. >> no, geek is chic. it is cool. i appreciate that, that is a true compliment and we all share that over here. looking toward the san mateo bridge folks are crossing over to a lot of companies that employ a lot of us geeks on the peninsula, that's the reason for the big slowing for 92 westbound across that san mateo bridge. look at the volume. this is a friday light volume here, we'll look at your maps and we see slowing and indeed it is.

this is 92 itself, getting over on the peninsula, no problems on the left, and over on the east bay we still have mild slowing for southbound 880 coming down out of hayward and in toward union city toward the dumbarton bridge. 680 not a problem, slowing through sunol out of pleasanton. this is a lighter friday commute. typical slowing approaching the bay bridge and also the north bay very light volume comparatively toward the rest of the week. the bay bridge toll plaza a live look, shows you the toll plaza itself is full but the fast track lanes are moving and bottom of the screen if you carpool that's a big advantage. the south bay not a lot happening on the peninsula, a smooth, easy drive, 101 at 680 at this time of day monday through thursday traffic is slamming down. this is friday so it won't slam down until later. we'll still have a slow drive >> thanks, mike. >> 6:37 right now. the markets picked back up yesterday, can they continue the streak later today? >> let's check the numbers with

military officials say they have to wait for better weather before they can try to pull the wreckage of a black hawk

helicopter from the bottom of a waterway. they recovered the bodies of nine service members. officials say the bodies of two soldiers unaccounted for but likely inside that wreckage, 25 feet underwater. the helicopter crashed tuesday night during a routine training mission at eglin air force base. police called off the search for a missing san bernardino student. 22-year-old sharay barber has been missing monday morning when she left to go to her job. they have leads but no clear direction. the campus has been on edge because two female students were attacked in separate incidents last week. the time is 6:41 on your friday. coming up next, a health scare in wine country. we'll tell you who is at risk for deadly disease. not in our city, what bay area residents are saying about a convicted sex offender who is hoping to move into their community. plus a shakeup in san jose, the changes the police department is making in the hopes of keeping the public

packed a town hall meeting to voice their concern. >> this man is in solano college's backyard. there's no fences between where he's going to supposedly be living and the college. all these young girls out there. >> a judge is expected to make a final decision at a hearing on march 27th. investigators are offering $3,000 for help catching john l. carter, he escaped last friday assaulting his guard before an appointment at valley medical center. carter is accused of child molestation. this caused the santa clara sheriff's department to review its inmate security procedures. since three years ago in morgan hill, dozens of volunteers gather gather every saturday with one goal in mind to bring sierra home. tomorrow the ongoing search effort will come to an end. despite closing the search center, the volunteers say

they'll create new signs that read "sierra matters." they hope signs will generate new leads in the case. we spoke with the man leading the search effort just moments ago. >> we've really run out of an inventory of viable search locations. we've been aware of this for a while and we've had cooperation from the community on our search locations but really run out of viable places to search. >> while some say that they will keep searching on their own, sier sierra's family says it's unfair to expect people to keep looking. two months after she disappeared authorities arrested antonin garcia-torres, charged with her murder even though her body has not been found. after a series of court delays, a trial date could be set next month. police right now need your help finding the man who tried to lure a child into his car. officers say this man repeatedly asked a 10-year-old child to get

into the car. this happened last friday around 5:00 at a muni bus shelter in cole valley. the map was driving a black four-door car possibly a yaris. >> the police department is going to be shifting its officers around to get more boots patrolling the streets. damian trujillo is live at police headquarters. you say this is a give and take situation. >> reporter: that's right, sam. shift change is on sunday here at police headquarters and that is when the big shift takes charge, the shuffling of officers around the san jose police department. shift change is when officers rotate in and out of specialized units like homicide. one officer leaves and he or she is replaced by another officer. well, this year, when that officer leaves, there will be no one to replace him, everyone will shift to patrol the elite metro unit is losing quite a few officers.

many headed out to patrol so there will be more officers on the streets, but at a cost. the specialized upities like homicide and metro will have to do the same amount of work with fewer officers. >> we are losing a few spots throughout the department so it will put extra work on the officers there but what's really important is we have enough numbers in patrol because our primary obligation to the community is to answer the 911 calls for service. >> reporter: the gang suppression unit will lose one officer, the recruitment and training unit will see four officers and a sergeant leave, and the department is working to implement a mandatory overtime plan. staffing is so low in san jose these drastic changes are needed to keep the streets safe. again it takes effect sunday morning here in san jose, changes that come at a cost. we're live in san jose, i'm damian trujillo, "today in the bay." >> trying to maximize resources there. thank you, damian.

a man was attacked by a large group of people in richmond and this morning police say he likely will not survive his injuries. that attack happened on saturday outside the man's home on 19th street. that's where police say a group of up to 20 people attacked that man, leaving him with those life-threatening injuries. the attack follows three recent shootings, one of them deadly, over just the last two weeks. it's 6:56. the man accused of firing the bullet that killed an oakland mom right in front of her kids will be in court later this morning. police arrested 19-year-old anthony sims yesterday and charged him with the mufrd of chamille pierce. police say monday afternoon a fight started near pierce's home in west oakland when sims started shooting and pierce was killed while protecting her young kids. could posting a video to youtube get you in trouble with the faa? >> scott mcgrew, if you make money off of your video it could get you in trouble. >> it could. the faa banned the commercial
