we are following breaking news on this tuesday morning. a live picture, shots fired and an inmate on the run. police on the hunt for an escaped prisoner. firefighters still on the scene after a late-night fire that destroyed four homes under construction in dublin. and san bruno not satisfied with a landmark fine levied against pg&e for the 2010 explosion. what city leaders will be asking for today. a live look outside on this tuesday morning. bay bridge from a distance. it is march 31st. this is "today in the bay."

good tuesday morning. it's 4:30. i'm sam brock. >> i'm laura garcia-cannon. let's check the forecast with christina. >> temperatures chilly to start the day. taking a live look at san jose where you will notice a mostly clear sky. for today, temperatures are going to be very chilly to start. a cool day coming your way with a little bit of wind as well. and we are tracking light drizzle. more on that in just moments. we want to get to your drive with mike inouye. >> let's take a live look out there. show you the san mateo from the foster city side. flashing lights are eastbound up the high-rise. typical overnight construction westbound construction has cleared. speed slowing a tad in both directions. yellow on 92, not a major concern. we'll see that shift in an hour

or so as they clear the eastbound direction as well. no major incidents but a fender bernd on the walnut creek interchange. we mentioned it right off the top of our show, we are following breaking news from virginia this morning. a manhunt is under way right now for an armed prisoner who escaped custody at a hospital just outside of washington, d.c. police say the man was in the custody of a private security guard at inova fairfax hospital. looking at live pictures right now. when he escaped grabbing the officer's gun. the two struggled and a shot went off. nobody was hit. right now the hospital is on complete lockdown. staff being bussed in from a nearby high school. be sure to keep you updated on this developing story throughout the morning. much closer to home, fire crews still the scene after a late-night fire destroyed four homes under construction. it happened after 9:00 last night in dublin off oflon road. crews were called in from

livermore to help fight the flames. we got this video from a viewer who posted it on twitter. firefighters were able to keep the flames away from homes that are complete. no one was hurt but because this is a development under construction, crews say they have problems early on. >> difficult time finding the location because no streets on the map. as you can see behind me, there was four homes urn construction in a six-frame bay that were all fully involved upon our arrival. our crews did a defensive fire attack and we were able to put it out with the second alarm. >> firefighters are on scene this morning to make sure hotspots don't cause flare-ups. a san francisco man in a hospital after he barricaded himself inside his housekeeping police at bay for hours. this happened on lyon street north of hayes street north of the panhandle. this all ended peacefully before 11:00 when the man came out of the house on his own

this morning the family of a missing uc, berkeley, soccer player is planning a funeral. vasquez was found dead on a freeway in l.a. saturday morning. vasquez was a freshman on the cal soccer team. he had been on spring break with some teammates at a usc frat party when he went for a walk, got lost, and tried to run across interstate 10. >> he had joy in him. he was a beautiful young man. >> he was very close to all of his players and our guys are grieving pretty hard right now. >> very tragic. family members say funeral services will be held on a soccer field. palo alto police will need your help finding a man who exposed himself to shoppers at stanford shopping center. this man was involved in three separate incidents in a span of

just an hour. and it happened last thursday morning. if you know anything about the case or if you recognize the man, please contact palo alto pd. this morning, san bruno city leaders plan to respond to the proposed $1.6 billion fine against pg&e. the new president of the california public utilities commission proposed the higher penalty against pg&e earlier this month. the original fine was pegged at $1.4 billion. today the mayor of san bruno will be in san francisco calling for additional safety reforms in the wake of the 2010 pipeline explosion. saying good-bye to san jose police officer michael johnson. plans for his memorial are starting to take shape. thursday morning a memorial procession will start at a funeral home in lot gs gatos an travel east to the sap center. there will be rolling road closures along that route starting at 10:00.

