outdoors. your full forecast is moments away. and in quite the literal sense, we're watching this crash over here. the third morning in a row i have an incident right by the dublin interchange to start with. a tough start for those folks. looks pretty smooth across the golden gate this morning. no trickery here. although it's april fool's day, wednesday, april 1st. this is "today in the bay." >> from nbc bay area, this is "today in the bay." >> a very good morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm sam brock. april fool's. it's happened again. another security breach at san jose's international airport. a woman scaled the fence and walk eed directly on to the tarmac. kris sanchez joining us live from the airport. this marks the fifth security breach in about a year and a serious problem for the airport. good morning. >> reporter: indeed, the investigation will continue today, but we'll tell you what

we know about that woman who got on to the tarmac last night. we don't know exactly who she is just yet, but we know she's under arrest and that she didn't go easily. another san jose airport spokesperson confirms that the woman climbed over the fence at the southwest corner of the airport, then headed toward the tarmac. a worker with ups spotted her, confronted her while other employees called police. she was subdued and taken into custody. now, because of four prior security breaches you mentioned, there have been safety improvements here at the airport, and a spokeswoman says this trespass supervisor's arrest has proved that those improvements are working. >> if you see one you don't recognize. >> reporter: this is the fifth security breach in 12 months. you'll remember the one that made international headlines last april. a teenager climbed into the wheel well of a plane bound for

hawaii after breaching security. he was discovered there and arrested. in august, marilyn hartman successfully got past security here and was arrested. a different tactic, a 39-year-old stole a car and took a joy tried the terminal b secure area. the most recent breach before this one was a man spotted on a surveillance camera wandering beyond the secure perimeter of the airport. now, airport security staff are investigating this breach along with san jose police and the tsa. because the woman didn't have an i.d. on her, police couldn't readily confirm her identity, but we're working to find out who she is this morning. it is 5:02, on the heels of

indiana's controversial law, an arkansas law is on the table. arkansas-based retailer wal-mart made a statement against the bill last night and urged the governor to veto it. with religious freedom laws dominating headlines and stirring up controversy, likely presidential contender jeb bush arrives in the bay area to fundraise. "today in the bay's" stephanie chuang joins us live from palo alto near his first stop, and stephanie, bush is supporting the indiana law. >> he is. good morning to you, laura. he says it's merely a perception problem, but he's coming here to fundraise starting with a lunch today here at the four seasons silicon valley in east palo alto. so coming to the bay area, tapping it for cash, where ceos and companies like twitter and yelp have condemned the religious freedom restoration act. that was signed by mike pence last week, and amid major backlash, pence says he wants a legislative fix this week to

provide clarity. supporters say the law will protect people's ability to exercise their religious beliefs, but opponents say it would allow businesses to discriminate against the lgbt community. pence says that won't happen. >> i can appreciate that that's become the perception. not just here in indiana, but all across this country. and we need to confront that. and confront it boldly. >> reporter: the question is will jeb bush address his support of the controversial law today during his bay area visit? he heads to a luncheon and discussion set for tomorrow in san francisco at the mandarin oriental hotel. live in east palo alto, stephanie chuang, "today in the bay." >> thank you very much, steph. the city of oakland is joining the growing list of cities boycotting indiana. last night, oakland's mayor announced the city is taking a

stand against what she calls a discriminatory law. city funds will not be used to send employees to the state. parents whose loved ones are missing in mexico will stop in san jose today as part of a call to action. the parents of 43 state of the unions from iguala, mexico, are planning a noontime rally in front of the mexican consulate. parents are asking for any information about what might have happened to their loved ones. officials in mexico have said a gng cartel killed the students and their bodies were burned. remains of just one of those 43 students so far has been identified. a man will answer to murder charges today in the death of an oakland mother killed as she tried to kill her children. she was killed in the crossfire of a gunfight last month. she just parked her car and was trying to rush her children to safety when she was killed. 21-year-old michael stills is expected to enter a plea in court today. three other suspects will enter pleas later this month. two san jose residents are accused of stealing the

