grabbed the officer's gun. a shot went off and the prisoner was able to overpower the guard. this is a look at the man police are looking for. police believe he carjacked a woman to get away but they don't believe he's dwon very far. we continue to receive updates and bring you the latest. this morning burned-out shells are all that's left after flames ripped through several homes under construction. this happened at a new development in dublin. "today in the bay's" kris sanchez joining us live at the preserve in jordan ranch. kris, firefighters are still there watching for hotspots right now. >> reporter: yeah. we can see one of the hotspots behind us, sam. we see the embers burning on what would have been the second floor of a two-story home, just one of four that's now completely destroyed. this is video from a viewer that was here last night. so dramatic at the height of the fire, you could see interstate 580 and moved across the freeway at livermore outlet mall. the four homes on fire were

still under construction and two were at least two stories tall. the fire went to two alarms and crews from livermore joined that fight to keep the fire from spreading but it certainly wasn't easy. >> difficult time finding the location because of no streets on the map. as you can see behind me, there was four homes under construction, stick frame phase that were all fully involved upon our arrival. our crews did a defensive fire tack and we were able to put it out with the second alarm. >> reporter: in addition to trying to contain the fire to the housing development, firefighters also battled grass fires lit by flying embers. the fear was that those embers would move on to buildings that were already completely built. the homes there in the distance as well. we have seen some folks showing up for work this morning. they're probably wondering where they're going to start. in dublin, kris sanchez, "today in the bay." >> sifting through rubble there. thanks, kris. 6:02 this morning. the family of a missing uc, berkeley soccer player is now planning his funeral.

los angeles police yesterday identified the body of 19-year-old eloi vazquez. he was found dead on a freeway in l.a. saturday morning. vasquez was a freshman on the cal soccer team. he had been on spring break with some teammates at a u.s. c frat party when he went for a walk, got lost, and tried to run across interstate 10. >> just like a bright sun. he had joy in him. he was a beautiful young man. he was like, i don't know, an adonis. >> very close to all of his players. and our guys are grieving pretty hard right now. >> a family member says funeral services will be held on a soccer field. saying good-bye to san jose police officer michael johnson. the plans for his memorial starting to take shape. thursday morning a memorial procession will start at a funeral home in los gatos and move up winchester boulevard. lit go through campbell to stevens creek boulevard in san jose, then that procession will travel to the sap center.

there will be rolling road closures along that route starting at 10:00. johnson's service will begin at 11:00. following the service there will be another procession to oak hill cemetery in san jose for a private burial there. johnson was ambushed, shot and killed last tuesday after responding to a domestic disturbance call. we'll provide in-depth coverage of the memorial service. nbc bay area will air the service in its entirety. a san francisco man is in the hospital after he barricaded himself inside his home, keeping police at bay for hours. it happened on lyon street near hayes street just north of the panhandle. police say he was threatening to hurt himself. it all ended peacefully just before 11:00 when officers say the man came out of the house on his own. palo alto police need your help finding a man who exposed himself to shoppers at stanford shopping center. the officer sas this man was involved in three separate incidents in the span of just an

hour. it all happened last thursday morning. if you know anything about the case or if you recognize that man, please contact palo alto pd. a dark chapter in bay area history may final lly be comingo a close. today leaders in san bruno will outline what aks the city will take in response to the record fine levied against pg&e and the wave of the deadly pipeline explosion nearly five years ago. "today in the bay's" stephanie chuang is live near where the blast happened. the city will also call for tougher safety measures. >> reporter: that's right. good morning. >> reporter: reaction from leaders this morning will be positive to this latest proposal by the cpc president michael picker for fines against pg&e if that explosion and fire in september of 2010 that killed eight people. it dedicates nearly $1 billion

to pipeline safety. but the san bruno mayor and others will continue to demand nor safety measures. the city filed a legal response to this latest proposal. the penalty proposed by picker raises the fine from $1.4 billion to $1.6 billion. let's look at the breakdown here. what is the same as what two judges ordered last year is $400 million in a refund to rate payers in the form of a one-time bill credit, and $50 million to implement more than 75 safety improvements. the judge's order also dedicated $950 million to the state's general fund but this new proposal reduces that to $300 million adding $850 million of shareholders money directly to pipeline safety improvements. again, we hear from the mayor as well as other city leaders at 9:00 this morning. as for the decision on the commission on the final pg&e fine, that's set to come april 9th. stephanie chuang, "today in the bay." a lot of people anxious to see what happens. thanks a lot, steph. we now know what's behind a

