wanted to start with, because this is the big question, how much snow are we going to get out of the system. maybe up to six inches in the high peaks of tahoe, so that's the good news. we already have about two inches of powder on the floor up there. you can see i set this back about seven to eight hours and we did have some decent rainfall across the board here in the bay area so you're going to wake up and find a slick drive to work this morning, areas of puddles ponding, even in the south bay, where we received the lowest totals but overall i stopped the radar for you, you can see the only place we're getting any activity is up in marin county. getting into this afternoon, you don't have to bring your umbrella but count on a little bit of shower activity from time to time, mostly drizzle, mostly light stuff, 56 degrees right now on the peninsula, you're at 57 degrees in san francisco, temps nice and mild today. 61 in san francisco by lunch time, and we'll round out the day in the mid-60s but here's the thing. temperatures are going to sky rocket late week. wait until i show you the forecast that's coming up right now. back to you, sam and kris.

>> thank you very much, christina. right now a closer look at a popular local cliffside trail that collapsed over the weekend killing a hiker. >> "today in the bay's" stephanie chuang is live in santa rosa where a second hiker is in the hospital this morning. steph, the warning signs were posted at the trail head. >> reporter: that's right, good morning, kris and sam. one hiker died unfortunately. the other here at santa rosa memorial hospital, with non-life-threatening injuries. park officials put up multiple signs about the crumbling cliff. first responders worked on both hikers after they were evacuated around 6:00 saturday night. investigators say both hikers were standing on an overlook on the bear valley trail made of dirt and rock, when it gave way. the arch rock overlook some sort of fissure, rocked collapsed 70 feet into the water where the hikers were standing, they fell and were partially buried under the rubble. park officials posted up

warnings after others saw a large crack last thursday. >> we heard a huge i would say like a splash and a lot of like sand and rocks falling down and then when we came back we saw the, like the small river was like covered in rocks and stuff. >> reporter: that was one witness. other hikers tried to help those two men while rescue helicopters flew to the scene. from the twitter picture you can see one of the choppers during the rescue. again one hiker died there on scene. investigators are looking at what happened there but for now the national park service says the arch rock trail is closed. live in santa rosa this morning, stephanie chuang, "today in the bay." >> thank you very much, steph. two months after hundreds of seabirds turned up in the east bay coated in a mysterious goo, lawmakers are trying to cover the costs. two california senators will

introduce legislation that closes a loophole. under current law the money is only available if fuel or oil is spilled. wildlife rescue organizations cannot recoup the money they spent collecting, cleaning and caring for those injured birds. a bay area police shooting from several years ago taking center stage in the high court today. supreme court justices will try to tackle the thorny issue of how law enforcement should treat people with mental illness. >> "today in the bay's" bob redell is here to explain the case is prompting so many questions and certainly something that our officers think abouter day. >> good morning to you, kris and sam. the supreme court will hearing arguments today over whether the americans should apply to officers when trying to arrest people who are mentally ill. should those people be given special treatment, special precautions? this case stems from an officer-involved shooting in san francisco's mission district back in '08. sfpd was called to the home of teresa sheehan after she threatened her social worker. two arriving officers shot

sheehan after they say she came after them with a bread knife. sheehan, a schizophrenic, survived, charged with assault, she sued the city arguing the police department shouldn't have had to force their way into her apartment, should have waited for backup including someone with special training in handling people with mental illness. the ninth circuit court of appeals found in sheehan's favor. the city of san francisco is the party bringing this case to the supreme court. sfpd has since changed its policies, now officers handling a mental crisis are required to wait for a supervisor and officer special ltrained to handle the situations as long as the person is not a threat to anyone else. the officer in 2008 incidents said they couldn't be sure she was alone and couldn't guarantee she wouldn't jump out of her second story window and hurt people on the street. >> thank you very much, bob. a terror group claiming to work for isis posted a hit list

