it identified the student as tristan wynn an 11th grader who was a football player and ran track. the school says wynn collapsed while jogging near the football field yesterday afternoon. his track coach immediately performed cpr until paramedics could arrive but wynn died a short time later at the hospital. no official cause of death is aannounced. the school says the student had a history of asthma. 49ers fans waking up shocked to hear a rising star on the team is stepping away from the game. 24-year-old chris borland says the injury risk is not worth it. "today in the bay's" bob redell live in santa clara at levi's stadium this morning. borland is the fourth player under 30 to announce retirement within the past week. >> reporter: he is, good morning to you, laura. his concerns over what impact professional football can have on the human blaine. chris borland said he suffered a concussion during training camp, this was last season, but he played through it, so that he could make the team. yesterday he said no more, and a

surprise announcement during an interview with espn, the 49er linebacker said he is quitting football all together, that from what he's researched and experienced, doesn't think it's worth the risk anymore. he's the fifth nfl player as you mentioned, laura, under the age of to to quit the sport over the past week and a half. >> now that there's so much more information about head trauma and the repetitive nature of these injuries i think you're going to see a lot more attention being paid to this and i'm sure chris borland will not be the only young football player who decides to cut his career short over concerns about his long-term well-being. >> borland's retirement is a double whammy for the 49ers. just last week patrick willis announced his retirement from the team. many thought that borland, who had a great rookie season last year, would be phyllis willis' shoes. the general manager trent baalke released a statement "while

unexpected we certainly respect chris' decision. we will always consider him a 49er and wish him all the best." reporting live in santa clara, bob redell, "today in the bay." >> it will be interesting to see if the trend continues. thank you very much, bob. "the mercury news" reporting a memo sent by the san jose city council indicates testing on officer-worn cameras will begin this september, about a dozen officers, the department wants to outfit the entire departments by next year. the same memo indicates that san jose's police department won't begin launching its drone until 27 at the very earliest. of:03. san jose's new mayor wants firefighters to pick up ambulance duty. mayor sam liccardo says the services have slow ted 911 response times. firefighters are first on the scene in an emergency and it makes sense firefighters could

take a patient to the hospital. the san jose firefighters union is not happy with the proposal. it released a statement saying in part, "in 2010 san jose gutted the fire department's capability to meet our emergency medical response times. it makes little sense for san jose to jump into the ambulance business before restoring these cuts and improving our response times." now if approved, the plan would not go into effect until next year. >> san francisco city leaders are talking about how to deal with racial bias among police officers, this after four officers were accused of sending racist text messages. police spokesperson says the officers have been reassigned to non-public duty. the police chief and the mayor want them fired. san francisco public defender jeff adachi will discuss the next steps in handling the cases, including young folks who have been the victims of racial profiling. >> the trial begins for an oakland man accused of killing his long time girlfriend and

dumping her body in the park. is he charged with the death of sandra coke who disappeared in august of 2013. her body was found five days later in vacaville. alana has 17 prior felony convictions. the two men accused in a violent attack inside a bathroom at levi's stadium are expected in court today. the brothers are accused of beating two other men during a 49ers game in october. police say the attack was unprovoked and one of the victims could case lasting damage. neither of the brothers have entered a plea. happening today, san francisco could become the first major city in the entire country to consider lowering the voting ß elections. supervisor john avalos will be introduce a measure letting voters decide in november if the voting age should be low othered to 16 years old. if it passes it would be applied to municipal and school district locations. avalos hopes to get more young people interested and engaged in

politics. desperate times all for desperate measures. state leaders are expected to vote on tougher water restrictions. kris sanchez is live with how today's decision will impact you. good morning, kris. >> reporter: good morning to you, laura. new restrictions could go beyond water features like this fountain behind me and how you wash your car in your own driveway. the state water control board is talking about some newer restrictions that go farther than the ones that were enacted this summer. they are meeting today as winter ends without all of the drought-busting rainfall and snowfall that we really needed, and just as nasa is warning that california only has a year of water left. in july the governor called for 20% conservation and gave water districts the power to impose $500 fines for violators. last month statewide californians only averaged about 9% conservation, which local agencies like the santa clara valley water district say is just not enough.