funny metal taste that many people in berkeley are complaining about this morning. the change in taste and odor is because the east bay municipal utilities district has been drawing water from the top instead of the bottom of the party reservoir since thursday. the unpleasant flavor and smell is attributed to warmer water that contains algae. it's expected to dissipate by the weekend. east bay mud says the water is safe to drink if a little funky. time to check the microclimate forecast this morning. as we take a live look outside. beautiful bay bridge. i want to check in with christina and see how the winds are picking up. >> definitely blustery out there. good tuesday morning to you. temperatures are chilly and that wind is making it feel even colder than the true temperature outside. right now, though, we have the fiercest wind right at the immediate coast and through our higher elevations. those are the areas where we lack friction. so definitely going to be the case all day long. wind wis will intensify.

coming off the dumbarton bridge, you're jammed all the way into the area through fremont. looks like chp looking for some sort of evidence or debris. i don't know exactly what's going on but we see them search the area with search lights stopping all traffic for the time being. a big look as the chopper pans out. south 880 approaching. the on ramp stopped for the time being. the backup quickly picks up. we'll show you on the map toward the dumbarton bridge. southbound 80 jam. fremont boulevard or newark fwlovld get past the scene and jump on, probably just after thornton, actually, as you see the thornton avenue on-ramp was temporarily blocked as well. that will be a big issue coming off this dumbarton bridge merging with the folks coming off the san mateo bridge and down out of hayward and oakland. that's the slowest drive right now coming in through fremont southbound 880, southbound 680 a lot lighter than your typical tuesday, although you have slowing there as well.

move farther north, we're looking toward the bay bridge, the metering lights on there. no surprise and the only surprise is a lighter volume of traffic around the area as well. as we look at that bay bridge toll plaza, we'll remind you san francisco schools are off for their spring break and that has an impact typically around the rest of the bay. the backup still has the metering lites on but a lighter flow here. back to your maps, talking about san francisco schools and south bay and east bay schools over the next two weeks as well. we'll see a different flow in the morning usually for the benefit of the drives for the next few weeks. over here northbound 101 at tully, an earlier crash reflected on the off ramp. crews taking another 15, 20 minutes to clear whatever debris. vehicles are from there, but no major injuries. that's about the worst of it for the south bay. 101 shows a nice easy drive for this time. we should see it kicking in in about 20 minutes. tonight downtown at sap center -- >> what's going on? >> maroon5 is there.

right now after a violent prisoner escaped custody during a hospital visit. police say the man is armed and may be hiding with a girlfriend. a lockdown right now at the hospital was lifted less than an hour ago. we'll continue to follow the story thought the morning and bring you updates. >> fire crews are trying to figure out what caused a late-night fire that destroyed four homes under construction in dublin. firefighters managed to keep the flames away from completed homes and no one was hurt. >> san bruno city leaders will push back today against a landmark fine for pg&e following the 2010 explosion in san bruno. in addition to a $1.6 billion fine, a state record, san bruno wants additional safety reforms as well. >> 6:15. governor brown has asked the legislature for more than drr 3 million to make more room for men waiting on death row. the money would go to opening 100 more cells for condemned men at san quentin state prison. right now 751 people are on death row in california, but there are only enough cells for

715 inmates. the rest are staying in other facilities for a court hearing or medical issues. the state expects to get about 20 new arrival ops death row every year. there haven't been any excalifornia in nearly a decade. 6:16 right now. they put the illegal silk rogue out of business but two federal agents are accused of breaking the law themselves, accused of stealing virtual currency during the operation that busted the online drug market based out of a san francisco man's house. one agent allegedly funneled more than $800,000 worth of bit coin into his own account. the other allegedly stole bitcoins from both the suspect and the government, and both of those men are now awaiting trial. happening today, the u.s. commits to a goal to reduce its emissions as part of the major global climate treaty. the obama administration will announce plans to cut emissions 28% by the year 2025. that goal is part of a worldwide treaty by the united nations

