interesting activity in the weather department starting with showers to kick off the new week, as we get into the end of the week, temperatures jump toward that 90 degree mark. we'll take you through the weather whiplash in your microclimate in just moments. so of course we're warn being some slicker roadways or at least the possibility there but look, heavier volume for the south bay as well as the tri valley, we'll give you those super slower drives, well, at least slower drive coming up. >> it's all relative. live look outside downtown san jose, a little bit of a wet start to your monday. it is march the 23rd, and you are watching "today in the bay." >> good monday morning and thanks for joining us. i'm kris sanchez in for laura garcia-cannon. >> i'm sam brock. heads up before you head out the door this rng mo,morning, a lit out there, a bit of green on the doppler rain making its way out of the bay area. the roadways are slick.

we'll check your morning commute with mike inouye in a few minutes. first we check in with meteorologist christina loren who has your microclimate forecast. >> yes, good morning to you. we want those hillsides to stay green for as long as they possibly can that, bodes well for our fire season, which if we were drier out there, we could already be in the heart of fire season. i've got to el it you, picking up over a half an inch of rain in ben lomond is a welcome site. santa cruz 0.4, 0.35 for la honda. over a quarter inch of rain overnight starting to clear out but we'll see waves of light precipitation from time to time. tahoe we are accumulating some decent snowfall as well, mostly above 8,000 feet, the highest peaks but i can tell you maybe up to a foot before all is said and done right now if you're getting ready to leave the house count on a slick drive to work like we said. mike will have the latest on that for you, plus a little bit of a change coming your way as we head throughout tomorrow into the next day and then temperatures sky rocket.

your full forecast in moments, right now back to you, sam and kris. >> all right, thank you very much, christina. a national issue with a focus on the bay area. today the country's highest court will try to tackle the controversial issue of how law enforcement should treat people with mental illness. "today in the bay's" bob redell joins us now and bob this stems from a shooting involving the san francisco police department several years ago. >> correct, good morning to you, kris. the supreme court will hear arguments today whether the americans with disabilities act should apply to officers when trying to arrest people who are mentally ill. should those people be given special treatment, special precautions? this case stems from an officer-involved shooting in san francisco's mission district back in 2008. sfpd was called to the home of teresa sheehan after she allegedly threatened her social worker. two arriving officers shot sheehan after they say she came after them with a bread knife. sheehan who is schizophrenic survived, charged with assault but acquitted. she sued the city arguing the

police department shouldn't have forced their way into her apartment, instead should have waited for backup including someone with special training and handling people with mental illness. the ninth is ircut court of appeals ruled in sheehan's favor and found the officers violated her fourth amendment right of unreasonable search and seizure. the city of san francisco is bringing the case to the supreme court. sfpd changed its policy, officers handling a mental crisis are are toird wait for a supervisor and officer specially handled to handle those situations as long as that person is not a threat to anyone else. the officers in the '08 incident couldn't be sure if she lan was alone inside her apartment and couldn't guarantee she wouldn't jump out of her second story window and hurt someone on the street. >> thank you, bob. tonight in san francisco the police chief set to answer more questions from the community after police shot and killed a woman. the shooting happened tuesday on pine street and van ness.

police say 24-year-old alice brown was driving erratically in what they believed to be a stolen car. she was putting pedestrians and officers lives at ris sock they opened fire. tonight's meeting 6:00 at the church hall on bay street. three separate officer-involved shootings in the span of just eight hours, the most recent was early yesterday morning in santa clara. that's where police say two officers happened to drive up and see a robbery happening at the 7 eleven store on scott boulevard and monroe street. the suspect reportedly fired a shot toward the store clerk who was not hurt. as the suspect left the store, police ordered him to stop and when he refused, officers opened fire, killing him. several hours earlier, a suspect in richmond was hurt in a shoot-out with police. police say the man tried to run away after a routine traffic stop. in vallejo a man armed with a knife was shot and killed saturday night. police say there the man had also appeared to have what looked like a gun in his

