traffic break farther south. a live look outside this morning, at&t park lit up. oh, there is a game tonight on nbc bay area 6:00. >> now we're talking. >> take og on the reds. >> go giants. first, it's friday march the 20th and today is "today in the bay." a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> and i'm sam brock. all new this morning a busy san jose intersection is back open following a deadly crash involving a motorcyclist and pedestrian. this happened overnight on monterey highway just south of oak hill cemetery. police say the motorcycle heading north hit a pedestrian and the pedestrian died on the scene. the motorcycle slid about 100 yards before it finally came to rest. the rider is now in the hospital. >> a lot of questions this morning in palo alto. two men found dead at a senior apartment complex, one with the

gun in his lap. >> "today in the bay's" stephanie chuang joins us live from palo alto. this kind of crime quite unusual in that neighborhood. good morning. >> reporter: absolutely. good morning, sam and laura. this is the second homicide in palo alto this year. i spoke within the hour with an acting sergeant. police are being thorough. there are officers on scene. inside the apartments here the first floor office is blocked off, that's where police found one dead man. across the hall, where you can't see is an elevator where the police found a second man, both lived here at the apartments. investigators have been here all night long, palo alto police say an elderly resident called 911 around 3:20 yesterday afternoon about a man needing medical help in the elevator. firefighters responded and found a man in his 60s dead of an apparent self-inflicted gunshot, a semiautomatic pistol in his lap. police arrived about 15 minutes later and found across the hall a second man dead in that office, he was shot multiple times. for hours police questioned almost everyone in the area.

>> we're talking to anybody that's leaving the complex, as we arrived, we're stopping people in cars. >> reporter: police covered up the license plate of this white older model toyota camry and towed it away. we do not know who the two men were, how they were related. the coroner arrived around 9:00 last night and will have to contact their families first. coming up in about half an hour what made this scene fran quicker parents in the area. >> thank you very much. an oakland neighborhood is calling for change after a young mother is killed right in front of her kids. people living in west oakland met with the city's police chief last night demanding increased patrols and end to the constant turnover of officers. they say new officers are unfamiliar with the area and the local problems. >> it's been just getting worse and we want to see results and we overlook a lot and we've dealt with, put up with a lot and i think after the death of

camille pierce, enough is enough. >> this meeting comes following what happened last week with chamille pierce shot while trying to shield her children from gunfire down the street. the kids survived. neighbors say they called police hours before the shooting to complain about the group that ultimately killed pierce. deputies in santa cruz county rushed to remove several children from a scotts valley home after finding pipe bombs inside, belonging in this man, 40-year-old michael malloy. the deputies were doing a probation check and found several pipe bombs, marijuana and methamphetamines. investigators say a convicted felon and former member of a domestic terrorist group was allowed to use a tsa pre-check security plane even though he hadn't applied for the program. the security officer at the airport recognized the felon but

was reportedly told to take no action and allow the traveler through the pre-check line. officials are not saying where this incident happened. an unusual forum is taking place this morning in oakland involving governor brown. the subject, hiring convicts. as we all know released felons have a difficult time finding employment but many ex-cons receive training while in prison. today's forum at merritt college will discuss that and other benefits to hiring former felons. some california colleges will get a funding boost from the state. governor brown is handing out $50 million to reward schools for helping more students earn degrees in less time. the winners of the awards for innovation and higher education are set to be announced today. 52 public colleges and universities applied for the award. 14 are expected to receive it. shifting gears right now, nearly 60 dogged raised for their meat in south korea are finding salvation in san francisco. they were rescued and flown to the bay area for adoption. >> "today in the bay's" kris

sanchez tells us of their life before they were rescued, hasrd to believe. >> in south korea, dogmeat is considered a delicacy, sells for several hundred dollars in part because of the perceived health benefits that it brings. these dogs about 60 of them will escape that fate because of the san francisco spca. the dogs were rescued from a meat farm after the owner was persuaded to quit raising dogs for food and grow chilies instead. most of the dogs are of the mastiff breed. half of them were puppies who warmed up to rescuers than some of the older dogs. some of the older dogs were so afraid they had to be carried out of their crates. the reason is that they spend their lives in crates like these, in markets, until somebody buys them. >> you can see the guy pick up the electrocution stick, you can hear the dogs screaming. >> he says he wishes that they could have saved more dogs.