like a winter day than it will for spring, at least by 2015 standards. we haven't had that many decent cold fronts come through, but today we've got one and it's working its way through the bay area right now. so in combination with the cooler weather, we have a windchill factor. overcast sky, wind will increase as we head throughout the day today by lunchtime into the low 60s just about everywhere. we're going to round out the day in the upper 60s in the south bay where we're just shy of 80 degrees yesterday. so noticeable cooling. you'll be at 71 in the north bay, 71 for the east bay, and 72 degrees in the trivalley. part of that on the east shore, i have to tell you, because we have a nice, mild start out there for you today. could see a little bit of drizzle making your way home from work this evening. in san francisco, areas to the south not expecting much. wednesday into thursday, more changes coming your way. we'll climb by a good 3 to 5 degrees for thursday into friday, and then just as quickly as those numbers come up they'll drop right back down for your easter plans. saturday looks good for outdoor

activities and sunday we do have some showers in the forecast, especially towards the second half of the day. so you do want to keep that in mind. let me show you your futurecast. 2:00, showers working their way through the north bay, and then watch what happens as we get into next week. we've got showers on the way for 3 out of the 5 workdays of next week. we'll tell you how much we're expecting coming up right now. see if that wind is impacting your drive. plus you have that traffic alert, don't you, mike? >> we do. we'll have both our choppers in the wind i would presume above the roadway. but this is probably what you're looking at right now. for 880, this is the ambulance and the fire crew there have been called to the scene of the crash south 880 at thornton. we didn't hear about any major injuries but there was a lot of damage. i am expecting at least some complaints of pain and minor injuries. that's on the shoulder, a distraction. traffic flowing for all lanes southbound 880, clear now, but another flat bed tow truck arriving as we speak.

the backup starts way back at union city and jams through fremont. we'll look at your map and see a slow drive on the approach. this is hayward looking really good for a tuesday, but then it really bogs down, union city, down towards thornton, where we compress as far as that traffic flow highway 84. peralta area. smoother drive south of there toward mission boulevard. 680 from the trivalley. you saw it on the earlier map. cheerer than we see on a typical tuesday. maybe a lighter flow for spring break weeks. northbound 101 shows a little bit of recovery so we may have cleared that crash north 101 at the tully off ramp. no lanes were blocked except for lanes of an off ramp itself and a distraction. farther north, earlier distraction has cleared. 87, lighter flow of traffic all over the south bay. the peninsula with no major delays either so we'll zoom out. the only slow stretch was hayward towards fremont, the nimitz, trivalley showing a nice, easy drive. walnut creek interchange,

minimal slowing there. the upper east shore freeway all the way toward berkeley. no real drama. the metering lights are on at the bay bridge. that is one issue. the bay bridge toll plaza has a backup filling in all the lanes. so far a lighter volume of traffic there. we'll give you the live shot for san rafael as well. southbound 101 shows you that north bay. that's why we didn't see any slowing on the sensors here. san rafael through the waldorf tunnel and the golden gate bridge and the city, no major slowing either. back to you. 6:21. still ahead on "today in the bay," the new push for medical marijuana prescriptions for kids. plus, one major league baseball team is going above and beyond to enhance the ballpark experience for new moms.

welcome back. 6:24 on your tuesday. the medical supply company that made endoscopes linked to several recent infections of a deadly superbug says that problem may be much more widespread than originally known. recent outbreaks of the bacteria cre have happened at two hospitals in l.a., and one in seattle. the affected patients had undergone procedures using endoscopes made by olympus. the company has issued an urgent notice to hospitals saying the instructions the for cleaning the instrument are inadequate.

they are still looking for the suspect who left the jail after trying to hurt himself, was take on the hospital with a couple of private security guards, and then not handcuffed, he overpowered one, took his gun and according to authorities fled barefoot in a hospital gown. his name we've learned. authorities say he is armed and dangerous, the so-called bicycle bandit suspect charged with a number of armed robberies in this area. they also told us they believe he may be with his girlfriend. they have thoroughly searched the hospital. the all-clear has been given. they think he may have fled in a 2002 silver toyota camry. so now they are looking for that car. it was a wild scene all morning long with that hospital on lockdown for hours, patients taken out at one point, employees not allowed in and taken out, but now that they've thoroughly searched, again, they do not think he is there. they are very concerned that he has that gun.

