>> the memorial and procession will be large and very powerful. many major streets in the south bay will be closed. >> "today in the bay's" christie smith joins us live from los gatos where the funeral procession will begin for johnson in a few hours. good morning. >> reporter: good morning to you, sam and laura. certainly this is expected to be an emotional and powerful day that will begin right here in just a few hours, starting with a funeral procession that could be a quarter mile long, maybe even longer, and certainly that could impact those who are not even attending, so i wanted to show you what the route looks like at 10:00 a.m. first, of santa cruz avenue which turns into winchester boulevard and east on stephens creek boulevard which turns into san carlo street north to montgomery and autumn, that takes them to s.a.p. center where a funeral service is scheduled to begin at 11:00 this morning. police say standard security

procedures will be in place at the s.a.p. center today. county board president dave cortez had time to spend time with the johnson family and they are satisfied and grateful. >> on duty there 24/7 at the funeral home and they expressed a great deal of gratitude for this public outpouring of support. >> reporter: the california highway patrol will use 45 motorcycle officers to guide the procession from los gatos to san jose, and then afterwards from s.a.p. center to oak hill cemetery in south san jose. reporting live in los gatos, christie smith, "today in the bay." >> thank you very much, christie. >> we have a live look at s.a.p. center this morning, it is empty now, but in just hours, mourner also start filing into the building to remember johnson. among them, california's attorney general harris, and

former mayors gonzalez and mchenry will attend. >> there will also be a private burial at san jose's oak hill cemetery. the procession will leave s.a.p. center around 1:00 this afternoon traveling along santa clara through the heart of downtown san jose before turning south on market street and the procession will end again at that private ceremony at the cemetery. >> much if not all of san jose's police force is expected to attend today's service. who will be patrolling city streets? >> it's a team effort. "today in the bay's" kris sanchez live outside s.a.p. center with that side of the story. good morning, kris. >> reporter: good morning to you, sam and laura. just as there are preparations under way here at s.a.p. center, there are also preparations under way at sjpd headquarters will the department will grow by about 200 officers today. officers from other departments pouring in to offer help so that all sjpd officers who want to attend the memorial can do so. hundreds of officers are stepping in, you may see them in your neighborhood today if you

live in san jose and all the police chiefs, all 13 law enforcement departments in santa clara county will leave their desks, they will get into patrol car and they, too, will hit the streets and be briefed at roll call in about an hour and a half this morning. sjpd will be home base for today, where it will be impossible to forget exactly why all of those mutual aid officers are in the city. the memorial for the department fallen officer are a reminder what could happen to any one of them on any given day, any given shift. in addition to the mutual aid, officers patrolling the city for today we expect we will see a lot of other uniforms here at s.a.p. center and at the memorial service earlier in the day as they pay their respects to their fallen colleagues. in san jose, kris sanchez, "today in the bay." >> police departments banning together, thank you very much. >> we will air the entire memorial service for officer michael johnson later this morning as well as the procession beforehand.

taking him to a closer b.a.r.t. station. he sensed something was off when the man wouldn't slide over in his seat, kept sitting directly behind him when the man said he was going home to oakland began to beat him with a metal pedlock. >> got a bump on the head, a little blood. it could have been so much worse. >> reporter: more and more taxi drivers have cameras in their vehicle. this is in february when the passenger beat up a yellow cab driver in daly city, leaving the driver with serious facial injuries. the san francisco suspect tried to take electronics from the front passenger seat but got away with nothing. the hope is that the video goes viral and lands the attacker in jail. in san francisco, stephanie chuang, "today in the bay." >> thank you, steph. it's 5:06. a follow-up now, we've learned thement at the center of the latest security breach at san jose international airport was missing for a week beforehand. deanna predal just moved in with her aunt and uncle in sunnyvale

governor brown issues mandatory water restrictions as the drought reaches historic levels, unlike anything we've seen before. we've got new details ahead. o

. a very good thursday morning to you. taking a live look outside this morning, see how clear it is out there, not a lot of cloud cover to keep us warm. you'll notice a dip in the temperature this is morning.

christina is tapped in on that. it is a different world says grn brown and we have to act differently. the pictures tell the story when it comes to california's drought. on the left is video from yesterday's sierra snow survey, dead grass, not a flake of snow on the ground. on the right what the sierra looked like in the place just one year ago. for the first time in this state's history, there will be mandatory water restrictions. the governor laid out the restrictions atop the dry sierra summit. so save water he threatened heavy fines and possible rate hikes for californiaones who don't meet new conservation targets. in addition, the state is partnering with cities and counties to remove 50 million square feet of grass. that is the equivalent of about 1,150 football fields. this is perspective for you, this map was provided by the "l.a. times." the area in the circle that you

see here is actually 50 million square feet of grass, that is more square feet than all of span tars stadium and nearby neighborhoods as well. this is 280, this is 87 for perspective. the idea is to replace that grass with drought-tolerant landscaping. >> people should realize we're in a new era, the idea of your nice little green grass getting lots of water every day that's going to be a thing of the past. >> as for farmers in the central valley they are taking a big hit. last year they left nearly 500,000 acres unplanted because of lack of water and they may be forced to leave more land barren this year, it's very dry out there. this is the fourth year of the drought, the april snowpack survey marks the worst april snowpack in history. this graph was also provided by the "l.a. times." as earn looks for solutions to our severe drop the governor may want to look to santa cruz. santa cruz actually cut back water use by 25% last year.