of u.s. soldiers and it's calling on isis supporters to go after them. the pentagon says isis claims to have names, photos and addresses of about 100 servicemembers. the terrorist militants say they received the information by hacking into military databases. the list is retaliation for air strikes in iraq and in syria. the first of many republican texas senator ted cruz has announced his bid for the presidency. the first termed senator announced his candidacy in a tweet overnight. cruz is the first high-profile candidate to formally launch a white house bid. several other republicans, though, are expected to follow, including former florida governor jeb bush, wisconsin governor scott walker and senators rand paul of kentucky and marco rubio of florida. governor jerry brown responded to senator cruz's announcement on "meet the press." in his interview the governor said that cruz is unfit to run for public office, after he said satellite data shows there has been no warming of the earth for

the past 17 years. >> it's climate disruption of many different kinds and that man betokens such a level of ignorance and a direct falsification of existing scientific data. it's shocking and i think that man has rated himself absolutely unfit to run for office. >> the governor says a buildup of greenhouse gases is bringing on storms and global warming and also says it is impacting the severe drought here in california. in a move sure to draw fire from homeowners, the bay area's air quality management district wants to ban the sales of all homes with wood burning fireplaces. homeowners would have to replace their wood fireplaces with gas ones in order to rent or sell their homes. that ban would also extend to fireplaces in all new homes. if approved that measure would take effect as early as this november. so far, there is no timetable on a vote but starting this week the district is holding public forums in all nine counties.

to mark the start of the tsunami preparedness week state emergency leaders advise everyone to know their tsunami zone. experts at the california geological survey have been improving tsunami evacuation orders ever since the japan quake and tsunami back in 2011. at that time neighborhood-specific emergency orders couldn't be issued but that was the wake-up call. starting this year, some coastal counties will have more flexibility. the new coastal response plans will be fully in place within the next two years. it is 5:08 right now. meteorologist christina loren is enjoying watching that radar, it's green, it's great. >> yes, it is. it's a welcome sign. we're now in the new season as we get into the next few months our chances for rain climatologically speaking start to diminish, so every single storm system that comes through we'll be watching closely for you. right now we are at 55 degrees, good morning to you san jose. hopefully you had a good weekend. 53234 concord. this week a little bit of a roller coaster ride when it comes to your forecast.

but we'll explain more about what it means to you. christina talked about a little bit of activity up in the north bay. marin county here, this is san rafael on the live camera, we show that to you, mist and glowy lights. by the time you get to the golden gate bridge, it's no problem. it's a smooth drive, the lights still a little glowing but the roadway much drier than you saw, again as we look at your map, damp roadways in many spots. watch the slicker off-ramps. crash reported just off the freeway as you approach sir francis drake, i'll let you know the specifics as it affects your on and off ramps for 101. approaching bay bridge east bay no problems there. wide shot showing you toward antioch, highway 4 the beginnings and 580 westbound the beginnings of your morning commute typical. toward livermore we have a smooth drive for 580. earlier hydroplaning and spinout reported at greenville. the south bay no problems so we'll end with a quick check of palo alto. 101 flows smoothly on the

way following complaints that two nissan recalls did not fix potentially deadly air bag problems. those recalls covered nearly 1 million cars because of air bag sensor problems in the front passenger seats. the government reports 124 complaints from people who say that problem still exists. nissan insists that it's fixed the problem. a history-making cross-country road trip without a driver kicked off in san francisco, that dryerless car will travel 3,500 miles over ten days. it will be the first and eventually the longest coast-to-coast drive by an automated vehicle. the audi will navigate highways and roadways with no human hands on the wheel, though there will be a human operator in the driver's seat, just in case. who is driving the bus over at radio shack? the fate of that company hangs in the balance today. >> for that and the rest of your day's news before the bell, we turn to landon dowdy live at cnbc world headquarters. good morning, landon. >> sam and kris, good morning to both of you.

futures are high ahead of the opening bell. the nasdaq ended at its third highest close ever on friday, above 5000. investors will continue to digest the fed's signal that it will raise interest rates gradually and economic reports on housing, inflation and gdp. on friday the dow rising to 18127 and the nasdaq up 34 to 5026. the fate of radio shack hangs on the outcome of a bankruptcy auction today, on one side liquidation firms bidding to sell the retailer's remaining assets. on the other a hedge fund that promised to keep about 1,700 stores open. they are teaming with sprint to operate as cobranded stores. sprint would sell wireless service and radio shack everything else. florida may be considered a go to destination for retirement but doesn't crack the top 25 best states. wyoming is first followed by colorado, utah, idaho and virginia. california is 31st.

