big pattern change for you today. overcast sky, areas of drizzle, whipping wind, but the big news, we have a rain yay pattern developing. more on that in your full forecast. and similar to yesterday, we have a crash at the dublin interchange. i found some flashing lights. we'll sort out what's going on. taking a live look outside, bay bridge from the distance. last day of march. tuesday, march 31st. this is "today in the bay." a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock on this tuesday. we continue to follow breaking news in virginia this morning where a manhunt is under way right now for an armed prisoner who escaped custody at a hospital just outside of washington, d.c. this is a live look right now. breaking up just a tad, outside of the hospital. but this is the man police are looking for. >> there's the inmate. police say he was in the custody of a private security guard at

inova fairfax hospital in falls church, virginia. he grabbed the officer's gun. staff are being bussed in from a nearby high school. police are stopping random cars in the area looking for that suspect. we'll update you throughout the morning. firefighters are watching for hotspots in a new neighborhood in dublin. >> fire destroyed four homes under construction in the preserve at jordan ranch late last night. the neighborhood is so new some of the street names don't even show up yet on the map. we have the latest on the investigation. >> reporter: we dealt with some of what the firefighters were dealing with as well. we found embers still burning there on the burned-out construction site behind me. and it was a fire that was visible from the freeway. a viewer gave us video of the

fire. the height so, dramatic. close to near the livermore outlet mall. four homes on fire still under construction. at least two of them were two stories. the fire went to two alarms and crews from livermore joined in the battle to keep the fire from spreading but it certainly was not easy. >> difficult time finding the location because of no streets on the map. as you can see behind me, there was four homes under construction in stick frame phase that were all fully involved upon our arrival. our crews did a defensive fire tack and we were able to put it out with the second alarm. >> crews hit the ground running. they tried to make sure to contain the fire to the four under construction homes that were burning. they didn't want them to spread to some of the other sites that have already been completed. also firefighters had to battle grass fires that were set by flying embers, and it was breezy last night. we certainly know it's breezy this morning and that's why alameda county fire is watching for hotspots that the location. in dublin, kris sanchez, "today

in the bay". what we do know right now, what's behind that funny metal taste that many in berkeley are complaining about. here's your answer. the change in taste and odor is because the east bay municipal utilities district has been drawing water from the top instead of the bottom of the party reservoir since thur. that unpleasant flavor and smell is attributed to warmer water which contains algae and is expected to dissipate by the weekend. east bay mud says that water, despite how it tastes, is safe to drink. 5:03. san bruno leaders could soon respond to the proposed massive financial penalty levy on pg&e for its role in the deadly 2010 pipeline explosion. >> stephanie chuang is joining us live. in addition to the record fine, the utility could face tougher safety measure tas too. >> reporter: that's right. good morning. we're set to hear from the san bruno mayor and other city

leaders on this most recent proposal by the president that adds $200 million to the penalty ordered by two judges just last year. this, of course, against pg&e for the september 2010 explosion and fire and for the utility's recordkeeping practices. that explosion killed eight people, injured 66 others and destroyed 38 homes. they say the fines will deter future violations by not just pg&e but other gas pipeline operators. this week the city of san bruno is slated to file its response to the latest proposal and add recommended additional safety measures. the penalty proposed by cpc president michael picker raises the fine from $1.4 billion to $1.6 billion, the largest in california history. let's look at the breakdown. the same as the judge's order is $400 million in a refund to rate payers in the form of a one-time bill credit, $50 million to implement more than 75 safety

improvements. what is different is how a lot of this money will be used. the judges ordered that $950 million to the state's general fund. pickers propoes they reduce that to $300 million but add $850 million of shareholders money directly to pipeline safety improvements. we'll hear the city's reaction this morning 9:00 in san francisco. the next commission meeting is april 9th. that's when we'll hear how this moves forward. stephanie chuang, "today in the bay." >> more money for improving pipeline safety. thank you, stephanie. investigators have surveillance video showing a suspect believed to have set a massive apartment complex on fire in december. the fire destroyed the seven-story building which was still under construction. during a neighborhood council meeting, a battalion chief told residents surveillance video showed a man parking his car on the freeway and walking into the building with cans of fuel. a spokesman for the fire

