tomorrow. then back in the 80s by the middle of this week. >> it will be great, anthony, thanks. new this morning, a deadly apartment fire in the east bay. the three-alarm fire ignited at an apartment building on 24th street then spread to an apartment building behind it on 23rd street near the mlk way intersection. two people were killed in the 24th street building. more than 30 are displaced. the fire was under control within the hour. crews are still there mopping up and investigating the cause. new details this morning in the investigation into five san francisco police officers involved in trading racist and homophobic texts. the sfpd is now looking at the phone records of other officers. we have video from last night as hundreds gathered at the castro theater in san francisco to hear hip hop legend and activist talib kweli discuss racism and social justice. the fbi uncovered text messages from the san francisco police department that were sent among police sergeant ian furminger

and four other officers. furminger was convicted and is now behind bars. one of the other accused officers has resigned. the other three are now on desk duty. the investigation now includes seven more officers. san jose's independent police auditor says those private text messages reflect how some police officers treat people of color and that it's time for all officers to wear body cameras. >> we now know there's some officers who have these racist views. how do you think they are be having when they're out in the community dealing with people of color? i can tell you right now, i don't have to guess. not very well. >> san francisco's police chief tells us it's likely the officers will be fired. a disturbing discovery at a san jose high school. a body found at the bottom of a pool. police will only say it was man, not a student. students at piedmont hills high found the body during their first period swim class. sources say the man was fully

clothed. his body weighted down and covered by the pool tarp. >> know that the pool was secured after swim practice yesterday at approximately 6:30, and then it was found this morning at approximately 8:00 a.m. >> police aren't saying if they suspect foul play, but raising suspicions, the pool has a 15-foot fence and barbed wire surrounding it and the alarm leading to the gym from the pool was never triggered. a frightening afternoon in an east bay neighborhood after a shooting near a school. a police officer at el cerrito high school heard gunshots and found a 19-year-old man who had been shot twice right in front of the school as classes let out for the day. police tell us the victim refused help and didn't cooperate with officers. police put the school on lockdown for two hours and searched the neighborhood for four men believed to be involved. two suspects are in custody. students were released around 5:00 p.m. new york fire department officials are calling it the

biggest fire tragedy in the city in years. seven children killed in an overnight house fire in brooklyn. the children were siblings between the ages of 5 and 15. five boys, two girls. the parents jumped from a window. they're both in critical condition this morning. fire officials believe it was caused by a hot plate that was left on. the family's father was believed to be out of town on business. to a developing story now out of louisiana. a man with a machete attacked a tsa agent at the new orleans airport. we have cell phone video from moments just after the attack. police say a 63-year-old man was confronted by a tsa agent after he went through the boarding pass line. the man then sprayed the guard with wasp spray and slashed a female officer with the machete, cutting her forearm. the man then sprayed the guard again before a third officer shot him several times. >> the law enforcement officer

proceeded down the exit line to come around, come in very close contact to the individual with the machete, and that officer fired three times. hitting the perpetrator once in the left chest, the left facial area and the left thigh. >> that man was taken to the hospital but was said to be unresponsive. one bystander was grazed by a bullet and a few other people suffered cuts from scrambling to get away. it was called operation red october, and it was the tipping point that resulted in two indictments for two dozen high-ranking members of a dangerous san jose gang. we have some of their pictures. the santa clara county grand jury indictments yesterday are the new in the battle against the gang. back in october the district attorney's office teamed up with the fbi and several law enforcement agencies for the bust. >> the gang had sent

high-ranging gang members out into the streets of our city to commit specific crime, such as robbery, shootings, stabbings. we also know that this gang was participating in a very sophisticated conspiracy to smuggle drugs and gang common kagss in and out of prison. >> their trial is set to begin april 13th. new water restrictions could be coming for the south bay. the santa clara county water district is expected to recommend a conservation goal of 30% at their meeting on tuesday. the district also is expected to approve a recycled water project and restrict outdoor watering to just two days a week. this past week the state water resources control board called for tougher restrictions and the governor announced an emergency plan to help curb the effects of the drought. a live look for you at avaya stadium in san jose. the finishing touches are being put on the earthquakes' brand new home. tomorrow 18,000 fans will attend