about 2 million dogs are killed in south korea every year for their meat. the spca says that some of the dogs are getting medical care and all of them will be evaluated for their behavior before they are put up for adoption. some could be ready for their new homes within the next month or so, but by the way, this is not an illegal practice in south korea. it's not illegal to raise or to buy dog meat. it's just a gray area so critics say because it's not regulated it tends to be inhumane and also unsanitary for the people who buy it. >> and they're all mastif or breed? >> they're big dogs. even the little puppies were big. >> you got to look at their paws for people to keep in mind if they're planning on adopting one. >> a little bit of a different cultural norm for south korea than here. thank you very much. >> very much so. we like to walk our dogs around here. >> we like to domesticate them. >> put them in purses. >> dress them up. >> 5:06. meteorologist christina loren joining us with your

microclimate forecast. you made us all feel emboldened this morning, saying showers looking better and better for the weekend, maybe a little snow, too. >> i hope you're feeling emboldened this morning. weather headlines tell the story of the day, spring begins with cooler temperatures, as we get into the next couple of days, big changes on the horizon, a few north bay showers as of tomorrow morning, and then we get a better chance for widespread activity late sunday night all the way through the first part of your monday, and we desperately need this rain. some cities could pick up a half of an inch, so i'm going to show you your futurecast coming up in your next report. i can tell you now you will need your umbrella as of monday. happy to hear that showers have returned to the forecast. we'll have more on the equinox, what that means for you today, though, pretty cool conditions for us. day and night of equal length all across the globe. after that our days will start to get a little bit longer than our nights and we'll warm up as a result. your full forecast is moments away. stick around for that if you can. here's mike to help you get out the front door.

>> taking you out to the bay bridge and as you'd expect for friday, typical for any friday a lighter volume of traffic here and we'll maintain this probably later in the commute but so far we'll look over there and also look at the golden gate bridge, both the bay bridge and the golden gate bridge getting into san francisco, that will build the traffic flow around 11:00, as a lot of folks will head into the city getting ready for an early start to their weekend. right now no problems, they've moved the center divide ready for the morning commute. the map will show you both bridges, there's the bay bridge and the golden gate, easy flow of traffic, seeing a few more cars hitting the road, north bay, novato into san francisco, we zoomed out the map and you so he that as well as the upper east shore freeway, no drama and not over in antioch highway 4 typical for a friday. we do not see the slowing we see monday through thursday. westbound 580 out of the altamont pass a build coming over north flynn roadway, earlier crash. fender bender, no injuries, a little distraction. dublin easy flow of traffic, the

a follow-up on the latest announcement from tesla. the company says it's working on a self-driving car that won't ever run out of battery power. tesla's ceo elon musk announced a few updates for the current s model. the first tells drivers how close they are to a charging station and another update being tested, will eventually let your tesla self-steer. >> it's 5:13. speaking of living in the future, amazon just got approval from the faa to test its delivery drone. >> scott mcgrew, this is a pretty big deal for amazon.

>> it really is. the company was disappointed when the faa outlawed commercial use of drones without a special permit so it asked for and just got a permit permit. amazon will be allowed to test its amazon air drones but the drone itself has to stay within the operator's view and stay under 400 feet. those are the very same rules that kids have to abide by when flying a model airplane in a park. in other words, the world's largest online retailer is now allowed to do what any kid might do on any given sunday. now such are the rules for commercial rules of drones. you have to have special permission to do what regular people do any time they want. one thing no one is able to do fly a droefr near tne on the wh.