department says he cannot confirm any details of the investigation. palo alto police are looking for a man who exposed himself to shoppers not once but three separate times. this happened last thursday at the stanford shopping center all until the span of an hour. police say the man exposed himself to two women and one man. if you know anything about this case or if you recognize the man in that picture, please call palo alto pd. there could be changes on the way, how sex offenders are treated after they're convicted. yesterday the u.s. supreme court ruled in favor of the north carolina convicted sex offender who said gps monitoring for the rest of his life infringed on his rights. the court agreed saying that type of monitoring is the same as a search and must be justified. the ruling doesn't change anything just yet, but it could open the door for other offenders to challenge the use of gps monitoring. governor brown has asked the state legislature for more than $3 million to make more room for

men waiting on death row. that money would go to opening 100 more cells for condemned men at san quentin state prison. right now 751 people are on death row in california, but there are only enough cells for 715 inmates. the rest are staying at other facilities for court hearings or medical issues. the state expects to get about to 20 new arrivals on death row every single year. that there hasn't been an execution in california in nearly a decade. today the u.s. xhits to a goal to reduce emissions as part of the major global child enticement tree tay. the obama administration will announce plans to cut emissions by 28% by the year 2025. it's part of a worldwide treaty ti bithe united nations aiming to reduce the effects of climate change. the deal is expected to be finalized in paris in december. right now of course tuesday morning, move right along. >> here we go. >> you can understand our enthusiasm here. meteorologist christina loren joining us now and a good change

in the works. >> some really good news coming our way. good morning to you. a the new day begin, hopefully you're off to a great start so far. 55 in oakland, 51 in san jose and 46 degrees, kind of chilly out there in san martin this morning. you have to factor in the wind as well. kris sanchez told you about this. it's breezy and to windy out there with sustained speeds anywhere from 15 to 22 miles per hour at the immediate coast. we also have some gus ti conditions through your higher elevations this morning. let me walk you through your day help you plan the wardrobe for today. overcast sky, wind will increase as we head throughout the day today. temperatures will be chilly all the way until about lunchtime. you'll probably want to have that jacket handy. we'll be at 65 degrees at noon. you'll notice uniform conditions at lunchtime for today. that's the east bay. 62 on the peninsula and 64 degrees in san francisco. then rounding out the day in the upper 60s to low 70s. so really comfortable conditions temperature-wye, but much cooler, about 10 degrees cooler

than where we ended up yesterday. your weather headlines tell the story. generally overcast, cool we are gusty wind today, natural a clshgs persist throughout your thursday. then we have that rain pattern developing. i'll tell you all about this coming up in my next report if you don't have to leave right now. if you do, here's mike. yesterday this time we were telling you about big problems at the dublin interchange. today we have a crash but not a big issue. look over here. this is westbound and it is flowing smoothly through the same camera shot we showed you. things condense right around the dublin interchange. reports of an earlier crash which just cleared from chp. there was a bumper reported in lanes as well but they must have cleared that as well because that's off the report as well. the dublin grade showing an easy drive but starting to build. nothing unusual with the earlier crash cleared. slowing should kick in into the

normal mode toward the interchange. out of the altamont pass, more visitors and a typical build for 84 around livermore where everybody comes together through town. moving back out, showing you the upper east shore freeway into the city. over here, 101 southbound, octavia, a minor crash reported. everything is moving out of the lanes but i'll track that out of the city. north bay, san rafael toward the waldo tunnel, at speed for that portion of 101. i want to zoom in toward richmond and let you know about the b.a.r.t. rails, minor delay, single tracking, just using one train in each direction through the richmond station. there's police political analyst activity there. we're tracking the details. just know for b.a.r.t. riders, minor delay for the trains going through the richmond line. all the other lines report nothing delays around the bay. smooth flow for the south bay, nothing unusual here. on the peninsula, a live look at palo alto, traffic flows nicely and a light flow of traffic for the bay shore as well as 280 freeway on the peninsula. back to you.