waistband. the man advanced on an officer who opened fire. the gun was later found to be a replica. a 9-year-old boy receiving treatment in the hospital this morning after falling from a school roof. this happened at hamilton school in novato yesterday morning. rescue crews say he fell from the roof while playing and directly onto a cement floor 30 feet below treated at oakland's children's hospital. no word on his condition. happening now, the bay area joining the search for a man missing in yosemite national park. marin search and rescue team is working alongside authorities looking for 20-year-old michael dahl. dahl was last seen saturday morning near the lower yosemite fall area. he's described as 6'1" with light brown or reddish hair and green eyes. he was last seen wearing a light blue hooded sweatshirt and jeans. no reports of damage or injuries after a strong earthquake struck northern chile. the usgs says the 6.1 magnitude

quake hit a little before 2:00 in the morning local time, about 20 miles from the bolivian border. the quake did not trigger a tsunami warning. right now, authorities are hoping these dramatic images serve as a reminder to hikers, heed the warnings. this weekend a major section of a trail at point reyes national seashore collapsed, two hikers buried in the rubble, and one of them has died. "today in the bay's" stephanie chuang joins us live at santa rosa memorial hospital where the surviving hiker is recovering this morning and stephanie, the hikers ventured out joen to an overlook despite a number of warning signs indicating there were cracks in the trail. good morning. >> reporter: that's right, sam, good morning to you. warning signs on a popular trail at a popular park this morning, the one surviving hiker is recovering from serious injuries here at the hospital, but take a look at the video that we've got, it shows that medics are working on the hikers at a nearby field after the helicopters evacuated the two

men. this was the arch rock overlook on the bear valley trail around 6:00 saturday night. it's an area supposed to be closed off. you can see how far the rocks fell, at least 70 feet down into the water. two other pictures show what multiple signs warns hikers of, fissureness, the notices telling people stay away. >> we heard like a huge like i would say like a splash and like a lot of like sand and rocks falling down. >> um-hum. >> and then when we came back and we saw the, like a small river was like covered in rocks and stuff. >> now the twitter picture here shows one of the helicopters trying to reach that cliff during the rescue. other hikers tried to help these two men before those choppers arrived and the trail now leading to arch rock is closed as people take a look at what happened here. but the warning is, again, that it's beautiful, there are great views but to stay away from the

staying mild for today. mix of sun and clouds, overcast skies for the first part of the day and some peeks of sunshine as we get into the afternoon. if you want to head out for lunch bring your jacket with you. between noon and 4:00 we'll climb out of the upper 50s and low 60s into the mid-60s. 66 degrees is the high for today in the north bay, 64 on the peninsula. you're looking good in san francisco to hit 64 as well. let's take is to your futurecast, move you forward in time, stop that clock for you, at 3:00 p.m. this afternoon, same deal as what we're seeing now, light activity. then tomorrow morning we get another wave of moisture that continues until about noon mostly for areas north of the golden gate bridge, a little activity on the east shore as well expected, and then as we head throughout tuesday night, everything clears out of here. so let me give you the weather headlines. few showers today and tomorrow, by tomorrow really starting to see those showers clear out. then that heat will crank as we get into the end of the week.

the hottest air in the bay area in over five months. we work hard for the weekend around here, let's get you there on time. here's mike inouye. . >> the commute not cranking but starting to build and for kids at home who are digital, crank is when we used to have a dial that's what it refers to. smoother drive, slower north 101 coming up into the area as we look at your map a stalled vehicle reported in your fast lane north 101 at tully, marked with the yellow square. slower speeds there as well as north 87 coming into downtown. this say little bit heavier flow of traffic and a little slower drive than we typically see this time. note for folks. we saw mist and drizzle on our cameras earlier today that may be playing a factor. watch the slick on and off ramps through the area of the tri valley, we had some mist as well. south 680 slows a bit dublin towards sunol. south 680 incidents reported, sounds like crashes on either side of the roadway, one in the center divide, one on the right-hand shoulder as you pass

