if you have been wondering when the federal reserve will raise interest rates, you n wait a little longer. this week the fed's janet yellen cleared the path for a possible hike in the this future by removing a key phrase. in the past they said it would be patient bef any moves. but that word was eliminated. still most fed watchers think the earliest we will see an increase in september. stocks like that news t a lot with the dow rising 200 points after the meeting. and the early friday trading the nasdaq was above 5,000 once again and the market climbed even more later in the day. the dow jones industrial average has a member. apple joint this week. the world's most valuable company replacing at&t. target is joining a growing number of big retailers, increasing wages for workers. next month all target employees will make at least $9 an hour. the company joins walmart and tj

max in increasing play. a sign of the economy getting stronger as more jobs are available for low wage workers. you may have seen them and heard about them. e tal drones.safe to fly? concerns are growing thank you week the faa did grant amazon.com permission to begin testing. i recently spoke to faa administrator marion blakey about other faa proposed rules and safety in the skies. you had the top job at the faa for five years. what is your take on proposed rules? >> i tell you aye been out of the faa for the while and looking from the industry standpoint we got a little impatient. because we were very keen to see the faa go ahead and the issue a rule. but i tell you the truth, they did a very good job. it took a while but safety is paramount in terms of the considerations in this rule. and actually all of us out there

on the industry side think they did a very good job. maybe a few small tweaks. but they got it pretty much right. >> a commercial pilot group speaking of. they have been voicing concerns about sharing air space and the danger of collisions. how do the set of regulation, how does the proposed rules do when it comes to addressing the safety issues? >> well they have very much keep them ae part from commercial aircraft and regularly scheduled flights. the small uafs and it's under 150 pounds have to day below 500 feet and the operators of them have to keep them in line o sight in daylight. and with that those restrictions and of course away from commercial airports we don't think commercial pilots are going to have real concerns when they look at this carefully. >> as the member of the media i've seen a lot of stories reported a b one drone fell out

of the sky and crashed on a woman in a marathon. and hurt her pretty badly. is this something we need to make sure we address more properly. >> >> i think it is one of those things we have to learn from these kind of freak accidents when they happen. and certainly we have to take precautions. one of the reasons that we are so glad that the faa has gone ahead with the rule making and set the requirements for everyone is that otherwise you get a lot of cowboys out there. a lot of people who they know what they are doing and they are operating without rules. so at this point it important. you know, over the christmas holidays we saw that hundreds of thousands of these w people's recreational use. these are people who've got to be educated. the faa is stepping out to make sure they know what they are doing if they are going to put a uas in the sky. >> really good point. we should also talk about amazon and google. they both announced they are working on using small groans for delivering packages and

. the newell new rules don't allow drones do fly over people though. i wonder if this is threatening innovation. >> i know mz ae a impatient right now. all of us. i'd love to call up and get my precipitation delivered to my door. a new book i wanted, you know. there are great ideas out there. and right now with all of the bad weather, think about a uas that can go on your roof and look to see if there is damage, you know, and keep the roofing company from having to put people in harm's way. so there is a lot good that can happen. and i this i we're going to see it progress pretty rapidly. obviously the innovation is out there and people see what can do. i think it will move more quickly than anyone thought. >> what are the most exciting innovations you have seen proposed? >> some of the most important certainly are in areas like fiergting. monitoring, storms brewing. the potential down the road for

large uas to actually fight fires with an ability to do water drop, or think about what it would be like to have a large uas that can start when hurricanes start way out ie ocean and follow it across the country, giving us real time monitoring. >> you are about to begin a new job with rolls royce north america as president and ceo. rolls royce engines are used in military drones. and i just wonder what you see in terms of the future for military drones too. >> military drones are very important. we've seen that in the wars in iraq and afghanistan. they have done amazing job of keeping our soldiers out of harms' way or less in harms' way than they would be. one of the things that we're very eager to see move forward is the u.s. government's willingness to let us export drones, uas. because we've got the best technology. and all around the world, a lot of other countries are trying to

get in the game. but right now we are very restricted from even exporting it to our partners. and partner nations, ones we fight shoulder to shoulder with. really should be able to get there. because it means we have interoperable systeming out there working together. >> i guess it changes who we are have partners with from time to time. >> right. but at the same time do we want ly dor we merican technology want other peoplers, other countries putting that technology out. >> and thank you for your time and very complete perspective an all f this. we appreciate it. >> glad to be here. thank you. >> up next we're "on the money." is it fun time or accident waiting to happen. creator of palcohol explains what's stirring up the controversy between powders

mixed drinks are about to take on a whole new meaning. alcohol in a powder form is expected to hit shelves as early as this summer. some states are considering banning it because of potential abuses, things like spiking drinks or teenagers getting ae hold of it. is this overthe creator joins u. thanks for being here. >> thanks for having me. >> first what is palcohol and why would people want it. >> palcohol is powdered alcohol. and it has so many innovative