5:14 right now. outside fremont, people getting ready to start their workday, at least monday already in the back. moving forward now. inouye's recently passed religious freedom law is causing serious upheaval and major rethinking by lawmakers. last week the state approved a new law designed to prevent any future laws that burden a person's religious beliefs. the law is backfiring in a big way. many are calling it discriminatory and some conventions and concerts are backing out of plans to hold events in indianapolis. lawmakers want to add language to the law clarifying it will

not allow discrimination against gays and lesbians. the new law is threatening to upend the mood coming up for the ncaa final four. >> no hate in our state! >> no hate in our state is the chant there. the final four starts next saturday. but protesters have already been gt gathering in indianapolis include agent popular city market to voice their opposition. the ncaa headquarters located in indianapolis, some fear it's not just future final fours that might be at stake here. >> indianapolis is basically a preferred partner in the heavy rotation for a lot of ncaa championships. >> the ncaa final four brings in more than just tourist dollars wherever it's held. it's a huge boost to the economy. marketing experts say other business opportunities can turn into deals for the host city so a lot at stake. laura? >> most certainly and people are paying attention. they're called boost babes and they're a common sight at

tech conferences but maybe not for long. at many tech conferences the scantily clad women known as boost babes try to lure convention-going techies to check out a company's booth. it makes some people uncomfortable so one conference is actually taking a stand. the rsa security conference coming to san francisco in mid-april is banning booth babes from the event. >> when you see images like that, it's not hard to understand why a young woman would say that's not really an industry that i'm interested in. >> a representative from the rsa security conference says the goal is to make all convention attendees feel comfortable and respected during the show. what's your appetite like right now? you're hungry for an egg mcmuffin, you could soon get breakfast all day. that sound so great. if mcdonald's new test run works out. >> for more news before the bell, landon downey is at cnbc

world headquarters. good morning. >> the dow back into positive territory for the year. investors reacting to mergers and takeover deals in the health care sector. some encouraging economic news and comments from janet yellen late last week. look today for home prices, manufacturing, and consumer confidence. the dow jumping 263 points to 17,976, the nasdaq up 56 to 4,947. ibm $3 billion over the next four years to create an internet exchange business. it will collect and anl data from smartphones, tablets and other devices so the company can use it in operations. they are in partnership with the weather channel hoping customers will use the data for supply-chain issues. and get 'em while they're hot. the egg mcmuffin isn't just for breakfast anymore. mcdonald's will test serving breakfast all day long at some san diego restaurants next

month. they're looking to support customers' changing taste and boosting sagging sales. it's adding kale to the menu. hot cakes all day long, sign me up. >> egg mcmuffin, a tasty appetite for that will never change. thank you very much, landon. new research showing that kids are actually eating less fast food these days, though. data collected from 2003 to 2010 shows the percentage of kids who ate fast food dropped almost 39% to 32%. the study also found that calories consumed from burgers, pizza and chicken at fast food restaurants also decreased, possibly because fast food restaurants are offering some healthier options like kale. laura? a new study finds being poor is bad for kid' brains. brain scans of more than a thousand children and teenagers found poor children have less surface area of the brain. that matters because having more brain surface area is linked

with intelligence. some of the possible explanations, children from poorer families experience more stress while kids from families with more money tend to get more mental stimulation at younger ages. in the meantime, children who are allowed to sip alcohol at young ages are more likely to start drinking regularly by high school. researchers followed nearly 600 kids through their middle school years. those who would sip alcohol usually with the parents' permission were five times more likely to have consumed a full drink by the time they started high school. some parents are joining the fight to legalize marijuana. many mom s and dalds say marijuana for medical use is a safe option for treating children than mainstream pharmaceuticals. at a meeting at the commonwealth club in san francisco last night, parents and doctors argued marijuana can be good medicine and should be legalized on the federal level. moms love payable and the sfaet red are taking note.

they've just unveiled a nursing suite for breast-feeding moms. the suite is sponsored by pampers, which helped the reds add seating areas with comfy chairs, a kitchenette, a private restroom and a spot to store your diaper bag during the game. and of course flat screen tvs so you don't miss a minute of the onfield action. nice. >> i guess the reds' rookies or their babies, those are the rookies. there will be no mavericks surf contest this year. the window for the big contest closes today. organizers say there weren't enough big swells to hold the contest. there have been only nine contests in the past 16 years. a little bit over a 50% success rate there. that's unfortunate. >> they're so fun to watch. >> cancelled the viewing party for this year so, you know next year maybe we'll have that viewing party back and maybe, just maybe, we'll get mavericks. we actually had maverick-sized waves in december before that window even opened.