and johnson's service will begin at 11:00. following the service there will be another procession to oak hill cemetery in san jose for a private burial. johnson of course ambushed, shot, and killed last tuesday after responding to a domestic disturbance call. nbc bay area will air thursday's memorial both on our airwaves and also online at nbcbayarea.com. san francisco's district attorney is launching a formal investigation after mounting accusations against sf pd and sheriffs. among the recent allegations that sheriff's deputies force inmates to fight in jail and then bet on those fights. a former police sergeant is accused of sending racist and homophobic messages to other officers. and a police crime lab analyst is accused of manipulating dna evidence. the police chief welcomes the investigation but believes it is politically motivated. a judge is telling the family of robin williams to work it out amongst yourselves. during a hearing over the distribution of his estate, a

judge decided to delay the hearing until june with the hopes that the side can come to an agreement. the late entertainer left his home and contents to his wife, but his children say some of those belongings should go to them too. a successful south bay attorney is considering a run for barbara boxer's u.s. senate seat. george duff sondheim ran for a seat earlier and lost. later in the 2000s, he served as chairman of the republican party. sondheim has formed an exploratory committee. we know what's behind bitter tasting water in the east bay. it probably contains some algae. people in the east bay recently started complaining act bitter taste and spell. turns out because east bay mud recently started drawing water from the reservoir which has algae in it. the tap water is safe and should be back to tasting normal soon.

there will be no mavericks surf kons test this year. the window for the contest closes today. organizers say there were no swells big enough this year to hold the contests. there have been only nine contests in the past 16 years. >> a little disappointing. >> always fun to watch. >> big event there. >> not participate, just watch. >> from very, very far away. 4:38. let's get a check of the weather with christina loren. a bit of a dip starting today? >> for sure. temperatures will drop significantly, 52 degrees in san jose, 46 to kick off the new day. in san martin, waking up at 55 degrees this morning so not too cold out there right now but only about a 10-degree climb in livermore. here's where we're headed. shower activity, a cold front that is going to come through, but i can tell you it doesn't have a lot of rain with it. what it does have, some cloud cover, that's in store for us today, much cooler temperatures, and also expecting some pretty

gusty wind by the end of the day. fierce wind especially at the coast into the higher elevations. as we head through about 10:00 to 1:00 p.m., those winds will really increase. temps will be in the mid-60s as you break for lunch today into upper 60s to finish off the day, 68 degrees on the peninsula and 71 degrees on the east shore but something that you'll notice, right off the bat this morning, it is very, very dry out there in comparison to yesterday. and so you get those sharp changes, you do want to keep in mind that could impact you, but you know what, when you get that dry air, much better for our hair, ladies. it will curl a lot easier. mike inouye, you never have issues with your hair. >> i know but sometimes the dry air gets me and my son some bloody nose tendencies. keep that in mind at the playground, folks. the bay bridge toll plaza, an easy drive, overnight road crews on the span itself. nothing unusual on our maps. speed sensors looking really good there and anywhere north of there. no major issues. a little roadway debris reported

101 at 37 up in novato at the top of your screen. zooming in to talk about that area crash approaching the walnut creek interchange, that's cleared to the shoulder southbound, 680 around gary. northbound a little bit unrelated i believe because of all the activity, flashing lights should be cleared. we'll see blips of yellow around the bay, slow-moving vehicles here and there. road crews of course still on the bridge. the live shot for 101 at 680 has nothing unusual. a little build auto of the altamont pass to 580. as you well know, today is caesar chavez day. a number of state offices will be closed. over the weekend family members of the late labor leader gathered in san jose to honor him. during the event, a new campaign to canonize chavez was announced. that is the first step toward sainthood. caesar chavez day is not a federal holiday. many use it as a service day to

actually honor chavez's legacy. the french laundry is reopening and taking reservations. >> that famous wine country restaurant is reopening its doors next tuesday. monday morning the reservation schedule was wide open. make note of that. now it's booked solid for a week. you missed your window. the restaurant closed just before christmas for renovations. when it reopens, the kitchen will still be under construction, so the chefs will be working temporarily out of a shipping container. >> i bet they can still pull off some mastery there. >> miracles. new push for medical marijuana prescription for kids. details next. that story and how the ncaa and its men's basketball tournament has landed in the middle of the religious freedom act controversy. and the efforts to identify the victims of the germanwings crash enters a new phase. got a tip for nbc bay area's

welcome back, everyone. 4:44 right now. insurers are setting aside hundreds of millions of dollars ta deal with potential costs for last week's germanwings plane crash. insurers are laying out $300 million to cover damages from the crash which killed 150 people. the airline offered more than $50,000 in immediate aid to relatives of each victim, which is separate from any potential compensation payment. the process of identifying victims is sbrlg a new phase. some 400 samples taken from the site have been sent for analysis to a specialized criminal research lab near paris. victims' families have been told they may have to wait months for the remains to be identified. 4:45. inouye's new religious freedom act continuing to draw opposition, putting pressure on that state's governor. nine ceos from the state's largest employers including eli lily and anthem have written to the governor opposing the law.