at one point shots were fired. at least one shot was fired, police tell us. they just don't know if it was the suspect or police trying to capture him. >> meantime a frantic search this morning, tracie potts from washington, thank you very much. fix this now, a bold statement this morning on the cover of indiana's largest newspaper. "the indianapolis star" dedicating its entire front page to speak out against the state's new religious freedom law, a law opponents say is a loophole that would lead to widespread discrimination of gays and lesbians. last night hundreds of people packed a meeting where it was overwhelmly passed. they encourage the state legislature to amend the civil rights code to include sexual orientation. >> send a crystal clear message across the nation and the world that indianapolis is a welcoming and diverse city. >> nine ceos from the largest

employers union in indiana including eli lily and anthem have written to the state's governor against the law. here at home, san francisco clothing companies gap and levi strauss are the late toast denound -- late toast denounce the act. indianapolis is a few day ace way from hosting the final four of the ncaa men's basketball tournament. some people are calling on tournament officials to move at the last minute while others are asking the ncaa to move future events away from the city. now time to check your microclimate forecast as we take a live look outside. that, of course, is bay bridge. we experienced some warm temperatures yesterday, a bit of a cooldown today, christina. other changes in store as well. >> that's right, sam. you know the best part about doing weather here in the bay area is it's never stagnant, never stationary, always changing. and temperatures this morning definitely reflecting a cool start to the day and some cloud cover right over livermore. that's why you're at 55 degrees

there, nice and clear in san martin. 46 degrees with the windchill factor. make sure you grab that jacket for today. you might need it stepping outside for lunch. we have this wind coming through. that will lead to better air quality out there, and temperatures will be comfortable, but about 10 to 15 degrees cooler depending on where you're waking up with us this morning. 67 degrees is the forecasted high on the peninsula today, 71 on the east shore, north bay into the 80s yesterday, you'll be at 71 degrees for today and 72 for the trivalley. right now, mostly clear for most of the bay area, but those clouds will increase. by the end of the day, we are expecting an overcast sky. much cooler temperatures out there as well. that natural a clshgs stay -- al stay on through thursday. then a rainy pattern developing. all the detail, the timing on our next storm system. right now, want to check on the traffic alert, find out what's going on, what could slow you down this morning. we had a little different

flow than you'd expect for a typical tuesday. first of all, our shot from emeryville looking at the bay bridge. a smooth drive right now. from time to time we can see the camera tremble a bit. wind advisory for the bridges. gusty winds at times so keep that in mind. a look at your maps. we see a smooth flow of traffic. on the approach, no drama out of the maze or the east shore freeway. the metering lights are on getting towards san francisco. now, look at the map, i zoom out, we see the entire east bay and the north bay, and just a little yellow on the east shore freeway, not a lot of slowing for san mateo but a little building for north bay. concord, walnut creek just starting to build now, to -- so this is a little later, more graduate build. we tend to see that in the spring breaks this week and next week. southbound 680 on the right, shows a slower drive off the dublin interchange but nothing really dramatic. far tuesday, this is mild.

southbound 880 slows a bit, to out of hayward and through union city. had a five-car crash at thornton. that was cleared. getting over those bridges, the san mateo and the dumbarton bridge, no big drama. san mateo bridge of course showing some slowdown and i don't think we'll get out of that this morning. we have a slow drive and a lot of folks heading to the peninsula as typical but not a lot of slowing for 101 just yet. farther south, your commute direction, a gradual build for the south bay, the rest of silicon valley. we'll look at this arrow here, northbound 101 approaching tulley, the off ramp affected by an earlier crash. flashing lights likely a distraction there. i'll end with a shot we had on the sensors but this is foster city approach coming off that san mateo bridge. we'll end with this shot, you guys. i skipped it earlier. we do see the camera trembling from time to time. the sun is coming up. on the right in the distance, the flat section coming west.

entire bridge nice flow of traffic. >> a little windy. a quick check of the markets right now. they've been open for a few minutes and things are pulling back a little bit to start out the day here. you see the dow is down about 74 points after several hundred point gain yesterday. we'll track that for you throughout the morning. a major announcement on thursday. muss tweeted an announcement is coming. shares of the palo alto company went up more than 3%. they believe the news is about a battery. still ahead, the deadline for the u.s. and iran to ink a deal is just hours away. why hopes far nuclear agreement appear to be fading and fast.

good tuesday morning to you. it's 6:right now. with a deadline fast approaching, hopes to limit iran's nuclear program appears to be fading. nbc news has learned there are still several key roadblocks getting a deal done, including disagreements about when the u.n. would remove its sanctions against iran and how to limit iran's research and development. we're told secretary of state john kerry is prepared to leave switzerland even before the midnight deadline. lufthansa is setting aside $300 million to deal with the cost of the germanwings plane crash in the french alps.