the first official game at the bay area's newest venue. the team held a preseason game and learned how to improve crowd management before tomorrow's opener. here are crews putting up the "a" on the new sign yesterday. other workers were stalking the fan store and programming the monitors. city officials say there will be more traffic signs on coleman avenue so it's less confusing for drivers and no public access on newhult driver. they'll use the special bus number 231 to the stadium. that leaves every 15 minutes starting two hours before each game. after playing in a few college venue, team players are thrilled to have a permanent home. >> i think it gives everyone a sense of accomplishment. the sport has definitely cemented the sports environment. >> the inaugural game against the chicago fire is sold out, tomorrow at 4:00 p.m. we have much more ahead on

smith is showing how they're looking at ways to help ease the parking problem. >> reporter: in san francisco, construction is booming, from new towers to home renovations, but with progress comes pain as michael robinson found out. >> it took me 20 minutes yesterday to find a parking spot. and that ended up being four blocks from the house. >> reporter: the problem -- construction crews taking over the already scarce street parking. >> i do see a lot of construction and a lot of limited parking signs. i do think it's an issue. >> reporter: the supervisor has the most construction permits in town. he's among those asking the board of supervisors to consider a new plan for easing the parking pinch. >> we're asking them to put together a parking plan for their project so to look at offstreet parking nearby garages, what have you and talk about the parking spaces and exactly why you need them. >> reporter: he's most concerned with late hour permits in the plan if the space is not used for construction by 4:00 p.m.,

7:15. a live look over a foggy san jose this morning. and, as we go across the bay, oracle arena in oakland, fog cover as well. we'll have a mix of sun and clouds across the bay area. cooler than it's been this week, but it will be nice. b.a.r.t. is getting involved in a trademark lawsuit over a beer. b.a.r.t. is suing 50-50 brewery over this b.a.r.t. beer. the beer is an acronym for barrel aged really tasty. b.a.r.t., of course, is also a well known acronym for bay area rapid transit. the brewery has been selling the beer for years but now wants to sell it in other states. the transit system argues even if it's still beer, it's a violation of trademark law zblfrm the san francisco flower and garden show comes to san francisco in the midst of a drought. that has landscapers displaying

>> a california discovery from our midwestern man. >> my gardening tip. we've been in this drought for years now. we continue to tell you all about the numbers and how it's stacking up. but this year alone we've actually done pretty good when it comes to our rainfall amounts, but it's only just one year. you may have heard the new study that we've only got a year left of california water, the ground water. so this number here, all the numbers you see on the board from santa rosa down to san jose are a little deceiving, even though it looks like we're close to where we should be for this time of year, even mountain view, over 100%, but again this drought has been cumulative. it's been all the way through about four or five years back. even though we're getting on the right track, we've got a ways to go. we're looking at clouds this morning, fog out there. temperatures are mild in san francisco at 57. in the north bay a little more chilly, 48 degrees. as we head through the day today, cooler than it has been all week long. 67 for your high in san

francisco today. 72 for the north bay. tri-valley and the south, you'll be at 73. a good mix of sun and clouds heading our way after we get rid of this fog. sun and clouds and temperatures obviously cooler than they have been. it's all because we've got a strong on-shore push. you can actually see these clouds here making their way over towards the bay area. that's the next storm system that will make its way north of us. but the trailing cold front will actually brush by the bay area tomorrow. that's going to mean for widespread showery activity. today we'll be dry. tomorrow those showers start to move in here as soon as about 5:00 in northerning for san francisco down through the peninsula. even the north bay you'll see the shower activity first. this will be very light. by 9:00, still not everybody seeing the rain. then as we move toward the afternoon hours tomorrow, again, a good mix of sun and clouds will be us. then that trailing cold front's going to start to move through. i wish we could paint more green on this map, but you notice very

hit and miss and light activity. we're only talking about trace amounts with this system as it moves through. today a dry day, tomorrow more rainy activity on the way. a tenth of an inch in the north bay and maybe only a few hundredths of an inch across the rest of the bay area. this will be more of a nonevent. i know we get excited every time there's rain on the map but this system really not going to produce a whole bunch of rainfall. the thing it will do is produce some sierra snow. that's great news. if you do any traveling up to the sierra today and coming back tomorrow, heads up tomorrow night you'll run into snowfall. only a couple of inches at 6,000 foet. you go up higher than that a half a foot. the ski resorts really not looking good as far as the snow event is happening. the rain will come through tomorrow again, light stuff, not everybody will see heavy rain. monday and tuesday temperatures start to warm a little bit, but by wednesday we'll be close to 80 degrees. we'll take a little bit of a

you're watching "today in the bay." welcome back. we often hear about the generosity of people who made their fortunes in the tech industry. they hear something a little different. one man never made that fortune, yet he's still giving back. he's helping disadvantaged kids. today in the bay's garvin thomas has this morning's "bay area proud." >> as a young man, andre chapman