at home, san francisco clothing gaps gap and levi strauss are the latest to denounce the law. the issue laebing into the world of sports. yils just a few days away from hosting the ncaa men's basketball tournament final four. some are calling on tournament officials to move at the last minute while others are asking the ncaa to move future events in that city. indy also houses the ncaa headquarters which drops the ncaa right in the middle of this controversy. meantime, a similar religious freedom bill in arkansas could get a vote by the state's full house later today. if passed the governor has promised that bill will be signed into law. now, opponents of both laws say there's a loophole that would lead to widespread discrimination against gays and lesbians. 4:46. a quick check of the markets before they open. landon is live at cnbc world headquarters. good morning. good morning, laura. future pointing to a lower open

really, really comfortable out there for today, but you've got to factor in this wind. 22 miles per hour sustained in san francisco. this is going to play a role at the immediate coast or the higher elevations. you do want to keep that in mind, kind of a blustery day ahead. the temperatures not bad at all. it's been rather warm around here. let me show you what to expect via your futurecast. we stop that clock for you getting into 1:00 p.m. today and tomorrow. temperatures are going to be much cooler. they'll feel cooler because of this wind. you see all the red, these warm colors. that's 30- to 40-mile-per-hour wind gusts on the way. for the next couple days, cool, blustery, a little cloudy as well. 68 degrees at 4:00 p.m. for today on the peninsula, 71 degrees on the east shore. 71 for the north bay. definitely want to have that jack wet you, especially if you're headed to san francisco for work. getting into the next couple days, temperatures stay steady. but look at this. 68 for today and tomorrow. -in the south bay. that's not bad. i don't think we're going to see much precipitation, maybe a little bit of driz toll the tune

of maybe 3 hundredths of an inch. sam was talking about the rich moisture returning to the bay area, let me show you what we're expecting. we stop the clock at 2:00 p.m. on easter sunday and at that point you can see showers moving through the north bay. a better chance heading throughout wednesday, thursday, friday of next week to get some measurable precipitation. some of the models are bringing in 2 inches of rain just from this storm alone with more on its heels. as we head throughout the 5:00 and 6:00 hour, back to you, sam and laura. >> good news there. there are still a number of up answered questions after yesterday's bizarre and deadly security breach at the national insurgent agency. nsa officers opened fire at the ft. meade entrance gates when a car ignored officers' orders. investigators say that car was stolen and that the two men inside were dressed up as women. one of those men died in the shoot-out. the other wutz injured.

their vehicle rammed a police car, injuring an officer as well. the suspects have not been identified. investigators are not looking into it as an act of terrorism. the defense will likely take far less time to present its case than prosecutors in the boston bombing trial. the prosecution rested yesterday in the trial of dzhokhar tsarnaev. defense attorneys made it clear they will not seek an acquittal. rather, their main goal will be to spare tsarnaev the death penalty. with the deadline fast approaching, hopes for a s for agreement to limit iran's nuclear program appear to be fading. there are several roadblocks to getting a deal done, including disagreements about when the u.n. would remove sanctions against iran and how to limit iran's research and development. some wonder if too many concessions are in the united states' best interests. >> i think you have to assume the worst, that here's an attempt either to weaken the u.s. position or to preserve a

capability that's certainly not in the interest of the united states. we're told secretary of state john kerry is prepared to leave switzerland even before the midnight deadline. parents are joining the fight to legalize marijuana. many moms and dads say medical marijuana is a safer option for treating their children than mainstream pharmaceuticals. the founders of mothers advocating medical marijuana for autism or mama joined other parents and doctors last night. that will ya michelle started giving her son cannabis oil after doctors diagnosed him with autism. >> the hemp-based product, because that's legal in the state of texas, but even with that we have seen tremendous gains in language, in eye contact, his social behaviors are fantastic these days. >> many parents and doctors at last night's meeting say marijuana can be good medicine and should be legalized on the federal level. right now it's 4:51 on your tuesday morning.