from drones, queen bee landon dowdy live at cnbc world headquarters. good morning, landon. >> hey there, scott, happy friday. futures are pointing to a higher open for the market today. it was a mixed day for stocks on thursday, as investors continued to debate the fed's statement that they will raise interest rates gradually. the nasdaq was the only major index to close higher right into the fourth straight session. the nasdaq briefly breaking above the 5,000 mark, the dow falling 117 points and the nasdaq rising 9 to 4992. >> thanks have a great weekend. sam and law camera, i guess you do not know what cher wang is. she's one of the most interesting people, born to one of the richest families in taiwan, made her own fortune by finding her own cell phone company. she lives in mountain view, wept to high school in oakland and cal berkeley. imagine being born into one of the richest families in the

it's going to be very warm for our boys. 49 degrees in the south bay right now. we are at 50 degrees on the peninsula. thank you for waking up with us each and every morning, happy friday. you made it to the end of the week and we've got some lovely conditions coming your way. 74 degrees for the tri valley today, 72 on the peninsula and 74 degrees in the beautiful south bay home of all that technological advancement, if you're looking forward to the weekend, we work hard for the weekend around here, it will be lovely. 72 degrees on saturday, 69 degrees on sundays, with a mix of sun and clouds both days, and a slight chance for showers saturday morning looks good for the north bay, i think we're going to see some widespread drizzle as we wake up on sunday morning, and then by 6:00 p.m., we get some of that rich moisture on sunday evening, so temperatures are going to drop as a courtesy of this system, and we're also expecting to measure potentially a half of an inch to a quarter of an inch of rain, this depends on where you live. your microclimate will make a big difference. that quarter expected south of

the golden gate bridge closer to the area north. we'll tell you what this means for tahoe's snow coming up in my next report. checking your drive, happy friday, mike. >> happy friday, christina. happier drive off of the san mateo bridge. the earlier crew that was on the eastbound direction here as well as some of the folks have cleared, let's look at the map. little slowing eastbound headed away from the area. westbound the crew completely cleared from the span, good news for your morning commute. no big surprises, folks as we look at the dumbarton bridge headed to and from the peninsula. southbound a crash around the 17th summit, traffic break hasn't gone on yet from what i can understand. we have one lane blocked. watch that headed south toward santa cruz. meanwhile we zoom out rest of the bay, south bay no big issue. little slowing on 87, that will clear itself up just down to 58 or 59. rest of your peninsula moves

nicely, the east bay no surprises either. over in the tri valley a smooth flow of traffic. there is a crash coming off of 205 not affecting our local viewers, livermore, dublin and pleasanton moving smoothly. antioch showing the tiniest bit of traffic increase with a little bit of slowing and approaching the bay bridge the east shore freeway, the north bay at speed, live camera shows you the bay bridge toll plaza and a couple of cash lane waiters there as you have to pause to pay for cash but fast track no problem. north bay live look at san rafael shows you the light volume of traffic, novato all the way down to the going going. back to you. >> thanks a lot. >> friday light. it is 5:21. coming up, doctors say it's a medical miracle how a little boy was brought back to life nearly two hours after he drowned.

welcome back, everyone, or good morning to you, if you're just joining us right now. live look outside from the east bay overlooking oakland. looks like a lot of people getting a jumpstart on their friday morning. we'll check the commute in a moment, it's 5:24. family of a homeless man shot and killed by police on l.a.'s skid row is threatening legal action. police shot the man nicknamed afrikka after he allegedly grabbed an officer's gun. the "l.a. times" reports the man is from cameroon in central africa. his mother and sister live on the east coast.

they had no idea he was homeless and did not learn of the shooting until it made the news. they believe police used excessive force and are arranging for a private autopsy. new details on a former l.a. police officer accused of murder. he fled to texas with the help of his father. henry solis shot and killed sloan rodriguez last friday at a bar. he told agents he dropped solis off at a bus station there but did not know where he went after. federal warrant charges solis with one count of murder. >> a prosecute why are will ask a judge to be held for suge knight. prosecutors are arguing for $25 million bail because they say knight has had extensive criminal past including robbery, extortion, and assault.

doctors are calling this a medical miracle, the pennsylvania toddler who has made a complete recovery after over an hour and a half with no pulse at all. ricardo martin fell into a fast-moving stream near his family's house last week. it took a half hour just to locate him a quarter of a mile away. when he arrived at the hospital doctors feared the worst. >> he did not veigh pulse and wasn't breathing on his own and had no neurologic function. all of the things were being done for him through cpr and ekg. >> for all purposes and intent? >> he's dead. >> no sign of life for an hour and 41 minutes. >> yet life restored. doctors say the freezing cold water helped him and put him in a hypothermic like state that protected his organs. as his body warmed his pulse and heart rate returned. he's now home with his family i'm sure feeling blessed this morning. >> 5:26. coming up, landlords in the mission district under fire this