knew a little about foster care. after he went off to college his mother welcomed his younger sister, a foster child, into their family. it wasn't until years later that he became aware of just how tough life can be for foster kids. and so changed his life to help change theirs. running a nonprofit in the middle of a valley obsessed, it would seem at times, only with profit, can be a bit like living in two different worlds. which is why perhaps andre chapman is so good at running unity care. in two worlds it's how he's lived most of his life. >> grew up and saw both worlds. >> reporter: in andre's case those worlds were east palo alto and its wealthier neighbor to the west. andre's single mom worked as a teacher in the east but raised her family across 101 in palo alto. surrounded by money but having very little gave andre a clear goal in life.

>> wanting to have more, you know, not just for myself. also wanting to do more for my mom. >> reporter: he did well with a business degree and a budding career in technology. but looking to give back at least a little, andre started a nonprofit, unity care, in 1993. it didn't stay little for long, though. and andre soon didn't have enough time for both his job and his charity. >> and i really found that my desires around happiness and success was less about the money. it was really more about how am i creating a difference in someone's life. >> reporter: unity care is now creating a difference in many, many lives, working with more than 5,000 low-income and aged-out foster care children, helping them with housing and education. 18 different programs in all. >> it's just, you know, been a huge blessing for me.

monday. the milpitas station will remain closed while they build a bridge over capital avenue. it will service 1200 riders a day to more than 3,000 a day when b.a.r.t. starts running to the south bay. the ten-mile b.a.r.t. extension from fremont opens in about 2 1/2 years. a plan to add thousands of new home on the peninsula is in jeopardy. they would be built on the waterfront in the old cargo salt property. jodi hernandez says why now the project may not happen. >> about 1600 acres. >> reporter: environmentalists with save the bay are celebrating. after years of fighting a proposed bayfront development, the environmental protection agency has announced it's stepping in. the epa will determine if the salt ponds developers want to fill in and build houses on are protected under the clean water act. >> the bay area has been

standing up for many years to say that we don't want development on our shoreline. we don't want development right up on the edge of the bay, that's not an appropriate use of the bay. >> reporter: but that's precisely what developers who teamed up with the cargill salt company would like to do. they originally proposed building 1200 homes on the site. >> this is an extraordinary site and extraordinary location with extraordinary potential. >> reporter: the attorney for the project says they're disappointed the epa waited three years to announce it's taking charge. just as the army corps of engineers was set to announce a decision this week. >> we're profoundly disappointed and confused. >> reporter: but folks at save the bay are relieved. they hope the epa rules the land should be protected so it can eventually be restored. >> the idea that these are not waters of the bay that are not protected by the clean water act

is just -- it doesn't hold water. >> reporter: jodi hernandez, nbc bay area news. a live look at the o.co coliseum. a new deal for the a's and the raiders if the team stays in the area. new city development decided to move forward with that project. the developer will now come up with a plan for what's called a coliseum city and what it would look like. it would include two new stadiums as well as retail store, restaurants. coming up, the warriors look to make it 11 straight at oracle. we'll show you the highlights next.

welcome back here on a saturday morning. want to get you out to this live shot in palo alto. you can see the low clouds we've been talking about. cloudy the past few hours. this morning across the bay, the south bay through the tri-valley and into san francisco and the north bay waking up to cloudy skies. as we wake up today, temperatures will be cool though, especially cooler than they have been. mid-60s for san francisco and low 70s for inland valley. 73 for the south bay, 73 for the peninsula and now we have a cold one that's out over the pacific right now. you can see that noted by the cloud cover. this is making its way to the pacific northwest, the core of it. we'll get brushed by that cold

front as it makes its way through tomorrow. showers are in the forecast. starting in the morning hours across the north bay, then eventually making their way into the south bay through the afternoon hours. today will be a dry day but the steady mix of sun and clouds through the afternoon hours. tonight around 9:00, you notice the radar does start to show returns across the north bay coastal waters. through the morning hours tomorrow, 5:00, 6:00, showers will begin to brush up against the coastline into san francisco and down into the peninsula. unfortunately, it won't be a big system and will fall apart as it makes its way here. 9:00 towards lunchtime a few spotty showers. but that's when we have a better chance of seeing some sunshine. then the evening hours, the cold front will move through. 9:00 in the evening, more spotty showers are expected and even snow is expected across the sierra through the evening hours. you take a look at the rainfall amounts and you'll find we're not talking about a big storm system. this system will be enough to get the ground wet. we're only talking about a few