by sunol and highway 84, the offramps adding to the slowdown for the tri valley. nothing dramatic for the castro valley y or southbound 880. hayward toward union city the southbound commute past the san mateo bridge. live look at the san mateo bridge itself, westbound away from us, starting to build, nothing really dramatic but you have company still at speed all the way to the peninsula, also at speed so we get back to your maps and talk about the drive toward the bay bridge, we just have your build for oakland and upper east shore freeway. westbound 80 her clues toward richmond starting to slow because of the volume and slicker roadways from san rafael registering on our road index. you're about the speed limit coming down through the curves. >> thank you, mike. a warning for commuters montague light rail station in milpitas will be closed for the next five months. that's because crews are working to help prepare for b.a.r.t.'s arrival to the south bay. time right now is 6:11. you don't have to wait for this. up next, put out that fire, the

we'll talk about that coming up. >> and here is a look at the day's top stories at 6:14 on your monday. trail collapse at point reyes killed one hiker and sent another to a hospital. the trail crumbled on saturday, sending two men 70 feet down where they were buried in rubble. >> santa clara police shot and killed a robbery suspect outside a 7 eleven convenience store. this is just one of three officer-involved shootings in the bay area in the past few days. >> the field is now open for business, the gop field for president, ted cruz announcing his candidacy today, the first high profile candidate to formally launch a campaign. a federal investigation is under way following complaints that two nissan recalls did not fix potentially deadly airbag problems. the recalls covered nearly 1 million vehicles because of air bag sensor problems in the front passenger seats. the government reports 124 complaints from people who say the problems still exist. nissan insists that it did fix

that issue. two months now after hundreds of seabirds turned up in the east coast, coated in mysterious goo. lawmakers are trying to recover the costs. two california senator also introduce legislation lows closing a hoop loophole that freezes state funding for the crisis. under turned law money is only available when fuel or oil is spilled, because lab analysis found the goo is not petroleum based wildlife rescuers cannot get recommend bursed. the bay area's air quality management district wants to ban the sale of all homes with wood burning fireplaces. in order to rent or sell homes, homeowners would have to replace the wood or fireplaces with gas ones and the ban extends to fireplaces in new homes. the new measure would take effect as early as this november. so far there is no timetable on a vote but starting this week, the district is holding public meetings to get public input. >> time is check your

microclimate forecast, as we look at the input of the experts around us, 6:16. it's downtown san jose, and as we talk about heat, finding some rain and showers right now, christina. by the end of the week you're saying it is going to be very hot. >> very warm. you can have a whole new wardrobe by the end of the week. if you want to make a fire this morning it is not illegal to burn that wood today. those fires are not easy to make. 6:17. i don't know if you ever tried but it takes a certain skill. i've got to tell you that much, whereas with the gas you turn it on. temperatures are looking comfortable as we get into this afternoon. you probably won't need a fire by the end of the week by any means because temperatures are really warm. i want to take you back through this front, as it came through the bay area, because we did get some rich moisture. take a look at this, front comes through, we get some yellow, even some orange. at this point tracking some light activity, let me zoom in and show you where it's the heaviest now. you'll find that on 80, from

emeryville all the way up through berkeley this morning. you want to travel very, very cautiously out there. mike is going to be along with all the particulars in just a moment. most of your highways are damp to start. we'll see a mix of sun and clouds for today, cloudy first, then the clouds will start to clear out as we get into the end of the day, some peeks of sun and another wave of moisture as we meet back here tomorrow morning into the afternoon hours. that is mostly confined to the north bay. temperatures mostly in the 60s. we're at 61 degrees on the peninsula. 6 as of lunch time, temperatures aren't going to climb that much between now and noon and 3:00 p.m. temps are going to be very warm, 64 degrees on the peninsula today. 65 degrees on the east shore, as we get a little bit of sunshine, not too bad out there but this is where we're mheaded up to 69 degrees by tuesday into wednesday, this is what sam was talking about, 76 degrees by wednesday, and then we'll be in the mid 80s thursday into friday, it will be very, very warm out there, so yes, a little