buildings safer. the department of building inspections is zeroing in on the mission district after two deadly fires. inspectors have found many buildings with code violations including fire extinguishers that need servicing, fire alarms that don't work and emergency doors and stairways that are blocked or locked leaving tenants nervous. >> the door is stuck. it's really bad. >> the director of building inspections is asking the city attorney to take immediate legal action against landlords who don't bring their buildings up to code. landlords could face fines up to $1,000 a day for violations. yesterday a teenaged girl died from injuries she sustained during a fire in the mission district. the 13-year-old suffered smoke inhalation during last week's fire. her father also died in that fire. investigators are looking for the cause. what is the connection between two men found dead in a palo alto senior complex. that's the question police are investigating this morning, after a disturbing discovery at

the aldotore apartments. >> stephanie chuang is live in palo alto with more from investigators. good morning, steph. >> reporter: hey, good morning, laura and sam. 14 hours later here we have patrol cars parked here and officers inside this morning. we are up close to the climb scene here, the first floor office is what you see there, blocked off with an officer guarding nearby. that's where one man in his 70s was found shot multiple times, discovered 3:30 yesterday afternoon and that was after firefighters discovered a man in his 60s in the elevator that's just across the lobby, who is also dead and appeared to have shot himself. palo alto police say this is the second homicide of the year. they are investigating this as a murder/suicide. right next door the jewish community center, frightened parents found police at the usual preschool pickup. >> i asked if he was okay. he said the children were safe, i didn't know anything more. we arrived and couldn't get in

so we're terrified and they wouldn't tell us-rywç what was happening. >> reporter: police covered up the license plate of this white older model toyota camry, it had been parked in front on fabian way. the coroner has to first contact the families before we learn who the two men were. how do they know each other, what led to this apparent murder/suicide. the police telling me they expect to be here for much of the day, investigating this. live in palo alto this morning, stephanie chuang, "today in the bay." >> thank you very much, steph. one local thief knew how to blend in, just not well enough. judge sentenced doanh tran to seven years in jail. he wore khakis to infiltrate silicon valley tech companies and once there steal credit cards and wallets and charge ipads and laptops before the

victims had time to cancel them. part of a safety overhaul following the 2007 tiger mauling at the zoo, every employee wears a radio while on duty. zoo managers were able to listen in on those radios and hear their private conversations. the zoo says when it heard the concerns, the radio feature was disabled. saved from slaughter, nearly 60 dogs rescued from a meat farm in south korea and today, beginning a completely different kind of life in san francisco. >> "today in the bay's" kris sanchez joins us with how they got here and how soon they could be adopted. >> dog meat is considered a delicacy, selling for several hundred dollars in part because of the perceived health benefit it brings. these dogs will escape that, they were rescued from a meat farm in south korea after the owner was persuaded to quit

raising dogs for food to chilies. the puppies warmed up to the rescuers quickly but some of the older dogs had so little contact with people they had to be carried out of their crates. in this video the lead rescuers says you can see how the dogs lived their lives at cages in markets until the moment when someone buys them. >> you can see the guy pick up the electrocution stick, you can see, hear the dogs screaming. >> he says that he wishes that he could have saved more of the dogs, about 2 million dogs are killed in south korea for their meat every year. it's not illegal by the way, but it is unregulated, which critics say leads to inhumane and unsanitary conditions. the spca is giving some of the rescued dogs medical care, making sure they're okay and also evaluating them for behavior, making sure they're okay to start a forever home with a family or individual.

>> there must be so many more cases that we just don't hear about. >> right, and not everybody in south korea thinks of this as a good practice, however, there are enough people that there is an industry and market. >> sure, the video just breaks your heart, too, seeing the dogs in crates. thank you very much. >> but they're saved, a nice ending there to the bay area. a big dog lover we all are, christina is certainly that. she joins us with a look at your forecast this morning. hi, christina. >> i have three loveable pooches at home. 49 degrees in oakland. it's always better if it you can rescue a dog as well. 52 in san carlos and 49 degrees in san jose. if you want to take your animal for a walk this morning, we do have some really lovely conditions out there. 54 in concord. really nice, and that's courtesy of a full deck of low clouds to kick off the day. we're going to see low clouds to start the day and increasing clouds as we get into your afternoon, comfortable temperatures. let me take you through your day-part forecast. 65 degrees peninsula at lunch time. 66 on the east shore as you