>> we're so far behind in this, now our fourth year of drought, that it's getting more and more serious. >> here's what the state water board is considering. they're talking about only allowing people to water their lawn twice a week maximum. you would have to turn off the sprirngleers for two d s strio days after it rains and make us ask for water at a restaurant instead of it being a default and when we stay at a hotel we can decline fresh towels answer linens that use so much water to wash. critics say with the drought going into a fourth year the governor should be talking about more than mandatory conservation. he should be talking about rationing, considering that not all of the water districts are compliant to the same degree but that's something that the governor says he's not ready to do. in san jose, kris sanchez, "today in the bay." >> it almost has to become a way of life. thanks so much, kris. >> some of the proposals all over the spectrum on options. time right now is check your microclimate forecast, a live

look outside, a bit of a shaky camera at the bay bridge this morning. kr christina is tracking the jet stream trying to figure out when we see some rain. any chances today, moving forward? >> yes, all day long light showers on the radar and better chance into the weekend and piggybacking on what you're talking about when it comes to conservation the sooner you request get yourself nice and used to these changes, the easier it will be if we do have mandatory restrictions. so save water whenever you can, whether you're at home, whether you're at work. lot of people rent around the bay area and so we don't have to pay for water, if that's the case but just keep in mind we all live in this great state together and we're all in it, even los angeles, down to palm springs. make sure you're conserving whenever you can. in the state of california we're an agricultural state we want to make sure we have as much as we can for farmers because people will lose jobs if we do not conserve. right now on your radar, light

inouye. >> we'll show you in san jose we have a little unusual slowing the pattern pretty normal, 101 and 87 showing slowing but extra for northbound 87 right now, an earlier crash at kertner took a while to build. from 85 a little slowing, the build is on for the stretch that will be a delay headed up toward downtown. north 101 by contrast a crash 101/880 cleared from the roadway. back to a normal pattern for 101 through the slow spot in san jose and the rest of silicon valley an easy drive, build for west 237 off of 880. 880 slows toward hayward, union city, the tri valley. southbound 808 and 680 commutes building as well coming off of 580 which is typical. slowing in dublin, topical camera because dublin has the st. patrick's day parade and festival over the weekend. parade of cars nothing unusual about this nice and lively shot

borland says he is leaving football for health reasons. the 24-year-old tells espn he is concerned about brain injuries and his future health. state water officials considering new restrictions for watering use including regulating how often you can water your lawn in a week. nasa scientist told the "l.a. times" last week california has only about a year's supply of water left in its reservoirs. >> 6:15 on your tuesday. fast food workers rallying in oakland today protesting what they call safety hazards on the job. mcdonald's workers nationwide filed dozens of complaints with the u.s. department of labor yesterday. they say burn injuries are rampant on the job and the restaurant's lack of basic first aid or protective gear is a problem. at noon worker also protest in front of the mcdonald's on 12th street in oakland. >> oakland voters approved a minimum wage hike from $9 to $12.15 per hour.

six restaurants and four grocery stores in chinatown had to close because they could not afford to pay their workers that much. >> from $9 to $12.25, so that would mean annually per full time employee is about $10,000, including the insurance and workmen's comp. and everything. >> those who study at uc berkeley believe businesses that had to close were financially unstable anyway. the one city councilman says it's too earl will i to jump to conclusions because the wage hike has only been in effect for two weeks. san mateo county supervisors meet today to address a shortage of affordable housing that's plagued the entire region. according to a county report rent for a two-bedroom apartment increased more than 50% over the last four years. the county is going to consider several options including rent control and relaxing regulations on "second units." 6:16 right now. time to check the microclimate forecast on this tuesday morning, st. patrick's day, live