brief return to some summertime temperatures. we do have an interesting setup though getting into this weekend, temperature also drop back off and the chance for showers returns sunday into monday. so a little something for everybody in the next seven days. as promised here's mike and the drive. >> christina uses all of her weather skills. toward the bay bridge you get to use your braking skills as you approach the metering lights are on but ease the brakes because you might have slick roadways from overnight drizzle and rain in most parts all over the bay. we're looking at the maps and the approach, we have a slower drive coming off of 508 and 24 as well as westbound 24, just continues that ease as traffic comes out of the caldecott without a problem. there is the east shore freeway a smooth drive, slower coming down through hercules and richmond. green blotches we had light drizzle there, slicker conditions again. the green meaning wet roadways. we have damp roadways all over the bay. the earlier stall and crash northbound 880 at davis is

mostly out of the roadway. sounds like the cars are sticking out at the shoulder. whoa, i moved past one of my earlier incidents. slowing tlul the castro valley and slowing south 680 and sunol because of the slowing there. let's get you a live look at san rafael where we talked about the wet roadways. we have slicker conditions because of that glow in the lights and also some puddles, a little bit of puddling from overnight drizzle through the area as well. the slick condition is what we're warning about for folks so lower the speeds because the on and off ramps could be a factor as you make the clover leafs. 101 and 87 slower than you might expect but no crashes, that's good news. back to you. >> mike, thank you very much. happening right now a history-making road trip with no one behind the wheel. right now a driverless car is making its way cross-country, that car left san francisco yesterday and it's traveling 3,500 miles over the course of the next ten days. it will mark the first and longest coast to coast drive by an automated vehicle and while no one's actually driving, rest

for air strikes in iraq and syria. just hours ago texas senator ted cruz announcing is he going to run for president in 2016. he becomes the first candidate, the first major candidate to officially enter the race with many more sure to follow. mid-50s just about everywhere. uniform numbers with a full deck of clouds, similar to what you just saw in san jose, across the greater bay area. as we get into your lunch time, at 59 degrees. at noon in the north bay. 61 in san francisco and 61 degrees right here in the beautiful silicon valley on our way to the mid to upper 60s later on today. then we've got some changes for you. for today and tomorrow, a few light showers getting into the mid section and end of the week, that heat is going to crank into the 90s in spots, and then as we head throughout this weekend, we'll see those temperatures drop right back off and we get our next chance for rain by sunday. your full forecast in just moments. i want to check your drive and get you out the front door on time. here's mike inouye. >> we take you out to the tri valley we have quite a bit of slowing. you expect it for 580 westbound, in dublin, our traditional shot around tassajara and santa rita road. offramps bottom of your screen as they make that a tight bank on some of them, watch for

slicker roadways. overnight drizzle and dampened spot leave slicker conditions. that's not a major problem for 580. 680 southbound two earlier crashes out of pleasanton sunol boulevard and highway 84 slower drives because of the two crashes on the shoulder action a distraction. once you get toward fremont you're all right 680 through the tri valley. moving toward 880, castro valley y shows slowing as well as 808 southbound through hayward and union city. that's your typical flow of traffic, typical build headed past san mateo bridge which highway 92 westbound slow or at least building up very slow on to the hayward side at the toll plaza. looking at northbound 87 in san jose, the south bay shows a typical pattern but north 87 at kurtner, third incident stretch on the shoulder and southbound 85 counter commute at camden, northbound shows the build for the volume slowing in toward