you need a big storm to kick up the waves. temperatures this morning pretty comfortable. we don't have a big storm on the way but we have a cold front headed your way. 48 degrees in the north bay. into your afternoon, we're going to be in the mid-60s. so you do want to think about that for today as you're getting the kids ready for school this morning, as you're getting yourself ready. it will be kind of a chilly day out there. not a great day for the flowing skirt either with a lot of winds in our forecast. 72 degrees in the trivalley, 71 on the peninsula and 68 degrees for us in beautiful san jose. temperatures look pretty chilly for today as that cold front comes through. it won't squeeze out a lot of moisture, but we are going to see areas of drizzle back to the 60s for today whereas we did have widespread upper 70s to low 80s yesterday. we'll stay nice and steady as we head throughout your thursday into your friday. temperatures will be comfortable for the weekend. but that is when we get our next significant rain chance. and this is expected for the second half of the day. i know a lot of egg hunts on

easter usually happen in the morning hours. if we do get any activity, i do believe it will be in the north bay as well. let me kind of take you through your futurecast because it's what's behind this first round of showers that i'm very impressed with. we start that clock for you, by 3:00 p.m., fist round is out of here. then by monday we get more generous rainfall all across the bay area, and that will continue into your tuesday. and looking good for another round potentially towards the end of the week. so overall next week, looks like we're going to have some wet activity. more on that for you coming up right now. i want to check your drive and say good tuesday morning -- we don't want to go back to monday, mike. >> never a good idea, christina. looking toward 580, this traffic flow is much better than monday. that's one of the reasons why we don't want a repeat. earlier crash. the crash was over at the dublin interchange, left a bumper in

the lane. that's cleared out. typical build. lit hold steady for a while, may build more dramatically because of the traffic out of the altamont pass. a series of spring breaks around the bay area so we should see a little lighter flow. livermore schools are currently in session. keep that in mind for surface street traffic. over here in the south bay, a nice easy drive as we start to clear. construction crews not having any problem here. moving to the rest of the bay, north of the san mateo bridge, a nice easy drive, south 101 at octavia, the earlier crash with the car, the car is still on the side of the road but no slowing past that scene. use caution as you see flashing lights. help will arrive. richmond, earlier delay, clearing up. we'll bring you the update on what the police activity at b.a.r.t. was. but so far not affecting the freeway because it was on the

news. officials in virginia are combing the streets outside of a busy hospital looking for an escaped inmate who's considered armed and dangerous. >> this is happening in fairfax, virginia. here's a picture of the escaped inmate, that man that investigators say escaped from custody this morning at a hospital, the inova fairfax hospital outside washington, d.c. he was at the hospital with a security guard. officials say at some point he grabbed the guard's gun and took off running wearing only a hospital gown. >> right now the hospital is on lockdown, but the story certainly changing by the minute. coming up in about 15 minutes, "today in the bay's" tracie potts will have a live update from washd with the latest developments for us. a follow-up to a story we brought you with breaking news yesterday morning. investigators say a deadly incident at the gates of the national security sagt headquarters was an isolated incident. nsa officers opened fire at the ft. meade entrance gates when investigators say a car ignored officers' orders and rammed a police car. investigators say the car was

"today in the bay's" stephanie chuang joining us live from san bruno this morning. it's not just about the money but safety measures as well. >> reporter: that's right. good morning, sam and laura. you can see why. we're at ground zero for the site of that september 2010 deadly explosion and the neighborhood four years later still rebuilding. you have to reconstruction

office building here and of course empty lots still in this neighborhood. so we are this morning expecting a positive reaction from san bruno's city leaders to cpc president michael pickers proposal on how to fine pg&e for the explosion that killed eight people and destroyed 38 homes. the reason, pickers wants $1 billion directly to pipeline safety adding $200 million to the ordered fine by two judges last year bringing the total to $1.6 billion. the judge's order put $950 million into the state's just general fund, but pickers' proposal reduces that to $300 million, focuses $850 million of shareholders money specifically on pipeline safety improvements. now what hasn't changed is $400 million in a refund to rate payers in the form of a one-time bill credit and $50 million to implement more than $75 safety improvements. now, this week the city of san bruno is slated to file its legal response to pickers'