the city offered rebates to replace lawns and also imposed mandatory water rationing of 15% to 25%, for water wasters they held water school, place for customers to learn what they were doing and how topix it. if they attended and passed the test their hefty fines were reduced. >> the water is not there, so i don't think we have much of a choice at this point so i think it's a step in the right direction. >> the water department will continue to hold water school this summer, perhaps we should all attend. we will have many other stories on the drought in the coming weeks. for details how the cuts will affect you, head to our website nbcbayarea.com and search "historic drought." the historic lows, the snowpack, rain. in the bay area the poverty rate is near an historic high right now. report released yesterday shows more than 800,000 people in the entire bay area living below the poverty line. to give you an idea of how big

that number is, the 2010 census found about 800,000 people lived in san francisco alone n san francisco 800,000. the poverty line ranges from an annual income of about $11,000 a year for one person to around $24,000 a year for a family of four. here's a breakdown of the numbers, california's poverty rate is just under 17% while the percentage of people living in port in the entire country around 16%. here in the bay area, san francisco has the highest poverty rate at 13.8%, while santa clara county is about 10.5%. despite that, the silicon valley has shown promising news in other economic areas. over the last 12 months santa clara county added jobs at a nearly 5.4% rate that would be the strongest in the entire country. >> possibly good news for people working at mcdonald's, a hefty pay raise. >> for that we turn to landon dowdy who joins us live from cnbc world headquarters. good morning, landon.

sergeant joseph williams was on patrol when a torpedo touched down. he headed to the damaged area and saw a home with the roof torn right off. he called out but no one handed so the officer kicked in the door, nobody was inside. in all, 33 homes destroyed in last week's torpedo, scary there. >> exactly. we want to check the forecast now, a cool start we've been talking about this morning. >> noticeable, you want to give yourself plenty of time to get your car warm before you jump into it this morning. temperature also rebound nicely into the mid-70s across the board so really comfortable conditions especially compared to yesterday, 44 degrees in the tri valley, we're at 50 to start the new day in san francisco, on our way to the mid-60s by lunch time, and then we'll round out the day, highs coming in at about 4:00 p.m. now that our days are getting longer at 74 degrees for the north bay, the same for the tri valley. 72 degrees in the south bay and on the peninsula. so let me kind of talk about

what's happening out there. high pressure really strong ridge of high pressure is going to boost that jet stream well to the north but only for 48 hours today and tomorrow we are going to get a taste of that beautiful spring warmth. then we have this area of low pressure moving in quickly for your easter weekend, you want to count on some shower activity, you want to get outdoors saturday the better day to do so. look at your temperature drop, 73 degrees for friday, down to 66 by saturday in the south bay. sunday into monday, keep that umbrella handy is showers on the way, that will continue into your tuesday as well. so temperatures are going to be much cooler, outdoor plans you want to think about that for saturday, and let me show you the futurecast and give you the timing. i'll tell you how much we expect where you live as well. sunday at 1:00 p.m., widespread activity. the first round not that impressive but up to a quarter inch in the north bay. i stop the clock monday at 8:00 p.m., this next wave of rain that comes late monday into all

day tuesday could provide up to an inch of rainfall. we really need it up in the north bay, so that's great news. we're already at about 97% of average in places like mountain view, so it's keeping our average up as well when it comes to annual rainfall. i'll tell you exactly how much we're going to show you the map and what some of the models are projecting in my next report. first how our drive is shaping up with mike inouye. >> looking over here and a little better than average for the bay bridge toll plaza because we have a lighter than average flow of traffic. this week, in the next few we talk about, spring break rolling around the bay area, a smooth flow as we just started seeing more volume coming in and the cash lanes a little backup. the maps on the approach to the maze, the east shore freeway moving close to the speed limit. eastbound 24 highway 13, the caldecott overnight typically have a lane or two closed for maintenance. no problems anymore, back at speed on the approach or heading out of the area toward

right now to a developing story, at least 15 people have died and 65 are injured as police and terrorists exchange gunfire at a university in kenya. masked men stormed the dorms there shooting at students and taking dozens of hostages. right now an unknown number of students are being held inside of student housing. somalia's al shabab islamic militant group claiming responsibility to the attack. coming up in 15 minutes a live report from washington on the developing story, learning more about the attackers and what this means for the war on terror in general. right now, rescuers are frantically searching the icy waters off of eastern russia for survivors of a sunken fishing vessel. the ship had 132 people on board when it started going under this morning. as of now, at least 5 people are confirmed dead. 63 have been rescued, 15 are still missing. crews think the ship collided with a chunk of ice.