"rolling stone" magazine last year printed an article about an alleged sexual assault at a university of virginia fraternity. the article detailed a gang rape by several fraternity members in 2012. welcome back. authorities hope the dramatic image also serve as a reminder to hiker, heed the warnings that are in place. this weekend a major section of a trail at point reyes national se shore collapsed. two hikers buried in the rubble and one of them has died. rosa memorial hospital where the surviving hiker is still recovering this morning. steph, the hikers ventured out onto an overlook despite a number of warning signs telling them not to because of cracks in the trail. >> reporter: that's right, good morning to you, sam. that's what national park service officials say. sometimes hikers walk close to the edges of the bluffs because the views are gorgeous. this morning though the warning is that risk is not worth it. rescue helicopters went to the park on saturday night around 6:00 trying to evacuate two men and after that happened first responders worked quickly to try and save their lives in a field nearby. one hiker died. investigators say both hikers had been standing on the arch rock overlook on the bear valley trail when it gave way. you can see in pictures how far the rocks fell, about 70 feet down into the water. the national park service posted warnings along the trail up to the overlook. you can see why, other hikers had reported fissures that clearly compromised the integrity of that cliff.

snowfall. let me take you through your day part forecast. 54 degrees in the tri valley right now, we're at 61 by lunch time in san francisco, and 59 degrees meanwhile for the north bay. getting into the next couple of days, look at this, your temperatures are going to soar. we're up to 76 degrees by wednesday in the south bay. we're going to trade in the 70s for the 80s, a big jump as we head throughout wednesday into thursday and some cities are slated to hit the 90s as we head throughout thursday and friday. that will be out in the tri valley, the north bay, and of course gilroy, always fair game. san martin swrl to get to the 90s, we see mid 80s in the south bay. we always like to keep you think being that weekend. you will be able to get outdoors saturday and sunday but temperature also drop as another area of low pressure moves through, that is going to bring us pretty good chance for rain as we meet back here for the beginning of next week. so pretty good story to tell you, a little bit of rain, a little bit of heat and more rain.

here's mike inouye and your morning drive. >> you showed the richmond side of the san rafael bridge i'll show the san rafael bridge. wet roadways, slick conditions throughout the bay that's what's greeting you this morning. lower the speeds a little bit especially the off-ramps but things move nicely, slowing from novato to san rafael, there's the camera spot around the curves, we're showing a slower drive because of the volume and conditions would demand a little bit of slowing coming across the wet roadways. upper east shore freeway and the green highlighted across our map means wetter roadways throughout this portion of the east bay. look at this, i want to show you southbound 680 has been slow out of fairfield, there are a couple of earlier crashes i-80 south 680 across that benicia bridge toward highway 4. slower trend but no incidents through the area. there may have been some rain that traveled through that area just over the last few so we'll track that. meanwhile highway 4 slows through pittsburgh, bay point and antioch as you'd expect. move the maps to the tri valley, westbound 580 slows down in the

heart of livermore a slow drive approaching that dublin interchange. things may be rippling back, good slowing southbound 680, starting to move a little better now. couple earlier crashes around highway 84 and sunol boulevard on the side of the roadway but the distraction is enough to kick off the tri valley for a slower drive right now. things are standard also for 880 southbound coming through the castro valley y and down past the san mateo bridge which i'll show new a bit. i want to show you southbound 880 slows down toward union city a typical flow of traffic through fremont. northbound and south bay are your commute direction, 101, 280 and 85 show a normal flow of traffic. 87 three different unrelated events around kurtner, slower drive north into the area. that could be a sticking point for guadalupe parkway. traffic across the san mateo bridge toward the peninsula. the volume just like last week, west 92 a big burst of traffic after 6:00, 6:30 and slower

drive to the peninsula. no incidents, just a slow drive and backup coming off of 880 in hayward. santa clara police are warning people will someone pretending to aba police officer. the fake cop says there's video of them speeding and a warrant out for their arrest. the suspect tells the victim they can avoid jail if they pay anywhere from $300 to $800 with a prepaid debit card. santa clara police say they would never call but warranyou warrants or palts. investigations under way after three separate officer-involved shootings in the bay area over the weekend, occurring within an eight-hour time period starting saturday night in vallejo. police responding to a man wielding a knife near a vallejo shopping center and the man had what appeared to be a ghn his waistband. he advanced on an officer who opened fire and killed him. the gun later found to be an