identities of more than a dozen people across the south bay. police were called to a days in on reports of a loud argument in one of those rooms. officers found credit card information, i.d. cards, checks, and a vehicle pink slip. none of it belonging to the two people who were actually staying there. the man and woman were arrested and charged with identity theft. police have identified more than 20 potential victims. another strange twist in the have a la highw-- vallejo kidna for ransom case. the group claims the kidnapping was a training mission to test methods that could be used on bigger targets. the alleged kidnappers also say they ran a criminal enterprise out of an abandoned building. the fbi continues to investigate the case. >> thieves hit two fremont businesses over the weekend to the tune of more than $200,000. fremont police say that burglars

break into a building, stolen items including computer equipment valued in the six figures and expensive wine as well. police don't know when the theft occurred other than sometimes between friday night and monday morning. a south bay city thinking about regulating short-term rentals. saratoga will talk about taking measures against sites like airbnb. earlier this month, palo alto city council discussed the idea, but later dismissed it because there were only a few complaints per year, not enough to warrant monitoring. >> maybe some people traveling to the bay area looking for short-term stays over a holiday weekend, and how will they be greeted on saturday and sunday? let's check in with meteorologist christina loren. >> we're beginning to see two very different sides to the weekend. good morning to you. thanks for waking up with us, as usual here on "today in the bay." temperatures are beginning to be chilly out there to start. you want to make sure to grab that jacket. 50 degrees right now in san carlos with two additional hours of cooling before we hit those

lows for this morning. as we get into this afternoon, staying nice and mild. here is the deal. we've got these on shore winds, very cool air coming from the pacific ocean, moving all the way across the bay area. wind is going to start to relax as we get into this afternoon, and then it will pick back up as we head throughout the evening hours. but make sure you grab that coat. we've got that windchill factor, at least until lunchtime. becoming sunny and mild this afternoon. a cool and clear evening. and let me show you what we are expecting when it comes to that wind. i stopped that clock for you. at noon, you can still see we're getting that fierce wind. 30 to 40-mile-per-hour wind gusts. take you into the 9:00 p.m. hour, that wind will intensify again, but between about 12 c:0 and 5:00, we'll get a little bit of a break, so that's probably good news. 68 degrees for the east bay. 69 for the tri-valley. 66 degrees in san francisco. coming up, we're going to talk all about that upcoming weekend. what you and the family can expect. showers expected, though.

overnight road work. a smooth drive on the peninsula itself. no delays for 101 or through 280. >> a little bit of flow. just for a couple of cars through the area. as we zoom our maps, down through mill valley. the north bay, 101, moves at speed. >> okay, you are of course, our best remedy for all of this bay area traffic. but still, a new study confirming what many commuters know. the bay area suffers through some of the worst traffic jams in the entire country. the annual tomkins traffic index ranks san francisco as the second-most congested city in the entire country. san jose came in at number six. the only u.s. city to crack the global top ten, los angeles, with 39% of each day considered

buildings, which really makes it a perfect place for testing. honda first showed off its automated cars last year, demonstrating how they can merge on and off highways on their very own. for more on that and the rest of our news before the bell this morning, let's turn to landon doughty. she's live at cnbc world headquarters. good morning, landon. >> hey there, laura. good morning to you. the markets will try to avoid starting april on a down note. stocks fell sharply on tuesday, with the dow ending the first quarter in the red. the nasdaq, however, turning in its ninth straight positive quarter. the first time we've ever seen that. and we'll see some of the selloff may have come from expectations. companies will report disappointing earnings. jobs, manufacturing, and construction spending. but 200 points. the nasdaq down to 4,900. amazon wants to make sure you never run out of coffee or razors ever again. it's launched the device called the dash button that lets amazon

prime members restock products such as tide detergent, glad bags and razors. it's connected to amazon's app and the button is free, but it's only available by request and you're limited to just three. you may be wondering, if you're got little kids running around, are they going to start pressing the button? don't worry. it sends notifications to your phone so that you can cancel it if you need to. no unnecessary orders coming your way. >> otherwise. i'd be having truckloads of ice cream coming my way. thanks a lot, landon. >> that wasn't the intention. the drought right now is accelerating the fire season by months, forcing cal-fire to hire seasonal firefighters earlier than ever before. yesterday marked the first day of training for many new members who will be deployed into bay area stations next week. 34 firefighters had outdoor training yesterday two months ahead of schedule. the drills are set up so the well water used in the drills goes back into the grounds.