proposal as well as recommend additional safety measures. leaders say this fight isn't just for san bruno but for everyone to help ensure this doesn't happen anywhere else. we'll hear that reaction at 9:00 this morning in san francisco. as for the decision on pickers' new proposal, that's supposed to be taken up by the commission on april 9th. live in san bruno, stephanie chuang, "today in the bay." >> stephanie, thank you very much. at 5:33 this morning, the family of a missing uc, berkeley soccer player now planning his funeral. l.a. police yesterday identified the body of 19-year-old eloys vasquez found dead on a freeway in los angeles saturday morning. he was a freshman on the cal soccer team. he had been on spring break with some teammates at a usc frat party when he went for a walk, got lost, and tried to run across interstate 10. >> just a bright sun, he had joy in him, he was a beautiful young man and he was like, i don't know, an adonis. >> he was very close to all of

his players. and our guys are grieving pretty hard right now. >> a family member says funeral services will be held on a soccer field. >> also saying good-bye to san jose police officer michael johnson. plans for his memorial are starting to take shape. on thursday morning a memorial procession will start at a funeral home in lot ga los gatos and move up through steefens creek fwlvld san jose. then the procession travels east to the sap center. it will be rolling road closures along that route starting at 10:00. johnson's service will start at 11:00 and following the service there will be another procession to oak hill cemetery in san jose for a private burial. johnson was ambushed, shot, and killed last tuesday after responding to a domestic disturbance call. we are going to have full coverage of this. nbc bay area will air thursday's memorial both on our airwaves and online at nbcbayarea.com. 5:34.

firefighters still at the scene of an overnight blaze that torched and took down four homes under construction in dublin. >> that inferno burning so brightly it distracted drivers on 580. "today in the bay's" kris sanchez joining us live in dublin this morning. the fire is out, but the investigation remains. >> reporter: yes, the investigation remains. in fact, we can still see embers burning in the rubble behind us, still smoke coming out. we can still smell that fire. this is one of tohose neighborhoods you've seen before where the homes go up almost faster than the street signs and that's what firefighters had to deal with last night. take a look at some of the fire video we got from a viewer last night, so dramatic, as you mentioned, you could see it from interstate 580 and almost across the freeway, livermore outlet mall. the four homes that were on fire were still under construction. they were framed out. at least two of them were two stories. now, the fire did go to two alarms and crews from livermore joined in that battle to keep the fire from spreading. but it certainly wasn't easy.

jose, north 101 looks just fine at 680 itself. we'll see a little slowing. this is your typical pattern. let me show you on a map what we're concerned about through that same area. we talk about this slowdown start bug a crash at 101 north 880 reportedly still blocking all lanes. now, chp not yet on the scene, all lanes would mean a full stop. i don't see that happening just yet in our sensors but watch that. if you want, use 280 to 87 to get completely around the area. right now we're tracking that crash. another crash here 101 at tully affecting the off ramp only and the speeds past the bay shore are moving slowly. the activity in the south bay is only thing going on. rest of the bay looks smooth. we'll check our emery camera. >> mike, thank you very much. >> 5:39. update to breaking news. an inmate described as armed and dangerous on the loose from a busy hospital.

it's 5:42 on your tuesday morni morning. we have an update for you, breaking news, armed and dangerous. a prisoner grabs a security guard's xwun and takes off running. >> it happened at a hospital near the nation's capital. right now a hospital is on lockdown and an inmate is on the loose. tracie potts is live in washington, d.c., this morning. we've been following this story all morning long. any developments? >> reporter: well, let me give you an update. the hospital is no longer on lockdown. they've been given the all-clear. after several searches they don't think the suspect is there, that he got away. they are looking for a 2002

silver toyota camry. they think this man, watson assay, who police believe to be a bicycle bandit robbing banks around this area, they believe he is somewhere in the area. earlier today they told us he has a girlfriend in the area, they tweeted out her photo. they think he may be with her. he also has relatives in the area. this all started after he was in a local jail on federal armed robbery charges for some of those bank robberies. he tried to hurt himself. they took him to the hospital. they had two private security guards to watch him. we are told he was not handcuffed in the hospital and at some point he overpowered one of those guards, took his gun and fled barefoot in a hospital gown. that's when the hospital went on lockdown. some patients were moved out, employees were moved out to a nearby high school, but that's been given the all-clear. they think he's out there somewhere and warning people in the area to be careful. he is believed to be extremely armed and dangerous. >> chilling situation for the people living there. >> thank you, tracie potts live