the report ranks the states based on cost of living, a crime rate, quality of health care, weather and well-being of residents. sam and kris, back over to you. >> disappointing to hear that. we thought we had great weather outdoors and other criteria. thanks, landon. >> don't tell anybody, sam, shhh. fresh and easy is closing about 50 stores in california, arizona and nevada. the british owned company says its stores are not performing as well as expected. the chain came to the bay area just two years ago. fresh and easy has 19 local stores which employ about 500 people. no word yet on if any of the stores in the bay area are among those closing. if you're waking up at 5:16 on your monday, saw some rainfall overnight. boosting the totals a little bit. >> it's good news for us. good morning to you, 5:16 now. still tracking a few very light showers on the radar but most of that came down while you were sleeping. but i saw some great pictures of kris' young ones enjoying the

first weekend of spring. hopefully you did as well. temperatures will be really lovely out there for today. not too cold, right about average this time of year and then it is going to get hot and i don't like to throw that "h" word around if i don't have to but yes, air conditioning weather is the case as we get into the end of the week. we're working with light activity up in marin county, nothing heavy right now, just some light showers, but you will find areas of puddles and ponding out there from the rain that rolled through overnight and we do have a little bit of mist and drizzle on the. he ininess la, same for the south bay and san francisco patchy fog developing, starting out in the mid-50s so not too cold out there. we'll stick with the mid-50s to low 60s by lunch time today and we'll round out the day comfortably in the mid to upper 60s just about everywhere. 67 degrees for the tri valley, 64 in san francisco and 67 degrees for today in the north bay. then that climb is on. temperatures climbing like a ladder into tuesday, we're close to 70 degrees here, we'll tack

on three to five on average and on wednesday we'll tack on, on average ten degrees of warming, into the mid 80s for thursday into friday, and that means for us here in the south bay, it will be warm but places out in the tri valley, gilroy and the south bay, all of our isolated inland valley spots expecting the 90s and then temperatures are going to drop right back off as we get into this upcoming weekend, we like to let you know what's happening around here on the weekend but by sunday, 10% to 20% chance for rain arrives with a better chance as we head through the beginning of next week. so just a little short-lived warming trend, just want to make sure you're ready for that. it is going to get hot around here quickly. we have a little bit more activity with showers tomorrow but looking good overall. >> temperatures went from spring to sumner one week. we'll see how things change over there, track it with christina. we're tracking 580 and a building commute already, this a shine on the roadway, talking about slick roadways this is your off-ramp around santa rita.

out to your map for the tri valley, slowing at the dublin interchange. build for cars coming out of the altamont pass. earlier spinout greenville hydroplaning. the latest rain through livermore and fremont and the north bay but no problems. christina is talking about mist and drizzle, you might have to use your windshield wipers from time to time. south 87 reports of a dresser in the roadways, so far no problems as far as traffic throw reported but slow right past that interchange. as we move north of 92 looking toward the bay bridge approach, the toll plaza and the richmond/san rafael bridge all move smoothly. the earlier crash on highway 1 at ascher not a problem commute heading to and from highway 101. the bay bridge toll plaza show cash lanes starting to stack up a tad bit. it's a gradual build. darp roadways but not wet.

it's 5:23 right now. looking live at oakland, and one of the roadways that might be slick as you head out the door, do give yourself some extra time and be careful >> it is a new year for people in oso, washington, whose lives were forever changed when a massive mudslide wiped out their homes. yesterday marked a bell for every life. people who survived the landslide and those loved ones who did not, the loved ones of the folks who did not attended that ceremony and told stories of the people they lost. officials raised a flag that had been lowered since shortly after the mudslide happened. 43 people were killed, making it the deadliest slide in u.s. history. in addition to her home and five pets, sheryl burrrows lost many

neighbors and friends including a close one. >> shelly was a bundle of sunshi sunshine. every day she'd say good morning, sheryl, and she'd hug me and just really miss that, our home, miss our home. >> 43 trees now line state route 530, the main road through oso. one tree for each victim. all new this morning, so far no reports of damage or injuries after a strong earthquake struck northern chile. the usgs says the 6.1 magnitude quake hit a little bit before 2:00 a.m. local time. the quake did not trigger a tsunami warning. a cyclone bearing down on australia's northern coast. this morning all 400 residents of a remote northern island are evacuated ahead of cyclone nathan. the cyclone is expected to intensify to a category 3 storm this morning before weakening tomorrow. right now, coastal communities are reporting winds of more than 65 miles per hour and gusts of