the science of the equinox coming up, if you want to get smarter, a lot of people around the bay area do, mike, and so we're going to take a look at that coming up. shower activity best chance arriving this weekend, saturday morning and a better chance for next week. you are one of the smartest guys i know and do traffic, how do you like those statistics? over to you. >> well, more traffic is causing more slowing. that's the sort of 1:1 ratio i have, that's about it. over to the bay bridge toll plaza, speaking of more traffic there you go and a lot more than one or two here. this is the backup, standard over at the toll plaza and you shouldn't be surprised. look at your maps and the approach shows you the slowest drive down the east shore freeway westbound 80, southbound on the maps is the east shore freeway, very confusing. west 580 slows because of that build typical out of oakland and over towards san francisco as we widen out your view, showing a nice easy drive for the rest of the upper east shore freeway and the north bay, novato through

san francisco, let me show you another one, san rafael, the live cam camera, take a pause and show you the build southbound 101, nothing dramatic but it is there, you'll find more slowing between novato and san rafael over the next half hour. back to your maps again, show you over here on this side of the map, westbound antioch to concord, 580 altamont pass and dublin interchange we have the build southbound 680 from 580 down towards sunol. the same thing through hayward looking at the areas south of 580 moving down towards fremont, typical this time of day. zoom over to the peninsula west 92, the san mateo bridge. we had unusual slowing north 101 but that sorted out to the typical pattern slowing at 680 and building toward the airport. 87, better improvement over the last few minutes, the crash at kerner completely cleared off and typical drive with extra

powerful adults are all for it. >> reporter: that's right, good morning to you laura and sam. consider this, a recent uc davis study found that only 8% of eligible 18 to 24-year-olds, californians voted last november, that's 8%. so the idea here is to increase that number absolutely and lower the legal voting age to 16 years old, and increase the civic participation. the san francisco youth commission a group of people between 12 to 23 who advise the board of supervisors point to the fact that 16 and 17-year-olds can drive and work and pay taxes, be tried in adult courts but can't vote and the teens have public figures behind them including sf public defender jeff hidachi. >> i think that by giving young people the right to vote, we could actually encourage adults to vote and exercise their rights. >> reporter: this would need majority vote by the board of supervisors before it goes to the voters in november.

spring, which is this friday. 12:00 to 4:00 today for your st. patrick's day, rapid clearing, warming between i'd say 12:00 to 4:00 up into the 70s, just about everywhere getting so close to it. even in san francisco your sun will set tonight at 7:18. once that sun drops off when you lose that warmth rapidly, make sure if you're headed out and about to celebrate you do so responsibly and bring your jacket with you. 73 degrees in the tri valley today, 67 in san francisco, 75 degrees in the north bay. here is the deal. temperatures will climb steadily all the way through thursday, first official day of spring, how do you know, we have temperatures dropping off. another nature never likes to do things adequately on the first day of spring. she always changes things around. first day of winter this year was very warm so go figure first day of spring is going to be very cool and we've got showers on the way for this first weekend of spring but nonetheless we need that rain and a better chance getting into the beginning of next week so

i'll show you that futurecast looking good, the latest models just came in. we'll show you what's cooking out there. first check your drive with mike inouye. >> for sure the commute is heating up. the san mateo bridge folks westbound away from us the tail lights watch them, they're moving, westbound across the bridge and the cones on either side been there yesterday as well not blocking any lanes but they are there, a little distraction and extra slowing for folks. we're looking at the map and we see a slower drive developing in both directions for 92, where the arrow is, your commute over toward the finish. 101 will see slowing because of the crowd building. 84 at the bo the tom of your screen the dumbarton bridge, no slowing there. lighter flow of traffic. folks still have to get there. you see the traffic flow southbound 880 through hayward down to union city passing the dumbarton bridge. also the other arrow toward center screen south 680 shows the build as well, typical heading off of 580 toward fremont as well. crash at stone ridge looks like slowing although some did pop up for a couple of seconds. be over on the

