a good thursday morning. it's 4:30, i'm sam brock. >> and i'm laura garcia-cannon. lots to get to this thursday morning. first check the forecast with meteorologist christina loren, good morning. >> good morning to you, laura and sam, everybody at home. temperatures are chilly this morning, one of the coldest mornings we've had so far in 2015. the 30s in san martin. santa rosa we're at 48 degrees right here in the south bay. temperature also jump this afternoon, more on that in moments. first here's mike and your drive. >> we're looking at our camera from emeryville, looks like it's shivering from the cold. it is not. little broez goieeze going on b wind advisories like yesterday. looking at your map we talk about the maze, there was a fender bender reported earlier this morning, haven't seen any slowing so i took it off of the map and no lanes blocked. the arrow points eastbound 24 headed out of highway 13. typical slowing through the construction zone.

no problems through the caldecott tunnel. east bay, antioch no slowing yet and west 580 the steady flow of traffic coming off of 205. north 280 at 880 overnight road crews in the area, i'll check on the status. back to you. >> thank you, mike. 4:32. remembering officer michael johnson, police officers from across the state will be in the bay area this morning to hopper the 14-year veteran of the san jose police force. >> "today in the bay's" christie smith joins us from los gatos where the funeral procession will start in a few hours and a somber day, of course. good morning, chris. >> reporter: good morning, this is bound to be an emotional and powerful day. the procession alone a quarter mile long and maybe longer and a huge crowd is expected at the s.a.p. center. the route will go up santa cruz

avenue which turns into winchester boulevard, once through campbell the procession will head east on stevens creek boulevard into san carlos and north on montgomery street which turns into autumn street that, takes them to the s.a.p. center where a memorial service for officer michael johnson is scheduled to begin at 11:00. san jose police say standard security procedures will be in place at the s.a.p. center for the funeral. arena staff will be checking bags, purses as people enter. friends and co-workers including those who were part of the special response team at san jose regional medical center are bracing for the service. >> it's a very emotional toll tomorrow when we see things that are happening, the tv, the funeral and all that, just understand the support that he truly had and i hope if anything that where he is right now up in heaven that he's able to feel that. >> reporter: now the california highway patrol will also be using 45 motorcycle officers to

guide the procession from los gatos to campbell and san jose as well as afterwards from the s.a.p. to oak hill cemetery in south san jose. reporting live in los gatos, christie smith. back to you. >> going to be a solemn day, thank you very much, christie. a live look at s.a.p. center this morning, it's empty currently, but in just hours, mourner also start filing into that building to remember police officer johnson. among them, california's attorney general carmela harris, expected to speak at today's service, and former mayors tom gonzalez and mostly cloudy mcinerney. >> the procession will leave s.a.p. center about 1:00 this morning -- this afternoon i should say, it will travel along santa clara street through the heart of downtown san jose before turning south on market street. procession will eventually end at the cemetery. the vast majority if not all of san jose's police force is

expected to attend today's service. who is going to be patrolling the city streets? it will truly be a team effort. >> kris sanchez is live outside s.a.p. center with that side of the story. >> reporter: good morning to you sam and laura. the preparations here at s.a.p. center already under way. they just dropped off the risers to prepare for the memorial service that will arrive here. the procession i should say and the memorial sr. to follow, but as many of the the police officers come to mourn their fallen colleague their shifts will be covered by officers from other departments. the department will grow by about 200 officers, talking about 200 officers from about 13 different agencies within the county and in the surrounding areas as well and that includes their police chief. they will be brought up to speed this morning and you may see them in your neighborhood later on today. sjpd is home base for today, it will be impossible for those officers to forget why they are patrolling san jose.

beforehand. our coverage begins at 10:00 here on nbc bay area and on our website nbcbayarea.com as well. 4:36, new this morning, no damages being reported after a small earthquake overnight. the magnitude 3.6 quake struck about a mile northwest of san ramon just after midnight. people as far away as san francisco are reporting they felt it, struck about six miles beneath the ground. police and sheriffs say no reports of damage or injury. at this hour, we're following developing news out of kenya, where masked men stormed a university there, shooting at students and taking dozens of hostages. this is happening at garissa university in the southeastern part of the country. at least 65 people have been injured and 15 have been killed. police have one suspect in custody. the total number of terrorists involved though still unclear. more than 500 students are still unaccounted for and it started last night with an explosion at

the gate of the university. the masked attackers forced their a into the compound and holed up inside student housing. somalia's al shabab militant group claiming responsibility behind the attack, the same group responsible for the attack on the upscale shopping mall last year. this morning san francisco police hope someone will recognize the assailant, a passenger attacked a cab driver in officer tuesday morning, hitting him with a metal padlock. police say the suspect was trying to steal the driver's electronics in the front seat. the veteran cab company driver says the man didn't get away with his valuables but he did take his sense of security. >> i got a bump on the head and there was a little blood but you know, it could have been so much worse. >> the driver says the man told him he needed to catch b.a.r.t. home to oakland. he took off running after the attack near seventh and market. police are asking anyone with information to call.