>> the hills have been so green. maybe we can hang on to a little bit of that, a little bit of rain coming our way this weekend. >> yeah, and into the beginning of next week as well, looking really good for that. the time now is 5:17. this morning, conditions are chilly. you can leave that umbrella at home for today. you might need to break it out though as we get into your easter sunday. if you're waking up with us, do grab a jacket. much colder this morning than it was at this time yesterday. by lunchtime, you'll probably still need that jacket. with temperatures only climbing into the low 60s by noon. then we'll round out the day in the mid 60s to low 70s. but definitely a cool day for us. been in the 70s for the past few days. so today, much cooler, noticeably cooler, and as you look out your window, you're probably going to see a lot of sunshine and think hey, it looks really warm. that sunshine will be deceptive. kind of an april fool's joke for mother nature. temps will jump as we head throughout your thursday and friday. then that rain returns easter

weekend. easter specifically. i'm going to show you that future cast in just one moment. but for the next couple days, really comfortable. meanwhile, you'll be in the 70s tomorrow in san francisco. 68 degrees to finish off the week. and then you'll notice temperatures drop steadily as we head into that important holiday. a lot of us have family and friends coming into town. and some showers on the way to town as well. i take you into the lunchtime hour on sunday, our brunch time, if that's something you like to do. a little tradition for you in the family. make sure you're ready for a little bit of shower activity, and that will continue into monday, even tuesday morning, and then we'll get a little bit of a break toward the midsection of the week with more rain expected for the following weekend. so april so far is looking good. we'll keep you updated. right now, here's mike and your morning drive. >> we'll start with the bay bridge toll plaza. we have an easy, light drive and we're expecting an easier flow here at the toll plaza for the next few weeks.

the north bay shows you a nice, smooth flow of traffic. at the limit here for the curves. we'll show you both of those areas on the map. the north bay over on the side here. a smooth drive down the east shore. toward the bay bridge where we showed you the clear ktoll plaz. looking at antioch and the altamont pass as well. the south bay and the peninsula move at speeds. now we're looking -- we talked about highway 4 and the dublin areas, the focus for the early morning. but right now, light volume of traffic. over at the dublin interchange, we had an earlier crash. there's still activity there, but let's put that into perspective. we widened out our shot for the dublin camera. there's the stream of traffic. there's that remaining big rig. over on the shoulder, not much of an issue. you can barely see it. back to you. >> thanks a lot, mike.

happening now, emergency crews in alabama are on the scene of a freight train derailment. it happened last night as the train was pulling into a rail yard in the town of irondale, east of birmingham. 11 tanker cars were involved. one car is leaking liquid rubber, and the train's engine is leaking fuel. residents in the area are being told to stay indoors. the cause is under investigation. a south korean man has been indicted for last month's knife attack on the u.s. ambassador. kim ki-jeong is being charged with attempted murder. u.s. ambassador mark lippert suffered deep gashes to his face and to his arm when he was attacked during a breakfast forum in seoul. police say that kim chose lippert as a target to highlight his opposition to ongoing u.s.-south korean military drills. singer songwriter joni mitchell is undergoing tests in the hospital this morning after passing out in her bathroom yesterday. a statement on her website says mitchell is conscious and being

tested in the intensive care unit. but her people aren't saying what's wrong with mitchell, though she did tell billboard magazine last year that she can't perform anymore because of a debilitating skin condition. first lady michelle obama is calling on the lunch bunch. she's challenging kids to come up with more healthy lunch recipes. it's part of her let's move campaign to reduce childhood obesity through diet and exercise. winners from each state will be flown to washington this summer for a state dinner for kids at the white house. some of the winning recipes will be served at that event. maybe one of them will become the next white house chef. >> you never know. get cooking and get moving. "the tonight show" predicts who will win the ncaa men's basketball tournament. we're going to show you the unique way they did it, coming up.