shoulder, there is the tri valley build. the east bay as well, i want to camera, crash reported 880 at 66, that means our overpass in the middle of your screen. i doechbn't see anything in the roadway. sounds like the car went off into the bushes by the side. we'll track that issue and other maps an easy drive, nothing unexpected so far for the speeds headed toward the bay bridge. the metering lights are on, no drama for the north bay and looking to the south bay things sorted out 101 and 87 back to your typical commute, other patterns and slowing begins for the silicon valley. >> slow start to the markets, they didn't get the green mem row. >> they did not. we've been trying to channel momentum on the markets but another up and down. the markets the dow down 102 points so far as you see on your screen there at 17,874. >> a little bit in the red to start our day. reports say apple is in tukz launch an online tv service this fall.

coming up 6:40 on your tuesday morning, live look outside lots of folks getting their commute started. happening right now across the country israelis are casting their ballots decides who the next prime minister of israel will be. current prime minister benjamin netanyahu faces a tough challenge from isaac herzog. polls showing herzog leading, a race the u.s. is watching closely. israel has been opposed to u.s. negotiations over iran's nuclear program and we should start seeing election results by sometime this afternoon. developing right now, help is arriving in the tiny island nation of vanuatu this morning devastated by a powerful cyclone. officials say 11 people are confirmed dead but they say that number could rise as rescuers reach more remote areas of the island. the president says the storm wiped out all development of recent years and his country would have to rebuild "everything." the site of a day-long siege in sydney is set to reopen this week. in december a gunman stormed the

lindt cafe and took seven people hostage. after 16 hours the gunman and officers exchanged gunfire. two hostages and the gunman died. the cafe set to reopen friday with a memorial plaque on display in honor of the hostages who died. police officers preparing for a funeral procession showed their strength in numbers over the weekend. someone snapped a picture of several officers teamed up to move a parked car. the car was blocking the route of the funeral procession for philadelphia police officer robert wilson iii. wilson was killed march 5th as he took on two armed robbers at a gamestop in philadelphia. witnesses say he gave his life protecting them. >> the time is 6:41. a community in mourning right now, what we're learning about a young athlete who died at south bend high school. another shocking blow for promising young players is stepping away from the game. off th

honestly want to do what's best for my health, from what i've researched and what i've experienced i don't think it's worth the risk." a stanford neurologist we spoke with says concussions can have a serious impact on one's health. not to be taken lightly. >> it's a lot more complicated than walking it off. these are the same injuries as a shoulder or knee injury. having a brain injury is also a real injury and it needs to be taken care of properly so that you don't suffer long-term side effects. >> reporter: 49ers general manager trent baalke released a statement that read in part "while unexpected we certainly respect chris' decision. we will always consider him a 49er and wish him all the best." it's been a rough offseason for 949ers, just last week patrick willis announced his retirement. many expected borland who was a rookie standout last season to step up and fill willis' shoes. reporting live outside levi's stadium in santa clara, bob

morning. march 20th the first day of the new season we begin spring and hit the equinox throughout this friday. that happens because the earth's axis is actually tilted at an angle of 23.5 degrees so as it's going around the sun it's not straight up and down. it's tilted like this. twice per year on the equinox the earth is perpendicular to the sun's rays so you get that right angle actually hitting the equator directly. as a result you'll see the day and night have equal lengths across the world and after that for us in the northern hemisphere our days start to get longer than our nights and hence we get warmer temperatures getting into the summertime months. that's cool science for you this morning. as we head throughout the next couple of days feeling spring-like around here, upper 70s for your thursday, low 70s return though friday into saturday go figure first weekend of spring some showers expected on the radar. we stop that clock on your futurecast and take you into about 5:00 a.m. saturday morning. pretty good chance for rain

