>> i'm laura garcia-cannon. >> good morning, laura. the time in 4:30. we're 49 degrees in oakland and 49 degrees to kick off the new day. in livermore, really nice conditions coming your way, as we head into the afternoon. it's going to be the warmest day of the week. final day of winter. welcome mike. >> eastbound the san mateo bridge, you also notice the flashing lights getting ready to remove the cones. coming off the eastbound direction. off the flat section of the high rise. we also have construction going westbound. there's slowing both east and west. a light drive around the bay. even though there's road work going on, in many patches we don't have a lot of drama.

north bay to the golden gate bridge, south cruce. road crews focused at 280. back to you. >> thank you, mike. at 4:31 get ready for water restrictions. governor brown announces more water measures. this after they voted to respond regulations curbing water use. last year they were asked to reduce by 20% but not enough people were meeting that goal. the drought is impacting the ski season. sugar bowl announce they will end the season. last week tahoe suspended skiing. it usually ends in april. a 1 woman and her 1-year-old boy were struck in a crosswalk.

she was pushing a stroller when they were hit. the impact sent them flying to the on-ramp. both mother and child are in the hospital with major injuries. >> when emergency personnel got on scene. they discovered two pedestrians laying in the roadway. the driver of the suv did stay at the scene and spoke with police. she was not arrested. investigators ruled out drugs and alcohol. this morning we learned a man who drown was a popular professor. 55-year-old was kayaking with a friend when he tipped over and fell into the water. friends tried to rescue him. they couldn't get there with a heavy surf and strong winds. he was not wearing a life jacket. he was a life sciences professor. five teens expected of gunning down a man. are going to be in court this

morning. they were accused of shooting juan luna. the teens were accused of going on a crime spree culminating with a chase. police need help looking for a woman who robbed a 711 store fwl n january. the armed robbery happened in the intersection of monterey. an unusual case of he said, she said are happening at the san francisco zoo. workers call it spying by management. officials say they have the whole situation wrong. we're live at the zoo where workers are concerned about eavesdropping. >> that's enough to voice their concerns at the san francisco zoo. zoo keepers are accusing top managers accusing them of eavesdropping device. the union, local teamsters which

represents these zoo keepers confirmed the zoo recently nauld technology on the raid crow system allowing the executive director as well as director of i.t. management to secretly tune in to employees' private conversations. late last night, the san francisco zoo issued a statement saying once it discovered this monitoring feature, it turned it off. quote, zoo management has no interest in monitoring conversations of its employees. safety is a top priority for the zoo and the new radio system was installed to ensure zoo employees are working in the safest possible environment. so, the zoo keepers are set to hold a press conference here later today after the zoo closes to answer questions. coming up in our next report, we'll look into the expectations of monitoring by employers of

employees. thank you very much. it's 4:35. the arrest of robert durst may believe a new life in a case in california. durst is accused of killing a woman. but the movements of a missing teenager in the '90s is giving them hope in her disappearance. kristen disappeared in 1997. oakland police tried to connect durst to her in 1993 but nothing would stick. >> i am trying not to get my hopes up. i want to bring her home. >> oakland police released a statement saying they don't have any evidence to link durst to her disappearance but one investigator said he would never

close the door to the possibility. there may be a twist to the new gender discrimination lawsuit. the judge is consider to toss out a request for punitive damages. that centering around former employee, ellen powell seeking millions after getting fired. her attorney filed a motion to have the punitive damages claim thrown out after lawyers were to make a better case for malice. safety experts today will discuss the logistics of equipping police officers with a body camera. the council members were sent a letter outlining plans for a pilot program starting in september. it will revolver about a dozen officers. today the public safety committee will discuss that rule. the u.c. regions will hold final day of meetings this morning in san francisco

following yesterday's protest by students angry over a proposal to increase a tuition by 5% over the next five year. governor brown said the hikes are not necessary but u.c. president janet napolitano disagrees. >> i would love to get back to the days 90% came from the state and 10% from the student but we don't live in that kind of world. >> napolitano and brown continuing to negotiate the possibility of tuition hikes but have not been any break-throughs. >> like living in yesteryear. >> yesterday was nice when it came to the forecast. christina, i don't know how many people will be outside because of the basketball tournament. you want to keep it locked on the programming. nice clear start to the day.

weather underground show us. that's from my canicastro. we'll be at 58 degrees in the south bay. temperatures will be significantly warmer as it gets into the afternoon. final day of winter and 80s on the map. 80 degrees in the tri-valley where we typically average 68 degree, definitely 5 to 15 degrees above average depending where you live. san francisco looking good for a lovely day into the mid 70s. now, peak warmth for today. bread news, i keep checking the latest model runs and our chance for rain looking much better. not so much for saturday but i'm tracking a storm system on the way for monday. i'll show you that in my next report and give you a chance to maybe measure over a half inch of rain. stick around. that's some good news, huh, mike? >> we need better rain. it's still true.

still true today. over here we're looking at oakland. we don't need the traffic. so we like this shot. 80 moves smoothly. i shouldn't say we don't need traffic. that's a sign of people going to work. that's also my work so i guess we do need traffic. looking at bay bridge we have a couple folks waiting in line but no surprises. east shoreway a little pause at the toll gate and you expect that. wider view shows no delays for the north bay over the left side of the screen. even oust antioch. give it another few minutes and we'll see flowing there. zoom out and show you anywhere north of the san mateo bridge on both sides of the bay and south of dumbarton bridge, but right now west 237 shows a little slowing. i'm check what is going on as we head out into the santa clara area. back to you guys. >> thank you, mike. target is ready to make a deal.

here at home the president is preparing for a visit with british royalty. prince charles and camilla will meet in the oval office today. they'll visit an armed fors retirement home. they arrived in washington tuesday and will leave tomorrow. donald trump wants you to know he's serious about making a run for president. he's expected to attend a reception at the moment of a new hampshire representative. he announced plans for a presidential exploratory committee. he's not renewing his contract for "the apprentice." >> a study shows new fast food restaurants in one of the poorest parts of the city did not curb obesity. the city passed an ordinance limiting fast food in south l.a. a study found obesity rates

building today. celebrities will be taking part in the skyline challenge. it's a fund-raiser for the outward bounds program which helps low income youth experience the outdoors. >> what a way to experience the outdoors there. warriors owner is leaving the door open for a pop arena share with the sharks in san francisco. >> he told yahoo! sports, while he doesn't seen sea it happening he doesn't want to ever say never. the warriors new san francisco arena is set to open in 2018 and could theoretically accommodate hockey. >> interesting. might be time for the sharks to look for a new arena. s.a.p. center is the fourth oldest in the nhl. three teams with old arenas is now working on building new one ones. while the sharks may not move to san francisco, minor league teams could. >> there you go.