>> 5:24 right now. the cardinal may not have been invited to the big dance, but the team is still playing for a title. last night, stanford's men's team beat old dominion 67-60. they'll face miami in the n.i.t. finals. in the professional league, the warriors continuing their push for the best record in the nba. the atlanta hawks the only team that's even close. golden state managed to beat out division rival l.a. clippers. they ended upcoming back from behind in this game and won, marking the 61st victory of the season for the dubs. they'll next take on the phoenix suns tomorrow night. we now know who's going to win the ncaa tournament. >> "the tonight show" finding a foolproof way to predict the tournament. of course, adorable puppies. seven puppies, in fact. where will they go? took a little time to get them going. all worked out.

discriminate against gays and lesbians. the religious freedom restoration act passed in the state senate last night, and is now headed to the governor's desk. the governor has previously said he will sign it into law, but he's facing new pressure this morning. late last night, one of the state's largest employers wal-mart released a statement onon twitter saying in part, "hb1228 threatens to undermine the spirit of inclusion present throughout the state of arkansas and does not reflect the values we proudly uphold. for these reasons, we are asking governor hutchinson to veto this legislation." many of silicon valley's highest profile companies and executives have come out strongly against the religious freedom laws. it is in that environment that likely presidential contender jeb bush steps foot in the bay area to fundraise. stephanie chuang joins us now from east palo alto this morning. bush has come out in support of these new laws. >> he has. good morning to you, laura.

in fact, he praised indiana governor mike pence, also a republican, for doing "the right thing." jeb bush kicking off his bay area visit today with a lunch here at the four seasons silicon valley in east palo alto, but as you mentioned, there's already been so much backlash from the tech community against this law. pence signed the bill into law last week, and almost immediately was con telled by -- condemned by marc beniof. >> we've got a perception problem here. because some people have a different view. and we intend to correct that. >> so the question is will former florida governor bush address his support of this controversial law during this fundraising visit for his right to rise super pac?

he heads to the mandarin oriental hotel. ed lee has banned all city funded travel to the state of indiana. live in east palo alto, stephanie chuang, "today in the bay." >> it is a big talker. a developing story. security problems continuing to plague san jose's international airport. a womanaged to scale a wall to get on the tarmac last night. this marks the fifth security breach in just the past year. what's being done about it? it has to be concerned to travelers. good morning, kris. >> reporter: it is concerning any time somebody breaches security at an airport no matter where it happens. we do know that this time it happened along the fence at the southwest corner of the airport. a spokeswoman confirmed the fence and made it on to the tarmac where she was confronted by a ups employee who spotted her. she was confronted by that

around the airport. airport security are investigating along with police and the tsa. they're trying to find out who this woman is, because once we find out who she is, it might give us indication as to why she climbed that fence. >> it's been an eventful year at sjc. authorities in france are denying reports there is video taken from inside the germanwings plane last week shortly before it slammed into the french alps. two european tabloids are both saying the footage was found on a cell phone in the wreckage of last tuesday's crash. it's said to show the final seconds before the co-pilot deliberately crashed the plane. in the meantime, top lufthansa executives plan to visit that crash site today. this morning, the l.a. county coroner says he believes the death of oil heir andrew getty was accidental. the 47-year-old member of san

francisco's prominent getty family found dead inside of his hollywood hills home yesterday. the "l.a. times" is reporting that he was found shirtless and in the bathroom. >> he was not feeling good for the last couple months. and he supposedly had an appointment scheduled with a personal physician. >> now, police say a woman called 911 to report the death, and she is cooperating. andrew getty was the grandson of oil tie con jean paul getty, once listed as the richest man in america. andrew was also one of four sons of gordon getty. his family is asking the media and the public to respect the family's privacy. two palo alto high schools are getting licensed therapists in order to help students deal with the rise in mental health issues. last night, the school board voted unanimously to allocate $250,000 in funds to help full-time therapist at palo alto and gunn high schools. they took action last night. so far this school year, 16 palo

alto high school students have been hospitalized for mental health reasons. 42 gunn students have been hospitalized or treated for suicide. sean doolittle and his girlfriend are stepping out to head off what. she is offering the buy tickets for the game against san diego. she says several season ticketholders are trying to sell their tickets specifically because they're uncomfortable with the nature of the event. some were even posting homophobic remarks online. for dolan, the mission has become personal. >> when i saw these negative comments, i thought how nervous she was to tell me. >> dolan is not only buying unwanted tickets, she's also raising money and donating money to buy tickets to the pride night game. those seats will go to lgbt youth living in a shelter. so far, her go fund me page has