see what happens as those two cross path this is morning. >> and we are looking live at the golden gate bridge. it is slick as you head out. be careful, it is monday, march 23rd and this is "today in the bay." good morning and thanks for joining us. i'm kris sanchez. laura garcia-cannon is off today. >> and i'm sam brock. right now investigations are under way after three separate officer-involved shootings in the bay area, just over the weekend. those shootings happened over an eight-hour period, starting saturday night in vallejo. police responding to reports of a man wielding a knife near a vallejo shopping center. police say the man also had what appeared to be a gun in his waistband. he advanced on an officer who opened fire, killing him. the gun was later found to be a replica. an hour later in richmond, police shot a 19-year-old man following a routine traffic stop. police say the armed man ran away from his car, and he was injured in an exchange of

gunfire with police. then early yesterday, santa clara police shot and killed a robbery suspect outside a 7-eleven store. police say the suspect fired a shot at the store clerk who wasn't hurt. officers happened to drive up as the suspect left the store. >> the suspect didn't comply with our commands and officers fearing for their lives and citizens that were in the parking lot of 7-eleven discharged their weapons, fatally wounding the suspect. >> police say they recovered crash taken from the store as well as a loaded weapon. a bay area police shooting takes center stage at the supreme court today. justices will examine how law enforcement treats people with mental illness. >> "today in the bay's" bob redell here to explain how a case years old from the bay area prompting questions. >> let's say you're police, trying to arrest someone with a mental illness who is not posing a threat to anyone but themselves. should you give them special treatment? should the americans with disabilities act apply? that is the issue facing the

supreme court today. this stems from an officer-involved shooting in san francisco's mission district back in 2008. two sfpd officers shot teresa sheehan after they say she came after them with a bread knife. sheehan, a schizophrenic, survived, was acquitted of assault and sued the city. she argues that the officers shouldn't have barged into her apartment, should have instead waited for backup and officer trained in handling these kind of situations. the ninth circuit court of appeals out of sf ruled in sheehan's favor and found the officers violated her fourth amendment right of unreasonable search and seizure. the city of san francisco is bringing the case to the u.s. supreme court because it disagrees over what is "a reasonable accommodation" in situations like this. sfpd it should be noted since changed its policy, officers handling a mental crisis are required to wait for a supervisor and officer specially trained to handle those situations as long as that person is not a threat to anyone else. the officers in a 2008 incident

say they couldn't be sure sheehan was alone inside her apartment and couldn't guarantee she wouldn't jump out of her second story window and hurt people on the street. >> all eyes on the outcome of that case. thank you, bob. santa clara police warning people about someone pretending to be a police officer. the fake cop tells the victim that there's video of them speeding and a warrant out for his or her arrest. the suspect then tells the victim they can avoid jail time if they pay from $300 to $800 worth of prepaid debit card. police say they would never call about warrants or payments. a 9-year-old boy is in the hospital after he fell from a school roof, it happened yesterday at hamilton school in novato. officials say the boy was playing with friends when he fell from a plastic skylight up on the rooftop. he crashed 30 feet onto a cement floor below. this morning is he at oakland children's hospital. no board on his children. a deadly outcome on a

"today in the bay's" stephanie chuang is live at santa rosa hospital with more. good morning, steph. >> reporter: good morning, kris and sam. we're talk being a very popular trail there at the park, this was two men who were standing on a cliff, it gave way and killed one and sent the other one here to the santa rosa memorial hospital where he is recovering. so he offered non-life-threatening injuries, that's the good news. first responders worked hard to try and save the hikers after helicopters evacuated them, around 6:00 saturday night. investigators say both men were standing on an overlook on the bear valley trail made of dirt and rock, an area that was supposed to be closed off. you can see the bluff there, the rocks collapsing about 70 feet down into the waters. it was thursday when park officials first heard there was a large fissure rupturing the arch rock overlook. they say they posted up multiple