hundredths of an inch of rain from the south bay up to north bay. north bay you may see a tenth of an inch, and that's it. if you are doing any traveling to the sierra, we're talking about snow showers. 1 to 3 inches of snow expected about 6,000 feet. you go up higher than that, you go up about half a foot. that happens sunday night into monday morning. if you're traveling that way, keep in mind when you head home you run into snow. for us really the trend over the next few days is just going to be cooler weather. tomorrow low 60s at the coastline. mid-60s to our inland valleys. we're not talking about a big warm-up until about wednesday. that's when temperatures will actually get back to the 80s for the inland valley. san francisco today and tomorrow again very chilly. 60s for daytime highs, then that showery activity does push into the region tomorrow morning, then clear out of here by tomorrow night. not a big system, but you know what, it will be enough to get

the ground wet and keep the hills nice and green. >> we love that, anthony, thanks. a new experimental drug could help people in the early stages of alzheimer's. drugmaker biogen released its findings from a small study. it indicates the experimental drug may help slow memory loss in alzheimer's patients when the disease is mild. it reduces the plaque in the brain that is associated with alzheimer's. headaches and brain swelling are some of the side effects. doctors say much larger studies are needed to confirm these results. much more ahead on "today in the bay." coming up, we investigate pg&e, has it done enough to improve security after this shooting at a power station two years ago?

you're watching "today in the bay." welcome back. 7:50 on saturday morning. a foggy look at the golden gate bridge. cooler today across the bay area. a mix of sun and cloud. as we look in downtown san jose, same thing. low cloud fog coverage. it will be cooler saturday like i said. but still quite lovely on this second day of spring. it was an attack that moved san jose into the national spotlight. an attack on a pg&e sub station. the unanswered question -- was it a trial run by potential terrorists. now pg&e has made significant improvements to the substation in south san jose. chief investigative reporter

tony coveleski reports on the potential failures in the company's security system. >> reporter: it's the sight and sound of change, a move the make this high voltage electric substation more resistant to an attack. >> no question it was a big deal. >> reporter: john wellinghoff is the former chair of the regulatoriy commission. this is security camera video of the 19-minute attack that destroyed 17 transformers, costing $15 million in damage and concern that it was either an act of terrorism or potentially a trial run for future assaults on the nation's power grid. >> i think it was a wake-up call for the entire industry, there's no question about it. >> reporter: local and federal law enforcement never named suspects, have made no arrests and no person or organization has publicly claimed responsibility. pg&e responded by promising to upgrade security at the facility

and other critical substations throughout the state. >> do you think pg&e has done enough now to prevent another attack? >> we're working every day to make sure it never happens again, tony. >> reporter: but there was a clear difference between what pg&e was saying and what an nbc bay area investigation discovered last summer at substations in northern and  central california. you were out at metcalf. is it still vulnerable to attack today? >> same attack from a different angle. would it take a little more time? probably. >> reporter: he asked us to protect his identity because he has two decades of military experience including training in special operations. he analyzed securitial many of pg&e's substations including metcalf. guys are trained like you, what could be done, how long would it take? >> metcalf could be repeated across all the sites that you showed me in less than 15 minutes. >> reporter: that vulnerability

became even more apparent last august. 16 months after the original attack, vandals executed a second security breach at the metcalf substation, cutting their way through perimeter fencing and stealing thousands of dollars in construction equipment. all undetected by what pg&e described as high level security. now seven months later construction crews and heavy equipment are proof that pg&e is spending money to increase the security at the metcalf substation. pg&e deserve some credit here? >> absolutely no question. they receive credit from moving on this. >> reporter: a move that includes increased on-site security, more security cameras, better lighting and concrete perimeter fencing that better protects the critical transformers, transformers required for powering much of silicon valley. they're all upgrades pressured from state and federal

regulators. >> pg&e is getting ahead of the game and putting things in place that will protect those facilities. >> pg&e declined our request to talk about their security upgrades in front of our cameras. instead they released a statement that quoted, the safety of or facilities is always our top priority and we'll continue to be vigilant in reviewing our facilities for any rifbs and threats. pg&e says it is upgrading security at other substations. yesterday we learn the concrete barrier around the metcalf facility is now complete. if you have a tip for our investigative unit give us a call. 888-996-tips or send us an e-mail to theunit@nbcbayarea.com. much more ahead. our friends from pets in need are here. we want you to see buttercup.