those costs are expected to include compensation to family ls of the 150 victims. prosecutors believe co-pilot andreas lubitz locked his captain out of the cockpit and deliberately crashed that jet last tuesday. investigators say lubitz had lengthy psychotherapy before getting his pilot's license and his medical records refer to suicidal tendencies. >> still many unanswered questions this morning after yesterday's bizarre breach at the national security agency. nsa officers opened fire at the ft. meade entrance gates when investigators say the driver of a car ignored officer's orders. investigators say the car was stolen and that the two men inside were dressed as women. one of the men died, the other was injured. the vehicle rammed a police car injuring an officer. the suspects have not been identified and we don't know if the prayer were trying to breach the perimeter or if the driver was confused. right now it is not believed to be an act of terrorism.

"today in the bay's" kris sanchez live at the preserve in jordan ranch. kris, firefighters are still there watching for hotspots. they had a hard time finding the location. the maps ambiguous because it's a new development. >> reporter: yeah. this is one of those neighborhoods where the homes are going up almost faster than street signs and we encountered the same thing this morning. we also encountered the strong smell of smoke and as the winds picked up and sunrise happened we saw some of those embers that are burning really start to fan up.

let's take a look at the video from one of our viewers at the height of the fire. it was so dramatic that you could actually see it from interstate 580 and almost all the way to livermore outlet mall. the four homes on fire were still under construction so the good news is no one was living there and two-line were two stories tall. the fire did go to two alarms and crews from livermore joined the battle to keep the flames from spreading to homes that were already complete but it wasn't easy. >> hard time finding the location because there's no sfre streets on the map. as you can see behind me, there was four homes under construction in stick frame phase that were all fully involved upon our arrival. our crews did a defensive fire tack and we were able to put it out with the second alarm. >> reporter: not only were the crews trying to keep the fires spreading to the homes that were already complete but battling embers that were flying into the wind, into the try grass and that could have been a dangerous situation. all in all, they were able to

contain the fire within about four hours but not before those four framed-up houses were completely destroyed. some of the homes here in this neighborhood have already been sold and so the folks who were waiting for their homes to be built will now have to wait a bit longer. in dublin, kris sanchez, "today in the bay." >> thank you very much, kris. 6:47 right now. want to check on the microclimate forecast this morning as we take a peek outside this morning over the south bay overlooking downtown san jose. been a cool start to our morning and some winds picking up there as well. >> yeah pap little overcast as well you'll notice from that picture of san jose. but you know what, it's going to be a nice change. we haven't had that many cold fronts roll through the bay area. this one actually looking pretty significant in terms of the wind that lit provide as we head throughout your day today. just wanted to show you livermore right now sustained at 9 miles per hour, the closest reporting site we have on the map to dublin and that wind is going to actually pick up as we head through the the throughout day today. kris is definitely going to keep an eye on that for us.

temperatures are nice and comfortable out there right now. we're mostly in the 50s, but you have to factor in the wind and you veal to do so all the way through lunchtime today. then we'll round out the day in the mid to upper 60s. 67 on the peninsula, 68 degrees for us in the south bay. a couple isolated 70s out there, but look at this. i want to show you your wind future krast. if you live by the ocean, in the higher elevations, it's a good idea to tie down any loose objects. we could see power outages, tree branches going down as we head throughout the day today. i stopped that clock for you. at 8:00 p.m., that's when the wind will be strongest. you'll notice getting the warmer colors, the fiercest wind right at the immediate coast through your inland valley spots expecting gusting wind, sustained at about 20 miles per hour, gusts to about 40 miles per hour. as we head throughout tomorrow morning, wind will drop off and it will pick back um for your wednesday and temperatures will stay cool as well. thursday into friday, more changes coming our way, temperatures will climb just by a few degrees, back to 70s, then back in the 60s by saturday and

at thornton, 808 southbound is where we had all lanes blocked. for a while chp was walking around with flashlights looking for something. i don't know what they were looking for, maybe a cell phone or i.d. whatever the case, all lanes blocked, traffic jammed from thornton starting all the way back in hayward where the commute starts to back up. there's a huge backup we were talking about. this is earlier. look at the map once again, slow through the entire stretch, hayward approaching that san mateo bridge, which is a typical spot but lighter than typical tuesday so, we do see some recovery that continues to happen there. that's the slowest drive south for the nimitz. northbound or 101 towards san antonio, a crash on the shoulder, a little distraction, additional slowing. 280, at 880, another crash. backup at meridian. two crashes causing slowing out of downtown. nothing dramatic for the speed. 85 and 17, a crash there. north 101, the worst of it all morning has been slowing at tulley, crash activity clearing from the off ramp but it's been