speed and took off. emergency crews had to use the jaws of life to pull one of the achildren and an adult in the car. all five victims are in the hospital. no word on their condition. things are back to normal in the caldecott tunnel this morning, after a car fire tied up traffic there yesterday. about 50 people had to abandon their cars and get out of the tunnel. rescue crews were well prepared. month ago they trained for just that scenario. we're still waiting to learn the name of the truck driver killed when his big rig slammed through a mexican restaurant in pittsbur pittsburgh, happened just before 9:00 yesterday morning. witnesses call the driver a hero. he appeared to be doing all he could to try to regain control. they could hear the clutch and the brakes as he tried to slow down. the restaurant is closed on mondays, so no one else was hurt. the chp reopened highway 1 in sonoma county earlier this morning after a fiery crash shut down the road overnight. sheriff's office says it started when a man threatened to shoot

people at a bar in katani. deputy later spotted the suspect going more than 100 miles per hour on highway 1. the suspect crashed into a tree near bodega and died. today we may learn the names of two people found dead, the body of a 66-year-old man and 55-year-old woman were found yesterday. police were doing a welfare check on river glen drive where they discovered the bodies. investigators have not said how they died. dispute between a vendor and investor in napa county ended in a deadly shooting. the investor was suing the owner of dahl vineyards for a $1.2 million loan. they were taking a break between meetings with the lawyers. one man killed the other, then shot himself. at this point they have not said which one was the gunman. the trial begins for the oakland man accused of killing his long time girlfriend and dumping her body in a park.

randy alana is charged with the murder and death of sandra coke. she disappeared from her home august of 2013. her body was found five days later in vacaville. the two men accused of a violent attack inside a bathroom in levi's stadium are expected in court. brothers dario and amador are accused of beating two other men during a 49ers game in october. the attack was unprovoked and one of the victims could face lasting damage. neither of the brothers has entered a plea. a story with national implications now on a local level as well. san francisco city leaders talking about how to deal with racial bias among police officers after four officers were accused of sending racist text messages. police spokesperson ways the officers have been reassigned to nonpublic duty. the police chief and mayor ed lee want them fired. san francisco public defender jeff adachi will discuss the next steps in handling cases. the meeting includes young

people who have been the victims of racial profiling. we could finally hear from the firm sued by ellen pao for sexual harassment. she told the jury she was uncomfortable around the partners and she was fired when she filed a gender bias suit. kleiner perkins denies the allegations. today a human resources representative will take the stand to answer questions about pao's employment. >> 6:54. new this morning a new timetable on how soon san jose police officers will test out and wear body cameras. "the mercury news" reporting a memo sent by the department to san jose city council indicates that testing on officer-worn cameras will begin this september with about a dozen officers. the department wants to outfit everybody by next year. that same memo reportedly indicates that san jose police will not begin launching its drone until 2017 at the very earliest. san jose's new mayor wants firefighters to pick up ambulance duty. mayor sam liccardo says the

private ambulance service the city uses has slowed 911 response times and its finances are shaky. liccardo spoints out firefighters are first on the scene in an emergency so it makes sense that firefighters could then take a patient to the hospital. the san jose firefighters union is not happy with the proposal. it released a statement saying in part, "in 2010 san jose gutted the fire department's capability to meet our emergency medical response times. it makes little sense for san jose to jump into the ambulance business before restoring these cuts and improving our response times." if approved the plan would not go into effect until next year. will we be trend-setters? happening today san francisco will become the first major city in the entire country to consider lowering the voting age for local elections. supervisor john avalos will be introducing a measure letting voters decide in november if the voting age should be changed to 16 years old for the city. if that proposal were to pass, it would only apply to municipal

and school district elections. avalos says he hopes to get more people involved than just interested in politics. desperate times all for desperate measures. in a few hours state leaders are expected to vote on tougher water restrictions.