raised more than $11,000. >> it's 5:37. i want to check the forecast with christina loren. she's saying keep your jacket kind of handy today. >> that's what i'm saying. 50 degrees in san francisco. same for san carlos to start the day. we have widespread 40s on the way over the course of the next few hours. even in san francisco. where we typically average about 52 degrees in the morning hours. make sure you have that jacket by your side. also, a little bit of a wonderful factor. that wind has calmed down overnight. it will continue to do so for the first part of the day. cold and breezy. your sun will rise at 6:53. we're actually getting some daylight before this show is over. becoming sunny and mild. wind dropping off between noon and 5:00 p.m., and it will kick back up again as we head throughout the evening hours. so between about 6:00 and 10:00, starting to get blustery once again with another dry trough coming through our area, and that's going to reinforce the cold air already in place. we could actually wake up with some frost tomorrow. better chance for friday morning. sun sets at 7:29.

temperatures for today work like this. 68 degrees on the east shore. 66 on the peninsula. right around 67 degrees for us here in the beautiful south bay. showers are expected for your easter sunday with a better chance for monday into tuesday. i'll show you the future cast, give you the timing and tell you how much we're expecting coming up in my next report. but right now, want to welcome in mike inouye. >> we're going to move quickly, because this just happened on the roadway. northbound 101 suddenly slammed down at 680. look at the map. a crash north of here somewhere between mckey and oakland road. chp still getting there, but two lanes reported blocked. two left lanes on the early commute. the earlier issue was sparks. that cleared from the incident report. that's your big issue for 101 north of 680 toward mckey. the tri-valley, an earlier crash still over on the shoulder. mild slowing. but that's typical for the build. this crash is not a major disturbance for the tri-valley.

obviously the president got the inside track on that. he got an update just last night. this morning, the negotiators went back in, most of them, at least three countries, their top negotiators, their foreign ministers have left. but we are waiting for a written statement sometime later today. iran's foreign minister says they hope to wrap it up today. >> we have accomplished quite a bit, but people needed to get some rest, and start over early in the morning. >> president obama got a secure update. >> what we need to do is maintain maximum pressure on iran. >> what kind of research can iran do after ten years? will sanctions be lifted or just paused temporarily? and what happens to all the nuclear fuel iran's already stored? key questions the president said would be answered by now. the white house is defending giving it one more day. >> we are making progress toward the finish line, and we should keep going. >> this is a major win for u.s. national security. >> reporter: any deal here has

than the true temperature outside. our true temperature will actually jump by a good five to ten degrees as we head throughout thursday and friday. so a return of the 70s. then rain returns as of easter weekend. we'll take a peek at that future cast in just a moment. just want to show you the difference between today and tomorrow, from the 60 to 0s to 70s in 24 hours. for san francisco, you're going to get a taste of the 70s tomorrow as well. then getting into that all-important weekend, 67 degrees on saturday, down to 62 degrees, feeling more like winter than spring on easter sunday. in the south bay, 67 with showers moving in. stop that clock for you at 1:00 p.m. sunday. that's when we're expecting the widespread activity. you should be okay without any showers, though, until about 9:00 a.m. on sunday. then i take you through the early part of next week, and you'll notice on your seven-day forecast, always scrolling through at the bottom of your screen, we've got showers on the way for monday into tuesday as well, with a better chance

toward the end of next week. so finally getting some much-needed rainfall as we head throughout the first couple weeks of april. we'll keep you updated. right now, here's mike and your drive. >> if you're driving through the south bay, if you need to come through san jose, turn to the screen because this is a big issue for the morning. a light volume of traffic around most of your bay, but this is a big issue. solid from 680 all the way past this camera to mckey and oakland road. i'll show you on the map where that is. we just got an update from the scene as chp had more vehicles arrive and they gave us the update. 101 has three lanes blocked. the third lane blocked by a semi truck. five other vehicles reportedly scattered around lanes. they need more flat bed tow trucks to clear this up. no injuries reported. jamming up for about three miles. 880, that's where things clear up. what you might want to do to avoid this crash, take 280 north over to 87 north and then cut over to 101. that's what a lot of people will

do. you can also take 68 north and take it off of that 101 interchange, or just take it toward 880 if you travel farther north through fremont. those are two ways to get out of san jose. that's a tough drive heading north toward oakland road. we'll track that, but the rest of your bay showing a lighter volume of traffic. over here, 580 westbound, we still have that big rig on the side of the road. no lanes blocked and not much of a distraction. so there's your lighter drive. we've seen a lighter flow of traffic starting now through the next two or three weeks, as spring break is rotating around the bay. there are no issues on the maze or on the upper east shore freeway. a smooth drive here as well. the bay bridge toll plaza does have the backup. back to you. >> mike, thank you very much. starting today, palo alto's free shuttle service will be expanding. the cross-town shuttle will now run every 30 minutes between 10:00 a.m. and 3:00 p.m. instead of just hourly. that service is used primarily by students and seniors and it links the north and south ends of town.