break for lunch in the tri valley, at 68 degrees, rounding out the day comfortably on the east shore, you'll be at 70 degrees there. 74 for the north bay, tri valley looks fantastic at 74 degrees for this first day of spring and we are tracking some spring showers, as we get into your late sunday into monday and i want to give you an idea as to what some of the models are projecting, as we head throughout the early part of next week, over 0.6 of an inch of rain, that's decent rainfall. mostly going to occur right near the sonoma county line. overall temperatures are going to drop off and we are expecting maybe a quarter of an inch even south of the golden gate bridge. this is just one model. i'll show you what some of the other models are projecting, give you an idea of what to expect when it comes to your tahoe snow, another warm system so we're expecting the highest accumulations above about 7,500 feet, 8,000 feet. we could get up to two feet over 8,000 feet, that's just for money. another round of precipitation on the way as we head throughout

your wednesday. overall the jet stream stays south so next week, much different weather pattern, we'll go over that come up in my next report. right now, happy friday to mike inouye, we made it to the end of the week. >> we did. we also made it to a decent backup, that's the level we'll talk about, the bay bridge cash lanes are backed up. it's 5:38. the metering lights should be turning on just before 5:45, we'll see, sometimes traffic is so light as we look at your map for the east shore freeway, we have a light flow right now. sometimes it's so light they won't turn the metering lights on so we'll look at a smooth flow across the maze and the richmond/san rafael bridge as well. let's widen out the shot, southbound 101 through novato. the orange blob chance of possibly some low clouds or maybe a little fog along the coast, bodega bay and up in jenner. it's not a major commute spot at least. concord and antioch, not really

any slowing as you're traveling westbound on highway 4. we'll talk about dublin over here, a little slowing for 580. the live camera we'll show you the volume of traffic traveling westbound approaching the dublin interchange an easy drive. approaching santa rita, eastbound might have more car flow. earlier on in the afternoon christina talks about the changes for the weather in the sierra. over to the map, smooth flow and little slowing back here the altamont pass traditional build for west 580. over toward the bay the san mateo/dumbarton bridge easy drive there, a tad bit of volume increase for south 880 through hayward. no drama there. the south bay a smooth flow of traffic, a little slowing 880/280 interchange, overnight roadwork clearing for some lanes and the crash south 17 approaching that summit, a nice flow again. back to you. >> thank you. coming up next, president obama getting ready to issue new restrictions on fracking. what it could mean for folks here in california. >> plus the giants are offering up something new for fans this

live look outside dublin on your friday morning. many commuters getting ready to make the final commute of this week at least. the obama administration is getting ready to release some new regulations on fracking. that is of course the controversial process using fractures of rocks to pull oil and gas from the earth. >> "today in the bay's" tracie potts joins us live from washington, d.c., with a preview of the new regulations. good morning, tracie. >> hi, laura and sam. what we know is today the interior department will announce that the chemicals that they used to extract that oil have to be disclosed. they want people to know exactly what's going into the ground and according to environmentalists, possibly into their groundwater,

that's been a big concern. they will also regulate how the by-products from fracking from this extraction process are stored and how they're disposed of. now, some states and cities have their own rules. this would only apply to fraccing that happens on federal land or indian reservations. there's been a big fight about it. the rules have been years in the making. lawmakers here on capitol hill have taken sides. the industry says the federal government doesn't need to get so involved because they already have a patchwork of laws all over the country governing fracking. nevertheless we'll get a new set of regulations coming up later today. >> an interesting distinction, you said the supplies to federal land so state has some latitude in terms of how they regulate it as well. >> right. >> thank you very much, tracie. it is 5:43 right now. this weekend marks one year since the massive mudslide in washington state. it happened march 22nd of last year, after several days of rain

in the small town of oso. the flow destroyed dozens of homes and killed 43 people. it was the deadliest landslide in u.s. histories. leaders are considering a bill to improve mapping of a landslide prone area. police in japan arrested a man allegedly making threats to the u.s. embassy ambassador caroline kennedy. police brought the man through the airport in tokyo. reports of the threats came two weeks after a man in south korea attacked the u.s. ambassador there with a knife. investigators say those events are not related. 5:44, sudden turnaround from israeli prime minister benjamin netanyahu. he is backing off pre-election day comments about not supporting a two-state solution with the palestinians. few days before the election he told supporters in israel he o could never support a two-state solution. he spoke to nbc news. >> i haven't changed my policy.