replica. an hour later police shot a 19-year-old man following a routine traffic stop. the armed man ran away from his car and then hurt in an exchange of gunfire with police. early yesterday santa clara police shot and killed a robbery suspect outside of a 7 eleven store. police say the suspect fired a shot at the store clerk who wasn't hurt. officers happened to drive up as the suspect was leaving the store. >> the suspect didn't comply with our commands and the officers fearing for their lives and citizens that were in the parking lot of 7-eleven discharged their weapons fatally wounding the suspect. >> and police say they recovered cash taken from the store as well as a loaded weapon. tonight in san francisco the police chief will answer more questions from the community after a police shooting in which a woman was killed. the shooting happened tuesday on pine street and van ness. police say the 24-year-old alice brown was driving erratically in what they believed was a stolen

car. she was putting pedestrians at risk and also officers and that's why they opened fire. tonight's meeting starts at 6:00 at st. luke's church hall on clay street. it's a national issue, centered around the bay area, today the country's highest court will try to tackle the troersial issue of how law enforcement should treat people with mental illness. "today in the bay'"''s" bob red joins us now. this stemses from a police shooting several years ago but the outcome of the case will extend well beyond the bay area. >> correct. good morning to you, sam. say you're a police officer trying to arrest someone with a mental illness who is not posing a threat to anyone but themselves. should you give them special treatment? should the americans with disabilities act apply? that is the issue facing the supreme court today, that stems from an officer-involved shooting in san francisco's mission district back in 2008, two sfpd officers shot teresa sheehan after they say she came after them with a bread knife. sheehan who is schizophrenic survived, was acquitted of

assault and then sued the city. she argues that the officers shouldn't have barged into her apartment, should have waited for backup and an officer trained in handling those kind of situations. the ninth circuit court of appeals ruled in sheehan's favor and also found that the officers violated her fourth amendment right to unreasonable search and seizure. now the city of san francisco is bringing this case to the u.s. supreme court because it disagrees over what is a "reasonable accommodation" in situations like this. sfpd it should be noted has since changed its policies. now officers handling a mental crisis are required to wait for a supervisor and officer specially trained to handle those type of situations, as long as that person is not a threat to anyone else. the officers in the '08 incident say they couldn't be sure sheehan was alone inside her apartment and couldn't guarantee she wouldn't jump out of our second story window and hurt people on the street. sam? >> thank you for that report, bob. it is 6:54 right now. 9-year-old boy is in the hospital after he fell from a school rooftop.

it happened at hamilton school in novato yesterday morning. rescue crews say he fell from the roof where he was playing and fell to a cement floor 30 feet below. he is being treated as oakland children's hospital. no word on his condition. happening right now, the bay area is joining the search for a man missing in yosemite national park. the marin search and rescue team is now working alongside authorities looking for this man, 20-year-old michael dahl. dahl was last seen saturday morning near the lower yosemite fall area described at 6'1" with light brown or reddish hair and green eyes, last seen wearing a light blue hooded sweatshirt and jeans. two years ago three teens sexually assaulted and took photos of pott while she lay unconscious at a party. she later committed suicide. the attackers have served time in juvenile hall. the family settled with one of the teebz involved because he was honest about the incident

and they say he showed remorse. civil case against the other two boys is expected to begin next week. the gender bias trial creating a stir across silicon valley could go to jury early this week. over the weekend, the judge decided that ellen pao can seek punitive damages, meaning that she could get tens of millions of dollars more than the $16 million in lost wages and bonuses that she's suing for. pao says she was passed over for a promotion because she's a woman. the company says that's not true. closing arguments are expected tomorrow. it's not just the state changing its water policies, new water cuts might be coming locally, too. the santa clara county water district expected to recommend a conservation goal of 30% this week and that's not all. also on the agenda for tomorrow's meeting a public discussion about raising your water rates, approving an engineer's report about recycled water, and restricting outdoor watering to two days a week. last week state water leaders called for tougher restrictions and the governor announced an emergency plan to curb the