going on over an hour. that's why we have the distraction and the slower drive. as we move our map north, nothing northbound of the san mateo. a crash highway 4 out in hillcrest. that's only the slowdown through antioch. the bay bridge toll plaza and the approach and the north bay looking good on our speed sensors. we'll show you oakland for our live camera, easy drive northbound past the coliseum without any problem. maybe gusty winds from time to time across that san mateo bridge, tallas bay bridge. we'll look toward the san rafael camera. we see southbound 101 just starting to build. that's why you're slow out of novato in towards san rafael, south of there into the city, the waldo tunnel and the golden gate bridge, you're at speed. >> thank you, mike. it is 6:51. this morning the family of a missing uc, berkeley soccer player is now planning his funeral. los angeles police yesterday identified the body of 19-year-old eloi vasquez. they was found dead on the freeway in l.a. saturday morning. vasquez was a freshman on the cal soccer team. heed been on spring break with

some teammates at a usc frat party when he went out far walk, he got lost and tried to run across interstate 10. >> like bright sun. he had joy in him. he was a beautiful young man, he was like, i don't know, an adon is. >> he was very close to all his players and our guys are grieving pretty hard right now. >> a family member says funeral services will be held on a soccer field. >> so sad. saying good-bye to san jose police officer michael johnson. plans for his memorial are starting to take shape. on thursday morning a memorial procession will start at a funeral home in los gatos and move up winchester boulevard, go through campbell to stevens creek boulevard in san jose. then the procession will travel east to the zap center. we'll be rolling road closures along that route starting at 10:00. meantime, johnson's service will begin at 11:00. following the service, there will be another procession to

oak hill cemetery in san jose for a private burial. johnson was ambushed, shot, and killed last tuesday after responding to a domestic disturbance call. the first death in the line of duty in the last 14 years for that department. nbc bay area will air thursday's memorial in its entirety both on air and online at nbcbayarea.com. 6:53. a san francisco man is in the hospital after he barricaded himself inside his home, keeping police at bay for hours. it happened on lyon street near hayes street just north of the panhandle. police say he was threatening to hurthimself. it all ended peacefully just before 11:00 when officers say the man came out of his house on his own. palo alto police need your help finding a man who exposed himself several times to shoppers at stanford shopping center. officers say he was involved in three strat incidents in the span of an hour. it happened last thursday morni morning. if you know anything about that case or recognize the man in the picture, please contact palo alto pd.

today lead national weather service san bruno will outline what actions they'll take in the record fine levied against pg&e for the explosion five years ago. stephanie chuang is live in the san bruno neighborhood where the blast happened. stephanie, the city will also call for tougher safety measures. >> reporter: that's right, laura, to prevent what happened in this neighborhood four years ago, a neighborhood still recovering with reconstruction. you can see empty lots all around. this was the september 2010 deadly explosion that killed eight people and destroyed 38 homes. this morning we are expecting to hear a positive reaction from san bruno city leaders to the cpc president michael pickers' proposal which would focus nearly $1 billion directly to pipeline safety, adding $200 million to the fine that was ordered by two judges last year. that would bring the total to $1.6 billion against pg&e. the judge's order would put $950 million into the state general

fund but pickers' proposal cuts that to $300 million adding, though, $850 million of shareholders money focused specifically on pipeline safety improvement. now, what hasn't changed is $400 million in a refund to rate payers in the form of a one-time bill credit as well as $50 million to implement more than 75 safety improvements. san bruno is also slated to file its legal response to pickers' proposal as well as recommend additional safety measures today. we're expecting to hear that at 9:00 this morning in san francisco and the commission should take up pickers' proposal in the meeting april 9th. live in san bruno, stephanie chuang, "today in the bay." >> thank you very much, steph. san francisco's district attorney launching a formal investigation after mounting accusations against sfpd and the sheriff's department. among the recent allegations, that sheriff's deputies forced inmates to fight in jail and then bet on the fights. a former police sergeant is