arrive and we are talking about a decent storm system, best looking storm i've been able to track over the past 20 days or so. sunday at 6:00 heavier moisture into the pay. i continue to move you forward in time by monday at 1:00 a.m., some of the heavier stuff arrives right here in san jose. all that moisture will race right other tahoe, and by monday at 2:00, mostly dry, but it is not our only chance for rain, as we head throughout wednesday of next week, we get another opportunity, so we're going to keep watching that for you. right now, see what mike is watching for your morning drive. >> i've been watching this the backup at the bay bridge toll plaza, the metering lights were turned on just after the last report and we had a fender bender reported. i've been watching all lanes and it appears all lanes are moving slowly, yes, but they are moving so i'm not sure where there is any blockage. we'll track that but so far a look at the map the backup at the toll plaza and approach looks like a standard friday. we have the lights on like i

said but no problems off of that berkeley curve. as we zoom out the map, the maze is not a problem and neither is the upper east shore freeway. there's the north bay from novato down to the golden gate bridge. 101 moves at the speed limit, same thing for high with a 4, antioch in toward concord and down south 680 toward the walnut creek interchange. now we do have a build over here, west 580 continues to feed over through livermore valley, the tri valley and dublin interchange where we see speeds slowing and santa rita toward the dublin interchange itself. no problems southbound. more cars headed through pleasanton and sunol. easy drive northbound, starting to build and slow north 101 and north 87. this may be an early start, friday spreads out the commute throughout the more than hounin. the slower build will continue through the 9:00 hour traveling north throughout silicon valley. palo alto an easy flow comes up toward the shopping center at

ravens. we have an easy drive for 101 between the south bay and the city, there are no delays for 101 or 280. medical professionals in palo alto are asking the school board there to make high schools start later. group of 35 pediatricians, psychiatrists and therapists sent a letter to the school board this week saying the teens should not start school before 8:30 a.m. the idea is to get students more sleep. that letter cites studies from the american academy of pediatrics linking sleep deprivation to increased suicide risk in teenagers. the french government is considering a ban on excessively thin fashion models. under the law, models must have a body mass index of at least 18 which equals about 121 pounds for a woman that's 5'7". the modeling agency that hires someone below that bmi would be find and the model's agent would be sent to jail. italy, spain and israel already have similar laws in place. >> while we're talking about europe, some british pilots are

going to have to answer to their bosses this morning. >> they took a bit of a detour during this morning's full eclipse. >> yes, good morning. you showed some pictures, laura, earlier of the eclipse. it took place in a very specific part of the earth off the coast of northeastern europe. so what if you just happened to be a pilot of an airliner in the area? look at the radar track of an ez jet out of belfast on its way to iceland. they were due to pass through the area before the eclipse. i think you can see down there at the bottom, they definitely dawdled. >> more indication there may be more fraud with apple pay than first thought. as we reported in the past, bad guys are faking credit cards on their iphones and using them to resell stuff for cash. apple is denying estimates by an industry analyst as much as 6% of apple pay purchases are,

credit card purchases are fraudulent. it's actually an easy trick. so buy something with a credit card in the store you need a credit card. to sign up for apple pay you only need the number and the numbers on the back, but not the card itself. so sam and laura, anyone who knows your credit card numbers could have bought something on amazon in your name but they have to stick around and wait delivered. with apple pay they are buying the product in the store, walking right out and selling it which is why ironically a lot of people use fraudulent cards to buy apple stuff because they're so valuable. you can sell a macbook in a heartbeat. >> sometimes they ask for your i.d. but you don't have to. >> all you have to do is prove it's your phone. if you're a bad guy, it's your phone, so with a? >> what can apple do about this? >> it will be a bank issue not an apple issue. >> thank you very much. pop-up village on the ground at at&t park. the vision becomes reality today