a u.s. magistrate today is expected to sign off on a million-dollar settlement involves hundreds of occupy oakland protesters who claim police mistreatment. the case goes back to january of 2012. that's when protesters say they were corralled by police outside a ymca, unfairly arrested, and then held in custody for hours. the city of oakland and alameda county have already agreed to a $1.36 million class action settlement for 360 people. in bay area sports, the ground work is reportedly set. now all oakland leaders need is a game plan from the raiders. the oakland tribune reporting that oakland city council members last night approved key measures for their coliseum city proposal. it paves the way for the raiders or any other team to begin working toward a new coliseum complex. the council certified an environmental report and proper zoning allowances. the raiders, though, have not yet presented their development plan. state officials say they are

not optimistic as california does its final snow survey in the sierra later today. as the drought continues, the snow pack has been in decline for months. the last measurement found the statewide snow water equivalent at 50% of the historical average. subsequent state-wide readings have been even lower. >> california's historic drought now impacting more than just the fire season. it's also affecting some local bars. they are calling it a drought discount. two san francisco bars, wish and bonds, will give you a dollar off if you order a drink that doesn't have any ice in it. it doesn't matter if it's hard liquor, wine, or beer, if it's a libation lacking ice, it's less money. the owner says she knows it's a drop in the bucket to a massive problem, but she hopes the conversations that follow flood the city. >> if you can get a lot of people to do just a little bit, then maybe it will do something. >> every bit counts.

the owner says that many cocktails call for a full cup of ice, and all the ice can add up. that offer extends through next week. happening today, a dedication ceremony for the south bay's newest emergency department. san jose's regional medical center added the new department as part of a mass expansion. it now has 43 treatment rooms and offers additional beds for patients. today's dedication takes place at 11:30 this morning. the ever-powerful google now taking over at moffett field today. the tech giant plans to restore the thousand-acre site and repurpose the landmark hangar 1. google is going to use all three of moffett's hangars to help develop its robotic technology. google also intends to manage moffett's two airways and to renovate the golf course. starting today, sales tax rates will rise into double digits in some bay area cities. shoppers in hayward and albany will now pay 10% sales tax.

if the bill currently in the state legislature passes, more cities could soon follow. the measure would raise the limit on local sales taxes to 3% above the statewide rate, which is 7.5%. several other cities will see hikes today. the markets are going to try to avoid starting april on a down note. they ended march that way. stocks plunged on tuesday. the dow ended the first quarter in the red. analysts think the selloff came from expectations that companies will be reporting disappointing earnings over the course of the next few weeks. we'll have to follow that. meantime, go daddy goes public today. that company has priced its ipo above the expected range, giving it a market value of about $4.5 billion. go daddy has more than 13 million customers. it will be debuting on the new york stock exchange. a bankruptcy judge has approved the sale of some of radio city's assets. this will preserve more than

about four miles north toward that 880 interchange. back to the maps. we'll show you how bad that traffic flow is. you slam down at tully road all the way up to oakland road. the rest of your south bay is clear for now, but folks will begin that south bay shuffle. probably take the capital expressway over toward 87 or tully cutting over there. more traffic through downtown. 680 north is one of your ways around there as well. two lanes open, two lanes closed at oakland road. hopefully they can get through that traffic and clear it pretty quickly. minor injuries reported. over here, the dublin area looking very clear, though. a nice easier drive through the tri-valley. the crash over on the shoulder. we'll jump over toward the bay bridge. a quick look at the toll plaza. the metering lights are on. but the fast track lanes are moving pretty well. >> good news. a 2-year-old rottweiler has become the second dog ever to receive four prosthetic limbs. >> isn't it amazing? now he's on his way to playing catch and chasing felines for the first time since he was a