from washington. 5:43. the defense is going to continue to make its case in the boston marathon bombing trial today. for a preview of what's ahead, here's nbc's pete williams. >> reporter: after 15 days of government witnesses, the prosecution has now rested its case in the trial of dzhokhar tsarnaev and now the defense attorneys begin to present their witnesses. one big question still is whether dzhokhar tsarnaev will take the stand in his own defense. legal experts say they doubt it, that it's too risky, that the entire case could come down to his demeanor and that he'd be rerentlessly cross-examined. more on where the trial stamd and where it's going coming up on "today." at 5:44, police in spain say they have arrested a family of four including two 16-year-old boys who were allegedly preparing to join isis fighters in syria. police arrested parents and twin brothers this morning. investigators believe the parents also had an older son who joined isis last year and died. with the deadline fast

approaching, hopes for an agreement to limit iran's nuclear program appear to be fading this morning. nbc has learned there are still several key roadblocks in the negotiations that includes disagreements about when the u.n. would remove its sanctions against iran and how to limit iran's research and development. some wonder if too many concessions are in the united states' best interests. >> i think you have to assume the worst, that here's an attempt either to weaken the u.s. position or to preserve a capability that's certainly not in the interest of the united states. and we're told secretary of state john kerry is prepared to leave switzerland even before that midnight deadline. insurance is setting aside hundreds of millions of dollars to deal with potential cost of last week's deadly germanwings plane crash. lufthansa says its insurers are laying out $300 million to cover damages from the crash which killed 150 people. the airline offed more than

$50,000 in immediate aid to relatives of each victim, which is separate from any potential compensation payment. in the meantime, the process of identifying victims is entering a new phase. some 400 samples taken from remains of the crash site have now been sent for analysis to a specialized criminal research lab near paris. victims' families have been told they may have to wait months for the remains to be identified. here's a look at some of the stories we're working on for 6:00. investigators still on the scene of a massive fire in dublin. trying to figure out how it all got started. four homes that were under construction burned to the ground. no one was injured. san bruno city leaders are getting ready to respond to the proposed $1.6 billion fine against pg&e. they expect to get to their response later this morning. the mayor of san bruno will also be in san francisco calling for additional safety reforms in the wake of the deadly 2010 pipeline explosion. and stinky but safe.

but only getting up to 68 degrees in the south bay, about 10 degrees cooler than where we ended up yesterday, 72 for the trivalley and 67 degrees in san francisco. we have an area of low pressure, a cold front moving through the bay area as we spea you're really going to feel the impact of this as we head throughout tonight, and tomorrow as well we'll be back in the 60s, so sharp cooling for today into tomorrow and then just in time for our boys to come home, those temperatures will reach normal averages. so here's what we're looking towards. at&t park, the bay bridge exhibition series, our giants taking on the oakland athletics. chances are you like one of these teams. temperatures will be comfortable thursday into friday. game time 7:15. temps in the low 60s at at&t park. then they cross over the bay bridge on saturday, day game, 70 degrees at o.co coliseum. really happy to have the boys back in town. even if it is for only three days. temperatures are going to be nice and comfortable for the next couple days.

maybe why we're seeing a slow drive with the typical build. the bigger concern we heard 101 was completely blocked, this report, three cars blocking all lanes northbound 180. chp says it's not quite that bad. no lanes blocked and no crash. so whatever happened, someone slammed on their brakes rn they were able to clear. but that caused a slowdown and that is rippling back to its normal flow of traffic, which is seeping back to normal by about 6:00 and then kicking in once again about 6:30 for that morning commute for the south bay. now, southbound 880 coming down here past thornton out of fremont, we have a crash still blocking one of your left lanes. as far as i understand, this is the second lane out. the crash still going on there. that's flowing toward highway 84. through the drive south of there toward mission boulevard, 680 into the area also smooth. we are looking at some slowing for the trivalley. typical build, little lighter than typical. altamont pass, chp wind advisories for the at monlt, the