the aim nlgs really do tell it all when it comes to california's drought. on the left side of your screen there, video from yesterday's sierra snow survey, dead grass and not a flake of snow on the ground. on the right, what the sierra looked like in the same place just one year ago, incredibly stark comparison there. governor brown was there to see firsthand the trouble and for the first time in california's history, there will be mandatory water restrictions. >> this is the new normal, and we'll learn how to cope with it just as californians have lived in the past under very difficult situations. >> the governor laid out the restrictions atop the dry sierra summit. he threatened hefty fines, up to 25%, raised from 20%. this is the fourth year of the drought. the sane snowpack survey marks the worst april snowpack in

it can take is one good year to help us really recover from drought situation, so i can tell you right now, temperatures are a little chilly, grab your jacket. something that you can peel off later on today. very cold start will make way to a warm and sunny afternoon, temps in the mid-60s by lunch time today, significantly warmer than yesterday, in fact, by noon today just about as warm as today in the east bay. 66 at lunch time. 56 in the tri valley at noon, rounding out the day in the 70s. beautiful spring-like pattern will return for the next couple days before everything changes again. it starts this rainy pattern on easter sunday and also expecting some thunderstorms as we head throughout your sunday night. we'll talk about that, plus i'll give you the timing of this incoming system in my next report. first, though, i want to say happy thursday friday eve. >> we'll take that, anything with a friday in the name. san jose 101 moves snoothly.

4:45, new this morning, air b&b is expanding to cuba. starting this morning, the online home service will allow american travelers to book in cuba. this is the most significant expansion to the island nation since the obama administration loosened restrictions last year. >> 4:45 right now. godaddy exceeding

of rain, i'm going to show you where in just a minute. cold start, warm and sunny afternoon. let me take to you your day part forecast. temps end up in the mid-60s by lunch time so just about as warm as noon. highs 4:00 p.m. this time of year, you'll reach 70 on the peninsula today. 37 for the east bay and 74 degrees in the tri valley. now, as you head throughout the weekend, temperatures are going to be pretty cool so you want to keep that in mind if you're posting your cute pictures of your kids in their easter wonnets, the bonnet might be protecting them from the showers coming down as we head throughout your sunday, some of the futurecast models bringing this rain by about 9:00 a.m. i think it's more toward the second half of the day, we stop the clock at 1:00, widespread activity. watch what happens monday into tuesday, we get even more rainfall, and potentially looking at another storm system as we head throughout friday into the upcoming weekend. so yes, definitely a changing

pattern, we're happy to see it. we want the hills to stay green. i'll tell you how much rain microclimate by microclimate as we head throughout the 5:00 hour together. pack to you, sam and laura. >> thank you very much. 4:48 right now. one of of the men behind a notorious kidnapping may soon be free. judge granted initial parole to 63-year-old james schoenfeld, one of three men involved in the 1976 chowchilla bus kidnapping. they kidnapped a bus carrying 26 schoolchildren and buried them alive for 16 hours. the ruling must be approved by state commissioners and signed off by governor brown. schoenfeld's brother took part and was paroled three years ago. the third man is still behind bars. we could see major improvements today in the controversy surrounding religious freedom bills in arkansas and indiana. lawmakers in both states worked late into the night rewriting portions of the bill and removing others, trying to compromise. in indiana, the pressure is on

to change the law before easter break and final four in indianapolis this weekend. the clark is ticking in arkansas where the governor refused to sign a similar measure yesterday. >> we're going to fix it and bring in this to a close in a positive way. >> my position is clear. i've asked them to remedy it, i've asked them to change the current law and i've asked them to recall it >> epoints of both laws say there is a loophole that would lead to widespread discrimination of gays and lesbians. jeb bush will continue to fund raise in san francisco this morning just hours after he changed his stance on indiana's controversial religious freedom law, initially a supporter of that. during a closed door fund-raiser on the peninsula, the former florida governor told a group of supporters that a consensus oriented approach would have been better from the beginning, that's different from what bush said monday night when he praised indiana's governor for

"doing the right thing." 300 east bay preschool students are relocated to make room for special education classes on campus. ♪ the lease expires this summer. antioch unified decided to centralize its numerous special education programs on one campus, and that would not leave room for the reschool students. >> the school district continues to try to want to help kids club find a location that's going to be accessible, but it needs to make space for those special education kids that it is required by state and federal law to serve. >> the executive director wants the school district to leave things as they are while he finds a new location. he says the nonprofit school needs a lease extension or refurbished building from the district. a new study finds that too much time in front of the television could increase your risk of type ii diabetes no matter how much you workout. researchers looked at overweight

adults. for every hour they spent watching tv daily their risk of developing diabetes increased 3.5%, this happened regardless of age, gender or level of exercise. the night owls may also face a high risk of die piece. researchers looked at sleeping habits of middle aged adults, those with late bedtimes were more likely to develop diabetes, obesity and lose muscle mass than early risers. good incentive to go to bed early, if they got the same amount of sleep, night owls tend to get poor quality sleep and more likely to eat late at night or have "sedentary lifestyles." not a problem for us. >> exactly. have you seen the muscles? 4:52 right now. some bad news for the a's, a veteran they could be without for the start of the season. >> you're without any major slowing through fremont.