uses across so many different industries. in medicine, in the military, in aviation, in manufacturing. in commercial uses. so it is a revolutionary new product that can solve a lot of problems, save lot of weight in shipping and thus reduce the carbon footprint. >> so you came one this whole idea because you are an avid backpacker, is that correct? >> yes i was looking for a way to carry alcohol without carrying the liquid, which is heavy. >> i get that. and i i've thought that through and thought about the camping and okay maybe that is the one place i'd be interested in it. but you have to have the liquid. so unless you are mixing w river water don't you have to carry the liquid with you anyway. >> yes but you are carrying water which you would have to carry with you any way to stay hydrated versus extra liquid. so you are still carrying the

liquid but it is liquid that can be used for several things. >> there are a few states that have actually banned it. having safety concerns that people could co-something like snort it. sneak it do the venues. maybe spike a drink or something to with it. what do you say to them? >> it's unfortunate that people misuse and abuse alcohol. but what do we do about that? one thing we don't do is we don't ban it. we learned that prohibition doesn't work. it was a colossal failure. when you ban shotgomething you all control of it. a mother last week said she was against my product. and i asked what could your daughter buy easier? marijuana or a bottle of vodka in a liquor store. she can't buy vodka but she can walk out of that liquor store and buy marijuana on the street because it is readily available was a it is not regulated.

so although the intention o is to keep alcohol from the minors it is doing the opposite. when they ban it it makes it easier for underage to get ahold of it. >> i understand that. but powdered alcohol there is something about it that seems a little nefarious to me. if you have it most people using it would like it that way because they would like the hide the idea that it is actually that's to sneak it into a football game or the spike a drink at the bar. >> all those things are things the critics are using because they don't understand the product. first of all it is not easier to conceal. a shot of liquid vodka is one-fourth the size of a shot of powder vodka. so it is easier to conceal liquid alcohol than it is powdered alcohol. >> that sounds like you are going back on what you just told me about how it's easier and lighter and weighs less so reduced the carbon footprint.

>> powdered alcohol is lieder. that is the main thing it. ships much lighter weight and thus costs leisur s less do tha. in volumewise it is greater than liquid alcohol. so it is not as easy to conceal. >> the fda released a statement saying it hasn't actually approved palcohol even though they have approved some of the ingredients in it. but th basis to block it from the market now. why do you think they are shying from saying it is approved? and do you expect further roadblocks down the way? >> i don't expect any roadblocks. the fda doesn't approve a product like mine. that is not its job. it inspects the ingredient, which it did, thoroughly. and found it to be fine and let it go forward to approval. that is not their job to approve a product like mine. >> they did go out of their way to hedge it and while they are improving some ingredients there are other things they county

it's problem from doce coast and even oversees and it is growing. rising rents in big cities are pushing mom and poppies out of their store fronts. neighborhood institutions having been the fabric for decades have finding themselves with no place to go. kate rogers joins was more. >> hi becky. and a grasds roots camp pain in new york city is aiming to same some of the businesses. ke look. >> many consider this a institution in the west village. the current owner has been there three decades but by next month he'll close his doors building e fund who then tripled his rent

every month. >> we were thriving here. we were still able to increase business because we provided a service . sp. >> but steady businessen isn't enough. office space and store front rentals have increased by more than 20% in the past five years. and in san francisco the problem is even worse. with store front rentals up over 30% since 2010. a new social media campaign called save nyc is hoping to change that. the effort was launched by a blogger who's been chronicling the demise of mom-and-pop's facing higher rents. >> it's modelled off another initiative out of londolondon. and in san francisco city officials have stepped up their

efforts to. >> but there are outliers like jim's shoe repair neration on the upper east side. he settled out of court. a customer took his case pro bo bono. >> i feel good about new york city having an old business staying here. and hopefully we can start a trend where landlords say hey we need to keep old new york, some of these old business ace live to keep the character in new york instead of becoming a cement city. >> rocco realizes he is a rarity, an old school shoe shine shop in a city where chain retail stores have increased by nearly 2 and a half percent in center for urban future. >> and we should know those chain stores are often locally owned and franchised independently as well but the idea because they are the big brand names they can bring in business and afford higher

certified public accountants online. and a cpa is licensed by the irs and can perfectly well do your tax return. and then some people want to go to a place they know like an hr bloc like a national tax preparation chain. >> i've gone there before. and i've been warned at times because you should be careful that a lot of people at the national tax places don't have a ton of experience and are just there as temporary workers. is that true? >> you should be careful anywhere. really theers is irs is coming to you. first, what is the tax preparation identification number. each person should have one of those. and they will be on yr return. and check out their history. check them without better

business bureau. a cpa should be licensed with the state regulators. you should also look at the irs to see if the enrolled agent is licensed there. and just ask also what type of training that they have had, how long they have been doing this. what types of returns they work with. a lot of small business, small business owners, do they work with with a lot of people in your situation? and that is how you can check them autooz well. >> when do i know it's better to file on my own. >> if our the do-it-yourselfer. >> i'm not. >> and you may want to do it on your own either. and one of the things great things the irs is offering for years is free file. if you fall into a certain income level you are able to get free tax preparation software from some of the big providers out there and don't pay anything for it. and this is really good if you have a very simple return, just a straight 1040 form. 1040-ez is even better. then you would want to think about doing it on your own because you could do it perhaps even for free. even if you don't qualify for