dry conditions caused the resort to shut things down early. other ski resorts shut down because of non-existent snow. >> people who went out to tahoe this past weekend hoping to get one more weekend of skiing in, we know people in that position. >> yes. >> ultimately found not a lot of snow, but now the snow is coming. christina, you got to be thinking you got to be kidding me. >> yes, well you know, colorado is always a best bet especially if you're coming in from texas like kris' friends. they probably just wanted to see her, who wouldn't, after all. we have shower activity in tahoe and i think we'll get up to a foot above 8,000 feet. have a couple inches on the floor there. for us i want to show you your rainfall totals. let's get to that now. here is how we're doing so far. wherever you're headed you will find slick conditions out there,

and i hope you turned your sprinklers off overnight. hayward over a 1/4 quarter of a inch, mill valley up to 0.3 of an inch and the next couple of hours we'll see activity subside. there is another round on the way as we head throughout tomorrow, but over a half of an inch of rainfall for ben lomond and 0.4 up in santa cruz. i hope you had a great weekend, happy you're joining us this morning as every morning right here on "today in the bay." we have an interesting setup for you, as we get into the first couple days, cool, cloudy weather, followed by the 90s, temperatures are going to jump later on this week. so make sure you enjoy it out there. 61 degrees at noon on the peninsula, 61 for the tri valley, a setup similar to what we experienced, mostly cloudy, some peeks of sun from time to time. 64 degrees in san francisco later on and 67 degrees out in the tri valley. so as we get into the next couple days, temperatures will stay pretty steady and then towards the end of the week,

delay there is. the green highlighting 101 novato towards san rafael might have slicker conditions. there was good drizzle about a half an hour ago. no slowing toward the golden gate bridge. you have antioch highway 4 westbound with your slowdown and the red coming out of the altamont pass slow west 580 into livermore, things smooth out, slowing toward that dublin interchange but no big surprises there. there is some debris reported on the roadway, maybe a stalled vehicle but this is on pleasa pleasanton sunol road. 068 a slight build through the pleasanton area and 880 south through hayward as we look toward the san mateo bridge. typical pattern. the south bay no big surprises. your build for 101, a nice flow of traffic. there's some moisture in the air, you might have to use the wipers. back to you. >> good advice there, thank you very much. coming up, world leaders join forces as the situation in yemen spirals out of control. live report from washington, d.c., next. and officially in the

navy s.e.a.l.s, saying this is a temporary relocation for them. the issue is the terror groups that are taking over yemen, the rebels responsible for overthrowing the president last year are gaining ground, they are expanding. last week, isis militants claimed responsibility for two bombings at two separate mosques, more than 100 people were killed there, and yemen is also home to the al qaeda in the arabian peninsula terror group also known as aqap. this is the breeding ground for terrorists. the underwear bomber was trained in yemen. so the u.s. taking precaution pulling some of its personnel out of that region and we're also waiting to hear what the u.n. decides to do, a lot of debate how to proceed with this issue. kris and sam? >> more turmoil in the mideast. richard jordan, thank you. outrage in afghanistan over what many call an outrage lus

death. an angry mob killed a 27-year-old woman religious scholar, the mob beat her, pushed her off a roof, ran her over with a car and set her on fire. her funeral was yesterday. police made 13 arrests in her killing and 13 policemen are suspended. they are accused of doing nothing to stop that attack. protesters are demanding justice. prosecutors in the boston marathon tom bombing trial may wrap up their case as soon as this week. many initially expected dzhokhar tsarnaev's trial to last three to four months. so far it's been ten days. part of this is due to the defense's admission during opening statements that tsarnaev participated in the attack. his attorneys are rarely cross-examining witnesses. the secret service has until this afternoon to reveal more information about two agents who reportedly drove into a white house barricade earlier in the month. congressional oversight committee wants four other agents to attend tomorrow's hearing on the incident. right now, only secret service

director joseph clancy is slated to attend. yesterday lawmakers gave the head of the agency a deadline of this afternoon to allow more agents to testify about the events surrounding that crash. he is the first of many republican, texas senator ted cruz announced is he going to run for president. the first-term senator announced his candidacy in a tweet overnight. cruz is the first high-profile candidate to formally launch a white house bid. several other republicans are expected to follow including former florida governor jeb bush, wisconsin governor scott walker, also senators rand paul of kentucky and marco rubio of florida. governor jerry brown responded to senator cruz's announcement on "meet the press." in his interview governor brown said cruz is unfit to run for public office after he said satellite data shows there has been no warming of the earth for the past 17 years. >> it's climate disruption of many different kinds and that man betokens such a level of ignorance and a direct