this morning investigators are questioning the parents of the germanwings co-pilot believed to have been intentionally crashed a plane full of people in the french alps. it's unclear if officials are learning any new information from andreas lubitz's parents. the ceo of the airline visited the crash site this morning where 150 people died. the company said it knew lubitz suffered from severe depression in years past. a georgia teenager who received a controversial heart transplant two years ago died this week, following a car chase with police. 17-year-old anthony stokes received a heart transplant in 2013. the hospital initially denied him a spot because he had past rushes with the law but the hospital reversed its decision after stokes' mother argued he deserved a second chance. on tuesday, investigators say the teen was involved in a home invasion robbery, then got caught driving a stolen car. he led police on a chase before

all night long into the early morning. we know at least 15 people were killed, 65 at last report were wounded. some of them critically. about 50 escaped but there are still hundreds of people unaccounted for. the concern is with these gunmen hold up in the school that many of them may be held hostage. that's what we know as of this morning. it's still a developing situation and certainly one with a lot of concern with students and possibility faculty members and other staff members still hold us inside with the gunmen. >> absolutely, a terrifying situation there, tracie potts live from washington, thank you very much. a major player in a democratic party is due in federal court today to answer to corruption charges. senator robert menendez of new jersey accused of fraud and bribery. prosecutors say he received more than $1 million in lavish gifts in exchange for some personal favors. those included providing help in getting medicare reimbursements, obtaining visas for friends.

menendez calls those allegations hogwash. >> i'm here to say the justice department don't know the difference between friendship and corruption. >> vehement denial there. he's temporarily stepped down as top democrat on the powerful senate foreign relations committee. he's the first u.s. senator to face bribery charges in 35 years. >> it is 5:44. also caught cheating but they're not students, nearly a dozen former atlanta educators have been convicted of racketeering. 12 were charged in a jury found 11 guilty. prosecutors say the 11 were part of a conspiracy to cheat on standardized testing in order to raise scores. the convicted were cuffed and sent to jail right after the verdicts were announced. jeb bush is going to continue to fund-raise in san francisco this morning but doing so just hours after he changed his stance on indiana's controversial religious freedom law. during a closed door fund-raiser on the peninsula the former florida governor told a group of

supporters that a "conis enious oriented approach would have been better from the beginning" different from what bush said monday night when he praised indiana governor mike pence for doing the right thing. >> the sudden about-face, but will it be enough to stem the outrage? >> "today in the bay's" jay gray joining us live from indianapolis where that issue is leaving many people divided there. >> reporter: good morning, sam and laura. it is and there was work all night last night by lawmakers here and in arkansas rewriting some of the legislation, removing other parts, trying to come up with a compromise that they say will not be discriminato discriminatory. the authors say that was never the intent of the legislation, but clearly there has been a backlash here and now in arkansas, people concerned that it would allow businesses to deny services to gays and lesbians based on their religious beliefs. now look, they don't expect to

have the law vetoed here. no one expects that that will be the result, but within the next hour we do expect to hear at least here in indianapolis of some type of compromise that would make this bill palate able to those who have been obviously complaining and protesting against the measure so we expect to hear that within the hour in arkansas, they have five days to work something out there, if nothing's done the bill doesn't lie dormant. it becomes a law so they have to work there and the clock is ticking. this may not be the end of the debate over this issue. lawmakers in nevada set to move on a religious freedom bill there sometime next week, so sam, laura, still a lot to go as far as this issue is concerned. >> the issue is spreading like wildfire right now. thank you, jay gray. >> so many people weighing in. happening in today, robert durst heads back to court on gun and drug charges. he will attend a preliminary hearing in new orleans later

this morning. durst is awaiting extradition to l.a. to face charges in the murder of writer susan berman. he was arrested right after he was featured in an explosive hbo documentary which revealed new evidence. keep some warmer clothes handy today, that would be the message because it is a little bit cooler to start here today. good morning. >> good morning, maybe even the long underwear if you have to work outside the next couple of hours. temperatures are chilly out there, the time is 5:47. good thursday morning to you, so close to that easter weekend, chances are you'll be getting together with family and friends and i want to make sure you're aware, showers on the way. this morning we're starting out with the 40s and 50s. this is what sam was talking about, temperatures typically have been in the 50s at this time for the past couple weeks so this is a cold start even colder tomorrow morning as we cut off even more of that wind. the wind is actually helping to keep things nice and mixed, that helps to keep that dense, cold air from settling to the surface. we lose that wind over the next