falsification of existing scientific data. it's shocking and i think that man has rated himself absolutely unfit to be running for office. >> governor brown says a buildup of greenhouse gases is bringing on storms and global warming and also said it is impacting the severe drought here in california. in a move sure to draw fire from homeowners the bay area's air quality management district wants to ban the sale of all homes with wood burning fireplaces. that means that if you have a home with a wood burning fireplace you would have to replace it with a gas one in order to sell your home or even rent it. that ban would also expand to fireplaces in all new homes. if this is approved the new measure would take effect as early as november. so far, no timetable on a vote, but starting this week the district is holding public forums in all nine counties. sam? as the historic drought persists, kris, new water cuts might be coming. the santa clara county valley water district expected to recommend a conservation goal of

30% this week and that's not all. also on the agenda for tomorrow's meeting, a public discussion about raising water rates, approving an engineer's report about recycled water project and restricting outdoor watering to two days a week. last week state water leaders called for tougher restrictions and the governor announced an emergency plan to help curb the effects of this historic drought. we're getting a little bit of rain, certainly not drought-busting rain but we'll take it, right? >> every single drop counts. 2015 has not been that bad. we are just coming off of four years now of very, very bad snowpack, when it comes to rainfall, though, here in the bay area, we're still at 100% of average in some spots. 5:47 is the time. as you're waking up, picking out the wardrobe for today, you want to think, hey, it's going to be a little bit on the mild side later on today, but you don't need to carry that heavy umbrella with you, not a great day for the open toe shoes ladies as we have some puddles

afternoon, and then as you make your way home from work tonight, temperatures won't be that bad, we'll be at 65 degrees on the east shore, 64 for the peninsula today and 67 degrees right here in beautiful san jose. so a few showers will linger today, we'll get another wave of moisture tomorrow. i'm going to show you your futurecast in my next report. heat is going to crank though. this is the weather story i want to focus in on. talking about the 90s, the warmest air in over five months as we get into the end of the week, a little bit of weather whiplash coming your way. not as hot for the weekend. temperature also level off and by sunday we bring in our next chance for rain. so let me break it down for you temperature wise. we're going to see those numbers climb like a ladder monday into tuesday into the upper 60s in the south bay. the mid-70s by wednesday, and then yes, we're going to trade those 70s in rapidly for the 80s thursday into friday, a couple 90s expected in places like gilroy, up in the north bay as well, and then this weekend looks pretty good for your outdoor plans late sunday though into monday, similarly is what we're experiencing right now

plate constitutes a violation of the first amendment. a possible case of ebola in santa barbara county, a patient showing symptoms of the sickness during an ebola screening program was rushed to a los angeles area hospital last night. health officials emphasize the possibility of ebola infection is highly unlikely. however, they are taking all precautionary measures. than person had just returned from africa. a new study out of stanford university finds that recess isn't just good for your kids' health. >> apparently it can also improve a student's social skills, their attitude and behavior. specially trained coaches were sent to low income elementary schools to start recess programs emphasizing on conflict resolution and sportsmanship. 50% of teachers say their students showed better teamwork and were more encouraging of one another. kids also say they felt safer at school. >> all kinds of life skill learned on the recess yoords. when police borland announced retirement many considered it shocking.

south san jose's metcalf substation. chief investigative reporter tony kobaleski has a look at its plans to improve its security network. >> good morning since the attack nearly two years ago local and federal law enforcement have made no arrests and not named any suspects and no person or public organization has claimed responsibility. we still don't know if the attack was work of terrorist, a dry run for a future attack or perhaps there was some other motivation for crippling the metcalf substation. what we do know is the attack was a wake-up call for pg&e and utility companies across the country. we know a successful future attack could black out power here in silicon valley and across significant portions of the country. that's why federal and state regulators pushed for pg&e to enhance security. that's why you can now see crews working at the metcalf substation. new concrete walls are going up, there's also increased on-site