couple hours, temperatures are expected to drop toward 40 degrees, if not the upper 30s. 65 degrees at lunch time in the tri valley, same for san francisco, really you're going to notice today that by noon temperatures will be about as warm as they were in the heat of the day yesterday. warmest point of the day is 4:00 p.m. and temperatures at that point will be at 72 degrees on the peninsula, same for us here in the south bay, and overall running five to eight degrees warmer than we did yesterday. chilly start and yes, really warm tomorrow, but tomorrow morning i just want to point out we could see some frost, so it's a good idea for you to bring in that sensitive vegetation tonight, especially if you live in inland valley spots in the north bay or the tri valley, where it will be the coldest. those showers arrive on easter weekend, so if you're trying to make those outdoor plans, saturday looks good. it will be chilly, but definitely not expecting those rain showers until we hit sunday, we're actually looking toward some thunder potential as well on sunday night into monday

morning. keep that in mind. the storm has a little instability with it. another round of rain on the way for us as we head throughout monday into tuesday, but just on this first round we could get a quarter of an inch up in santa rosa, more like 0.1 of an inch in the south bay, we'll take it, same for hayward and livermore and looking good from the next round to bring the totals up closer to an inch up in the north bay. so real rain on the way. we'll talk more about that coming up. right now if you have to get out the front door not as windy. mike has the details. >> it is helping drivers out. we don't have any reports of major problems. smooth drive across that bay bridge partly due to the lower winds and also because the metering lights which have bchb turned on. backup on the oakland side to west grant, keeps the span moving smoothly as we see on the speed sensors, no problems san francisco. just a little bit of slowing building up coming over toward the san francisco side, traffic

moving smoothly across the water. the east shore freeway and maze and easy drive off the caldecott tunnel. no problems upper east shore or north bay. i want to show you san rafael, speed sensors showing slowing northbound. you see how light the northbound traffic is in the live shot. southbound 101 commute direction building out of novato. at the speed limit to the golden gate bridge. back out to the map we'll talk about the little slowing through antioch, a fender bender reported westbound highway 4 right around willetts ash road, the flat tire repaired and completely out of the roadway. now look toward the tri valley no incidents, just a little build west 580 through livermore out of the altamont pass. slowing at the dublin interchange expected but a lighter than normal flow of traffic around the bay, there's southbound 880 through hayward, a little slowing there. looking at the south bay itself, northbound 101 shows that first burst of traffic we typically see and flowing from 680 to 880,

can see the dash cam catches the passenger hitting the driver with a metal padlock. the passenger tried to steal electronic answer other things from the front passenger seat but was unable to and took off. he didn't rob the taxi cab dryer but the driver feels robbed of his sensibility. >> wow, i'm out there every night, and that's it, just me against the world in a way. >> reporter: it's a growing trend, more of the taxi cab drivers have these dash cams in their vehicles, this is footage from february in a different cab when a passenger refused to pay the fare and beat up a yellow cab driver in daly city leaving him with serious facial injuries. the victim in this san francisco case says it's the first time he's been attacked by a passenger in the 12 years he's been driving and hopes this video goes viral and lands the attacker behind bars. in san francisco, stephanie chuang, "today in the bay." >> thank you, steph. it's 5:52. here's a look at other stories we're working on for the 6:00 hour. remembering officer michael

johnson, thousands of police officers from across the country will be in san jose today to honor the 14-year veteran of the san jose police force. johnson was killed last week while responding to a call. no damage is being reported after a small earthquake overnight. the magnitude 3.6 quake struck about a mile northwest of san ramon, just after midnight. people as far away as san francisco are reporting that they felt it. for the first time in state history, there will be mandatory water restrictions. governor brown is threatening heavy fines and possible rate hikes for californians who don't meet new conservation targets. brown is calling for a 25% statewide reduction in water use. in addition, the state is partnering with cities and counties to remove 50 million square feet of grass. the stories and more coming up at 6:00. it's 5:53. 300 east bay preschool students are going to be relocated to make room for special education classes on campus. ♪

>> the lease signed by kids clock in antioch ten years ago expires this summer. antioch unified decided to centralize its numerous special education programs on one campus, and that would not leave room for the reschool students. >> the school district continues to try to want to help kids club find a location that's going to be accessible, but it needs to make space for those special education kids that it is required by state and federal law to serve. >> the executive director wants the school district to leave things as they are while he finds a new location. he says the nonprofit school needs a lease extension or refurbished building from the district. a new study finds that too much time in front of the television could increase your risk of type ii diabetes no matter how much you workout. researchers looked at overweight adults taking part in a diabetes prevention group. for every hour they spent watching tv daily their risk of developing diabetes increased 3.5%, this happened regardless
